A regular meeting of the City Council,of the-City of El Segundo, California, was held in the 'Council Chamber of the City Hall of said City, having been called to order at 7:00 P. M. by the_ - Deputy City Clerk, the Mayor being absent. Moved.by Councilman Selby, seconded by Councilman Love, that Councilman Hesser be appointed Mayor Pro -Tem. Carried. Councilman Hesser thereupon assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Hesser, Love and Selby. Councilmen Absent: Gerow and Mayor Binder. The minutes of the regular meeting held October 8th, 1941 having been read and no errors or omissions noted, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as-recorded. SOUTHERN CALIFORNIA GAS CO., dated October.lOth, 194111 being an application tb make a main extension in the South side.of Mariposa Avenue at Penn Street. Said application having been approved by the Street Superintendent of the City of E1 Segundo, it was moved by Councilman Selby, seconded by Councilman Love, that Resolution No. 585, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY, REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY TO INSTALL A'CERTAIN PIPE LINE IN A CERTAIN PORTION OF MARIPOSA AVENUE, WITHIN SAID CITY, ' which was read, be adopted. Absent: Councilman Gerow and Mayor Binder, STANDARD OIL COMPANY OF CALIFORNIA, dated October 15th,'19419 requesting permission to furnish and install two traffic signals on E1 Segundo Boulevard, at points westerly of Sepulveda Boulevard. Moved by Councilman Selby, seconded by Councilman-Love, the matter be referred to Councilman He'sser of the. Public Safety Committee, .and -the Chief of Police, for investigation and report.'to this Council at its next regular meeting. Carried. ALFRED JONES,-bounty Surveyor, County of Los Angeles, dated October 15th, 1941, inquiring whether or not when the Council approved the map of Tract No. 12812, it .intended to.approve the same without regard to the Master Plan of Highways adopted by Los Angeles County some months ago, or if this was an oversight. It appearing from discussion that a similar letter had been previously received with reference to Tract No. 12391, and that..the City Clerk had been instructed.by the Qou4cil at that.time to- _make reply thereto, setting forth the Grouncil'•s views on the subject, it "Was moved by Councilman Love, seconded by Councilman Selby.,.that the letter from Alfred ;ones,.'County.Surveypr, County cdf Los Angeles, dated October 15th, 1941, with reference. to width of Mariposa Avenue as shown on map of:_ Tract No.' 12812, be received end placed on file in -the office of _the City Clerk, and said City Clerk is hereby authorized and instructed to make appropriate reply.thereto. REPORTS OF OFFICERS AND SPEC IAL COMMITTEES: The Chief of Police advised receipt of a letter from R. T. Dorsey, Traffic Engineer of -the City of Los Angeles,_stating._that -no equipment is available at this time for use in connection with_instdllation of traffic signals at Imperial Highway and Sepulveda Blvd., but that.-said signals will be installed as soon as the necessary material has-been received. r i i r r a LM P 1123 The City Engineer reported having talked with Mr. Becker of the firm of Wright and Becker, subdividers of Tract No. 12812, who stated that he had written Mr. Fisher of the Southern California Edison Company relative to the matter of said Company moving certain of its poles in said Tract Nol 12812, which poles are now in the curb line, and that Mr. Becker would advise the City what reply he received therk. The City Attorney advised having prepared, pursuant to instructions of the Council and from data furnished him by the.City Engineer, Notice to Bidders on Street Work, for the improvement of Maple Avenue, between Penn Street and Center Street, within the City of El Segundo, which notice he handed to the City Clerk. At this time the City Engineer presented to the Council Plan and Cross Section prepared by him with reference to the improvement of Maple Avenue, between Penn Street and Center Street. After examination of the same by the Council, it was moved by Councilman Selby, seconded by Councilman Love, that that certain Plan and Cross Section designated "Improvement Plan of Maple Avenue from Center Street to Penn Street, No. P- 411015" and "Typical Cross Sections - No. D - 410423" be and the same are hereby approved as the Plan and Cross Section for the improvement of Maple Avenue, between Penn Street and Center Street, and a copy thereof is hereby ordered placed on file in the office of the City Clerk for the purposes of identification and reference. Moved by Councilman Love, seconded by Councilman Selby, the following resolution be adopted:- RESOLVED,•that a copy of that certain "Notice to Bidders on Street Work" for the grading and surfacing of Maple Avenue, between Penn Street and Center Street, in the City of El Segundo, California, as presented to this Council at this meeting, be placed on file in the office of the City Clerk for the purposes of identification and reference, AND, BE IT FURTHER RESOLVED, that this Council hereby _approves the said form of notice-And the contents thereof in each and every particular, and does hereby find and determine that the prevailing rates of per diem wages within said City, set forth in said notice, are the prevailing rates of ner diem' wages for each of the respective professions, crafts; trades, callings and vocations therein mentioned or referred to, and • that said rates are hereby fixed and established as, and shall constitute the minimum rates of-per diem wages•to be paid in • connection with the prosecution•of the work under said notice; AND, BE IT FURTHER RESOLVED, that sealed bids be and • the same are hereby invited under said notice, and that the • City Clerk be, and he is hereby authorized and instructed to • cause said notice to be given and published in time, 'form and manner as required by law. -Carried by the following vote: Ayes: Councilmen Lesser, Love and Selby. Moved by Councilman Selby, seconded by Councilman Love, that `the -City Clerk and he is hereby authorized to publish a condensed notice ' -in the Southwest Builder and Contractor, inviting bids for the work -of improvement of Maple Avenue, between.Penn Street and Center Street, -as more particularly set forth in the notice immediately above approved -by this Council. The.City Attorney reported having conferred with Mr. Ager, of the Railroad Commission, who informed him that an approval of the opening of a grade crossing over the Atchison, Topeka and Santa Fe Tracks at Douglas Avenue_, within the City of E1 Segundo, had been sent to the head office of said Commission; that the Commission would undoubtedly issue its order granting the permission asked for, contingent upon the condition that the cost of the facilities, etc. should be paid for by the applicant and the utility as they may agree, provided that _ such agreement be made in writing and a copy thereof filed with the Railroad Commission within a certain specified period of time after the date of issuance of order by said Commission. The-Chief of Police announced the revocation of the appoiptments of J. W. Downs and Willard E. Worden as Special Police Officers of the City of El Segundo. . , UNFINISBED BUSINESS. In the matter of the employment of an. Auditor for the f iscal- year ending June 30th, 1942, Councilman Selby of the Finance and Records Committee, recommended the employment of'Login R. Cotton, whereupon-it was moved by Councilman Love, seconded by Councilman Selby, that Logan R, Cotton, Accountant and Auditor, be employed to audit the books and records of the City of E1 Segundo for the fiscal year ending June 30th, 1942, on the conditions and at the price set forth in his bid therefor, dated August 20th, 1941, to -wit: $460.00. The City Engineer advised the Council that it was found necessary to have extra construction work done at -the sewer pump station on Center Street, that he had prepared a Change Order on Sutaloand Ramljak, the contractors on said job, which Change Order set out the additional work required to be done, and authorized the payment of $100.00 to said contractors as full compensation for said extra work; that said Change Order had been approved by the City Attorney, and he thereupon read same to the City:Council. Following examination of the original plans for said construction work, and the reading of the above referred to Change Order, it was moved by Councilman Love, seconded by Councilman Selby, the following resolution be adopted: RESOLVED, that a copy of the Change Order, dated October 16,'1941, prepared by the City Engineer of the City of E1 Segundo, in connection with the execution of the work under the existing contract between the City of E1 Segundo and Sutalo and Ramljak, involving certain additional work for and additional consideration of $100.00, be placed on file in the office of the City Clerk for the purposes of identification and reference; General Fund General Fund L. The City Engineer drew the Council's attention to the desirafiility of grading and paving Northrop Street between its present Southerly terminus and the southerly line of Douglas Avenue, and he presented his estimate of the cost of grading and paving said Street, between said points, with a temporary penetration type of paving, said estimate being $364.40. Following discussion on the subject, it was moved by Councilman Selby, seconded by Councilman Love, that the City Engineer be and he is hereby authorized to cause Northrop Street, between its present Southerly terminus and the southerly line of •Douglas. Avenue., to be graded and paved with a' temporary penetration type of paving, said improvement to be 35 feet in width, the total cost thereof not,to exceed the sum of $365.00. Carried by the following vote: Ayes: Councilmen Hesser, Love and Selby. , Noes: Councilmen None. Absent: Councilman Gerow and Mayor Binder. Moved by Councilman Selby, seconded by Councilman Love,.that the sum of $350.00 be and the same is hereby authorized.transferred_ from the General Fund of the City of El, Segundo to the Recreation Fund of said City, and.the City Clerk and City Treasurer are hereby directed to make appropriate entries of such transfer in their respective books of record.
