A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order by'Peter E. Binder, Mayor, at the hour of 7:00 P. M. ROLL CALL. Councilmen Present: Gerow, Reeser, Love, Selby and Mayor Binder. Councilmen Absent: None, Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. Frank Chilson - Street Superintendent. Neva M. Elsey - Deputy City Clerk. READING OF MINUTES OF PREVIOUS MEETING- The minutes of the regular meeting held on the 19th day of lurch, 1941, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following the reference to each herein- after: JAMES HALL VAN GELDER, dated March 20th,.1941, being application for employment by the City of 11 Segundo. Ordered filed. SOUTHWEST DISTRICT HIGHWAYS ASSOCIATION, announcement of its regular monthly meeting to be held Thursday, March 27th, at 6:30 P. M. at the Los Angeles Municipal Airport. Moved by Councilman Selby, seconded by Councilman Love, that any member of the City Council desiring to do so, and the City Engineer, be authorized to attend the meeting of the Southwest District Highways Association, to be held at Los Angeles Municipal Airport, Thursday, March 27th, 19419 and to file his demand for his actual and necessary expenses in connection therewith, such demand to be audited and approved in the usual manner before payment. Carried by the following vote: Ayes: Councilmen Gerow, Reeser, Love, Selby and Mayor Binder., Noes: Councilmen None. Absent: Councilmen None, LEAGUE OF CALIFORNIA CITIES, dated March 21st, 19419 its Legislative Bulletin No. 1, having to do with various bills now before the State Legislature. Excerpts from the Bulletin which might effect the City of E1 Segundo were read and discussed, following which the Bulletin was ordered filed for future reference. THE EL`SEGUNDO BASEBALL CLUB, by H. A. Woodcock, Secretary, dated March 25th, 19419 advising of the election of new officers to serve for the year ending November 30th, 1941, and submitting Financial Statement for the period December 11th, 1940 to March 16th, 1941. Said statement was examined and discussed by the Council, following which it was moved by Mayor _ Binder, seconded by Councilman Love, that the letter of 21 Segundo Baseball Club and accompanying Financial Statement be received and placed on file in the office of the City Clerk. Carried. SHORELINE PLANNING ASSOCIATION OF CALIFORNIA, INC., dated March 19th, 1941, presenting a brief synopsis of bills said Association is sponsoring at the present session of the State Legislature, having to do with the acquisition, development and - protection of beach -areas for purposes of recreation. Said bills.were discussed by the Council, following which, by general consent, the -matter was tabled for one week. WAR DEPARTMENT, UNITED STATES ENGINEER OFFICE, dated March 22nd, 1941, advising that application has been made by the Santa Monica Del Mar Club; Santa Monica, California, for permit to construct a suspended groin as an extension to the existing timber groin in Santa Monica Bay; and advising that any objections, based on navigation interests only, should be filed on or before 11 A. M. Wednesday, April 2nd, 1941. Ordered filed. WILSHIRE OIL COMPANY, INC., dated March 25th, 1941, requesting release of bonds covering its Security #2 and Elsie #2 -1 Wells, and advising that the well sites have been cleared. Comments were made by the City Clerk to-�tbe effect that the 1941 license fee covering Security #2 Well has not been paid. and reports made by the Building Inspector to the effect that the derrick for said well had not been removed from the premises until after January lst, 1941; that the cement concrete derrick foundations and basement for both wells have not been removed and remain upon the premises this "date. -It was thereupon moved by Councilman Selby, seconded by Councilman Hesser, the following resolution be adopted: WHEREAS, Wilshire Oil Company has, by letter dated March 25th, 1941, presented to this Council this date, requested that•the bonds of Fidelity and Deposit Company,- Nos. 4325846 and 4325844, covering said Oil Company's Security No. 2 and its Elise No, 2 -1 Wells respectively, be exonerated; AND, WHEREAS, this Council has been informed by the City Glerk that -the 1941 license fee covering Wilshire `031 Company, Inc.'s Security No. 2 Well has not been paid and has been informed by the Building Inspector that the cement concrete foundations for both of said wells still remain upon the property; . AND, WHEREAS, ordinances of the City of El Segundo respecting the drilling, operation and maintenance of oil wells within the City of 11-Segundo and the permits Issued for the respective wells herein referred to, require that upon the abandonment of the said oil wells, the derricks and all appurtenances be removed from the premises to the satis- faction of the City of E1 Segundo and that,, therefore.-It • appears said Wilshire Oil Company, Inc.. hae ne't fully complied with its obligations with respect to abandonment of said wells; NOW, THEREFORE, BE IT RESOLVED, that the City Clerk of • the City of E1 Segundo be and he-is hereby authorized and directed to address a communication-to said Wilshire Oi1:Company, Inc., advising said Company of its delinquencies herein referred to and informing said Company that this Council is not disposed to release its security with respect to said wells until said Company shall have fully performed, to -the satisfaction of the City of•11 Segundo-, all the obligations imposed upon it` by' ordinances of the City of E1 Segundo respecting the drilling,' operation and maintenance of oil wells within-said City "and by the'perwits specifically effecting each of the wells herein- before referred to: The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Noes: Councilmen None. Absent: Councilmen None. Love, Selby and Mayor Binder. None. None. ORAL COMMUNICATIONS. - REPORTS OF STANDING COMMITTEES* REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police announced the appointments of Thomas Brown Curley, Jr., Clyde Melvin Reynolds and Joseph Tilford Pigg as Special Police Officers of the City of E1 Segundo and requested the Council's approval of said appoint- ments. Moved:by Councilman Rosser, seconded by Councilman Selby, that the.. appointments by the Chief of Police of the City- of .E•1 Segundo of Thomas Brown Curley, Jr., Clyde Melvin Reynolds and Joseph Tilford Pigg as Special Police Officers of said City be and the same are hereby ratified and approved. Carried. The City Attorney reported that he had received no further advises from Douglas Aircraft Corporation with reference to granting the City of E1 Segundo an easement for water line purposes over a portion of said Company's property in Section 7, within said City. The City Attorney advised having prepared:an ordinance prescribing rules and regulations govering the.platting and subdividing of lands and the filing and approval of subdivision m1aps within the•City of E1 Segundo.. which he would present to .the Council at the proper time. The City Engineer presented Map No. 410128, showing the location of privately owned water dines ,in a portion-of Section ,7, within the-City of El Segundo, which map was examined by the City Council, UNFINISHED BQSI10;3S. CALIFORNIA, AMENDING ORDINANCE NO. 240 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, CREATING A LOCAL DEFENSE COUNCIL AND PRESCRIBING ITS DUTIES AND RESPONSIBILITIES. ", PASSED AND ADOPTED ON THE 5TH DAY AF MARCH, A.D.r 1951- BY AMENDING SECTION 5 THEREOi?, which was introduced.andiread . at a. regular meeting of the City, Council held on the 19th day of Marc)t, 1941,. and reread at this meeting, be adopted. The City Engineer reported having prepared legal descriptions for use in connection with the naming of Sepulveda Boulevard and - Walnut Avenue, also descriptions of real property'-for use. in,prescribing.set back lines for Walnut Avenue, Maple Avenue, Palm Avendo and Mariposa Avenue, between Center Sheet and Sepulveda Boulevard. By. general consent he was directed to furnish said descriptions to the -City Attorney,.and said City Attorney instructed to prepare the necessary resolutions or.ordina_nces in connection therewith. Moved by Mayor Binder, seconded by Councilman Selby, that the City Clerk be and he is hereby directed.to ascertain the cost_of a title search covering certain property oh the test aide of Arizona.Drive, between Grand Avenue and E1.geSundo Boulevard and to report to this Council at its next P 929- regular meeting. The City Engineer advised having prepared forms for obtaining informal quotations for furnishing the labor to paint the outside of the Water Dept. steel-water tank. It was thereupon moved-by Councilman Rosser*, seconded by Councilman Love, that a copy of-the form requesting informal quotations for furnishing labor for painting the outside of the steel water tank of the Water Department-be placed on file -in the 3ffice'of the City Clerk for identification and reference, and the-City Engineer be instructed to mail to bidders said forms requesting such.informal quotations. Carried. The Water Superintendent presented to each member of the Council an analysis of the Water Departments water pumping needs. The Water Superintendent advised the Council that he had found it necessary to employ -Layne & Bowler to pull the pump in-Water Well No: 6,• at an estimated cost of $140.00; that at this timer he had no way of telling what the total repairs to the pump would be, and he requested approval of his action. Moved by Councilman Love, seconded by Councilman Gerow, that the action of the Water Superintendent of the City of E1 Segundo in empl6:ging Layne do Bowler to pull the pump in Water Well No. 6 for purposes of inspection, at a cost of $140.00 be and-the same is horeby ratified-and approved. Carried by ' the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The City,Attorney at this time presented to the Council Ordinqnce No. 242 entitled: AN ORDINANCE OF THE CITY OF EL SEdUNDO, CALIFORNIA, PRESCRIBING RULES AND REGUIATIONS GOVERNING THE PLATTING AND SUBDIVIDING OF LANDS AND THE FILING AND APPROVAL OF SUBDIVISION MAPS WITHIN SAID CITY and read the number and title of the same to the Council* was then.had with.refokele6-t6---the said Ordinance and the Council being familiar with its provisions', it was moved by Councilman I Selby, seconded by Councilman Hesssrq that-the further reading of said Ordinance 'No. 242 be and the same is hereby waived. GOVERNING THE PLATTING AND SUBDIVIDING OF LANDS AND THE FILING AND APPROVAL OF SUBDIVISION MAPS WITHIN SAID CITY, The Deputy City Clerk presented to the Council the requests of certain employees of the Parks Department to take their annual vacations on the dates set forth in said requests. It was thereupon moved by Councilman ' Love, seconded_by Councilman Rosser, that the following named employees of-.the Parks Department be and they are hereby granted their annual two weeks vacation on the dates as hereinafter set forth opposite their respective names: F. L. Gregory July 7th, 1941 to July 21st, 1941; or Sept,. 8th, 1941 to Sept. 22nd, J. A. Macdonald Apr. 7th .1941 to April 21st, 1241; or Apr.. 14th, 1941 to Apr. 28th, 1941. K. E. Absent: Councilmen None, Moved by Councilman Rosser, seconded by Councilman Gerow, the following resolution be adopted: RESOLVED, that beginning April 1st, 1941, and until the further order of this Council, Clarence Roncevich, Monroe Paiziter and J. L. Wilson, who have been in the employ of the City in excess of one year, be designated regular employees of said City, to -wit: Laborers - 1st Class; AND, BE IT FURTHER RESOLVED, that said employees shall be compensated in full for all services rendered the City of El Begdndo as such Laborers -First 'Class izi accordance with the provisions of that certain resolution of the City of E1 Segundo fixing and establishing the hours of employment and the rates of pay for employees of said City.
