A regular meeting of.the City Council of the City of El Segundo, California, was held in the Council chamber of the City Hall of said'City, 0 the above date, having been called to order at 7:00 P. M. by Peter E. Binder, Mayor. ROLL, CALL. Councilmen Present: Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 18th day of June, 1941, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN COMONICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: CONSOLIDATED HOUSE MOVERS, dated June 25th, 1941, being application for a.permit to move a one story frame stucco building through the City of E1 Segundo. It appearing that all requisite deposits in connection with said application have been made with the City Clerk; it was moved by Councilman Hesser, seconded by Councilman Love, that Consolidated House Movers, pursuant to its application therefor, be granted permission to move a one story frame stucco building from its present location on the Coast Boulevard at Hyperion, through the City of E1 Segundo, over and along the following route, to -wit: Easterly on West Grand Avenue from the Westerly City Limits to Main Street, thence Northerly on Main Street to Imperial Highway, thence Easterly on'Imperial Highway to Sepulveda Boulevard, thence Northerly into the City of Los'Angeles; provided all of the operations in connection therewith are carried on and completed to the satisfaction of the Street Superintendent of the City of E1 Segundo and that such removal takes place on the 27th day of June, 1941, beginning at about the hour of 8:30 A. M. and that so far as safety to traffic is concerned, such removal shall be under the supervision of the Police Department of the City of E1 Segundo. MULLIN°, undated, stamped "Received June 25, 1941", requesting relief from certain annoyances and conditions existing adjacent to her premises at the Southwest corner of Palm Avenue and Virginia Street, due in large measure to the City's pump- to- dispose, of- Storm, waters which accumulate in this area during the rainy season. 'By general consent, the communication and the matters therein mentioned were referred to Councilman Love, Chairman of the Public Works Committee, for his attention. P' -1010 CLAYTON E. TRIGGS, Deputy Administrator, Work Projects Administration, dated June 18th, 1941, responding to the City Clerk's letter of June 4th, 1941, advising that a request has been sent to Washington for a statewide project to provide clerical and research assistance to State Regional and Local Defense Councils-in Southern California-; that an early reply has been requested; that it is the desire of local WPA officials to render the needed assistance in connection with local Defense Councils and that the City of E1 Segundo will be notified as soon as authorization to proceed is granted. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated June 20th, 1941, being its Legislative Bulletin No. 12 and referring to the disposition of certain Legislative bills. It appearing that the communication referred to two items of particular interest to the City of E1 Segundo, it was moved by-Councilman Hesser; seconded by Councilman Love, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and directed to address communications to Governor Oleson, urging him to sign Assembly Bill No. 2573 and Assembly Bill No. 911, which have been adopted by the State Legislature and which now await his approval, Carried. MUNICIPAL FINANCE OFFICERS ASSOCIATION OF SOUTHERN CALIFORNIA, advising of the holding of its regular bi- monthly meeting in the Woman's Club House at E1 Segundo, June 27th, 1941, and requesting attendance of municipal officers and employees thereat. Moved by Councilman Hesser, seconded by Councilman Love, that the following resolution be adopted: WHEREAS, there will be held in the City of El Segundo on Friday, the 27th day of June., 1941, the regular meeting of the Municipal Finance Officers Association of Southern California; and, WHEREAS, the various cities of Los Angeles County, as a promotional feature, cooperate with said Association in the con- ducting of their various meetings at such various cities; and WHEREAS, this Council is informed that various items of entertainment and other necessary expenses connected with the program and holding of 'said meeting in the City of E1 Segundo will cost in the neighborhood of not to exceed $20.00; and WHEREAS, this Council feels that the said meeting will be of great advertising and promotional value to said City; NOW, THEREFORE, BE IT RESOLVED, that the City Clerk be and he is hereby authorized to incur, on behalf of the City of E1 Segundo, such reasonable expense in connection with the holding of said meeting in the City of E1 Segundo as, in his opinion, may be necessary, not exceeding the amount above specified, the various items of such costs and expenses to be paid upon presenta- tion of proper demands therefor, approved by said City Clerk and presented to this Council in the usual manner. The foregoing resolution was adopted by the following vote: Ayes; Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. EARL WARREEN, Attorney General of the State of California, dated June 18th, 1941, advising that a two weeks'training course in civilian defense will-be conducted at the University of California at Los Angeles, July 7th to 19th, 1941, and at the University of Califorpia in Berkeley, July 28th to August 9th, 1941, and urgently recommending that the City send as many men as possible to these schools of..instruction, at least one from the law enforcement agency. Following discussion, it was moved by Councilman Hesser, seconded by Council- man Love, that that certain communication from Earl Warren, Attorney General, dated June 18th, 1941, with reference to the Fifth Annual California Tenhhical Institute of Peace Officers Traning be received and placed on file in the office P' 1016' of the City Clerk -and that the Chief of Police of the City of E1 Segundo and the Fire Chief of said City, or such other member of their respective depart- ments as they may designate, be authorized and instructed.to attend said School of Instruction at the University of California at Los Angeles, July 7th to July 19th, 1941, and to file their demands for their actual and necessary expenses in connection therewith, such demands to be audited and approved in the usual manner before payment. Carried by the following vote: Ayes: Councilmen Gerow, Noes: Councilmen None. Absent: Councilman Selby. Hesser, Love and Mayor Binder. COCHRAN BROS., dated June 21st, 1941, with reference to the Business License fee in connection with their business within the City of E1 Segundo. It appearing that it is the intention of the Council at an early" date to revise the Business License Ordinance of the City of E1 Segundo, the communication was ordeFed filed. ORAL COMMUNICATIONS. Mrs. Luta Stribling, operator of Airport Motel, addressed the Council, requesting certain parking restrictions in the vicinity of Walnut Avenue and Sepulveda Boulevard and by general consent the matter was referred to Councilman Hesser, Chairman of the Public Safety Committee and the Chief of Police for investigation and recommendation to the Council as to what action should be' taken, if any. Mr. Henry Claman addressed the Council with reference to approval of a subdivision map of Tract No. 12391, which map was examined by the Council and the City Attorney. The map appearing to be deficient in some respects, and certain other requirements with reference to the installation of improvements in said tract not having been satisfactorily complied with to date, the map was returned to Mr. Claman for amendment in such manner as will satisfy the Legal Department of the City. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Attorney reported that during the week he had received from the City Engineer certain data with reference to the proposed improvement of Imperial Highway, between Sepulveda Boulevard and Inglewood- Redondo Road, and that thereupon he redrafted the instrument to be executed by Sperry Gyroscope Company in conveying to the City of E1 Segundo a certain parcel of land on Imperial Highway for street widening and improvement purposes, including therein the wording which said Sperry Gyroscope Company insisted be included, clarifying the same, however, by inserting a statement of exactly what.the City proposes to do in the way of improvement at this time; that.the instrument, as redrafted, has been forwarded Sperry Gyroscope Company for*its further consideration. The City Attorney reported that following the last regular meeting of the Council, he had a 2t hour conference with Messrs. Coy and Crandall of Shell Oil Company with reference to the laying of a pipe line in Sepulveda Boulevard between Imperial Highway and ElISegundo Boulevard; that they had agreed upon the procedure to be followed in event said Company*wishes'to I prosecute its application for a permit, but.that in-a telephone conversation with Mr. .Coy thid date, he was requested to ask the Council to hold said application in abeyance until further notice from said Shell Oil Company. Mr. R. T. Hutchins, Superintendent of the Water Department, advised the Council that he had received a letter from Security -First National Bank of Los Angeles, with reference to an easement granted Arena Water Company effecting R 1017 Lot 3, Block 101, El Segundo, the rights under which easement have since passed to the City of El Segundo, and requesting a letter from the Water Department with reference to the use of said easement by the City. After explanation of the matter, it was moved by Councilman Love, seconded by Councilman Gerow, that the Superintendent of the Water Department of the City of E1 Segundo be authorized to advise Security -First National Bank of Los Angeles, in response to its letter dated June 23rd, 1941, captioned "Reference: Lot 3, Block 101, of E1 Segundo Tract, City of E1 Segundo - Robert M.'Stewart, et ux; Owners ", that the City of E1 Segundo makes no claim to the easement granted the Arena Water Company by deed recorded in Book 5505, Page 94 of Deeds, Records of Los Angeles County, California, the rights under which easement were later acquired by the City of E1 Segundo, except as to the portion thereof included in the boundaries of Walnut Avenue and Sycamore Avenue, as the same now exist. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. PAYING BILLS. Due to the absence of Councilman Selby, the Mayor appointed Councilman Love, Finance Officer of the Council pro tem.
