A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on.the above date, having been called to order at 7:00 o'clock P. M. by'Peter E. Binder, Mayor. ROLL CALL. Councilmen.Present Hesser, Love, Selby and Mayor Binder. Councilmen Absent Gerow. Other Officers Present: R. T. Hutchins - City Engineer. Clyde Woodworth - City Attorney. Bernard Lawler — Special City Attorney. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 7th day of May, 1941, were read.' No errors or omissions appearing, it was moved by*'Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following reference to each hereinafter: BOARD OF SUPERVISORS OF LOS ANGELES COUNTY, dated May 9th, 1941, enclosing a budget brief of the County Road Department. Ordered filed. STATE FIRE MARSHAL, dated May 12th, 19410 a bulletin respecting public fire works displays. Ordered referred to the Fire Chief. EL SEGUNDO WOMAN'S CLUB, dated May 7th, 1941, thanking the Council for the City's cooperation in furnishing flowers and foliage from City parks for beautifying the Club's quarters. Ordered filed. JACK B. TENNEY, Assemblyman, acknowledging receipt'of a series of letters respecting certain Assembly bills and stating that the Council's recommendations will be given serious consideration when the measures are presented for action. Ordered filed. ALMA DAVIS, -dated May 13th ", 1941, requesting information as to the rules and regulations governing the operation of a sanitarium within the City of E1 Segundo. By general consent the City Clerk was 'instructed to advise the writer that if she will make formal application for a permit so to do, the Council will thereupon give her request proper consideration. LINCOLN MACHINERY, postmarked May 7th, 1941 .advertising an elevated storage tank.for.sale. By general consent the matter was referred to the Superintendent of the Water Department., NATIONAL TITANIUM COMPANY, dated May 9th, 1941, advertising paint for sale. Ordered filed.- LEAGUE OF CALIFORNIA CITIES, dated May 8th,'1941,'its Legislative Bulletin No. 8, containing information respecting measures now pending before the State Legislature. Following the reading of_the document, and discussion of the matters therein referred to, it was moved by Councilman Love, seconded by Councilman Hesser, that the following resolution be adopted: _ P 978 WHEREAS, there is now pending before the Legislature of the State of California, an act to regulate trespass and loitering for the protection of industries vital to national defense; AND, WHEREAS, this Council believes that the adoption of a State law.on this subject is desirable from many aspects, but particularly because it will provide for uniform regulation throughout the State of California; NOW, THEREFORE, BB IT RESOLVED; that this Council does hereby go on record as favoring the adoption of Assembly Bill No. 2612 and does hereby direct the City Clerk of the City of E1 Segundo to address a communication to the State Legislators representing this District, advising them of this Council's attitude and action respecting the said bill. BOWKER, dated May 10th, 1941, explaining the seeming delay in closing the matter of the purchase of certain real property by the City, respecting which Mr. Bowker was the agent of the owner. The City Engineer advised the Council that he has prepared and has ready for transmittal to the District Engineer of the Department of Public Works of the State of California, a Project Statement providing for the allocation and expenditure, on State Highways within the City of El Segundo, from.the State Highway Fund of this City's portion of the 1AV per gallon tax on motor vehicle fuel for the Biennium 1941 -1943; also a Project.Statement providing for the allocation and expenditure on Streets of Major Importance within the City of E1 Segundo of the'IAV 'per gallon tax on motor vehicle fuel for the ensuing fiscal year. He explained that it is not necessary for the Council to take any �! action with respect to the State Highways Project Statement, but that Councilmanic approval of the Project Statement for Streets of Major Importance is required, whereupon it was moved by Councilman Hesser, seconded by Councilman Selby, that the following resolution bd adopted: _ B. State of ' California, at Sacramento, California, through the District' Engineer of the Division of Highways of said State at Los ' Angeles, California; AND, BE IT 34RTHER RESOLVED, that one copy of said Project Statement be placed on file in the office of the City Clerk of the City of E1 Segundo for the purposes of identification and reference.
