January 5th, 1942.
An adjourned regular meeting of the -City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City on the
above date, having been called to order at 4:15 o'clock P. M. by Peter E. Binder,
Maypr.
ROLL CALL.
Councilmen Present: Gerow, Selby and:Mayor Binder.
Councilmen Absent: Hesser and Love.
Other Officers Present:
• R T. Hutchins - City Engineer.
• Victor D. McCarthy - City Clerk.
Moved by Councilman Selby, seconded by Councilman Gerow, the regular
order of business be dispensed with. Carried.
• The Chief of Police announced the appointments of the persons hereinafter
named as Special Police Officers of the City of E1 Segundo and requested the
Council's approval of such appointments, whereupon it was moved by Councilman
Selby, seconded by Councilman Gerow, that the appointments by the Chief of Police
of the City of El-Segundo of M.-N. Stabeck; T. R. Ball, Leslie Mull, J. V. Judkins,
W, L. Osborne and Edward Kaufman as.Special Police Officers of said City be and
the same are hereby ratified, confirmed and approved. The motion carried
unanimously.
A letter from members of the Police Department of the City of.X1 Segundo,
dated December 29th, 1941, addressed to the City Council, was read, after which
it was moved-by Councilman Gerow, seconded %by.0 -ouncilman Selby,.the following
resolution be adopted:
WHEREAS, there was filed with this Council this date a
certain communication from the _memb@rs.ot;the_Police Department
• of the City of E1 Segundo, in words and figures as follows, to-
wit: .
"The undersigned, members-of the Police Department
of• the City of E1 Segundo, realizing that under the
present war emergency, the City Treasury will have many
• unusual calls upon it foraatiejDated_ expenditures in
• connection with civilian protection, and realizing further.,
• that many-civilians will be performing voluntary service .
without compensation, and desiring to do our part in the
• civilian defense and protection effort, take this means
• of advising your Bono -able Body of our complete willing-
ness to perform overtime duties, when necessary, for the
duration of the emergency, wit-hout payment to us of any
• salary or compensation for such- overtime services.

NOW, THEREFORE, BE IT RESOLVED, that said communication
be received and placed on file in the office of the City Clerk
and that said City Clerk be directed to transmit a letter to
said Police Department expressing the appreciation of this
Council for its thoughtful, timely and patriotic attitude.

NEW BUSINESS.
City Engineer Hutchins reported receipt of a communication from
the United States Army Air Corps, Los Angeles Municipal Airport, dated
December 31st, 1941, requesting permission to cross Sepulveda Boulevard to
make sewer and water connections to meet the sanitary requirements of the
camp on the east side of said Highway.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
communication be received and filed in the office of the City Clerk for the
purposes of identification and reference and that the Street superintendent
of the City of E1 Segundo be authorized and directed to grant the permit
therein prayed for. Carried.
City Engineer Hutchins reported receipt of a telephone communication
from Mr. Gerlich, City Engineer of the City of Manhattan Beach, stating that
USO desired to erect a recreation building in Manhattan Beach for the use
of the armed forces of the United States, but that before doing so the consent
to such construction from neighboring cities is required by USO, and the
request was made that the City of E1 Segundo consent to the construction of
said building.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
consent of the City Council of the City of E1 Segundo be given to the erection _
in the City of Manhattan Beach, California, by USO of a recreation building
for the use of the armed forces of the United States, it being understood, -,
