A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City. Engineer. Victor D. McCarthy - City- Clerk. READING OF MINUTES OF PREVIOUS MEETING. . The minutes of the regular meeting held•on the 4th day of February, 1942, having been read and no errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as recorded. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: LEAGUE OF CALIFORNIA CITIES, dated February 5th, 1942, announcing the third annual mid year meeting of Mayors and Councilmen at Fresno, February 14th and 15th 1942, with headquarters at the Hotel California, ana requesting that at least one member of the Legislative Body of the City attend said meeting. Moved by Councilman Love, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED, that Councilman Gerow be and he is hereby authorized and requested to attend the meeting of the Department of Mayors and Councilmen of the League of California Cities, to be held at Fresno, California, February 14th and 15th, 1942; AND, BE IT FURTHER RESOLVED, that said Councilman be authorized to file his demand for his actual and necessary expenses in connection with attendance at said meeting, such demand to be audited and approved in the usual manner before payment. The foregoing resolution was adopted by the following vote, t6-wit: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. .SOUTHWEST DISTRICT HIGHWAYS ASSOCIATION, dated February 10th, 19429 quoting a report made by Mr. Oscar Willett and Mayor I. H. Hawkins, of Palos Verdes and-Redondo Beach respectively, at a recent meeting of said Association,.respecting expenditure.of gasoline tax funds on - highways in . the South Bay area. Ordered filed. LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated February 7th, 1942, inviting attendance at its 125th regular monthly meeting, February 19th, 1942. DM Moved by Councilman Selby, seconded by Councilman Love, that any member of the City Council desiring to do so, the City Attorney, the City Engineer and the City Clerk be and they are hereby authorized to attend the regular monthly meeting of the Los Angeles County Division, League of California Cities, to be held at the Los Angeles Breakfast Club, Los Angeles, February 19th, 1942, and to file their dbmands for their actual and necessary expenses in connection with their actual attendance at said meeting. RAILROAD COMMISSION OF THE STATE OF CALIFORNIA, dated February 3rd, 1942, being a copy of a resolution adopted by Said Commission, authorizing the Department of Public Works of the State'of California and political subdivisions of the State to deviate from its previous orders with respect to the maintenance of lighting and'operation of crossing protection devices and signals used in connection with train operation. Ordered filed. DEPARTMENT OF PUBLIC WORKS OF THE STATE OF CALIFORNIA, dated February 3rd, 1942, submitting a tabulation showing the apportionment of the-January, 1942 quarterly payment of the 1/4¢ gas taxslocation for expenditure on Streets of Major Importance. Ordered filed. None. None. ORAL COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Councilman Hesser, reporting in connection with a matter previously assigned him, advised that he and Chief of Police Hutchins had investigated the necessity for installing traffic stop signs at•the intersection of Virginia Street and Pine Avenue, as heretofore requested by a resident of that vicinity; that traffic conditions at this intersection appear to be similar to conditions existing at many other points throughout the City, and no action was taken other than to recommend that the Police Department warn truck operators who traverse the said intersection and seem to be the chief source of complaint, that they must reduce speed and, exercise greater caution in the operation of their vehicles. City Engineer Hutchins advised the Council that he had prepared an estimate of the cost of the proposed oJ)ening and improvement of portions of Mariposa Avenue in the City of E1 Segundo, which he has submitted to United States Engineer Office at Los Angeles, a copy of which estimate he filed with the City Clerk. No action taken. City Engineer Hutchins reported receipt of a communication from Colonel Wayne Allen, Purchasing Agent of Los'Angeles County, with reference to the pooling of equipment of the political bubdivisions of Los Angeles County for use in event of an emergency. Water Superintendent Hutchins reported that subsequent to the complaint of Mr. Becker, Subd1vider•, made at the-last regular meeting of this Council, to the effect that water pressure on Bungalow Driver in Mr. Becker's Subdivision; is low, he had caused two reporting pressure gauges to be installed in the water lines in that vicinity, which showed that'the minimum water pressure in the day time is 42#, being greater at night, and that he felt that this pressure is as great as might be expected. Street Superintendent Hutchins reported receipt of a request to remove the trunks of palm trees which had been felled on the premises of Mr. Harry Mann, 911 Main Street. Following discussion of the matter, he was instructed to Q`• Sri advise Mr. Mann that the City cannot comply with his request. City Engineer Hutchins reported that pursuant to direction of the City Council, he had investigated the matter of the purchase by the City of Manhattan Beach of air raid warning whistles and has learned that said City has purchased two units, each comprising two Westinghouse horns or whistles, with an air compressor and two 80- gallon air tanks, the cost being $429.00 per unit; that at the present time, the'C Ay is experiencing difficulty in obtaining priority rating so as to obtain delivery, but anticipates having the matter straightened out shortly. In addition to the signals mentioned, said City has also purchased eight small air whistles from Pacific Electric Railway Company, which it contemplates erecting in dedd spots as auxiliary to the larger horns. The City Attorney reported having heard nothing further from Interstate Aircraft and Engineering Corporation with reference to the dedication of a portion of its property for the widening and improvement of Imperial Highway. The City Attorney reported having heard nothing further from the Railroad Commission of the State of California with reference to crossing signals at the Douglas Avenue crossing over'the right of way of Atchison, Topeka and Santa Fe Railway Company. UNFINISHED BUSINESS. In connection with the request of Meyer Goodman that an adjustment be made of the amount charged him for damage to a street tree, which matter was taken under advisement at the last regular meeting of this 0ouneil, it was decided that the charge as originally made was reasonable and that no adjustment thereof be made. Street Superintendent Hutchins reported that his-assistant, Mr. A. R. Gunn, had requested the purchase. of a winch, for the handling of heavy objects which the Street and other Departments of the City are called upon to transport or move from time to time and that the cost of the device would be approximately $97.00. A discussion was had, terminating in the suggestion that the matter be investigated to determine whether or not th6 City would be placed at any disadvantage if the purchase is delayed. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Love, the meeting adjourn. Carried.
