A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City.Hall of said City on the above date, having been called to order at 7:00 P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Peterson, Selby and Mayor Love. Councilmen Absent: Hesser. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. J. B..Catalano - Building Inspector. Victor D. McCarthy - City Clerk. Neva M. Elsey - Deputy City Clerk. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 29th day of July, 1942, having been read and no errors or omissions appearing, it was moved by Councilman Peterson, seconded by Councilman Selby, the minutes be approved as recorde4. , Carried. , The minutes of the adjourned regular'medting held on the 3rd day of August, 1942, having been read and no errbrs'or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Peterson, the minutes be approved as recorded. Carried. WRITTEN 'COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: LEAGUE OF CALIFORNIA CITIES, a bulletin announcing the holding of its 44th annual conference at Los Angeles, September 21st to 24th, Incl. 1942. Accompanying said bulletin was a copy of a letter from Mayor Bowron of Los Angeles, extending a cordial invitation, on the part of the City of Los Angeles, to attend said conference. Ordered filed. None. ORAL COMMUNIUATIONS. REPORTS OF STANDING COMMITTEES. Councilman Gerow reporting on the matter of covering the salvage bin on Main Street, stated that while material was on hand which could be used to cover said bin, such material could be put to other use more essential, and gave as his opinion that the expenditure of money at this time.to make a covering for said bin was not warranted; in view of the fact that the Government is no longer in need of waste paper. Folloyving discussion, it'was moved by Councilman Gerow, seconded by Councilman Selby,.that in view of.the fact that this-Council does not feel' a further expenditure of money at this time for the collection of waste paper is indicated, that it recommends to the Defense Council of the City of E1 Segundo that no further municipal collection of such paper be made at the present time. Carried. Councilman Gerow reported that Mr. C. L.'McIlwaine, Park Superintendent, is in need of a barrel of Volck and he recommended the purchase of such material. Moved by Councilman Selby, 'seconded by Councilman Gerow, that the purchase of 28 gallons of Volck for use of the Parks Department, at a cost of not to exceed 54¢ per gallon, plus California State Sales Tax, be and the same is hereby Q 192 authorized. Carried by the following vote: Ayes: Councilmen Gerow, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilman Hesser. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Water Superintendent reported that pursuant to instructions of this Council given at its adjourned regular meeting held August 3rd, 1942, he had prepared maps and estimates of the proposed cost of the installation of emergency water connection's at Sepulveda Boulevard and Imperial Highway, as requested by the United States Office of Civilian Defense; that he had filed with said Office of Civilian Defense said maps and estimates, together with a letter in which he had answered•questions propounded at a meeting called in Los Angeles on Friday, July 31st, 1942, by the Office of Civilian Defense in connection with the installation of such emergency water connections, and he read a copy of such letter to the Council, thereafter filing same with the City Clerk. Following the reading of said letter, by general consent the Council approved the answers given by the Water Superintendent to the Questions asked by the Office of Civilian Defense, all as set forth in said letter. The Chief of Police announced the appointments of certain persons as Special Police Officers of the City of E1 Segundo and requested the Council's approval of such appointments. It was thereupon moved by Councilman Selby, seconded by Councilman Peterson, that the appointments by the Chief of Police of the City of El Segundo of A. R. Barr, H. F. Hickinan, L. W."Hildredth, W. F. McKenzie, S. E. Schmidt, N. A. Schwartz, F. P. Smith, C. H. Wade, H. 0. Williams, J. J. Haldy, R. C. Gilmore, A. H. Fisher and F. Draper as Special Police Officers of said City be and the same are hereby ratified, confirmed and approved. Carried. The Chief of Police announced the revocations of the appointments of W. C. Temple, E. Brunner, A. Harrison, A. Johnston, G. Juergens and K. Mensing as Special Police Officers of the City of E1 Segundo. The City Clerk announced that the present contract for rodent extermination at the City can dump will expire in August of this year. By general consent the City Clerk was instructed to ascertain from the present contractor if it would be willing to continue such work on the present monthly basis. The City Attorney reported he had heard nothing further from Messrs. Mudge and Trucan in respect to the Clty's claim against said parties, and that he had again written Mr. Trucan on July 30th, relative to said matter. The City Attorney reported he had heard nothing further from Mr. Dorsey, Traffic Engineer of the City of Los Angeles with respect to-the Coast Boulevard closing matter. The City Attorney reported he had received from Santa Fe Land Improvement CoWny copy of a redraft of form of easement for storm-drain purposes; that he approved same as to form, but that the Council should approve or disapprove the provisions therein set forth. He thereupon read to the Council certain pertinent provisions contained in said form of easement, following which, by general consent, the matter was taken under advisement for the period of one week. The City Attorney reported that Mr. Dunham, Attorney representing Douglas Aircraft Company, Inc. had telephoned'him with reference to the matter of the abandonment of present Douglas Avenue; that he had explained in detail to Mr. Dunham the various procedures had.by the,City'of-El Segundo in the abandonment of former Douv ?es Avenue and the exnense the City had been put to in connection therewith, that the City had -newer -been reimbursed by Douglas Aircraft Company, Inc. for any portion of such expense, nor had the Douglas Company ever granted to the City of E1 Segundo an easement for pipe line purposes heretofore requested by said City. LM Q 1,93 The City Attorney stated further that he had advised Mr. Dunham, unofficially, that he felt the City of E1 Segundo would cooperate fully if the City and Douglas Aircraft'Company could arrive at some mutual agreement whereby the City would be reimbursed for its expenditures made-to aocomodate said Douglas Aircraft Company, Inc., and that Mr. Dunham, who was present in the Council Chamber; would address the'Council in that connection. Mr. Dunham,thereupon addressed'the Council, explaining that another attorney on the legal staff of Douglas•Aircraft-Company, who is now in the United States Army, had been handling the matter and that-the details are new to him and that the policies of Douglas Aircraft'Company in that connection might better be explained by Mr. McMahon, Secretary of the Company, who was also present, and who at this time addressed the Council. Mr. McMahon stated that in his judgment Douglas Aircraft Company would abide by whatever decision in the matter is mutually agreed upon between the City Engineer of the City of E1 Segundo and the Engineering Department of Douglas Aircraft Company, Inc. Thereafter, by general consent, the City Engineer was requested to submit to this Council a complete report of the City's expense in connection with the Douglas Avenue matter. UNFINISHED BUSINESS. The City Engineer advised having received from the War Production Board an A -1 -J preference rating on materials necessary for the drilling of Water Well No. 8; that Keenan Pipe and Supnly Company, the successful bidder on the welded steel pipe needed in connection therewith, had stated it would be unable to supply such pipe unless an A -1 -A rating is received; that he had written the War Production Board requesting such a rating on said material, and he recommended that the bids heretofore received for furnishing pump, motor and pipe for use in the drilling of Water Well No. 8 be taken under advisement for another week. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that the bids heretofore received June 17th, 1942, for furnishing the City of E1 Segundo a certain pump and motor and certain pipe and fittings for Water Well No. 8, be taken under further advisement for the period of one week. Carried. The City Engineer reported having prepared certain items in connection with regulation of the use of Grand Avenue Park. By general consent such items were referred to the City-Attorney for the preparation of an ordinance regulating and governing the use of said Grand Avenue Park, which ordinance he was directed to prepare and submit to this Council for its consideration. Moved by Councilman Peterson, seconded by Councilman Selby, that Ordinance No. 257, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, GIVING AND GRANTING THE CONSENT OF SAID CITY TO THE INSTALLATION OF CERTAIN WATER SERVICE CONNECTIONS WITHIN SAID CITY OF EL SEGUNDO BY THE DEPARTMENT OF WATER AND POWER OF THE CITY OF LOS ANGELES IN AND ACROSS CERTAIN OF THE PUBLIC STREETS WITHIN SAID CITY OF EL SEGUNDO, which-was introduced and read- at a regular meeting of this'Council held on the 29th day of July, .1942, and reread at this meeting, be adopted.
