A regular meeting of the City Council of the City of El Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order 'at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T. Hutchins - City Engineer.
Victor D. McCarthy - City Clerk.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 26th day of November,
1941, having been read, it was moved by Councilman Gerow, seconded by
Councilman Hesser, the minutes be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
B. WARREN VINETZ, dated September 30th, 1941, received by the City
Clerk December 3rd, 1941, requesting permission to install a sewage connection
from his premises 1760 East Walnut Avenue, with the Sepulveda Boulevard
trunk line sewer system, in the manner shown upon sketch accompanying said
communication.
Following lengthy discussion by the Council, it was moved by Councilman
Gerow, seconded by Councilman Love, that Resolution No. 590, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, GRANTING.TO B. WARREN VINETZ
A PERMIT, SUBJECT TO CERTAIN TERMS AND CONDITIONS,
TO CONSTRUCT A CERTAIN LATERAL SANITARY SEINER LINE
IN A PORTION OF EAST WALNUT AVENUE, WITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
following resolution be adopted:
RESOLVED, that the City Engineer of the City of El
Segundo, California, be and he is hereby authorized and
directed to establish the grades for the installation of
a lateral sewer line in Walnut Avenue, from a point approx-
imately 565 feet Westerly of Sepulveda Boulevard to Sepulveda
Boulevard; to set stakes therefor and to furnish B. Warren
Vinetz a plan and profile for the installation of an 8"
sewer line at said location;
AND, BE IT FURTHER RESOLVED, that the Street Superin-
tendent of the City of El Segundo be and he is hereby
authorized to grant a permit to excavate in said street for
the installation of an 8" sewer line as contemplated by
Resolution No. 590 of the City Council of said City, hereto-
fore adopted by said Council.

The foregoing resolution was adopted by the following vote:

SOUTHERN CALIFORNIA GAS COMPANY, dated November 28th, 1941, being
application for a permit to excavate in the North side of Franklin Avenue,
,from a point 87 feet westerly of Concord'Street to a point 5 feet easterly
of the easterly property line on Arena Street, for the purpose of repairing
its gas main in said Franklin Avenue.
Moved by Councilman Hesser, seconded by Councilman Gerow, that
Resolution No. 591, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY '
REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY
TO INSTALL A CERTAIN PIPE LIhE IN A CERTAIN PORTION
OF FRANKLIN AVENUE, WITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
SOUTHERN CALIFORNIA GAS COMPANY, dated November 28th, 1941, being
application for.a permit to excavate in the South side of Walnut Avenue,
from a point 50 feet westerly of Sepulveda Boulevard to a point approxi-
mately 401 feet westerly thereof, for the purpose of installing a gas main
extention. Moved by Councilman Love, seconded by Councilman Hesser,
that Resolution No. 592, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY REVOCABLE
PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY TO INSTALL
A CERTAIN PIPE LINE IN A CERTAIN PORTION OF WALNUT
AVENUE, WITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilman Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilman None.
Absent: Councilmen None.
T. G. PRIMORAC, dated December lst, 1941, being an application for
appointment as a fireman of the City of E1 Segundo. Ordered filed.
SOUTHWEST DISTRICT HIGHWAYS ASSOCIATION, undated, stamped received
December 1st, 1941, inviting attendance at the meeting of'said Association
to be held Thursday, December 4th, 1941, at Los Angeles Municipal Airport
Cafe, at 6:30 P. M.
Moved by Councilman Selby, seconded by Councilman Love, that any
member of the City Council desiring so to do, the City Engineer, City
Attorney and the City Clerk be and they are hereby authorized to attend the
meeting of the Southwest District Highways Association to be held at Los
Angeles Municipal Airport, December 4th, 1941, and to file their demands
for their actual and necessary expenses'in connection therewith'. Carried
by the following vote:

Noes: Councilmen None.
Absent: Councilmen None.

EL SEGUNDO CHAMBER OF COMMERCE, dated November 28th, 1941, requesting
the Council take such action as is necessary to correct the unsightly con-
dition of vacant lots throughout the City,-which are overgrown with weeds
and are littered with waste paper, rubbish and other combustible debris,
creating a fire hazard.
The matter was considered at length, after which, on motion of Councilman
Selby, seconded by Councilman Gerow, which carried unanimously, the matter
was referred to Councilman.Love for investigation and report to this Council.
None.
ORAL COMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Love, Chairman of the Public Service Committee, reported the
necessity for patching portions of Douglas Avenue, and by general consent
the matter was referred to the Street Superintendent for attention.
Councilman Hesser, of the Public Safety Committee, reported having had
a conference with Fire Chief McConnell, at which time the Fire Chief recommended
that his Department be provided with three fire engine drivers, namely:
Floyd Ingram, Clarence Dinwidde and Frank Berkline, and that these drivers
be compensated in the sum of $25.00 per month each for their additional
services as such fire engine drivers.
Following brief discussion, it was concluded to have the Fire Chief
appear at the next meeting of the City Council for the purpose of discussing
his plan with respect to the use of these fire engine drivers.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Councilman.Gerow reported progress in connection with the development
of plans for decorating the business district of the City of E1 Segundo for
the-holiday season.
City Engineer Hutchins reported that all of the improvements, which
the Council required Mr. Henry Claman to install in the subdivision made
by him, known as Tract No. 12391, have been completely installed to his
satisfaction and that he approves the same. Subsequently, it was moved
by Councilman Hesser, seconded by Councilman Love, that the following
resolution be adopted:
RESOLVED, that in view of the report of the City
Engineer made to this Council this date, with respect to
the installation of certain public improvements in Tract
No. 12391 of the Citjr of E1 Segundo, that that-certain
Bond No. S 173716; with Royal Indemnity Company as Surety
and Henry Claman as Principal, running to the City of
E1 Segundo, conditioned upon the installation of certain
specified public improvements in Tract No. 12391 of the -City
of El Segundo, be and the same is hereby exonerated as to
any liability accruing subsequent to this date, and that
the City Clerk is hereby authorized to so advise said Royal
Indemnity Company.
The foregoing resolution was adopted by the following vote:

City Engineer Hutchins read to the Council a letter received by him
from Southern California Edison Company,' which is dated December 2nd,
1941, and captioned: "In Re: La Fresa Culver Transmission Lihe", with
reference to the relocation of certain power line poles in Maple Avenue

covering the same. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby; and Mayor Binder.

NEW BUSINESS.

Councilman Hesser initiated discussion with reference to the installation
of street lights on Center Street, between Mariposa Avenue and Imperial Highway,
their necessity being indicated by reason of the improvement of certain new
streets in the Fisher Subdivision, such new public streets now connecting with
Center Street. By general consent the City Engineer was instructed to check
the matter to determine if poles are satisfactorily located for the installation
of such street lights.
Moved by Councilman Hesser, seconded by Councilman Gerow; that Resolution
No. 593, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, AMENDING RESOLUTION NO. 5899
THE SALARY RESOLUTION OF SAID CITY, BY AMENDING
SUBDIVISION 4 OF THE "SCHEDULE OF COMPENSATION FOR
THE VARIOUS OFFICERS, DEPARTMENT HEADS AND MIPLOYEES
OF THE CITY OF EL SEGUNDO, CALIFORNIA ", SET FORTH
IN SECTION 1 OF SAID RESOLUTION,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Love, seconded by Councilman Gerow, that Mints,
Curtzwiler be and she is hereby appointed to the office of Court Clerk of the
City of E1 Segundo, effective as of midnight, December 3rd, 1941, and to
continue in such employment until the further order of this Council. Said
employee shall be compensated for all- services rendered as such Court Clerk
at the 'times and in the manner prescribed by Resolution No. 589 and resolutions
amendatory thereof and supplementary thereto. Carried by the following vote:
Ayes: - Councilmen Gerow,*Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Hesser, seconded by Councilman Selby, that Warren
Elsterman, Office Engineer of the City of El Segundo, be and he is hereby
granted his customary annual two weeks vacation beginning December 8th,
1941. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Engineer filed with the Council his-report, entitled: "Proposal
for the solution of the drainage problem at the Southeast corner of Center
Street and Maple Avenue,•in the City of E1 Segundo ", which was considered by
the Council, following which action was deferred until the next ,regular.meeting.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Hesser, seconded by Councilman Gerow, the meeting adjourn.
