A regular meeting of the City- Gouncil- -of the City of El Segundo, California, was held in the Council Room of the City Hall of said City on the above date, having beren called to order at 7:00 P. i[. by the City Clerk, the Mayor being absent. Councilman Love was unanimously chosen Mayor pro tem and he immediately assumed the duties of the Mayor. ROLL DALE. Councilmen Present: Gerow, Hesser, Love and Selby. Councilmen Absent: Binder. _ READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on'the 8th day of April, 1942 having•been read and no errors or omissloas appearing, it.wa's moved by Councilman Selby, seconded by C ouncilmah Gerow, the minutes be approved as recorded. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: J. W. MMMWAN, Captain, 27th Pursuit Squadron, Commanding, dated April 13th, 1942, requesting that a pedestrian lane be painted across Sepulveda Boulevard, approximately at its intersection with Maple Avenue, or at such other point in that vicinity as may seem desirable, so that soldiers quartered on the East side of Sepulveda Boulevard may traverse said Highway with a maximum of safety. Following discussion, by general consent, the matter was referred to Councilman Reeser of the Public Safety Committ6e and the Chief of Police with power to act. , LOS ANMES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, advising of its 127th regular monthly meeting to be held at Long Beach, California, Thursday, April 16th, 1942. Moved by Councilman Love, seconded by Councilman Gerow, that any member of the City Council desiring to do no, and the City Clerk, be and they are hereby authorized to attend the meeting of the Los Angeles County Division, League of California Cities, at Long Beach, California., - Thursday., April- 16th, -1942, as representatives of the City of E1 Segundo, and to•f ile their demands for their actual and necessary expenses in connection with attendance at said meeting - ,.such- demands- to- be-sudited-and• approved in the usual manner before payment. RANDALL, dated April 7th, 1942, thanking the Council for granting him a six months leave of absence. Ordered filed.. Copy of a letter dated April 8th, 1942, addressed to Carolyn A. Gregory, City Clerk, Gardena, California, by Harold W. Kennedy, Executive Director, Los Angeles County Defense Council, with reference to allocation of defense equipment by OCD. Ordered filed. In this 'connection the City Clerk advised that he this date by a representative of the - County, that the of Los Angeles County had allocated 30 helmets to the 10 of which could be obtained immediately, !M_ had been informed Board of Supervisors City of E1 Segundo, B. J. FIRMINGER, City Clerk, City of Beverly - Hills, dated April 9th, 1942, transmitting a resolution adopted by the City Council of said City, in'connection with the suggested consolidation of the several cities of Los Angeles County to the effect that said Council is not in favor of such consolidation. Ordered filed. THE ATCBISON, TOPEKA AND SANTA FE RAILWAY COMPANY, dated April let, 1942, addressed to R. T. Hutchins, City Engineer, requesting that it be advised if the City of E1 Segundo intends to proceed with the construction of a grade crossing over Douglas Avenue at said Company's right of way. It appearing that the City Engineer had previously taken up with Douglas Aircraft Corporation the matter of said Company assuming a portion of the cost of the construction•of such a crossing, and that no reply had as yet been received to his communicatlQu. by general consent the City Clerk was instructed to advise The Atchison, Topeka and Santa Fe Railway Company the present status of the matter. OMEN KING, dated.April 10th, 1942, being an application for a permit to move a ohe story frame building from its present location at North American Aviation, Inc. to the West side of Penn Street, between Mariposa Avenue and Pine Avenue, in the City of E1 Segundo. It appearing that applicant has not made the required deposits in connection with said.applieation, anCit'appcdring also that recent War Production Board rulings limit the authority of municipal Building-Inspectors to issue permits for the construction or reconstruction of dwellings, and it appearing also that this Council is not competent at this time to determine within which category of said War Production Board rulings this building falls, it wan moved by Councilman Reeser, seconded by Councilman Gerow, that the application be denied without prejudice and the Building - Inspector instructed to explain all of the circumstances with reference to the matter -to said applicant. Carried. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES. None. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk reported that when the Local Defense Council was first organized and was using the Judge's Chambers as a Control Center, a telephone had been installed in said room; that inasmuch as the Control Center was now located in the new library building, he felt that there was no further use for the telephone. By general consent the City Clerk was authorized to request Southern California Telephone Company to remove the telephone now 'located in the'Judge's chambers. The City Clerk reported that the Fire Chief had advised his need of ten square pointed.shovels, six fire axes, 12-Boston nozzles, two - 18' ladders, 12 pieces 50ft. lengths of garden hose, one 21 -plate heavy duty battery and•24 turn -out coats. It appearing that tha'batteryis needed immediately for -the fire engine and that the shovels, axes, nozzles, hose and ladders are for use of the auxiliary fire department -for local defense work, it was moved by Councilman Rosier, seconded by Councilsaa:G Brow, that the purchase. of ten square poiAe' d' shovels,' six fire axes, 12 Boston nozzles, two 18' ladders, 12 pieces of 50 -foot length garden hose, one 21 -plate heavy duty battery, be and the same is hereby authorized, at a total cost of not to ekeeed $250.00, plus California State Sales Tax. By general consent the'City Clerk was instructed to obtain prices on turn -out coats and advise•this Council thereof at its next regular meeting. The City Attorney reported that the City Engineer, through Mr. Elsterman, Office Engineer, has turned over to him descriptions of various improvements and utilities installed in Tracts Nos, 12391, 12812 and 12887, in the City of E1 Segundo, that he will prepare the necessary co�veyances for delivery to the proper parties for execution. The City Attorney advised thai he had prepared a form of resolution which he feels will be ample to accomplish the closing of a portion of the alley in Block 12 under the Sabotage Prevention Act as requested by Standard Oil Company of California, which form he delivered to the City Clerk for presentation to the Council at the proper time. - The City Attorney reported that under date of April 9th, 1942, he had been advised by a representative of Sovereign Oil Corporation that - said Corporation anticipated having the matter of its oil well bonds, notification of the cancellation of which had previously been received by this Council, placed in good order within the next few dAys,' The City Attorney advised that under a recent ruling made by the War Production Board, known as Ruling L-41, Municipal Building Inspectors are not permitted to issue permits for repairs -or new construction of dwelling houses the cost of which is in excess of $500.00, nor permits for any kind -of construction in excess of $5000.00, unless the applicant for such permit has first obtained the necessary form of permit from the War Production Board; that the Federal Housing Agency has been designated as the agency to first review such applications and make recommendations to the War Production Board. UNFINISHED BUSINESS. Moved by Councilman Gerow, seconded by Councilman Selby, that Ordinance No. 253, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN EMERGENCY PROVISIONS WITH RF.F&ICE TO BUILDING, PLUMBING, C=AS AND ELECTRICAL CONSTRUC- TION AND INSTALLATIONS PRESCRIBED OR REQUIREb UNDER TE[Z ORDINANCES OF SAID CITY RELATING TO SUCH HATTERS AND WITH MMRENCZ TO TEES MATERIALS INVOLVED THERE- UNDER: L®CLARING SAID ORDINANCE TO BE AN EMERGENCY ORDINANCE AND PROVIDING THAT SAME SHALL THEREFORE TAKE EFFECT IATELY, which was introduced and read at a regular meeting of the City Council held on the 25th day of March, 1942, and reread at this meeting, be adopted. Moved by Councilman Gerow, seconded by Councilman Hesser, the following resolution be adopted: WHEREAS, Standard Oil Company of California, a corporation, has duly presented to the City Council of the City of E1 Segundo, California, its petition to said Council under and pursuant to the provisions of Section 9 of the "Sabotage Prevention Act" of the State of California (Statutes 1941, Chapter 184, page 1240) for an order closing to public use and travel that certain public alley in the City of E1 Segundo, County of Los Angeles, State of Califor- nia, in Block 12 of the said City, running in a northerly and southerly direction, which abuts Lots 9 to 11 inclusive, and Lots 12 to 17 inclusive in said Block, all as delineated upon said Company's Print No. SB 29356, accompanying said petition; AND, WHEREAS, said Council has dx4y considered said petition and is•advised that under the provisions of said Act it is the duty of said Council to set a day for hearing said petition and give notice thereof by publication in a newspaper having general circulation in said City,at least seven days prior to the date set for hearing; NOW, THEREFORE, the City Council of the City of E1 Segundo, California, does hereby resolVe ,-declare, determine and order as follows:.
