A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above
date, having been called to order at 7:00 P. M. by the Mayor, Peter E.
Binder.
ROLL CALL,
Councilmen Present: Gerow, Hesser, Love and Mayor Binder.
Councilmen Absent: Selby.
Other Officers Present:
R. T. Hutchins - City Engineer,
A. R. Gunn - Asst. Street Superintendent.
Clyde Woodworth - City Attorney.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 20th day of August,
1941, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Gerow, the minutes be approved
as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following reference to each hereinafter:
GARDENA VALLEY'CHAMBER OF GOMMERCE, dated August 25th, 1941, advising
that on September 2nd, 1941, at 1:30 P. M. in the office of the Chamber
at Gardena, a meeting of representatives of industries engaged in fulfilling
National Defense contracts, and representatives of civic groups, will be
held, for the purpose of developing ways and means of alleviating conditions
which have developed as a result of the present priority system.
Moved by Councilman Hesser, seconded by Councilman Gerow, that all
members of the City Council, and the heads of departments of the City of
E1 Segundo, be authorized to attend that certain meeting called by Gardena
Valley Chamber of Commerce, to be held in Gardena, September 2nd, 1941, for
the purpose, of considering the present priority system, and to file their
demands for their actual and necessary expenses in connection therewith, such
demands to be audited and approved in the usual manner before payment.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
The Ohio Oil Company, dated August 22nd, 1941, requesting a release of
its oil well drilling bond now on file with the City, effecting certain wells
which said'Company had.recently assigned to V. P. Baker., et al. Moved by
Councilman Hesser, seconded by Councilman Love, that the following resolution
be adopted:
WHEREAS, the Ohio Oil Company has duly assigned,
with the consent of this Council, those certain oil well -
permits heretofore issued for -those certain oi.1-wells
within. the -City of El- Segundo. -known and designatedat
the time, of issuance. thereof -as* Cough No 2, Gough No

SOUTBERN CALIFORNIA TELEPHONE COMPANY, dated August 26th, 19410

It was moved by Councilman Love, seconded by Councilman Messer, that Southern
California Telephone Company be and it is hereby granted permission to
excavate in and install one anchor and replace one pole in the North side
of Walnut Avenue.Eastof Hillarest-Street.-within.the-City of,Xl Segundo,
at locations more.part , icularly describ6d in,,the application for this permit
filed in-the office-of the .City Clerk, it being provided that all of,the
work for which permission is hereby granted, be progecuted -and -completed

Assistant Street Superintendent A. R. Gunn requested permission to have
certain cement samples tested by a testing laboratory and following discussioh,
it was moved by Mayor Binder, seconded by Councilman Hesser, that the Street
Superintendent be-and he is hereby authorized and directed to cause certain
cement concrete samples 'taken from cement concrete work now-under way in the
Fisher Subdivision, tested by some reputable testing'laboratory, at a cost.
of not to exceed $25.00. Carried by the following vote:

The City Attorney reported that he had-completed the Public Works
Administration Defense Public Works applications heretofore submitted to
him in so far as they effect his department and that he is at this time
returning them to the City Clerk for further handling by the City Clerk
and the City Engineer.
The City Engineer reported having conferred with representatives of
Pacific Electric•Ratlway Company'concerning a highway crossing over said
Company's right of way in Grand Avenue adjacent to Eucalyptus Drive, and
that the matter is now under consideration by said Company.
The City Engineer reported also receipt of a communicatifn from
Douglas Aircraft Corporation with respect to- certain street improvements
adjacent to said Company's plant within the City of-E1 Segundo.
Moved by Councilman Love, seconded by Councilman Gerow, the demands be
allowed and warrants ordered drawn on and'paid out of the respective funds
covering the same. Carried by the following vote:

The matter of widening the entrance from Grand Avenue into that certain
alley westerly of Concord Street between Grand Avenue and Holly.Lvenue, was
• discussed and finally referred to the Street Superintendent for reeomQendation
as to the method of correcting the hazards which now exist by reason of the
narrow entrance into said alley.
The City Engineer reported receipt of a request from Douglas Aircraft
Corporation for the installation of a sodium vapor street lamp at the inter-
section of Northrop Street and Imperial Highway. By general consent the City
Engineer was instructed to inquire as to the cost!of such installation and
any other matters effecting the same and to report back to this 0ouncil.
Moved by Councilman Gerow, deconded by Councilman Love, that Clyde Woodworth,
City Attorney, be and he is hereby granted his customary annual two weeks
vacation beginning September 2nd, 1941; and that during such vacation period,
Lester Luce, Attorney at Law, act in his stead, to be compensated for attendance
at such meetings of this Council as he may attend, at the rate of $10.00 per
meeting. Carried by the following vote:

Noes: Councilmen None.

Councilman Gerow initiated discussion relative to the adoption of
regulations respecting the removal of old buildings into the City of E1
Segundo. Existing ordinances on the subject were examined and the matter
was finally taken under further advisement.
No further business appearing to be transacted at•this - meeting; it was
moved by Councilman Love, seconded by Councilman Hesser, the meeting adjourn.
