July 2nd, 1941: A regular meeting of-the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called fo order at 7:00 P. r. by Peter E. The following comrrmications, wfii.ch were'read to the Coundil, were disposed of in the manner indicated, follavring'reference to each hereinafter: L. C. FIT^uGMiLD, dated July lst, 1941, directing attention to a temporary permit for maintaining a house trailer on the premises described as 845 Sepulveda Boulevard in the City of E1 Segundo heretofore granted by this,-Council on property (nmed by the writer but leased by the permittee, stating that the trailers were placed upon said property without his.knowledge or consent and3squesting that said permit be rescinded and cancelled. By general consent, action in the matter was deferred for a week. LOUIS PURSER, dated July 1st, 1941, being an application for employ- ment by the City of E1 Segundo. By general consent this matter was taken under advisement. ORAL Coi :I ICATIONS. Mr. H. F. Crandall, representing Shell Oil Company, Inc., addressed the Council requesting its tentative approval of the issuance of a temporary revocable pipe line permit under certain public streets within the City of El Segundo as delineated in red upon a certain sketch filed vrith the City Clerk, which sketch, for the purposes of identification, has been marked "Sketch No. 311. He stated that.following the granting of a temporary revocable permit,'his Company would forthvrith make a bona fide application for the granting of a franchise to cover such route as said Company may use in laying its pipe line within the City of El Segundo. Mx Crandall explained that while it might not be necessary to have " a permit for subsequent franchises over the entire routing shown in red on the map, nevertheless he granted to get the Councilts-reaction-in-ease-the entire routing viere necessary. He stated that they were first going to try to get the routing as shoim on the map along Center Street to .7alnut Avenue and thence across 7alnut Avenue to Uashington Street, but that if they could not make use of that routing, then perhaps they would have to use the routing shown on Imperial Highway, but they would only seek application for all of the routing shovm on the map in case of extreme necessity. P{ 10M 5 The Council proceeded to discuss the matter and after such dis- cussion the City attorney wade the following statement for Lir. Crandall's information for his Company, in which statement the City Council concurred: 1. The City Council prefers that the Shell Oil Company, Inc., should try to make use of the routing shown on the map -from Imperial' Highs- ay to ;7alnut Avenue along. Center Street, and thence easterly. along Walnut Avenue'to Washington Street. 2. That if the routing above mentioned is found not feasible, then the' Council mould consider the routing along the southerly side of Imperial Highway. 3. That if neither routing mentioned in paragraphs 1 and 2 above were found feasible, in that case the Council would consider the routinos referred to in both paragraphs 1 and 2. 4. That when the Shell Cil Company, Inc-., shall have filed with the Council a letter or application for the exact routin[: ;hich it finds necessary under the circumastances, the Council will promptly consider such application and :.gill grant a temporary revocable. pem.it therefor, pending the filing and completing of proceedings for a franchise covering the pipe line indicated in the temporary pe=.it._ In this application or communic ^tion for a temporary perrut, the Shell Oil Company, Inc. shall indicate its bona fide intention of applying for and obtaining such a franchise. 5. That the fora of franchise to be issued must be at least eQual to the most favorable form of franchise to the City, of any of the other franchises on the particular line involved, granted or in the process of being granted, to the utility, by any other public agency. 6. That the form of franchise must be approved by the.City lttorney as to form and by the Council'as to provisions. 7. 'That the Council would be disposed to grant such a franchise as is contemplated above, under the circumstances as presented and the facts as known to the Council at this time. Upon the completion of the City Attorney's statement and the Council's tentative approval so given, Yx. Crandall stated he would convey this information to his Company and would renew his negotiations with reference to the determination of the exact course to be taken by the proposed pipe line and the preparation of such further documents in relation to the application for a temporary penait therabr and subsequent franchise as might be necessary. I1one. REPORTS OF STAIM12IG 0011IZTTEES. 'REPORTS OF OFFICMS AIM SPECL�L COP. aTTLES. The Chief of Police reported to the Council that on Tuesday, last, the! Automobile.Club.of Southern California had completed the installation of traffic stop signs on Sheldon Street at Oak Avenue. The Chief of Police reported having investigated the matter of parking restrictions on a portion of .7alnut Avenue westerly of and adjacent to Sepulveda Boulevard, which said matter was referred to him at a prior meeting following the request of sirs. Luta Stribling that parking be . regulated upon said street, and that in his judgment the inconvenience which may be caused at this time by the parking of automobiles on said street will be eliminated when the construction is completed of that certain frame building now being erected at the corner of I.1alnut Avenue and Sepulveda Boulevard. He reauested that action in the matter be held p If X020, in abeyance to enable him to investigate further after the aforementioned construction has been completed. The City Clerk reported that Park Superintendent McIlivaine sought the.Council's consent to his assigning one member of his department to the specific work of cutting out and destroying puncture weed which he says is growing in profusion in certain parts of the City. By general consent this matter was referred to Mayor Binder with potrer to act, follow- ing his consultation with Park Superintendent McIlwaine. The Chief of Police announced the appointments of 1. G. Bradberry, 1. K. Skinner, Tr., and G. V. Jeiske as Special Police Officers of the City of El Segundo, and requested the Council's approval of the same. 11'owed by Councilman Selby, seconded by Councilman Hesser, that the appointments by the Chief of Police of the City of El Segundo of ::. G..Bradberry, T. K. Skinner, Tr., and G. V. Vleiske as Special Police Officers of the City of E1 Segundo be and the same are hereby ratified and approved. Carried. Street Superintendent Chilson filed with the Council his report I:o. 9, dated Tuly 2nd, 1941, on the subject "Stoma dater Pumps, Dis- turbance", a copy of -which report was given each member of the Council. The City attorney reported having heard nothing further from Douglas aircraft Corporation, Santa Fe Land Improvement CoLipany, or Santa Fe .Railway Company with reference to -rater line easements or otherwise. The City Attorney reported that Sperry Gyroscope Company has acknowledged receipt of three copies of a redrafted deed having to do writh•the widening and improvement of Imperial Highway between Sepulveda Boill.evard and'Inglewood- Redondo Road, and has advised him that these copies were mailed to the Brooklyn office of the Company for further handling. The City '_ttorney reported having conferred with the representative of the engineer wrho is preparing the subdivision maps for Mr. Henry Claman and that he supplied the said engineer with the forms of'endorse- ments to be pl4ced upon said map prior to its presentation to the Council for approval. Special City attorney Bernard Lawler advised the Council in connection writh a certain parcel of land within the City of E1 Segundo against which a quiet title action has been instituted by the City; that an attorney representing the owner of said property had inquired whether or not the City of El Segundo would pay something for a Quit Clain Deed from said owner. He explained in detail the conversation had with said owmer's attorney and at the conclusion of his remark's it was decided, by general consent, that the matter of making an offer for a Quit Claim Deed for the property in question be left to the discretion of the Special City attorney. . U1\Tr, = BUSIMSS. .Es. Henry Claman presented to the Council for its final approval a map of Tract No. 12391 in the City of El Segundo, being a subdivision of portions of Lots•'3, 4 and 5•of T. H. Fisher's subdivision in Section 12 of.the Sausal Redondc Rancho,•as per map recorded in Book 22, Page 87 of I.iscellaneous Records of Los Angeles County, Californiag Said map, as presented, was examined by the Council and it appearing to be sub- stantially in the form of the map of the said tract which formerly had the tentative approval of this Council, it was moved by Councilman Hesser, seconded by Councilman Selby, that the following resolution be adopted: P A -'402 IMMEAS, there has been presented to this Council this date a map showing-proposed Tract No. -12391 located in the City of E1 Segundo-, County of Los Angeles, State of California; . Los Angeles County will undertake as a partial solution of the emergency which has been created by the dis- continuance of relief as formerly administered by the State Relief Admin- istration. Follo „ring a discussion of the natter, it was moved by Councilman : Delby, seconded by Councilman Love that the following resolution be adopted: ,=, 7'LS, certain of the public streets of the City of El Segundo are in need of having mintenance, repair and construction work done thereon; and the County of Loa Angeles has available funds received from the County's allocation of the gas tax Hands from the :state of California which may legally be used ?- rithin the corporate limits of said city for the repair, construction, maintenance and improvement of public streets, bridges and culverts vrithin said city when the legislative body of said city has authorized such work to be done;_ I . , M=ORE, RE, IT IS lII� BY RESOLV1' By the City Council of the City of E1 Segundo that the work of construction, main- tenance, improvement or repair of public streets, bridges or culverts within said city is hereby authorized to be done on such public streets, bridges and culverts within said city as shall be designated by the City Engineer, and the funds to pay for the doing of said i-mrk shall be paid direct to the persons performing such work by the County of Los Angeles upon the payroll prepared and submitted to said County by said City Engineer, which said report shall, show the name of the person performing such work, the time worked, the character of the viork performed, and a report of the streets upon which such work was nerformed. It was thereupon moved by Councilman He sser, seconded by Councilman Selby, that the following resolution be adopted: .,n •"...,, this Council has immediately heretofore at this meeting adopted a resolution providing for the furnishing to the City of E1 Segundo by the County of Los Angeles of the services of certain relief irorkers; =1 ;SAS, this Council is informed that in order for said City to-obtain from said County the services of such workers, it is necessary for said City,to assume and pay the necessary costs involved for any transportation, supervision, tools, equipment-or-material which may be needed in order to arrange for and prosecute.any work or improvement upon which such services may be employed; NOW, TI=Mt, BB IT RESOLVED, that the City of El Segundo hereby undertakes and agrees to pay all such reasonable and necessary costs of transportation, supervision, tools, equipment or material in connection with any project upon which such relief services may be used and the City Engineer and Street Superin- tendent are hereby authorized to incur such costs and expenses on behalf of said City, the same to be paid upon presentation of Droner demands therefor to be filed, audited and approved in the usual manner. Absent: Councilman Gerow, The Superintendent of the :later Department recormended to the Council the installation of edrtain water mains and appurtenances in portions of Cedar Street, :lalnut Avenue and Acacia Street, all as delineated upon a plan therefor, which he presented for the Council's inspection and approval. The Council proceeded to and did examine said map and discussed the necessity for and desirability of the proposed installation at this time, and it appearing, after discussion, that the proposed installation should be made, it was moved by Councilman Hesser, seconded by Councilman Selby, the following resolution be adopted: MS=D, that that certain plan shavring grater mains and arTjurtenances to be constricted in portions of :lalnut lwenue, Cedar Street and Acacia avenue, dated Tull, 1941, 410701, be and the sane is hereby approved by this Counc4 and adopted as the plan for installing certain water mains and appurtenances in portions of walnut -,venue, Cedar Street and Acacia Avenue; AND; BE IT iMULIZZ MISOUJ -2.D, that a copy of said Plan be placed on file in the office of the City Clerk, The foregoing resolution was adopted by the followring vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. The City Engineer then presented for the Council's consideration certain specifications, following examination of which it was Moved by CounciLman Hesser, seconded by Councilman Selby, the following resolution be adopted: '_1,:OLV, that those certain specifications. entitled: "Specifications of the City of El,Segundo, California, IJo, A- ' 1941", presented to this Council this date by.the City Engineer, be approved and adopted as specifications embracing general recuirements in connection vrith public work in and for the City of yl Segundo; ,UM, BE IT Fit IESOLVM, that a copy of said specifications be placed on file in the office of the City Clerk of said City. Moved by Councilman Love, seconded by Councilmau'He'sser, that the following resolution be adopted: RESOLVED, that those certain specifications, entitled: "Specifications .of the City of El Segundo, California, D- 1941% being "Specifications for Water Mains ", be approved and adopted by this Council as the specifications for the installation sP water mains within the City of E1 Segundo; AND, BE IT FURTHER RESOLVED, that a copy of said specifications be placed on file in the office of the City Clerk of said City. Carried by the following vote: Ayes: Councilmen Hesser, Love, .Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen Gerow. The City Engineer initiated discussion relative "to advertising for bids for performing the work of installing water mains and appurtenances shown upon Plan No. W 410701, heretofore adopted by this Council, following which it was moved by Councilman Selby, seconded by Councilman Love, that the following resolution be adopted: ' RESOLVED, that the City Engineer of the City of E1 Segundo furnish the City Attorney of sgjd City, all of the engineering and other data necessary for the preparation of a form of "Notice to Bidders" calling for bids for ,installing certain water mains and appurtenances in certain of the public streets within the City of E1 Segundo, in accordance with Plan No_. W- 410701, heretofore adopted by this - Council; AND, BE IT FURTHER RESOLVED, that the City Attorney of the City of E1 jegundo is hereby requested, upon receipt of paid information from the City Engineer, to prepare the form of notice hereinbefore referred to. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and.Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. R. T. Hutchins announced that he would begin his customary annual two weeks vacation July 7th, 1941, and made certain recommendations as to the municipal employees who should assume direction of his several departments, whereupon it was moved by Councilman Love, seconded by Councilman Hesser, that the following resolution be adopted: WHEREAS, R. T. Hutchins, City Engineer, Superin- tendent'oP the Water'Department and -Chief of Police; -will be absent from the City for a two weeks period begihning July 7th, 1941; and WHEREAS, it is desirable that the several municipal departments under his jurisdiction shall function in the usual manner and shall be in charge of a municipal employee qualified to supervise each of said departments and who P.� 026= shall be responsible therefor; NOW, THEREFORE, BE IT RESOLVED, that during the vacation period of said R. T. Hutchins. -as aforesaid, direction of the several departments of.government of the City of E1 Segundo presehtly under the jurisdiction of R. T. Hutchins, shall be assumed by the individuals hereinafter named, as follows, to -wit: Engineering Department - Frank H. Chilson. Police Department - J. A..Cummings. Water Department - I. N. Sumner. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None'. Absent: Councilman Gerow. At this point City Attorney Woodworth informed the Council of the death of Mrs. Ruth Cory, formerly a City Clerk of the City of Inglewood and who was the wife of Arthur W. Cory, the first City Engineer of the City of E1 Segundo and who served said: City in that capacity for a period approximating six years. ' At this point, the hour being 8:35 P. M., the Council, by general consent, recessed for the period of 14 hours. At the hour of 9:50 P. M. the .Council reconvened, Councilmen Hesser, Gerow. Selby and Mayor Binder tieing present and answering roll call, Councilman Gerow being absent. Idayor Binder announced the appointments of Councilmen Love, Hesser and.Selby as members of the Board of Trustees of E1- Segundo Public Library for the three -yoar term beginning July 1st, 1941. It was thereupon moved by Councilman Selby, seconded by Councilman Hesser, that the appointments by the Mayor of the City of E1 Segundo of Councilmen Gb.row„ Hesser and Selby as members of the Board of Trustees of E1 Segundo Public Library for the three- year-term beginning July 1st, 1941,be and.the same are hereby ratified and approved. Carried by the following vote: Ayes: Councilmen Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Gerow. No further business appearing to be transacted at this meeting, it was moved by Councilman Selby, seconded by Councilman Hesser, the meeting adjourn. Carried.
