February 18th, 1942.
A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by.Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:
Edna E. Leland, representing Clyde Woodworth, City Attorney.
R. T. Hutchins - City Engineer.
Neva Td. Elsey - Deputy City Clerk.
READING OF MINUTES OF PREVIOUS NOTING.
The minutes of the regular meeting held on the 11th day of February, 1942,
having been read, and no errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Hesser, the minutes be approved as
recorded. Carried.
NRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
SOUTHERN CALIFORNIA GAS COITANY, dated February 13th, 1942, being an
annlication for a permit to install a main-extension in the East side of
Sierra Street, from a point 210 feet to 250 feet South of the South property
line of Palm Avenue..
Said application having been approved by the Street Superintendent, it
was moved by Councilman Selby, seconded by Councilman Gerow, that Resolution
No. 603, entitled:
A RESOLUTION OF THE CITY CM`N`CIL OF THE CITY OF
EL SEGUNDC, CALIFORNIA, GRANTING A TEMPORARY
REVOCA3LE PERMIT TO SOU =RN CALIFORNIA GAS
C012ANY TO INSTALL A CERTAIN PIPE LINE IN A
CERTAIN PORTION OF SIERRA STREET, WITHIN SAID
CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
LEAGUE OF CALIFORNIA CITIES, dated February 13th, 1942, relative to
adoption o£- ordinances establishing Auxiliary Police and Fire Forces, and
?n Air Raid Warden Serviceq and enclosing copies of such ordinances as adopted
by the City of Los Angeles. By general consent, the Bulletin and the
forms of ordinances enclosed therewith were referred to the El Segundo Local
Defense Council for study and recommendation ,to this Council..
LEAGL`E OF CALIFORNIA CITIES, dated February 7th, 1942, its bulletin
relative to Control Centers, with which was enclosed a recommended form of
ordinance establishing an emergency control center. By general consent,
the bulletin and recommended form of ordinance were referred to the Local
Defense Council of the City of E1 Segundo for its recommendations in the
matter.

R. F. WEDLER, City Clerk of the City of Manhattan Beach, dated February
10th, 1942, enclosing copy of a resolution adopted by the City Council of
the City of Manhattan Beach, which had been forwarded to the City Council of
the City of Los Angeles, relative to the drilling of oil wells by said City
of Los Angeles on property owned by it at Hyperion by means of whipstocking
from property located in the City of El Segundo, which resolution requested
the City of Los Angeles to refuse to permit the exploitation of Hyperion
property owned,by said,City for the purpose of production therefrom of mil,
gas and /or other hydrocarbon substances, and further requested the City
Council of the City of E1 Segundo to notify the City Council of the City of
Manhattan Beach if and when any applications from the City of Los Angeles
for oil well drilling permits adjacent to the Hyperion area are to be con-
sidered by the City Council of the City of El Segundo, and to permit the said
City Council of Manhattan Beach to be present at such meeting and to be heard
in the matter before any such permit or permits are issued.
Moved by Councilman Gerow, seconded by Councilman Selby, the following
resolution be adopted:
RESOLVED, that if and when the City of Los Angeles, or
anyone on its behalf, shall make application to this - Council
for a permit or permits to drill wells for the production of
oil, gas and/or other hydrocarbon substances, in the_City of
E1 Segundo, adjacent to the Hyperion or beach area, that the
City Council of the City of Manhattan Beach shall be notified
of the date or dates upon which this Council will consider
any such application or applications.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
DEPARTMENT OF POLICE, City of Los Angeles, by C. B. Horrall, Chief of
Police, dated February 10th, 1942, -with which was enclosed copy of a letter
written by said Chief of Police to the A. T. and S. F. Railroad Ccmpany
regarding the installation of traffic signals at Imperial Highway and
Inglewood - Redondo Road. Ordered filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMUdITTEE'S.
Councilman Gerow reported upon his attendance at the Mayors' and
Councilmen's Conference held at Fresno, California, February 14th and 15th,
1942.
The City Engineer reported receipt of a letter from V. H. Wilson,
Superintendent of The Atchison, Topeka and Santa Fe Railway Company at San
Bernardino, relative to the application of the City of E1 Segundo to the
Railroad Commission for permission to construct a grade crossing over the.
tracks of said Railway Company at Douglas Avenue, in which letter Mr. Wilson
stated he had had an estimate .made of the cost of installing wig -wag signals
at the proposed crossing, which estimate is $2535.98, further stating that
said Railway Company will raise its side track to the same elevation as the
main track and install header rails without expense to the City. Mr.
i:ilson requested authority to proceed with said work, if the conditions as
set forth in his said letter are satisfactory to the City.

It appearing that the assumption of the cost by the Douglas Aircraft
Corporation of the installation of wig -wag signals at said proposed crossing
has not been definitely agreed upon, the matter was left in the hands of
the City Engineer-for further conferences with said Douglas Aircraft Corporation.
The Street Superintendent reported receipt of copy of a letter, dated
February 3rd, 1942, addressed to Commanding Officer, 65th Coast Artillery,
Hollywood Turf Club, Inglewood, Calif. by Allen P, Julian, Major, Infantry,
Act. Adjutant General, relative to the use of Northrop Street, E1 Segundo,
beVATeen Imperial Hiway and Douglas Street, by troops in this Sector, with
which were enclosed four copies of "Permission to Use Land" and four copies
of "Record of Survey" for execution by the proper officials of the City of
E1 Segundo.
Following consideration of the matter; it was moved by Councilman
Hesser, seconded by Councilman Selby, the following resolution be adopted:
WHEREAS, there has been presented to this Council a
certain form of Use Permit or Agreement-furnished by the
United States Army in cases where properties are to be sub-
jected to Arty use;
AND, - 7HEREAS, the United States Army requests that
the City of E1 Segundo execute and deliver said form as to
the following described property in said City, to -wit:
Northrop Street,'between Imperial Highway and Douglas Street;
AND, WHEREAS, this Council feels that under existing
conditions and the emergency which presently exists due to
the war between the United States of America and the so- called
Axis nations, that said permit should be granted, executed and
delivered on the part of said City;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor of the
City of E1 Segundo, on behalf of said City and in its name, be
and he is hereby authorized and instructed to execute the said
form of permit or agreement and the City Clerk to attest the
same and affix the official seal of said City thereto, and to
cause same.to be delivered to the officials of the United States
Army in charge of such matters;
AND, BE IT FURTH —ER RESOLVED, that the Street Superin-
tendent of the City of E1 Segundo is hereby charged with the
duty of advising this'Council promptly upon the termination of
the use authAhvorized in the said permit or agreement of any damage
which may ]Tebeen occasioned to said public street or property
by reason of the use thereof by the permittee, so that this
Council will be in a position to file, within the ten day period'
limited in said permit or agreement form, after termination of
use, the required claim, ,if any.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesscsr, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
The Chief of Police advised receipt of a communication from the
Department of Police of the City of Los Angeles, stating that said Department
is in receipt of a communication from Mr. Owen King, Assistant to C. J.
Gallant, Technical Consultant of the North American Aviation, Inc. requesting
the installation of a push button types of traffic signal-to be located at a
point on Imperial Highway,'approximatbly 972,feet westerly of the intersection
of Inglewood- Redondo Road; further stating that the Department has no objection
to recommending a center silsponded signal, which would be supplemented with
one iway side of road type,'providing the petitioner pays for the cost of
suc^ installation. '
Following consideration, by general consent the matter was referred to
the Chief of Police and the City Attorney for investigation and recommendation
to this Council,

The Deputy City Clerk reported that the Women's Emergency Organization
of America had requested permission to use the baseball grounds for a period
of one hour two nights weekly for the purpose of drilling.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
Women's Emergency Organization of America be and it is hereby authorized to
use the baseball grounds at the Southeast corner of Arena Street and the
Alley southerly thereof, for the period of one hour xilc¢ two nights weekly,
for the purpose of drilling, and the Street Superintendent be and he is
hereby directed to cause necessary lamps to be installed in the lighting
equipment at said baseball grounds. Carried.
The Deputy City Clerk advised the Council that C. K. McConnell, Fire
Chief, had requested that Mr. E. R. Peterson, a member of E1 Segundo Fire
Department, be appointed a Captain of said Department and a telephone
installed for his use as such Fire Department Captain. By general consent
the matter was referred to Councilman Hesser of the Public Safety Committee.
The Chief of Police announced the appointment of George T. Shelton
as a Special Police Officer and requested the Council's approval of such
appointment. loved by Councilman Hesser, seconded by Councilman Selby,
that the appointment by the Chief of Police of the City of E1 Segundo of
George T. Shelton as a Special Police Officer of said City, be and the same
is hereby ratified, approved and confirmed. Carried.
UNFINISHED BUSINESS.
In the matter of the purchase of a winch for use of the Street Department,
the Street Superintendent stated that he and his assistant, Mr. Gunn, had
decided that such purchase was not compulsory at this time and he recommended
no action be taken at the present.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Gerow, the following
resolution be adopted:
WHEREAS, it has been brought to the attention of this
Council through the Secretary of E1 Segundo Defense Council,
that the War Department of the United States is conducting a
Civilian Defense School at Stanford University, for the purpose
of training civilians in chemical warfare defense technique;
AND, VMREAS, the City of El Segundo is considered to
be in a "combat zone", in danger of attack by enemies now at
war with the United States;
AND, ',%TEREAS, the civilian authorities and civilian
population of the City of E1 Segundo should be familiar with
approved methods-,rotecting itself against the dangers which
would accompany a bombing by an enemy and this Council, there-
fore, believes that it should authorize the attendance at said
War Department Civilian Defense School at Stanford University,
Palo Alto, California, of a person qualified to learn the
methods of civilian defense as advocated by the War Department
and who thereafter would be capable of teaching�'local dfficials
and civilians on the same subject;'
NOWT, THEREFORE, BE IT RESOLVED, that the Local Defense
Council of the City of E1 Segundo is hereby authorized and
reauested to appoint some person it believes qualified to
attend said 4+ar Department Civilian Defense School at Stanford
University, to be trained in the methods of civilian defense
approved by the 'gar Department and to direct such person to
attend said school;

the filing of a proper demand therefor, which demand shall
be audited and approved in the usual manner before payment.
