The following-communications,-which were read to`the- Council, were disposed of in the manner indicated following reference to each hereinafter: GERALD M. PUTERBAUGH, dated January 21st, 1941, being an application for employment by the City of -E1 Segundo. Ordered filed. RALPH E. MATTFSON, dated'January 17th, 1941, advising that it is impossible for him to present to the Council for acceptance at this - maeting -.a- -deed• to certain- -hand- whic-h-. tends to convey to the City of El Segundo for public street-purposes, i.e., for the opening of Maple Avenue,, between Penn Street and Center Street, but that -the same - will: ba pteseated:,at- theL — earliest possible date, together with a check for his proportion-of the cost of improving the roadway of said proposed new street. Ordered filed. H. L. BYRAM, County Tax Collector, dated January 17th, 1941, advising that he is prepared to issue tax deeds to the City of E1 Segundo respecting Lot 1, Block 39, and Lots 1, 29 3 and 6. Block 42, all in the City of E1 Segundo, upon receipt by him of the City's warrant in the sum of $100.65. Moved by Councilman Gerow, seconded by Councilman Selby, the following resolution be adopted: WHEREAS, the City of E1 Segundo has heretofore made application to the County of Los Angeles to purchase tax deeds covering certain parcels of real property hereinafter described, within the City of E1 Segundo, for public use; � 5 . AND, WHEREAS., said. County of Los Angeles, through. H. L. Byram, its Tax Collector, has advised this Council that.. it is prepared to deliver.certain of suuch' tax deeds to said City upon the payment to said County of.the sum of $100.65, all as set forth in a certain communication addressed to this Council over the-signature of said Tak'Collector and _ dated January 17th, 1941;..` NOW, THEREFORE, BE IT RESOLVED, that a warrant be drawn in the sum of $100.65, payable to the order of H. L. Byran, County Tax Collector, for the purchase of tax deeds covering Lot 1, Block 39, E1 Segundo Sheet No. 7, as per map recorded in Book 22, Pages 54 and 55 of Maps, Records of Los Angeles County, California; and Lots 1, 2, 3 and 6. Block 42, E1 Segundo Sheet No. 3, as per map recorded in Book 20, Pages 22 and 23 of Maps, Records of Los Angeles County, California; that said warrant be signed by the Mayor and attested by the City Clerk and delivered to said County Tax Collector at the earliest convenient date. HONORABLE CHARLES.K..BLECH, Mayor, City.of Manhattan Beach, dated January'21st, 1941, - re4ue6ting the_Council grant-an interviek to A. G. Agajanian with reference to thb matter of refi}se..disposal, as..that „gentleman. has made. a proposal to the City of Manhattan Beach, and Mayor Blech felt that both cities might profitably,.join in the undertaking. At this, - point, Mr. Agajanian,,who.was in the:.Council Chamber, addressed the Council and explained that h6 had submitted a proposal to the City of Manhattan Beach to collect-and dispose of that City's refuse and would like to submit such a proposal to the City of E1 Segundo. Upom.being questioned by the Mayor, it developed that Mr. Agajanian.had not made a survey-of the City of E1 Segundo to determine what.the cost to said City, would'be for. such a service, whereupon it was suggested that he confer with Mr. -Frank Chilson, Street Superintendent, and after - making a`survey of the'.City,.submit his proposal to the Council. ' SANTA -FE LAND IMPROVM= COMPANY, dated January 17th,-1941, transmitting therewith copy of a Bill.of Sale,vhich said Company_- proposes to execute and deliver to the City.for.,scceptance, transferring "ownership to said City in certain cast iron water mains located in the Northeast.,quarter of Section 7, Township 3 South, Range 14 West, S. B. B. & M. in the- -City of B1 Segundo. The instrument was examined by the City Attorney, who•stated that if the City is to accept ownership of the pipe lines, he would prefer that the transfer of ownership be made by a Bill of Sale which would set forth more t Pty: X8`70 -- s specifically the kind, sizes and locations of the. pipe line's whereupon it VMS moved by Councilman Selby, seconded trp 'Councilman Gerow that the communication and accompanying form of Bill of Scale from Santa Fe-Land Improvement Company be referred to the City Attorney, with,a request that he confer with Mr. Lapham, Land Agent of.said Company, in. The Chief of Police announced the appointments of George Joseph Dougherty, Jr. and'James William Downs, as Special- Police Officers of the City of E1 Segundo and requested approval of said appointments. Moved.by Councilman Hesser, seconded by Councilman-Selby, that the appointments by the Chief of Police of the City of E1 Segundo of George Joseph Dougherty, ,Tr. and James William Downs as Special Police Officers of the City of El Segundo be and the same are hereby ratified and approved. Carried. City Engineer Hutchins reported that-, he has not heard -from. Douglas Aircraft n or -Santa Fe Land Improvement- mprovementC.ompany with reference to any j' gco financial n e construction of a crossing over the Atchison, Topeka and . Santa Fe Railway Company's right of way as an extension_ -of ✓Douglas Avenue. City Engineer Hutchins reported that he ,had been unable, to contact Mr. Thomas R. Carpenter, the operator of the bus service between E1 Segundo and Inglewood, who has made application to the Railroad.-Commission of the State of Californ'ia' for, permission to reroute- said bus service;,` but; that he . had cofimunicated. with applicant's attorney, who was unaware ;that a,change in. the routing of- said-bus -line within the City of El Segundo was contemplated When the matter was called to his attention, he stated that''he would file an' amended application,.setting. forth the route - within the.City of E1 Segundo as it now exists, ,and which is satisfactory_to `the,Citx( pf•El Segundo.. Following this report, it was moved by Councilman 44s6er' seconded _by_Councilman Love, the following,,resolution -be adopted: ` WHEREAS, there has bebn presented to this�Council' the" application of.Thomas.R. Carpenter, in the matter.,of the 'application of'"Thomas R Carpenter, doing business as Inglewood Transit Lines for authority to extend and reroute its authorized common carrier transportation - service by_ motor coach, designated as its Inglewood =Los Angeles Airport - E1 Segundo Line to- Hawthorne, California", before -tile Railroad Commission of the State of California;, AND, WHEREAS, this Council, upon.inspection'of said . application, finds that according to said initial application it appears that a proposed change in the present routing'of said utility in the City of.F1__Segundo is.proposed, which. . is not °agreeable to this Council; AND', .WHEREAS, this Council is also presently informed that there is a possibility -that said applieerit still' amend said application so as to-provide that there shall'be no change in the present ro-dtiSg df said utility "'serviee within the limitsyof the,City of El SeWo from its,present course NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of El Segundo, as follows: First: That said Council hereby respectfully objects -- to the rerouting of the -bus line of said utility within the limits of the City of E1 Segundo as det forth in said original application. . . ' Second: That.if.said application be amended so as to provide that the routing of 'the said'bus line within the limits of the City of El Segundo shall remain as at present, then and in that event this'Council'would -have nd, objection to the granting-of said application in other respects. Third: That the City'Clerk fs hereby authorized and instructed to. forward a certified copy of this resolution to the Railroad Commission of the State of California for its information and use in the premises; and also a like copy thereof to the Attorney for said applicant in said matter. Street Superintendent Chilson advised the Council that Oswald Bros. will start the work of improving East Grand Avenue on or about January 29th, 1941. UNFINISHED 'B.USINESB. Chief of Police Hutchins reported having conferred with Mr. Dorsey, Traffic Engineer of the Police Department of the City of'Los Angeles, and that they -are in agreement as to the installation and operation of traffic control signals at Sepulveda Boulevard and Imperial Highway; whereupon it was mo ma ved,by Councilman hove, seconded by Councilman'Selby, that the following resolution be adopted: RESOLVED, -that the Chief of Police of the City of E1 Segundo be_.and hd is hereby authorized to inform the traffic engineer of the City of.Los Angeles that the City of E1'Segundo is desirous.of having traffic control signals installed•at the intersection of Sepulveda Boulevard and Imperial Highway; that:the City of El Segundo requests said Traffic Engineer to cause_-such signals to be installed., with the understanding that' the C.ity of El Segundo . will pay,one- half the cost.of such installation, provided the cost to said City of El Segundo does not eadeed the sum of $500.00. Moved by Councilman Selby, seconded by Councilman.Hesser, the following resolution be adopted:, - WHEREAS, various cities in the State of - California are engaged in a program which contemplates the acquisition by such cities of various tax delinquent properties which have been off -the -tax rolls for many years, and which such cities propose to obtain by tax deeds from the .State of. California under the provisions of Section 3897d of the. Political Code of .said State; _ AND, WHEREAS, said plan generally, contemplates that after acquisition of'such tax deeds to'such properties such cities will cause actions to be filed in the Superior Court of the State of California in and for the respective counties in which same, are.respectively located to quiet..title to such properties under such tax deeds, thereby, obtaining. merchantable title for -the purpose -of selling_such properties to persons who will commence and.continue. to pay taxes. -thereon; AND, WHEREAS, under existing court rues and regula- tions and the law relating to -sucks matters,_ aft idavits "iuust be made before. defaults can be taken indicating that .the defendants concerned fire, not serfin_g in .t_he _military forces of the United States of America; AND, 11DUM0, •it is very difficult- to determine such facts for the purposes of preparing -and making such affidavits under existing.conditions; AND, WHEREAS— it- is therefore felt that' there should ` be some,means_ provided whereby the names of all persons., in the military forces of -the United States Wuld be pxbk tly available for the purpose of obtaining such - information an so that affidavits may be authentically based'the*reon; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, that the attention of the National Institute of Municipal,Law OffJcers.be directed to the above conditions and that• such institute tie requested to'seriously consider the drafting and presentation of such amend- ments as may be necessary in connection with national legislation - -so as to make „provision fbr-the °compilation of such lists in some central bureau or agency where information T,­ echaracter above referred to may be readily obtained - and certificate's issued respecting the fact of” the service or non P S7T- service in such forces of individuals respecting whom such inquiries are made for the purposes aforesaid; AND, BE IT FURTHER RESOLVED, that the City Attorney be and he is hereby authorized and instructed to forward a certified copy of this resolution to the said National Institute of Municipal Law Officers, as the petition and request of the said Qity in the premises. At this point Fire.Chief McConnell reported to the Council that he had made an inspection of certain abandoned buildings situated at the Southwest corner of Eucalyptus Drive and Walnut Avenue; that the buildings are in a state of disrepair and that the premises should be cleaned up and the buildings repaired or demolished, as in their present state they create a hazard to life and property by reason of the fact that children play upon the premises and may be injured and that a fire starting therein might easily spread to adjacent property. At the suggestion of Councilman Gerow, the Fire Chief was directed to communicate with the owner of the property and request him to place the premises in a safe condition. No further business appearing to be transacted at this meeting, it was moved by Councilman Hesser,.seconded by Councilman Gerow, the meeting adjourn. Carried. Approved: Mayor. Respectfully submitted,
