A regular meeting of the City Council of the City of E1 Segundo, California,
wcas held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. Iv,. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow;, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
Other Officers Present:

READING OF h'I1UTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 18th day of February,
1942, were read, without error or omission appearing. It was thereupon
moved by Councilman Selby, seconded by Councilman Love; the minutes be
approved as read. Carried.
WRITTEN C0;0113NICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each herein-
after:
VEINON L. 1VOOD, dated February 19th, 1942, being an application for
employment by the City of El Segundo. Ordered filed.
SOUTHERNI CALIFORNIA GAS COMPANY, dated February 19th, 1942, its
Application No. 557, for a permit to excavate in the East side of Bungalow
Street, between a point 9 feet South of the South property line of Palm
Avenue and a point 44 feet South of the South property line of Maple Avenue,
for the purpose of installing a gas main extension.
Said application having had the approval of the Street Superintendent,
it was moved by-Councilman Love, seconded by Councilman GQrow, that Resolution
No. 604, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGLTNDO, CALIFORNIA, GRL TING A TEMPORARY REVOCABLE
PERMIT TO SOUTHERN CALIFORNIA GAS CONTANY TO INSTALL
A CERTAIN PIPE LINE IN A CERTAIN PORTION OF BUNGALOW
STREET, 71ITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gero ^:, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
In the matter of.the communication of the League of California Cities,
dated February 7th, 1942, with reference to Control Centers-, received by this
Council February 18th, 1942, and at that time referred to E1 Segundo Local
Defense Council, Chief of Police Hutchins, reporting for that Body, explained
that under present legislative authority, the El Segundo Local Defense Council
is operating in much the same manner as that prescribed in the suggested
ordinance. Therefore, by general consent, the communication was ordered filed
in the office of the City Clerk and no further action taken with reference there-
to.

In the matter of the communication of the League of California Cities,
dated February 13th, 1942, bearing the subject "Ordinances Establishing Auxiliary
Police and Fire Forces and Air Raid 'Harden Service ", Chief of Police Hutchins,
reporting for E1 Segundo Local Defense Council, recommended the adoption of the
ordinances referred to in said communication, whereupon, by general consent, the
matter was taken under advisement for the period of one week.
The City Clerk called attention to the necessity of installing telephones
in the new Library Building for the use of the Defense Council Control Board
and one in the High School gymnasium athletic director's office, for the use of
the medical group if it should be necessary to convert that building into an
e:errency hospital, whereupon it was moved by Councilman Selby, seconded by
Councilman Hesser, that the City Clerk be and he is hereby authorized and directed
to cause Southern California Telephone Company to install seven telephones in the
new El Segundo Public Library Building and in El Segundo High School Gymnasium,
^here needed, for the use of E1 Segundo Defense Council. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
City Attorney Woodworth reported having received a communication from a
Rennie of Venice, an Attorney at Law representing Mr. McDonough, who desires
to reopen negotiations looking to the purchase by the City of El Segundo of a
certain parcel of real property adjacent to the Southeast corner of Center Street
and I:;aple Avenue and stated that he informed Mr. Rennie that he felt the Council
would have no objection to his appearing before it or communicating with it by
letter with reference to said matter, in which expression the Council concurred.
The City Attorney, reporting in connection with the request of R. T.
Dorsey, Traffic Engineer -of the -Police Department of the City of Los Angeles,
with reference to the installation of push button type of traffic signal on
Imperial Highway, approximately 972 feet westerly of Inglewood-Redondo Road,-
stated that he saw no legal objection thereto and the Council could acquiesce
in the request or deny it in its discretion.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Love, the following resolution be adopted:
RESOLVED, that that certain communication, dated
February 19th, 1942, from R. T. Dorsey, Traffic Engineer,
Department of Police, Los Angeles, California, addressed
to R. T. Hutchins, Chief of Police, City of El Segundo,
California, with reference to the installation of push
button type traffic signals on Imperial Highway, approximately
972 feet westerly of Ingle *Hood- Redondo Road, be received
and filed;
AND, BE IT FURTHER RESOLVED, that permission to install
said traffic signals is hereby granted, provided the same shall
be installed without cost to the City of El Segundo, and in
a good and workmanlike manner in accordance with good engineer-
ing practice and that the same shall be operated and maintained
at all times without cost and expense to the City of E1 Segundo;
and that any street surfaces or other property damaged as a
result of such installation or the operation and maintenance
of such, signals, shall be replaced.and/or the cost of such
repairs phid by the agency responsible for such installation.
The foregoing resolution was adopted by the following vote:
Ayes; Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.

City Attorney Woodworth reported having received no word from the
Railroad Commission of the State of California with reference to the
City's petition for modification of the Railroad Commission's order
respecting installation of wigwag signals at the proposed Douglas Avenue
crossing over the right of ;Nay of the Atchison, Topeka and Santa Fe
Railway Company;
Also that nothing further has been heard from the Interstate
Engineering and Aircraft Corporation with reference to the deed covering
certain frontage on Imperial Highway proposed to be dedicated for street
widening purposes.

No further business appearing to be transacted at this session,
it was moored by Councilman Selby, seconded'by Councilman Love, the meeting
adjourn until Thursday, the 26th day of February, 1942, at the hour of
