A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of Isaid City
on the above date, having been called to order at 7:00 P. M. by Mayor
George Love.
ROLL CALL.. .
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None.
Other Officers Present:

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting--held-on the-15th-day-of-April, 19420
and of the adjourned regular meeting of April 21st, 1942, having been read,
and no errors or omissions appearing, it was moved by Councilman Selby,
seconded by Councilman Gerow, the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
BOARD OF SUPERVISORS, COUNTY OF LOS ANGELES, dated April 16th, 19420
with which was enclosed copy of a resolution adopted by said Board on
April 14th, 1942, relating to the resolution of the /City Council of the
City of Los Angeles proposing that a conference be called to study a plan
for consolidating local governmental agencies in the Los Angeles County
metropolitan area. By general consent the communication and accompanying
resolution were ordered received and filed.
Copy of a letter addressed to Honorable Leland M. Ford, Representative
in Congress, by James M. Landis, Director, Office of Civilian Defense, under
date of March 25th, 1942, with reference to allocation of OCD defense equipment
to cities in the coastal regions which might be subjected to bombing attacks.
Ordered filed.
ANTHONY G. CIAMPA, Commander, First Battalion, 5th Regiment, California
State Militia, dated April 22nd, 1942, requesting permission to use the
City's rifle range on Sundays. Discussion brought out the fact that the
range is being used on certain Sundays by other bodies, and thereafter it was
moved by Councilman Selby, seconded by Councilman Hesser, that the matter of
the use of the City's rifle range by the California State Militia, be referred
to Councilman Hesser and Captain of Police Cummings, and that they be authorized
to work out any schedule for the use of said range which may be satisfactory
to all parties concerned. Carried.
WAYNE ALIEN, Chief Administrative Officer, Board of Supervisors, County
of Los Angeles, dated April 16th, 19420 advising that said Board has approved
an increased allocation of X400,000.00 Gasoline Tax Monies to cities within
Los Angeles County. Ordered filed.
E. J. DAWLEY, Major General, U. S. A. Commanding, Fortieth Infantry
Division, dated April 8th, 1942, advising that the Army is recommending that
as a safety measure, large gatherings in congested areas along the beaches

be definitely discouraged and requesting that a positive prohibition be
placed on open fires at night on beaches under the City's jurisdiction.
Moved by Councilman Hesser, seconded by Councilman Selby, that the City
Attorney be and he is hereby instructed to prepare an ordinance regulating
the building-of fires on beaches within the City limits of the City of E1
Segundo. Carried,
ISAAC H. HANKINS, Mayor of the City of Redondo Beach, dated April 10th,
1942, extending an invitation to the City Council and members of the official
family to attend a dinner honoring Governor Culbert L. Olson, on Monday
evening, April 27th, 1942, at the Hollywood Riviera Beach Club, Redondo Beach.
It appearing that no member of the City Couiacil would be able to attend said
dinner, the communication was ordered filed.
AUTOMOBILE CLUB OF SOUTEFM CALIFORNIA, dated April 16th, 1942, advising
that the Allocation and Priority Commission has issued orders that no metal
is to be used for any type signs after June 30th, 1942, and further stating
that said Club is making tests of different types of material and in the near
future will decide upon a suitable sign,_ to be used during the duration.

MR. AND MRS. T. B. DINWIDDIE, dated April 15th, 1942, asking if the City
would consider lowering its water rates due to the fact that many families are
planting "Victory" gardens at this time. After.consideration, it was moved
by Councilman Gerow, seconded by Councilman Selby, that the letter of Mr.
and Mrs. T. B. Dinwfidie be received and filed, and the-City-Clerk be and he
is hereby directed to notify the writers that the City Council has made a
careful study of E1 Segundo water rates as compared with rates of other nearby
cities for like service; that it finds E1 Segundo water rates are extremely
low; that in view of existing circumstances and the increased expenses of the
Water Department due to maintenance of guards at its water wells and other
necessary expenditures due to wartime conditions, the Council does.not feel
that the best interests of all concerned would be served by a.reduction.in
water rates at this time. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson; Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
Councilman Gerow at this time stated that he felt Bark Superintendent
McIlwaine had some very good ideas on the conservation of water used in such
"Victory" gardens, and by. general consent Councilman Gerow and Park Superintendent
Mcllwaine were directed to prepare a short statement, setting forth certain
rules which might be followed in connection with the watering of gardens, which
statements might be printed and-sent to Water Dept. consumers for their guidance
and help.
PACIFIC ELECTRIC RAILWAY COMPANY, dated April 10th, 1942, requesting
information as to when the City might proceed with the work of eliminating the
dip in the Coast Boulevard at the railroad crossing.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the following
resolution be adopted:
RESOLVED, that the communication of Pacific Electric Railway
Company, dated April 10th, 1942, be received and placed on file
in the officb "of the City Clerk, and •the City Clerk-be" and he is
hereby directed to advise Pacific,Electric Railway Company that
this Council is familiar with said Company's problem, but due to
the existing emergency, the City is without adequate financial
means to make any change at this time in the unsatisfactory.eon-
dition existing at the track crossing on the Coast Boulevard; that
the Council is willing, however, to grant jurisdiction to any other '-
agency that might have funds for that purpose; and that this
Council also directs attention to the fact that the mere
Correction of this one condition would not of itself solve
the problems involved in this location generally, as any
increased speed which might be obtained at the point in
question, would be lost as soon as the narrow portion of the
roadway on the curve over the hill to the North is reached.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love,

DELINQUENT TAX LANDS COMMITM, County of Los Angeles, dated April
15th, 1942, calling attention to the fact that tax deeded properties
purchased by man�cipalities must be properly advertised for resale in
compliance with the Board of Supervisors' resolution adopted November
26th, 1940, which resoiution.provides that all such advertisements must
be printed in a local newspaper at least once a week for three weeks.:
Moved by Councilman Gerow, seconded by Councilman Hesser, that
a copy of the above letter be referred to Special City Attorney Lawler
in charge of delinquent tax land matters for.appropriate reply. Carried.
ANCHOR BUILDING CO., dated April 22nd, 1942,.being application to
move. e. one story frame building from its present location at North
American Aviation, Inc. to a new location on the West aide of Inglewood -
Redondo Road, approximately 5900 feet south of Imperial Highway.
It appearing that the Building Inspector has approved the
building as conforming-to building requirements of the City of 11 Segundo,
but that requisite fees in connection with the permit requested have not
been made, it was moved by Councilman Selby, seconded by Councilman
Gerow, the following resolution be adopted:
RESOLVED, that subject to the payment to the City Clerk
of the required fees, Anchor Building Company is hereby
granted permission to move a one story r.rame building from .
its present location at North American Aviation, Inca to
a location approximately 5900 feet South of Imperial Highway,
on Inglewood- Redondo Road, along the following route, to -wit:
East on Imperial Highway from a point approximately 900 feet
westerly thereof, to Inglewood- Redondo Road, thence southerly..
on Inglewood - Redondo Road to point of location. Such
removal shall take place on the 23rd day of April ", 1942,
beginning at about the hour of 9:00 A. M. and shall be
completed the same day. During the course of such removal,..
same shall be under the supervision of the Street Superin-
tendent so far as the use of the public streets and protection
to public property is concerned, and under the supervision
of the Police Department of the City of E1 Segundo as to
protection of traffic:..

ORAL COMMUNICATIONS.
Mr. Anton Soeuto addressed the Council briefly on matters of civic
interest.
REPORTS OF STANDING COMMITTEES.
Councilman Hesser reported that he and Acting Chief of Police Cummings

had talked with a Lieutenant Kirkley relative to the request of Captain
J. W. Waltman of the 27th Pursuit Squadron that a pedestrian cross -walk
lane be painted on Sepulveda Boulevard at Maple Avenue; that in going
over the ground it was thought•desirable to paint pedestrian lanes
across Sepulveda Boulevard at Imperial Highway and at Maple Avenue, and
that a warning sign be placed on the pavement South of Maple Avenue to
slow down traffic before reaching the cross -walk. After discussion; it
was the consensus that these cross -walks should be marked for military
use only and by general consent the Acting Chief of Police was instructed
to get in touch with the office of S. V. Cortelyou, District Engineer of
the Division of Highways in an effort to obtain consent of said Division
of Highways to the painting of such signs and pedestrian lanes on Sepulveda
Boulevard. _.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Building Inspector Catalano requested permission to attend a meeting
of Pacific Coast Building Officials Conference, to be held at Compton,
April 23rd, 1942. Moved by Councilman Hesser, seconded by Councilman
Gerow, that Building Inspector Catalano and Councilman Gerow, be and they
are hereby authorized to attend the meeting-of Pacific Coast Building
Officials Conference to be held at Compton, California, April 23rd, 1942,
or any adjourned session of said meeting, as representatives of the City of
El Segundo, and to file their demands for their actual and necessary expenses
in connection with attendance at such meeting or meetings, such demands to
be audited and Approved in the usual manner before payment. Carried by the
following vote:
Ayes: Councilmen Gerow-, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
The Chief of Police through the Deputy City Clerk, announced the
appointments of Arthur Lee Harrison and Willis Clumbis Swanner as Special
Police Officers of said City, and requested the Council's approval of such
appointments. Moved by Councilman Selby, seconded by Councilman Peterson
that the appointments by the Chief of Police of the City of E1 Segundo
of Arthur Lee Harrison and Willie Clumbis Swanner•as Special Police
Officers of said City, be and the same are hereby ratified, confirmed and
approved. Carried.
The Chief of Police, through the Deputy City Clerk, announced the
revocation of the appointment of William N. O'Keefe as a Special Police
Officer of the City of E1 Segundo.
Moved by Councilman Selby, seconded by Councilman Peterson, that
the printing of one set of maps of sewer lines of the City of E1 Segundo,
be and the same is hereby authorized, at a cost of not to exceed $80.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None,
Absent: Councilmen None.
Moved by Councilman•Gerow, seconded by Councilman Hesser, that the
matter of securing'suitable storage space - for filing monicipal.Ac cusents,
be referred to Councilman Peterson and Office Engineer Elsterman for
investigation and recommendation to this Council. Carried.
In response to an inquiry heretofore made by the Council, the City
Attorney reported that in accordance with the provisions of Section 5236,
of the General Laws of the State of California, the City may levy a tax
in addition to the tax provided for regular purposes, to take care of the
City's portion of the cost of participation in the State Employees'
Retirement System, and he read said Section of the law to the Council.

NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Peterson, that the
Water Superintendent of the City of El Segundo be and he is hereby instructed
to make an estimate,-.of the cost of certain needed installation in the
present water system, so that certain of the_City'.s water wells may flow
directly into the transmission lines of the water distribution system, if
at any time this might be desirable. Carried.
Mayor Love announced, that in accordance with the provisions of
Ordinance No. 240 of the City of E1 Segundo, he is appointing Peter E.
Binder as a member of the Local Defense Council of said City. Moved by
Councilman Selby, seconded by Councilman Peterson, that the appointment,
by Mayor Love, of Peter E. Binder as a member:of.Frl Segundo Local Defense
Council, be and the same is hereby approved. Carried.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Selby, the meeting
adjourn. Carried.
