A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 o'clock P. M. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. Other Officers Present: Clyde Woodworth - City Attorney. Bernard Lawler - Special City Attorney. R. T. Hutchins - City Engiheer. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 2nd da_y,of January, 1941, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, u&ich were read to the Council, were disposed of in the manner indicated, following the reference to each herein- after: J. M. BALDWIN, Secretary, Old Timers' Club, dated December 29th, 19409 thanking the Council and Police Department for Christmas remembrances and for all favors shown the group during the preceding.year.. Ordered filed. PLANNING CONGRESS OF THE COUNTY OF LOS ANGELES, dated January 3rd, 1941, announcing its meeting to be held at Glendora, California, January 11th, 1941 and inviting representation from the City of E1 Segundo. Ordered filed. JOHN C. AUSTIN, Architect, dated January lst, 1941, submitting for consideration inscriptions taken from the walls of the Library of Congress and suggesting that one be chosen at an early date for installation over the main entrance doors to E1 Segundo new public library building. It appearing that suggestions for an inscription are expected from other sources, the communication was ordered filed for future consideration. ORAL CO;MUNICATIONS. Mr. J. W. Rhodes addressed the Council to inquire if his son Henry might work out a water bill which the former owes the City of E1 Segundo. He was instructed to have his son confer with R. T. Hutchins, Superintendent of the Water Department sometime in the near future. None. REPORTS OF STANDING COMMITTEES.* REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police announced the revocation of the appointments of the following named persons as Special Police Officers: J. 0. Eachman, N. L. Longtin, E. V. Henry, J. M. Hayes, R. B. Moore, ,john Reilly, H. C. Walters, and H. E. Mabus. P The Chief of Police announced the appointments of James H. Van Gelder, Wilmer M. Smith and Lundy E. McFadden as Special Police Officers of the City of E1 Segundo and requested the Council's approval. Moved by Councilman Selby, seconded by Councilman Love, that the appointments by the Chief of Police of the City of E1 Segundo of James H. Van Gelder, Wilmer M. Smith and Lundy E. McFadden as Special Police Officers of said City be and the same are hereby approved. Carried. Charles McIlwaine, Park Superintendent, requested permission to purchase qne huhdred 2 a 2's 7 -feet long for use in connection With construction of tree stakes. Moved by Councilman Gerow, seconded by Councilman Hesser, that the purchase of this material be authorized at a cost of not to exceed $20.00. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Mr. McIlwaine reported also that E1 Segundo Cooperative Union desired to remove some old tree trunks in consideration of i.ts.12aving the wood therein. There being no objection to.this procedure, by general consent permission was granted. Park Superintendent McIlwaine advised the Council that on Friday, January 10th, 1941, the Park Administrators are to meet at Arcadia under the auspices of the Forestry Department of Los Angeles County for an educational conference on trees, tree trimming, etc., and stated he would like to attend said conference and take Mr. J. Schoening of, the Park Department with him. Moved by Councilman Selby, seconded by Councilmaa:Love,,that Charles MCIlwaine, Park Superintendent,.and Mr. J. Schoening, Park Department employee, be and they are hereby authorized and directed to attend the meeting of Park Administrators at Arcadia, on Friday, January 10th, 1941, and they are further authorized to file their demands for their actual and necessary expenses in connection therewith, such demands to be audited in the usual manner before payment.. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. , Absent: Councilmen None. R. T. Hutchins, City Engineer-' having had a conference with Mr. Springer of Douglas Aircraft Corporation and Mr. Lapham of Santa Fe Land Improvement Company, with reference to transferring to the City of E1 Segundo title in certain water lines in Section 7 within the City of El Segundo, now the property of Santa Fe Land Improvement Company. He stated these.parties will get together to prepare a document for submission to the City of El Segundo with reference to the transfer of said water lines to said City, such documents, when prepared, to be drafted in a manner to relieve the City of E1 Segundo of any liability by reason of the operation and use of said water lines. City Attorney Clyde Woodworth, reporting in connection with the contract.covering architect's fees in connection with E1 Segundo public library building, which'he had prepared and submitted several weeks ago-to John C. Austin, Architect, for his approval, stated that information had been left.at his office concerning twq.minor changes which the Architect felt should, be 'made in the form submitted. Mr. Woodworth then explained the.suggested changes to the Councils after_ which the form of contract, as corrected, was, read. ~ Thereafter it was moved by Councilman Selby, seconded by Councilman Hesser, that that certain form of agreement, between the City of El Segundo and John.C. Austin, with respect to architect's fees to be paid said John C. Austin in connection with the planning and construction of El Segundo Public Library Building, as prepared by the City Attorney of the City of P 860 .. El Segundo and read to this Council this date, be approved as the contract between the City of E1 Segundo and John C. Austin, for the purposes stated therein; that the Mayor of the City of E1 Segundo be and he is hereby authorized and directed to aigicr-the same on- behalf of the City of E1 Segundo and the City Clerk is authorized to attest the same and to cause one copy thereof, when appropriately signed by all parties, to be placed on file in his office and two copies thereof to be furnished the•said Architect. Carried by the following vote: Ayes: 'Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Council.men•None. Absent: Councilmen None. City Engineer Hutchins reported having conferred with a representative of the Railroad Commission with respect to the installation of wigwag signals in event the City opens a highway over the-tracks of'the Atchison, - Topeka & Santa Fe Railway Company opposite Douglas Avenue, and that this official stated that in his opinion the Railroad Commission would require such signals. In view of the cost of opening this proposed extension of Douglas Avenue over the A. T. & S. F. Railway tracks, an expenditure not contemplated when the current fiscal year's budget was prepared, the City Engineer was directed to discuss the matter further with representatives of Douglas Airoraft Corporation and Santa Fe Land Improvement Company for the purpose of ascertaining whether or not these Companies would defray any of the cost of the proposed work. The City Engineer reported having conferred with a representative of Southern California Edison Company, who recommended-the installation of a 6000 -lumen mast arm type street light in the public alley between Richmond and Concord Streets, so as to illuminate the automobile parking areas nearby, as-being the best type of lighting. No action was taken in the matter, inasmuch as Councilman Love recommended it be held in abeyance to await the completion of light installations contemplated by private _ property owners in the vicinity. - PAYING BILLS. Moved by Councilman Hesser, seconded by Councilman Love, that the City Clerk be and he is hereby authorized and directed to purchase one desk and one chair for use in his office, at a cost of not to exceed $60.50. Carried by'the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None.
