A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Ch -tuber of the City hall of said City on the above date, having been called to order at 7:00 P. Lk. by the Deputy City Clerk, the li:ayor being absent. Eoved by Councilman Selby, seconded by Councilman Geror:, that Councilman Hesser be and he is hereby appointed &:ayor pro tem. Carried. The following communications, which were read to the Council, were disposed of in the manner indicated, following 'reference to each hereinafter: TITLE INSURANCE AND TRUST COUPp NY, dated October 20th, 1941, relative to the Council authorizing the approval of various officers of the City of El Segundo to the assignment of certain oil well permits from V. P. Baker, et al to R. J. Weir, which assignment was consented to by this Council October 8th, 1941. ,,roved by Councilman Gerow, seconded by Councilman Selby, the communication be referred to the City Attorney for his attention and reply. Carried. BRCTHERH00D OF RAILROAD TRAIN_., dated October 15th, 1941, advising that October 31st, 1941, in the State Building, Los Angeles, has been set as the time and place for hearings by the Railroad Commission on Pacific Electric Rails ^,ay Company's application to have the Commission set aside the present safety rules concerning standees on interurban busses. Moved by Councilman Selby, seconded by Councilman Gerow, the communication be ordered filed. Carried. H..RBOR DISTRICT CHAMBERS OF CC11MERC.1,P, dated October 17th, 1941, advising that the Corp of Army Engineers will hold a special hearing in the Court Room o•f the County Building, at Inglewood, California, 10.:00 A. N1.0 Tuesday, October 28th, 1941, on the matter of the recent application made by the County of Los Angeles for a P. W.,A�. .project, calling for an expenditure of w1,800,000 for im:riediate relief of flood conditions in the Laguna- Dominguez area, and requesting that the City Council of the City of E1 Segundo delegate someone to be present at said hearing, who is conversant with,oanditions in the City of E1 Segundo which might be effected by such a project, and who can nresent such evidence at said hearing. pY -1i28 Moved by Councilman Selby, seconded by Councilman Hesser, that City Engineer Hutchins, Councilman Gerow, and any other member of the City Council desiring to do so, be and they are hereby authorized to attend the hearing to-be held by the Corp of Army Engineers in the County Building, Inglewood, California, October 28th, 1941, for the purpose of hearing evidence on the application made by the County of Los Angeles for a P. W. A. project in connection with flood relief conditions in the Laguna- Dominguez area, and to file their demands for their actual and necessary expenses in connection with attendance at such meeting, said demands to be audited and approved in the usual manner before payment. T;dAR DEPARTMENT, UNITED STATES ENGINEER OFFICE, dated October 16th, 19419, advising a public hearing will be held at Inglewood, California, in the County Building, Tuesday, October 28th, 1941, concerning a resolution by the Committee on Flood Control of the House of Representatives, adopted July 23rd, 1941, in connection with a request by the County of Los Angeles for a P.M. A. project to alleviate flood conditions in the Laguna Dominguez area, and requesting interested parties to be present at said hearing. Ordered filed. A. C. HARRIS, dated October 22nd; 1941, being an application for a permit to move a one story frame dwelling house from its present location at 4505 Speedway to a location within the City of E1 Segundo. The said building, having been inspected by the Building Inspector of the City of El Segundo, who reported that the same conforms to building ordinances of said City, and recommended that the permit applied for be granted, and the applicant having made all necessary deposits with.the City Clerk, it was moved by Councilman Selby, seconded by Councilman Gerow, the following resolution be adopted: RESOLVED, that A. C. Harris.be and he is hereby granted permission to move into the City of El Segundo, that certain one story frame dwelling, presently located at 4505 Speedway, Venice, and which building has been inspected by the Building Inspector of the City.of E1 Segundo and approved as conforming to building requirements of the City of E1 Segundo, such removal to be over and along the following route, to -wit: East on Imperial Highway to Center Street, thence South on Center Street to its permanent location on Lot 8, Block 110, E1 Segundo; pro- vided that during the course of such removal the operation be supervised by a representative of the Police Department of the City of E1 Segundo, for the purpose of safeguarding traffic; and provided further, that in all other respects the removal of said building be prosecuted and completed to the satisfaction of the Street Superintendent of the City of El Segundo. TITLE GUARANTE AND TRUST COMPANY, undated, being a Subdivision Guarantee-of Proposed Tract No. 12812, setting forth the names of all persons whose consent to the recordation of the Map of Tract No. 12812 is .required under the provisions of Section.22 of the "Subdivision..Map-Act ". Moved by Councilman-Selby, seconded by Councilman Gerona, the communipation be received and ordered filed. Carried. LOTTY F. MOONEY, dated October 21st, 1941, thanking C. K.•McConneh , Fire Chief, atd other members of the Fire Department of the -City of` El- Segundo for their help during the illness of Mr. Mooney. Ordered filed. P 1129 AUTOMOBILE CLUB OF SOUT=R. CALIFORNIA, dated October 10th, 1941, setting forth certain procedure which the City should follow when ordering highway signs, in order to permit said Automobile Club to secure materials necessary for the manufacture, erection and maintenance of said signs, under Priority Rules of the Office of Production Management. Moved by Councilman Gerow, seconded by Councilman Selby, the communication be received and ordered filed, and the attention of the Purchasing Agent of the City for such materials directed to the procedure required. The Chief of Police, reporting in connection with the application of Standard Oil Company of California, for permission to erect two traffic signals on E1 Segundo Boulevard, westerly* of Sepulveda Boulevard, which matter had been referred to said Chief of Police and Councilman Hesser,'C hairman of the Public Safety Committee of the Council, at the last regular meeting of this Body, read to the Council a letter he had prepared for transmission to the Los Angeles office of the Standard Oil Company* of California, in which letter he stated that after careful investigation he felt that, due to the fact that a clear view of El Segundo Boulevard, both easterly and westerly, may be had by the driver of any vehicle coming into said Boulevard from the truck entrance to said Comnany's plant, the installation of such traffic signals is'not necessary at this time in his judgment; he recommended the installation of a reflectorized stop sign at said truck entrance into said El Segundo Boulevard by said Company, and the installation of a reflectorized warning sign on E1 Segundo Boulevard .-sterly of said truck entrance. By general consent the Council annroved of the form of said letter and authorized the sending of same to the addressee by said Chief of Police. The Chief of Police announced the appointment of Alfred P. Lawson as a Special Police Officer of the City of El Segundo and requested the Council's aDnroval of such appointment. Moved by Councilman Selby, seconded by Councilman Gerow, that the appointment by the Chief of Police of the City of E1 Segundo of Alfred P. Lawson as a Special Police Officer of said City, be and the same is hereby confirmed, ratified and approved. Carried. The City Attorney, reporting on the matter of a letter from Interstate Aircraft and Engineering Corp., together with accompanying'deed, dedicating certain property along the southerly side of Imperial Highway to the City of El See-undo for public street, purposes, which matter had been referred to him at the meeting of this Council held on the 8th day of October, 1941, stated that the letter from said Interstate Aircr=aft and Engineering Corp. set forth certain conditions under which said property would be dedicate-, and that the deed recited that the acceptance of-same by the City is subject to said conditions as set forth in said letter; that certain of the conditions would*hot be acceptable tc the City; that he had made several attempts to contact the proper official of said Interstate Aircraft and Engineering Corp., and- had been .informed that the Attorhey.for said Company was in the East and would not return for approximately two weeks, at which time he -^ould again make an effort to get in touch with the Company's attorney and thereafter make a report to this Council. The City Attorney reported having examined the assignments by Caminol Co. Ltd. of certain oil well permits, heretofore issued said Company, to the 0. & B. Oil Company; that said assignments are made to J. M. Owen and R. J. Berryman, whereas the bond and other documents are made to C. & B. Oil Company; that he ha:.', talked with the office of Mr. Watkins, Attorney for The Caminol Company, Ltd., -nd had been informed that Lir. ?catkins was absent from his F �. X130 office and would not return for a period of ten days, after which he would make another effort to contact Mr.•Watkins and thereafter report to this Council. None. UNFINISHED BUSINESS. The following demands, having had the approval of the Committee on Finance and Records, were read: Moved by Councilman Selby, seconded by Councilman Gerow, the demands be allowed and warrants ordered drawn on and paid out of the respective funds covering the same. The City,Engineer drew the Council's attention to the fact that it would be necessary to secure sewer easement from-Wright and Becker, owners and subdividers of Tract No. 12812, to the Southerly 3 feet.of Lots 55 and 66, and the Northerly 3 feet of Lots 56 and 65, of said Tract. He presented a form of easement, which farm was approved by the City Attorney, and by general consent said City Engineer was directed to have said form.of easement executed by Wright and Becker. No further business appearing to be transacted at this meeting, it was moved by Councilman Selby, seconded by Councilman Gerow, the meeting adjourn. 8arried.
