A regular meeting of the City Council, of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said City, on
the above date, having been called to order at 7 :00 P. M. by the City Clerk,
the Mayor being absent.
ROLL CALL.
Councilmen Present: Gerow, Peterson and Selby.
Councilmen Absent: Hesser and Love.

Councilman Peterson vias unanimously chosen Mayor pro tem, and he immedi-
ately assumed the duties of the Mayor.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 2nd day of December, 1942,
were read. No errors or omissions appearing, it was moved by Councilman Selby,
seconded by Councilman'Gerow, that said minutes be approved as read.
MRITTEN COM WNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following reference to each hereinafter:
TORN F. BENDER, Special City Attorney, dated,December 7th, 1942, seeking
approval of his settlement of a certain special assessment levided under Resolution
of Intention No. 134 against a portion of Lot 16, Block 9, Tract 1685, all as more
particuarly referred to in said communication.
Moved by Councilman Selby, seconded by Councilman Gerow, that the settle-
meat made by John F. Bender, Special City Attorney oC the City,of El Segundo,
of delinquent special assessment levided against the North 38 feet of the South
150 feet of Lot 16, Block 9, Tract 1685, to -wit: Assessment NQ. 654.1 under
Resolution of Intention No. 134, as referred to in the communication of said
Special City Attorney, dated December 7th, 1942, addressed to the City Clerk
and presented this Council this date, be ratified and approved, and that the
City Clerk be authorized to cause demand in favor of said John F. Bender to be
prepared for the amount due him under contract for effecting said settlement.

Moved by Councilman Gerow, seconded by Councilman Selby, that the
settlement made by Tohn F. Bender, Special City Attorney of the City of E1 Segundo,
of delinquent special assessment levided against the East 40 feet of the West 79.03
feet of the South 125 feet of Lot 8, Block 103, El Segundo_, to -wit: Assessment
No. 96 under Resolution of Intention No. 134, as referred to in the communication
of said Special City Attorney, dated December 7th,' 1942, addressed to the City
Clerk and presented this Council this date, be ratified and approved, and that the
City Clerk be authorized to cause demand in favor of said John F. Bender to
be prepared for the amount due.him under contract for effecting said settle-

THE ATCHISON, TOPEKA AND SANTA FE RAILWAY COMPANY, dated December 3rd, 1942,
File No. 182, advising that to install wigwag signals, raise telegraph wires, and
install whistling posts over its tracks at 118th Street and 120th Street, adjacent
to Douglas Aircraft Companyts Plant, will cost approximately $6,212.00, and that
said Company is prepared to-proceed with the work when furnished with proper
authority from the City of E1 Segundo.
Moved by Councilman Gerow, seconded by Councilman Selby, that that
certain communication from The Atchison, Topeka and Santa Fe Railway Company,
dated,December 3rd, 1942, its File No. 182, quoting the costs of installing
certain safety devices adjacent to grade crossings at 118th and 120th Streets,
as per-decision Noe 35858 of the Railroad Commission Of the State of California,
be received and placed on file-in the office of the City Clerk for purpose of
identification and reference, and that the City Clerk be authorized and directed
to refer the said matter to Douglas Aircraft Company, Inc. for its information
,and attention. Carried. s
HUGH L. DICKSON, RM= IN BANKRUPTCY -, dated December 7th, 1942, notice
of meeting of creditors to hear debtorts revised plan of arrangement; of time
for filing application to confirm revised plan of arrangement; hearing on con-
firmation and,objections thereto; and hearing on petitions for fees, in the
matter of Sovereign Oil Corporation, a corporation, debtor, in District Court
.of the United States for the Southern District of California, Central Division,
Case # 409 852—B,
Moved by Councilman Selby, seconded-by Councilman Gerow, that said notice
of meeting in the matter of Sovereign Oil Corporation, a corporation, debtor in
Bankruptcy No, 409 852—b. be received and placed on file in the office of the
City Clerk, Carried.
APMC PETROLEUM CORPORATION, LTD., dated December-8th,.19,42`, requesting a
reduction in the penalty of the bonds required to be filed by oil well operators
in connection with the drilling operation, and maintenance of oil wells within
the City of El Segundo.
Following consideration and discussion, it was moved by Councilman Selby,
seconded by Councilman Gerow, that the City Attorney, be instructed to prepare
an ordinance amending existing ordinances of the City of El Segundo with reference
to oil well drilling bonds, so as to seduce the penalty of the bond or bonds
required to be given in connection with oil well operations within the City.of
El Segundo, from $5,000.00 per well, to $2,000.00 per well, and providing further,

that amy permittee— operator drilling or operating five or more wells at any
one time shall not be required to file a bond or bonds with a penalty in
excess of $"10,000.00. Carried..
B. W. T�NEATT, dated December 5th, 1942, applying fox a position as
Police Officer, with the City of E1 Segundo. Ordered filed.
J. C. BALER, dated December 7th, 1942, being his resignation as a
member of the E1 Segundo Volunteer Fire Department.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
written resignation of J. C. Bixler, as a member of El Segundo Volunteer Fire
Department, presented this Council this date be received,and paced on file
in the office of the City Clerk; that said resignation be accepted with regret;
that said City Clerk be requested to address a communication to Mr. Bixler
thanking him for his lengthy and faithful service rendered the City of E1 Segundo,
and that the City Clerk advise the Chief of said department of said resignation.
Carried.
At this point the City Clerk advised the Council that he had in his
possession a sealed envelope, in the same condition in which it was received,
purporting to be a bid for the purchase of the South 40 feet Lot 7, Block 105,
El Segundo, and #e inquired whether or not the Council desired to open, examine,
declare and consider said bid at this time. Inquiry was made of the City Clerk
as to the time said bid had been filed with him, and he stated that the bid had
been filed at approximately 7:15 P. M. this date, while the Council was in session.
City Attorney Clyde Woodworth, and Special City Attorney John F. Bender,
thereupon drew attention to the provision of the published notice advertising
this property and other properties for sale specifically requiring bids thereon
to be filed prior to the,convening of the meeting at which the same are to be
considered.
It appearing therefor¢ that the bid herein referred to was not,filed in
conformity with the published notice inviting bids on certain tax delinquent
properties owned by the City of E1 Segundo, and other good reasons appearing
therefor, it was moved by Councilman Gerow, seconded by Councilman Selby, that
the bid received this date for the purchase of the South 40 feet, of Lot 7,
Block 105, El Segundo,'be rejected without opening, that the City Clerk be
authorized to return the said bid.unopened to the person who filed the,seme,
advising said person that he or she may file another bid for consideration Per Rr
the next meeting of this Counci 1, but that any such bid should be filed in
time, form and manner specified in the published notice advertising the property
for sale. Carried.

The Chief of Police announced the appointments of sixteen persons whose
names were read to the Council as-Special. Police Officers of the City of El Segundo
and requested the Council's approval of the - same.. It was moved by Councilman Selby,,
seconded by Councilman Gerow, that the appointment of A.,E. Pn4den, G. Bonine,
H. P. Driskill,�R. F. Cain, A. Reynard, L. H. Jockisch, E..Hiscock, E. E. Alexander,
F. J. Carter, F. A. Hoag, J. B. Ringle, G. R. Anderson, I. W. Stoker, 0. 0, Jones,
H. W. Offenstein, K. E. Preiss as,Special. Police Officers of said City, be and the
same are hereby ratified, approved, and cpnfirmed. Carried. -
The Chief of Police announced the revocation of the appointments of
Sydney Ellsworth Schmidt, Alvernes Richard Barr, Frank Lamond Draper, Harry J.
Eakles, and Roy Milton Hill as Special Police Officers of the City pf El Segundo.

The City Engineer reporting in connection with the suggested change
in the name of Inglewood Redondo Road to Aviation Boulevard, as advocated by
the Planning Congress of Los Angeles County, stated that a portion of the said
thoroughfare lies within the City of El Segundo, and he can see no objection to
the name change. It was thereupon-moved by Councilman Selby, seconded by
Councilman Gerold, that the following resolution be adopted:
RESOLVED, that this Council has no objection to
changing the name of that portion of Inglewood Redondo Road
lying within the City of E1 Segundo, to-Aviation Boulevard,
as recommended by the Planning Congress of Los Angeles County,
California, in its communication to this Council dated November
27th, 1942, provided such name change is acceptable to a. majority
of the frontage on said thoroughfare, and
BE IT FURTHER RESOLVED, that this Council will take the
proceedings necessary to change said name upon receipt of advice
that other jurisdictions involved desire said change as recom-
mended by said Planning Congress of Los Angeles County, Carried,
City Engineer Hutchins reported having - conferred with a representative
of the Railroad Commission of the State of California, relative to the immediate
use of the grade crossings over the tracks of The Atchison, Topeka and Santa Fe
Railway Company, at 118th Street-and 120th Street and prior to the installation
of the safety devices recommended for installation by said Railroad Commission
in its order authorizing the installation of grade crossings at the location
specified; that said representative of said Railroad Commission recommended
that -the City Attorney write said Body requesting permission to immediately use
said crossings with the understanding that human flagmen will be stationed.thereat
during peak periods of traffic; that after receipt of such communication he believes
the Railraod Commission will grant such permission.
It was thereupon moved by Councilman Gerow, seconded by Councilmsn
Selby, that the City Attorney of the City Qf E1 Segundo address a communication
to the Railroad Commission of the State of California, requesting permission
to immediately use the grade crossings over the tracks of The Atchison, Topeka
and Santa Fe Railway Company at 118th and 120th Streets, adjacent to the plant
of Douglas,Aircraft Company, Inc. within the City of El Segundo, provided
human flagmen are stationed at these crossings by said Douglas Aircraft Company,
Inc., at peak periods of traffic movement. Carried.

NEW BUSINESS
Special City Attorney, John F. Bender, presented the Council a Quitclaim
Deed which he recommended the Council accept, whereupon it was moved by Councilman
Gerow, seconded by Councilman Selby that the following resolution be adopted:
RESOLVED, that that certain Quitclaim Deed, presented
the Council for its consideration and quitclaiming to the
City of E1 Segundo, a Municipal Corporation, that certain
parcel of real property situated in the City of E1 Segundo,
County of Los Angeles, State of California, described as
follows:
The North 54 feet of Lot 1, in Block 98, of
E1 Segundo, County of Los Angeles, State of
California, as per map recorded in Book 20
Pages 22 and 23 of Maps, in the office of
the County Recorder of said County,
executed by Tennie 0. Paulson and Ernest G. Paulson, wife and
husband, and dated the 30th day of November, 1942, be and the
same is hereby accepted by and on behalf of the City of El
Segundo; and
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized
and instructed to record said deed in the office of the County Recorder
of Los Angeles "County;
