December 23rd, 1942.
A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City, on the above date,
having been called to order at 7:00 o'clock P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None.
Other Officers Present:
Clyde Woodworth - City Attorney.
Victor D. McCarthy - City Clerk.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 16th day of December, 1942,
having been read, and no errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, the minutes be approved as
recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were disposed
of in the manner indicated, following reference to each hereinafter:
BENDER'S MARKET, dated December 22nd, 1942, expressing appreciation to the
Police Department for its handling of the parking problem in the rear of said
store. Ordered filed. -
JOHN F. BENDER, Special City Attorney, dated. December 17th, 1942, re-
specting the settlement of 1915 Act Assessments against a certain portion of
Lot 4, Block 96, E1 Segundo, as more particularly described in said communication.
Moved by Councilman Selby, seconded by Councilman Peterson, that the
settlement made by John F. Bender, Special City Attorney of the City of E1
Segundo, of delinquent special assessments levied against the North 46 feet
of the South 138 feet of Lot 4, Block 96, E1 Segundo, to -wit: Assessment No.
448 under Resolution of Intention No. 134 and Assessment No. 9, under Resolution
of Intention No. 85, as referred to in the communication of said Special City
Attorney dated December 17th, 1942, addressed to the City Clerk and presented
this Council this date, be ratified and approved, and that the City Clerk be
authorized to cause demand in favor of said John F. Bender to be prepared for
the amount due him under contract for effecting said settlement. Carried by
the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
JOHN B. McDONALD, First Lieutenant, United States Civil Air Patrol, dated
December 16th, 1942, expressing appreciation to the City of E1 Segundo for
extending to the' Patrol the privilege of using rooms in the City Hall for classes
and formations for training purposes. Ordered filed.
ORAL COMMUNICATIONS.
Mr. Clarence Dinwiddie addressed the Council, requesting that he be
allowed to take, at this time, all of his accumulated, earned vacation, which
investigation discloses to be a period of one week in addition to that formerly
granted.
Moved by Councilman Hesser, seconded by Councilman Peterson, that Clarence
Dinwiddie be and he is hereby granted permission to take one week's vacation,
beginning January 2nd, 1943 and terminating January 8th, 1943, such week being
all of the accumulated earned vacation of said employee, earned up to January
2nd, 1943. Carried by the following vote;
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: ,Councilmen None.
Mr. Warren Elsterman addressed the Council with reference to his salary,
which he understood the City Council did not anticipate adjusting when making
the adjustments of salaries of other municipal employees, and he was advised
that the matter would be given consideration when the resolution respecting
salaries of municipal employees is presented for adoption.
REPORTS OF STANDING COMMITTEES.
Councilman Hesser of the Public Safety Qommittee, reported that he had
discussed the matter of the elimination of certain traffic control devices
within the City of E1 Segundo with Chief of Police Hutchins; that that official
stated he had not given the matter much thought; that he would prepare a map
upon which he would have delineated. the several stops throughout the City.
However, it was the concensus that probably Rot much would be accomplished by
the elimination of any traffic stops within the City of El Segundo in the
matter of saving rubber or gas, as existing control devices in this City are
few and are considered necessary. ,
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Attorney reported having received a telegram from the National
War Labor Board,*reading as follows: "Formal acknowledgment of all certificates
is proceeding as.rapidly,as possible. WiII *Andicate certificate is accepted as
evidonce pf propriety of adjustments and that any requested modification will
not be retroaptivpf "and he thereupon recomabejided'that at the proper time the
Council might consider the adoptlon,of the resolution heretofore introduced,
having for its purpose the adjustment of the salaries of municipal officers and
employees.. _ ..
The City Attorney reported also having prepared a form of ordinance
prohibiting fortune telling within the City of E1 Segundo, which he then
presented to the City Clerk for the Council's attention at its pleasure.
Councilman Peterson thereupon introduced Ordinance No. 267, entitled:
which was read.
AN ORDINANCE OF THE CITY OF EL SEGUNDOI
CALIFORNIA, PROHIBITING FORTUNE- TELLING
AND SIMILAR PRACTICES FOR COMPENSATION
OR DONATION,
UNFINISHED BUSINESS.
Councilman Gerow'moved the adoption of Ordinance No. 266, entitled:
AN OiRDINANCZ OF THE-CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING QRDINANCE NO: 211 OF. SAID CITY, ENTITLED:.
"AN ORDINANCE OF THE CITY OF EL`SEGUNDO, CALIFORNIA,
REGULATING-THE DRILLING, MAINTENANCE AND CONSTRUCTION
OF OIL AND GAS WELLS THEREIN; PROVIDING PENALTIES FOR
THE VIOLATION OF THE PROVISIONS THEREOF; AND REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
ZHEREWITH. ", BY AMENDING SECTION .4 THEREOF,
which was introduced and read at a regular meeting of this Council held on

December 16th; 1942, and reread at this meeting. Councilman Hesser seconded
the motion to adopt said ordinance and said ordinance was adopted by the
following vote, to -wit:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
Councilman Peterson moved the adoption of Resolution No. 635, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, FIXING AND ESTABLISHING THE
COMPENSATION OR PAY OF VARIOUS MUNICIPAL OFFICERS
AND EMPLOYEES OF SAID CITY, AND REPEALING ALL
RESOLUTIONS AND ORDERS AND PARTS OF RESOLUTIONS
AND ORDERS IN CONFLICT THEREWITH,
which said resolution had been introduced and read at a regular meeting of this
Council held November 18th, 1942. Councilman Hesser seconded the motion to
adopt said resolution and the motion carried and said resolution was adopted by
the following vote; to -wit:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records, were read:
Moved by Councilman Selby, seconded by Councilman Peterson, the demands
be allowed and warrants ordered drawn on and paid out of the respective funds
covering the same. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
NEW BUSINESS.
The City Clerk reported having had filed with him a claim for personal
injuries alleged to have been sustained by Nita Sullivan, on or about the 27th
day of September, 1942, in an automobile collision involving a police car of
the City of E1 Segundo and one driven by Robert Paul Yarter. Andre, DuRoss
and Callahan are-the attorneys representing the claimant.
The City Clerk reported further that he'had notified the City Attorney,
the City's automobile insurance carrier and the Chief of Police of the filing
of said notice of claim and had furnished each with a copy thereof.
Moved by Councilman Gerow, seconded by Councilmai Hesser, that the action
of the City Clerk in notifying the City Attorney, the City's automobile insurance

Moved by Councilman Peterson, seconded by Councilman Selby, the following
resolution be adopted:
WHEREAS,, in his wisdom, Divine Providence has seen fit
to remove from our midst Charles L. Broadwater, an educator,
a friend, a gentleman; and
WHEREAS Chares e� Broadwater, as Superintendent of El
Segundo School,-,,and through his understanding of human
nature, has pointed the way to success to numerous graduates
of JEW El Segundo High School, many of whom now are commissioned
officers in our armed forces; and
WHEREAS, Mr. Broadwater's reputation as a teacher and
school administrator, has been recognized by his elevation to
high office in County and State educational organizations; and
WHEREAS, his passing leaves a niche difficult to rill in
our local school system and will leave a void in friendships of
long standing;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of E1 Segundo, in its own behalf and in behalf of the
citizens of this community, does hereby record its sorrow at
the passing of the said Charles L. Broadwater; does hereby extend
to his surviving family its sincere condolence; does hereby
order that a copy of this resolution be spread upon the minutes
of the proceedings of.the City Council for the meeting at which
the same is adopted and does further order that a copy of said
resolution be sent to the family of the deceased.
Said resolution was adopted by the following vote, to -wit:

No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn.
