1942 AUG 26 CC MIN21-2 El Segundo, California. August 26th, 1942. A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Peterson, and Mayor Love. Councilmen Absent: Selby. Other Officers Present: Mrs. Edna Leland - representing City Atrtorney Clyde Woodworth. J. B. Catalano - Building Inspector. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 19th day of August, 1942, having been read, without error or omission being noted, it was moved by Councilman Peterson, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTE1i COMMUNICATIONS. The following communications, which were read to the-Council, were disposed of in the manner indicated, following reference to each hereinafter: None. ORAL COMMUNICATIONS. Mr. John W. Gilbert addressed the Council requesting that a crosswalk be established in Richmond Street between Grand Avenue and Franklin Avenue. Following discussion, it was moved by Counc- ilman Gerow, seconded by Councilman Peterson that the Street Super- intendent be authorized and directed to paint white stripes on the surface of Richmond Street, outlining a pedestrian traffic lane from the east to the west side of said street between Grand Avenue and Fran. lin Avenue. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. Mr. John W. Gilbert also requested the Council to amend its existing Fire District Ordinance so as to permit of the construction of .frame buildings in the business district south of Grand Avenue. By general consent this matter was taken under advisement._ REPORTS OF STANDING COMMTTTEES, None, REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police announced the appointments of certain persons as Special Police Officers of the City of E1 Segundo and requested approval of such appointments. Thereafter it was moved -41 -� by Councilman Hesser, seconded'by Councilman Peterson, that the appointments-by the Chief of Police of the City of E1 Segundo of R. C. Burholt, K. P. Grube, E. R. Smith, E. W. Jones, L. J. Pierce, W. A. Fisher, F. B. Marsh, A..P. McConnell, G. W. Perry, F. L. Boles, H. M. Daniels, H. H. Pilgrim, H. W. Stanton, J. H. Harnage, B. T. Fay, E. L. DeArmond, C. C. Beyers, and W. C. Temple as Special Police Officers of the City of El Segundo be ratified and approved. Carried. The Chief of Police also announced the revocation of the appoint- ment of Milford Howard as Special Police Officer of the City of E1 Segundo. At this point the City Clerk announced that two bids had been received by him for furnishing the City of E1 Segundo certain petrol- eum products as advertised for. It was thereupon moved by Councilman Gerow, seconded by Councilman Hesser, that the Council proceed to open, examine and publicly declare all bids received this date for furnishing the City-of E1 Segundo certain petroleum products as advertised for. The bid of Richfield Oil Corporation had attached thereto a letter dated August 21st; 1942, and a general rider setting forth conditions and provisions effecting its bid and said bid was accom- panied by Certified Check No. 59824, of Richfield Mil Corporation, in the sum of $100.00, drawn payable to the-order of the City of E1 Segundo•upon Los Angeles Main Office of Bank of America•National Trust and Savings Association. Q 21.4 The City Attorney's office reported having had a conference with Mr. Dunham, attorney for Douglas Aircraft Corporation, with respect to the abandonment and nlosing up,of,Douglas Avenue within the City of E1 Segundo as the. same now eaists,,after which it was moved by Councilman Gerovic, seconded by Councilman Peterson,, that the following resolution be adopted: RESOLVED, that the City Engineer prepare and - furnish to the office of the City Attorney, such information as may be necessary for the abandonment of Douglas Avenue in the City of E1 Segundo; and that the City Attorney, upon receipt of such in- formation, prepare and present to this Council such further proceedings as may be necessary for the consideration of such Council in the matter of the proposed abandonment of said Douglas Avenue. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. The Superintendent of the Water Department reported having sent a telegram to the proper federal agency urging speed in the issuance of .a priority order to enable the City of E1 Segundo to proceed with the drilling of a new water well for said City, but that no response has been received to date. UNFINISHED BU$IIjES,S. .Moved by Councilman Hesser, secouded,by Councilman Peterson, that .Ordinance No. ,259, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN REGULATIONS RELATING TO PUBLIC PARKS AND THE USE THEREOF WITHIN SAID CITY, which was introduced and read at a regular meeting of this Council held-August 19th, 1942, and re -read - -at this meeting, be adopted. Moved by Councilman Gerow, seconded by Councilman Peterson, that, effective September 1, 1942, and until the further order of this Council, Coral Russell.and Ed Elsen be designated regular employees of the City of E1 Segundo and classified as Garbage Service Men, First Class. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Gerow,.seconded by Councilman Hesser, that the City Clerk be authorized and directed to forthwith address a communication to Mr, Stuart Fitzgerald, proprietor of that certain billiard parlor located at 102 Richmond Street, E1 Segundo, California, requesting him to remove from the front windows of his establishment, not later than Monday, August 31st, 1942, the blackout paint recently placed thereon. Carried. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Peterson, the meeting adjourn.
