The minutes of the regular meeting held on the 3rd day of September, 1941, were -read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, the minutes be approved as read.: Carried* • WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the-manner indicated, following refer6nbe to each hereinafter: MRS. FRANCES V. ADAIISON, dated September 8th, 19419 requesting reimbursement for damage to personal property suffered August 28th, 19419 when a crew of the Street Department-accidentally sprayed oil on her wearing apparel. 'By general consent, the matter was referred to Assistant'Street'Superintendent Gunn for investigation and report. None. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police announced-the appointments of W. N. Harrold and Paul James Pennoyer as Special.Polics Officers of the City of S1 Segundo and requestfid.tho'Coundillo.approva1 of the same. Moved by Councilman Rosser, seconded'by Councilman Love, that the appointments by the Chief of Police of W.; N*--*Barrold and Paul James Pennoyer*as Special Police Officers of the City -of-ll -Segundo be and:the same are hereby ratified, approved and confirmed.- Carried* P so88= Chief of Police Hutchins reported having conferred with I<. C. Schreiber, Executive Director of the Department of Public Assistance of the County of Los Angeles with reference to the employment of crossing guards in the City of E1 Segundo, after which discussion was had relative to the locations at which crossing guards are deemed necessary. • -It .appearing that the intersections of Palm Avenue and Virginia Street, Concord Street and Mariposa Avenue, and Concord Street and Grand Avenue, are intersections through which many small children must walk on their way to and from school, it was moved by Mayor Binder, seconded by Councilman Selby, that the County of Los Angeles Department of Public Assistance be requested to furnish three crossing guards to the City,of E1 Segundo on the basis of the proposal heretofore made by said County, to -wit: County to compensate such persons, the City to be responsible for super- vision, transportation and uniforms, of any persons so employed, providing that any such,persons so employed withip the City of El Segundo shall,be residents of E1 Segundo Unified School District. Noes: Councilmen None, Absent: Councilmen None, Street Superintendent Chilson reported, receipt of an oral communication from Southern California Gas Company which requested permission to install its gas service to Tracts Nos. 12391 and 12812 within the City of E1 Segundo in the parkways behind the curb in- stead of in the.public utility easement areas in said tracts. Following discussion, it was concluded by general consent that the Council will require any gas lines of Southern California Gas Company, installed in Tracts Nos. 12391 and 12812 to be installed in the utility easement areas in said tracts and will also require all lines required to cross streets in said tracts to be installed prior to the paving of any of said streets. Street Superintendent Chilson reported also that the Southern California Edison Company's power line poles in Maple Avenue, between Penn Street and Center Street, are located in what will be the curb line of said Maple Avenue when the thoroughfare is improved through Tracts Nos. 12391 and 12812. He stated, further, that he and the City Engineer felt that this_ pQle -line should be moved to,a new location and not permitted to remain in the curb line but that if such poles are so removed, they will be moved at the expense,of the.City of E1 Segundo due to the fact that Edison Company claims to have a pole line easement acquired and recorded prior to the City's.aequisition of Maple Avenue as a public-street. The matter being one Tequiring some study, it was moved by Council- man Gerow,.seeonded.by Councilman Hesser, that the City Attorney be authorized and directed to procure the title report covering east Maple Avenue and.Tracts Nos. 12391 and 12812 and to report to this Council respecting the liability of the City of E1 Segundo and Southern California Edison Company in said.thoroughfare, Carried. Street Superintendent Chilson reported that street lighting cable for use in connection with the ornamental street lighting on Main Street has-been received and that Southern California Edison Company has been engaged to pull the cable into the conduit on Thursday of this week. City Clerk McCarthy reported upon his attendance at the .organization meeting of Los Angeles County Defense Council held in the chambers of the Board of Supervisors of Los Angeles County September 4th, 1941, which.said meeting he attended pursuant to instruction of this Council given September 3rd, 1941, and stated that at said meeting said Defense Council was organized pursuant to the provisions of Ordinance No. 8928 of Los Angeles County, Sheriff Eugene W. Biseailuz being elected Chairman thereof, and A. I. Stewart of Pasadena being elected Vice Chairman; that at r: x nn M - t �00 the same time Mayor Peter Binder of El Segundo-was elected a _ member - -of -the executive committee of twenty -five of said Defense - Council ;-that- from_an,explanation-of the effect.and•projectsof the provisions of tho.ordinance before-referred to, the local defense councils of -the individual cities within`Les Angeles County may continue to exist and will remain autonamous within their own' jurisdictions and not conflict in any way with the functions of Los Angeles County Defense Council, which will serve as a coordinating and cooperating body and will serve the unincorporated areas of the County. , UNFINISHED BUSINESS. Councilman Hesser inquired whether or not the Council wished to give consideration to the matter of an adjustment of the hours of employment and compensation of municipal employees of the City of E1 Segundo. It appearing from discussion that there is not at this time sufficient information before the Council to enable it to act intell. iggntly upon the matter, it wag decided by general- consent that each dep4rtment.head of the several,municipal,departments make up a schedule showing how any adjustment of the -hours of employment would effect the several departments and the employees thereof and present the,same to.this,Coungil at their early convenience. The matter of .procuring Lire insurance for municipal property ,ca'mq.up for.di-scussion,and the.Council being unable-to reach a decision in the matter at this.time, the City Clerk was instructed to obtain . an extension,of the existing Cover Note for a period of, thirty days from <September 15t1a, 1941. t, In the matter of the designation of.a me'ber of this Council to represent the City of E1 Segundo on the Los Angeles County Defense Council, it was moved by Councilman Gerow, seconded by Councilman Hesser, that Mayor Binder be and he,is- hereby designated an -the representative of the City of E1 Segundo on Los Angeles County Defense Council, and that the City Clerk of said City be directed to so, advise the Chairman of said Los Angeles County Defense Council. Carried by the .following votes Ayes: Councilmen Gerow, Hesser,,Love, Selby and Mayor Binder, Noes: Councilmen None. Absent: Councilmen,None, The City.Engineer reported having - completed, .so far as engin- eering and informational data are concerned, the application to Federal Works Agency of-Public Works-Administration for -a federal - grant in connection with certain proposed public i4progements._con templated adjacent to and in connection with defense industries in the north easterly part of toe City of FI -. .Segundo; that the City Attorney likewise has completed that part of the same application respecting legal information, and that Logan Cotton, the City-Auditor, should be authorized to complete that part of the same application which refers to fiscal matters of the -Z ity, after, which the- .appli- cation.will- be ready-for presentation-to said Federal Works Agency. It was thereupon moved by Councilman Selby, seconded by-Councilman Gerow,, that Logan ;R: Cotten, Auditor, be employed and- authorized to prepare and sign that part of an appli- cation to- .be_presented.to Federal Works Agency of Public Works Administration, for a federal grant to finance the'constructi*n of certaiW publia improvements adjacent to and in connection with certain defense industries located in the north easterly portionof the City of El Segundo, and to deliver the same, when completed, to the City Engineer for tran$mittal to said Public Works Agency. Binder, Mayor of the City of E1 Segundo, be author- ized to sign, on behalf of the City of El Segundo, the application to Federal Works Agency of Public Works Administration, for a federal grant. to construct certain public improvements adjacent to and in connection with certain defense industries in the north easterly portion of the City of E1 Segundo. Moved by Councilman Love, seconded by Councilman Selby; that the purchase of Print Card forms and visible files for use of the Defense Council of the City of 11 Segundo be and the same is hereby authorized at a cost of not to'exoeed eighty-five 'dollars ($85.00). Moved by Councilman Hesser, seconded by Councilman Gerdw, that the purchase of a radio receiving set at a cost of not to exceed fifteen dollars ($15.00) be and the same is hereby authorized. Carried by the following vote: 109YI Moved by Councilman Selby, seconded by Councilman Rosser, that the purchase of an electrically operated adding machine at a cost of not to exceed three hundred sixteen dollars ($316.00), for use in the .Office of the -City Clerk be and the same is hereby authorized. ' Absent: Councilmen None, Street Superintendent Chilson at -this time stated -that the construction of sidewalks and curbs in Tract No. 12812 has been completed, and that the contractor has requested he be given a letter indicating that the work is satisfactory so that.he may obtain a progress payment from the-owner of $aid tract,.-The City Engineer reported that the alignment and.grades.of the improvement are satisfactory. The Street Superintendent- reported that -the workmanship and quality of materials used are satisfactory. There- upon it was moved by Councilman Rosser, seconded by Councilman Gerow, that the following resolution be adopted: WHEREAS, H. B. Adair,.a contractor,"has constructed certain cement concrete sidewalks,and(CUrbs in'ar certain tract known as Tract No. 128129 being a.resubdivision - of a portion of the J. H. Fisher Subdivision within the City of E1 Segundo; AND, WHEREAS, this Council may be called upon in the future to approve a final subdivision •map of said Tract No, 12812 and to accept the beforementioned public im provements constructed therein; AND, WHIIREAS, this Council has been asked at this time to indicate whetter or not cement sidewalks and curbs heretofore.constructed in said =tract by H. B, k"dair -have. been constructed to the satisfaction-of -the City -of El Segundo; NOW, THEREFORE, BE -IT RESOLVED; ,that the :City Council of the City of El Segundo does hereby approve as satis- factory for aeeeptanee_.by_ the -City of E1.Segando,,when this Council is called upon to approve the final map of Tract- No..12812,:al1.0 the sidewalks- .and-ourbs heretofore constructed in-said:tract.by. said H. „B.
