A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held-on the 16th day of July, 1941, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each herein- after: CULBERT L. OLSON, Governor of the State of California, dated July 17th, 1941, thanking the Council for expressing its views on Assembly Bill.911 and advising that he has approved and signed the same. Ordered filed. ALICE BURKS, Chief Clerk, Board of Supervisors of the County of Los Angeles; dated July 17th, 1941, transmitting therewith copy of a certain resolution adopted by said-Board, July 15th, 1941, through which resolution there was appropriated the sum of $4,000.00 for the improvement of Inglewood- Redondo Road from 119th Street to 120th Street, including the intersections thereof and intervening intersections. Ordered filed. ALFRED JONES, County Surveyor, County of Los Angeles, dated July 17th, 1941, inquiring whether or not when the Council approved the map of Tract No. 12391, it intended to approve the same without regard to the Master Plan of Highways adopted by Los Angeles County some months ago, or if this was an oversight. Following discussion, the communication was ordered received and filed and the matter was referred to the City Engineer with instructions to confer with the County Surveyor respecting the same. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief.of Pglice announced the appointments of Mitchel F. Geisler and Hibert Elmer.Lingo -as Special Police Officers of the City of El Segundo and reauested the Council's approval of the same. *Moved by Councilman Hesser, seconded by Councilman Love, that the appointments by the Chief of Police of,Mitchel F. Geisler and:Hibert Elmer Lingo as Special Police Officers of the City of E1 Segundo be and the same are hereby ratified, approved and confirmed. Carried. R.'1038. The Chief of Police advised the Council that representatives of the Seventh Day Adventist Church of Hawthorne had requested a permit to conduct religious services in the public street adjacent to Grand Avenue and Richmond Street. Following discussion and recommendation that the use of the Northeast corner of Grand Avenue and Richmond Street would be preferable to the use.of any other corner at this intersection, it was moved by Councilman Love, seconded by Councilman Hessen, that the Chief of Police of the City of E1 Segundo be and he is. hereby authorized to grant the Seventh Day Adventist Church of Hawthorne permission to conduct religious services at the Northeast corner of Richmond Street and Grand Avenue, within the City of El Segundo, the hours, dates and other arrangements therefor to be left to his discretion. Carried. The City Attorney reported having prepared Notice of Sale of Bonds in connection with the proposed sale of trunk ;ine sewer bonds; also Notice to Bidders on Garbage, each of which he, had delivered.to the City Clerk for presentation to the Council at the proper time. The City Attorney reported having heard nothing from the Shell Oil Company respecting its application for a pipe line permit or franchise and nothing from other corporations with reference to the proposed widening and improvement of Imperial Highway. UNFINISHED BUSINESS. Pursuant to discussions heretofore had by the Council with reference to the sale of $15,000.00 par value trunk line sewer bonds of the City of El Segundo., the City Clerk read a certain form of-"Notice of Sale of Bonds" furnished him by the City Attorney, after which it was moved by Councilman Gerow, seconded by Councilman Hesser, that the following resolution be adopted: "RESOLVED, that that certain "Notice of Sale of Bonds ", dated July 23rd, 1941, with reference to the sale of $15,000.00 principal amount City of E1 Segundo Sewer Bonds, Election 1925, read to this Council this date, be-and the same is hereby approded and the City Clerk of the City of E1 Segundo is hereby authorized and directed to cause the same to be published in time, form and.manner required by law. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Noes: Councilmen None. Absent: Councilman Selby. Hesser, Love and Mayor Binder. The City Clerk then read to the Council a form of "Notice to Bidders on Garbage ", heretofore delivered to him by the City Attorney, at the con- clusion of which it was moved by Councilman Gerow, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that that certain "Notice to Bidders on Garbage ", dated July 23rd, 1941, and read to this Council this date, be and the same is hereby approved and the City Clerk be and he is hereby authorized and directed to cause the same to be published in time, form and .manner required by law. P 108J The City Clerk presented to the Council a certain Street Deed tendered by Sperry Gyroscope Company, Inc., conveying to the City of E1 Segundo for public street purposes, a certain portion of: said Company's frontage on Imperial Highway to permit of the widening and improvement of said highway, as contemplated by the City Council. The City Attorney having approved said Street Deed, which is dated July 8th, 1941, as to form, it was thereupon moved by Councilman Gerow, seconded by Councilman Love, that the following resolution be.adopted: RESOLVED, that that certain Street Deed, dated July 8th, 1941, executed by Sperry Gyroscope Company, Inc. of Brooklyn, New York, conveying to the City of El Segundo for public street purposes, a strip of land 10 feet in width designated as Parcel No. 5 in said Deed and more particularly described therein, and the real property conveyed thereby, be and. the same is hereby accepted on behalf of the City of E1 Segundo; and BE IT FURTHER RESOLVED, that this Council does hereby approve the terms and conditions set forth in said Deed and upon.which the grant referred to is,made; and BE IT FURTHER RESOLVED, that the City Clerk of the City of E1 Segundo, California, is hereby authorized and directed to cause said Deed to be filed for record in the office of the County Recorder of Los Angeles County, California. The City Engineer at this point presented fbr the Council's consideration, Plans and Specifications for the construction of a sewer trunk line in portions of Center Street within the City of E1 Segundo, which were examined by the Council.. Thereafter it was moved by Councilman Gerow,.seconded by Councilman Love, that Resolution No. 570, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NUMHER C -1941 FOR SANITARY SD.TRS IN SAID CITY, . which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Gerow, seconded by Councilman Love, that Resolution No. 571, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SE'GUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NUMBER SP -1 FOR REINFORCED CONCRETE SEWER PUMP. At this point it was moved by Councilman Hesser, seconded by Councilman Gerow, that the City Engineer of the City of El Segundo be and he is hereby authorized and instructed-to furnish the City Attorney all of the data necessary and the City Attorney is thereafter directed to prepare Notice to Bidders for the Construction of a Sewer Trunk Line in a portion of Center Street within the City of E1 Segundo, in accordance with plans and specifications heretofore adopted by thi -s Council..
