A regular meeting of the City Council of the City of 31 Segundo, California,
was held in the Council Chamber in the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T. Hutchins - City Engineer
Victor D. McCarthy - City Clerk.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the adjourned regular meeting held on December 30th,
1941; and of the regular meeting scheduled for December 31st, 1941; and
of the adjourned regular meeting held on January 5th, 1942, having been
read'- and no errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Hesser, the minutes of the foregoing meetings
be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to-each herein-
after:
DIVISION OF INDUSTRIAL ACCIDENTS AND SAFETY, of the Department of .
Industrial Relations of the State of California, dated December 22nd, 1941,
with reference.to disability rating allowed J: C. Osborne, an employee of
the Water Department of the City of E1 Segundo, for an injury sustained
in the course of his employment, as referred to in case assigned File No.
785569. ' Ordered filed.
COUNTY OF LOS ANGELS, dated December 26th, 1941, requesting an
understanding as between the City of El Segundo And the County of Los Angeles
with reference to the interchange in the use of municipal equipment at a
fair rental price.
Moved by Councilman Hesser, seconded by Councilman Selby, the matter
of an understanding between the County of Los Angeles and the City of E1
Segundo with reference to pooling their municipal equipment for the use
of either governmental agency during some emergency, be referred to the City
Engineer of the City of El Segundo, with power to act in said matter in
conformance with the'general rules heretofore adopted by this Council with
reference to such matters. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

Absent: Councilman Love,
FLOYD INGRAM,, dated January 7th, 19429 stating that when the letter
containing the offer of the members of the Police Department of the City of
E1 Segundo to perform overtime services during the war emergency without
overtime payment therefor, was being circulated by the Police Department,
the circulator was unable to locate him and that therefore the letter was
filed without his signature; that he concurs most ieartU*L in the sentiments
expressed in the said letter and requests that his name be included-with

other members of the Police Department whose signatures appear thereon. Moved
by Councilman Gerow, seconded by Councilman Hesser, that said communication from
Floyd Ingram, dated January 7th, 1942, be received and placed on file in the
office of the City Clerk; that the City Clerk be authorized to advise him that
his name will be considered as having appeared on the original letter of the
Police Department heretofore filed and that he also be advised that the Council
is appreciative of his gracious and prompt action in making his request. Carried.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow of the Public Service Committee, reported that temporary
buildings, which had been erected at E1 Segundo Public Library Building site,
have been dismantled or moved.
Councilman Hesser of the Public Safety-Committee, reported that Assistant
Fire Chief 0. H. Barber, had recommended to him that the new E1 Segundo fire
engine h$ssls checked by the manufacturer, as it appears that the transmission
gears are in need of replacement; that there is a leak in the braking system
on said fire engine, causing the brakes to lock and that two spring leaves are
broken.
Moved by Councilman Selby, seconded by Councilman Gerold, that the City
Clerk be instructed to communicate with United Fire Engine Corporation, requesting
said Company to have a mechanic check the fire engine recently purchased from
said Company to ascertain what repairs-or adjustments are immediately necessary
to place the same in first class condition and thereafter to cause` suc� necessary
work to be completed at the earliest possible time and at the lowest possible
cost to the City. Carried by the following vote:

REPORTS OF OFFICERS AND SPECIAL COMMITTEES." -
The Chief of Police announced the appointment of .Thurman V Lysinger
as a Special Police Officer of the City of El Segundo and requested the Council's
approval of such appointment. Moved by Councilman Selby, seconded by Councilman
Sesser, that the appointment by.the Chief of Police of the City of El Segundo
of Thurman W, Lysinger as a Special Police Officer of said City, be and the
same is hereby ratified, approved and confirmed.* Carried.
The City Engineer filed with the Council a written report° Jested January
6th, 1942, with reference to his inspection of the sites of oil wells Nos. 29
3 and 8 of the Standard Oil Company, from which the derricks have been removed.
It appearing that said letter makes no reference to the abandonment of said wells
in the manner provided in the permits issued therefor and in the.ordinance of
the City of E1 Segundo respecting the abandonment of oil.wells, and it appearing
also that Standard Oil Company has not requested cancellation of the permits
issued to it for the drilling, operation and maintenance of.said oil wells, on
motion of Councilman Hesser, seconded by Councilman Selby, which carried
unanimously, the matter was referred to the City Attorney for further action.
The City Engineer reported receipt of i communication from S. V. Cortelyou,
District Engineer of the Division of Highways, State of California, dated
January 2nd, 19429 with reference to the installation of full traffic actuated
signals and median strips an Sepulveda boulevard at its intersection with
Rosecrans Avenue,.which he read to the Council. This communication purported
to explain the reasons for the installation of these traffic control devices
at this particular location, and the reason for their apparent high installation
cost, all as set forth_in said Division's Encroachment Permit D 72600 heretofore
issued.
On motAon of Councilman Selby, seconded by.Councilman Gerow, which
carried unanimously, said communication was ordered received and placed on
file without further action thereon having been taken.

The City Attorney reported that he had received notice that the two following
matters, to -wit: "In the matter of the Application of Pacific Electric Railway
Company, a corporation, for an order granting permission to increase and adjust
passenger rates and fares for the transportation of persons between points in the
Statt of California - Application No. 24656 ", and "In the matter of the Application
of Pacific Electric Railway Company, a corporation, and Los Angeles Railway
Corporation, a corporation, operating a joint agency under the name of Los Angeles
Motor Coach Company, for an order granting permission to.increase and adjust
passenger rates and fares for the transportation of persons between points in the
State of California - Application No. 24657 ", had been set for hearing at 10:00 A. M.,
on the 15th day of January, 1942, before the Railroad Commission in the Commission's
Court Room in the State Building in the City of Los Angeles and inquired whether
or not the Council desired to give him any instructions in the matter.
After discussion, it was moved by Councilman Hesser,-seconded by Councilman
.Gerow, that the following resolution be adopted:
"WHEREAS, there are now pending before the Railroad Commission
of the State of'California, two certain applications, one being
Application No. 24656,-in which increase of fares id sought by
Pacific Electric Railway Company, and the other being Application
No. 246579 in which increase in fares is sought by Pacific Electric
Railway Company and Los Angeles Railway Corporation, operating a
joint agency as Los Angeles Motor Coach Company;
AND, WHEREAS,�certain facilities of said carriers serve
the public of1the City of E1 Segundo;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of E1 Segundo, California, that said.Council protests any_
increase in fares at this time in.the absence of any clear showing
of a definite and clear necessity therefor;
.1 AND, BE ZT FURTHER RESOLVED, that, the City Clerk shall
forward a_.certified copy of this resolution to the said California
Railroad Commission for its information as to the attitude of the
City Council of the City of E1 Segundo in the premises. ..
On roll call said resolution was adopted by the following vote
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
The City Attorney reported having prepared an application on behalf of
the City of E1 Segundo to the Railroad Commission of the State of California,
for a modification of its'order with reference to the installation of wigwag
signals at the Douglas Avenue crossing over the right of way of Atchison, Topeka
& Santa Fe Railway Company within the City of E1 Segundo as heretofore ordered
by this Council.
Moved by Councilman Selby, seconded by Councilman Gerow, that that certain
application for modification of order in the matter of the application of the
City of E1 Segundo, California, for permission to construct a public highway
over the right of way of the Atchison, Topeka & Santa Fe Railway Company at
Douglas Avenue within the said City, as prepared by City Attorney Woodworth and
submitted to this Council this'date, be approved by this Council; that one copy
of such application be placed on file in the office of the City Clerk of said
City for the purposes of identification and reference; that•the Mayor of the City
of-El .Segundo,pe and he is hereby authorized to verify said application on
behalf of said City and the City Attorney is hereby authorized and directed to
file-such application-with the'liailroad.Commission of the State of California.
Carried by the following vote:

City Attorney Woodworth reported having communicated further with
Interstate Engineering and Aircraft Corporation with reference to the deed
which the City of El Segundo is seeking over a portion of the frontage of said
Corparation's property*on Imperial Highway for widening and improvement purposes,
but that to.date said deed has not been received.
The Chief of Police reported receipt of a communication from the Board of
Police Commissioners of the City of Los Angeles,-dated December 31st, 1941,
requesting permission to install a pedestrian 'cross-walk on the South side of
Imperial Highway at Northrop Street, to which said communication was attached
a report of R. T. Dorsey, Traffic Engineer, explaining the necessity for install-
ing such cross -walk.
Following consideration, it was moved by Councilman Selby, seconded by
Councilman Gerow, that the Traffic Authority of the City of E1 Segundo be and
he is hereby authorized to grant permission to the City of Los Angeles for
the installation of a cross =walk across Imperial Highway at Northrop Street,
as indicated and explained in the communication of the Board of Police
Commissioners of said City, dated December 31st, 1941,'heretofore read to this
Council. Carried,
Street Superintendent Hutchins reported that Councilman Love had
requested him to estimate the cost of doing certain improvement work in the
roadway of Main Street and that accordingly he has estimated the cost of
sealing the roadway only of said street at $100.00 and of patching portions
which need repair, together with sealing other portions, at $300.00.
After consideration, it was moved by Councilman Selby, seconded by
Councilman Gerow, that the Street Superintendent of the City of E1 Segundo
be and he is hereby authorized and directed to cause such patching and sealing
to be done in the roadway of Main Street in the City of El Segundo as to him
seems necessary, all at a. cost of'not to exceed $300.00. -Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

UNFINISHED BUSINESS.
In connection with the partial completion of E1 Segundo Public Library
Building to place the same in condition for temporary use for emergency
purposes, as provided in Resolution No. 596 of the City Council of the City
of E1 Segundo, it was moved by Councilman Hesser, seconded by Councilman Selby,
that the City Clerk be and he is hereby authorized and directed to place orders
with the several suppliers named in said resolution for the materials therein
specified as needed in the further construction of E1 Segundo Public Library
Building to place the same in condition for temporary use for emergency .
purposes, and also to effect such contract cancellations and adjustments with
the several firms under- contract with the City of E1-Segundo to furnish materials
as are indicated in said hereinbefore mentioned resolution. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None,

NEW BUSINESS.
Moved by Councilman Selby,, seconded by Councilman Gerow, that the Altar
Society of St. Anthony's Church of E1 Segundo be and it is hereby granted permission
to use the City Hall Auditorium on the evening of January 12th, 1942, for the
purpose of holding a benefit card party,, the heretofore established rental, price
of $3.75 to be made for such use. Carried by the following vote:

Noes: Councilmen None.

Moved by Councilman Gerow, seconded by Councilman Rosser, that the
Women's Society of Christian Service of E1 Segundo Com=ity Chureh.be.and it
is hereby granted permission to use the.Banquet Hall of the City Hall of the
City of 11 Segundo the first Thursday of each month, upon the payment to the
City of E1 Segundo of the heretofore established rental price therefor, to wit:
$2.50 per day. Carried by the following vote:

Moved by Councilmen Rosser, seconded. by_.Councilman Selby, that the printing
of circulars for the use of the Waste Paper Conservation Committee of the _ Local
Defense Council of the City of E1 Segundo be and the same is hereby authorized at
a cost of not to exceed $25.00. Carried by the following vote:

No further business appearing to be transacted at this session, it was
moved by Councilman Selby, seconded by Councilman Gerow, the meeting adjourn
until Friday, the 9th day of January, 1942, at the hour of 4:15 o'clock P. M.
