A regular meeting of the City Council of the City of El Segundo, California.,
was' held in the Council Chamber of the City Hall of said City, on the above
date, having been called to order at 7:00 P..M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser,•Love9 Selby and Mayor Binder.
Councilmen Absent: None.
Other Officers Present:

READING OF MINUTES OF PREVIOUS bZETING.
The minutes of the regular meeting held on the 6th day of August, 1941,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Love, the minutes be approved as read.
Carried.
TIJRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
dis?osed of in the manner indicated, following reference to each herein-
after:
SOUTHERN CALIFORNIA GAS COMPANY, dated August 7th, 1941, being an
application for a permit to excavate in certain of the public streets
within the City of El Segundo, for the purpose of laying a gas main.
Said application having had the approval of the Street Superintendent,
it was moved by Councilman Gerow, seconded by Councilman Selby, that
Resolution No. 575, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY,
REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY
TO INSTALL A CERTAIN PIPE LINE IN A CERTAIN PORTION
OF-WALNUT AVENUE, WITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Ccuncilmen None.
Absent: Councilmen None.
COUNTY OF LOS ANGELES, THE REGIONAL PLANNING COMMISSION, dated
August 11th, 1941, suggesting the Council reconsider the approval of map
of Tract No. 12391, for the reason that Mariposa Avenue is shown thereon
as a 50 -foot street, while the Master Plan of Highways designates said
thoroughfare as a •secondary highway, to be 80 feet in width. On motion
of Councilman Gerow,'seconded by Councilman-Love, which carried unanimously,
said communication was ordered taken under advisement for the period of
one &eek.
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated
August 8th, 1941,"advising of its 120th regular monthly meeting, to be
held at Hermosa Beach, August 21st, 1941. Moved by Councilman Hesser, _

seconded by Councilman Selby, that all members of the City Council, the City
Engineer, Street Superintendent, City Attorney and City Clerk be and they
are hereby authorized to attend the August 21st meeting of the Los Angeles
County Division of the League of California Cities at Hermosa Beach, California,
as representatives of the City of E1 Segundo, and to file their demands for
their actual and necessary expenses in connection therewith, such demands, when
filed, to be audited and approved in the usual manner before payment. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
CITY OF MONTEBELLO, undated, advising that said City will hold open
house for City officials and their friends at its new municipally owned golf
course, Friday, August 29th, 1941. Ordered filed.
SPEC IAL ORDERS OF BUSINESS.
The hour of 7:15 o'clock P. M. at this meeting, having heretofore
been fixed as the time and place for receiving bids on the sale of garbage
and bids on the sale of sewer bonds, the Mayor announced the arrival of the
hour of 7:14 o'clock p. m.'and announced that any person or persons desiring
to file bids for the sale of garbage by the City of El Segundo, or for the
sale of sewer bonds by said City, should do so immediately.
The hour of 7:15 o'clock P. M. having arrived and all bids being in,
the Mayor announced the time for receiving bids for the sale of garbage and
for the sale of sewer bonds by the City of E1 Segundo, closed.
The Clerk announced that two bids had been received for the sale of
garbage and four bids had been received for the sale of sewer bonds.
It was thereupon moved by Councilman Selby, seconded by Councilman
Love, that the Council first proceed to open, examine and publicly declare
all bids received for the sale of garbage. The motion carried unanimously.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Love, that the Council proceed to open, examine and publicly declare all
bids received this date for the sale of garbage by the City of El Segundo.
Said motion carried unanimously.
The Council did then proceed to open, examine and publicly declare all
bids received this date for the sale of garbage by the City of E1 Segundo,
which said bids were found by said Council to be as follows, to -wit:
Bid of JOHN D. FOLEY, as follows, to -wit:
"Pursuant to your published notice to bidders on garbage,
I submit the following proposal:
I will remove from your garbage hopper, at El Segundo,
three times weekly, on your regular collection days, all
garbage collected and delivered by you into such hopper
up to the hour of 4:15 o'clock p. m. on such days and will
pay you therefor the sum of Seventeen Dollars and fifty cents,
(417.50) per month, payable on or before the 15th day*of the month
following'each; calendar month's final collection, provided an
award is made by you to me.on the basis of a three yeap con -
tract.
This bidder is interested in a one or two year contract.
Requisite Bidder's bond is enclosed."
Said bid was accompanied by Cashier's Check No. 34403, drawn on Farmers and
11'erchants Bank of Gardena, payable to the City of E1 Segundo, in amount of
$100.00.

Alternate bid of John D. Foley, as follows:
"If the City of El Segundo prefers to sell the garbage
by the yard, we hereby submit -an alternate bid of Twenty -five
cents - .25 per yard." .
Bid of GEORGE M. GREEN, as follows:
"In regards to your notice calling for bids for purchase of
garbage at the city hopper of E1 Segundo, I hereby submit my
offer of:
$25.00 per mont-h for 1 year,
$25.00 per month for 2 years, and
$20.00 per month for 3 years. ".
Said bid was accompanied by Cashier's Check No. 22130681 drawn on Bank of
America National Trust & Savings Association, Redondo Beach Branch, payable to
City of E1 Segundo in amount of $100.00.
Following the declaration of said bids, the Council interrogated each
of the bidders, who were present in the Council Chamber, after which it was
moved by Councilman Gerow, seconded by Councilman Hesser, that Resolution
No. 576, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AWARDING TO GEORGE M..
GREEN THE CONTRACT FOR THE PURCHASE OF GARBAGE
FROM SAID CITY FOR A PERIOD OF TWO YEARS,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor. Binder.
-Noes: Councilmen None.
Absent: Councilmen None.
It was thereupon moved by Councilman Love, seconded by Councilman Hesser,
that the Council now proceed to open, examine and publicly declare all bids
received this date for the sale of sewer bonds of the City of El Segundo, as
advertised. The motion carried unanimously.
The Council did then proceed to open, examine and publicly declare
said bids, which said bids were found by said Council to be as follows, to-
wit:
Bid of BANANIERICA COMPANY, as follows, to -wit:
"For $15,000 par .value CITY OF EL SEGUNDO, SE:YER BONDS,
Election 1925, we hereby bid you par and accrued interest to
the -date of delivery plus a premium of $35.00.
The bonds above bid for are more particularly described
as follows:
$15,600 par value CITY OF EL SEGUNDO, SEWER BONDS,
Election 1925, of Los Angeles County, dated July 2,
1925;• o - *the denomination of $1,000 each; bearing
interest .at the rate of one and one -half, per cent.

payable semi - annually; and maturing:
$5,000 par value on July 2nd in each of the
years 1946 to 1948, both years inclusive.

with the terms of your Notice of sale we are to be furnished
free of charge with the opinion of Messrs. O'Melveny & Myers,
attorneys of Los Angeles, California, upon the validity of
said bonds.

of 4450.00 drawn upon the Bank of America N. T. & S. A., which
is to be returned to us in the event this bid is not accepted.
This bid is made for prompt acceptance and, if accepted,
for prompt delivery of the bonds to us."
Said bid was accompanied by Cashier's Check No. 6009621, drawn on Bank of
America National Trust & Savings Association, payable to the City Treasurer
of the City of El Segundo in the sum of $450.00.
Bid of WILLIAL B. STAATS CO., as follows, to -wit:
"For.415,000 par value Sewer Bonds, Election 1925, of
the City of El Segundo, County of Los Angeles, State of
California, of the denomination of $1,000 each, dated
July 2, 1925, maturing $5,000 par value of said bonds in
each of the years 1946 to 1948, inclusive, more fully
described in your official notice of sale, bearing interest
at the rate of 1 -5/8% per annum, payable semi - annually, and
constituting direct general obligations of said city, we
will pay you on delivery to us the sum of par, accrued
interest to date of delivery, and a premium thereover of
$11.00.
This bid is made for immediate acceptance and for
prompt delivery of the bonds to us accompanied by the
opinion of O'Melveny & Myers fully approving the legality
of these bonds in all respects.
We enclose herewith as evidence of good faith certi-
fied oh cashier's check for $450.00, same to be retained by
you as part-payment-in case the bonds are sold to us; other-
wise to be returned."
Said bid was accompanied by Cashier's Check No. 55243, drawn on Main Branch,
Bank of America National Trust & Savings Association, payable to City
Treasurer of the City of E1 Segundo in the sum of $450.00.
Bid of WEEDEN & CO. as follows, to -wit:
"For the legally issued $15,000 par value City of
E1 Segundo Sewer Bonds, dated July 2, 1925, maturing
$5,000 annually July 2, 1946 to July 2, 1948, inclusive,
we bid the.sum of par plus accrued interest to date of
delivery, together with a premium of $18.00, the bonds
to bear interest at the rate of 1.6 .
As evidence of our good faith we attach hereto a
certified Check for $450.00 which amount is to be re-
tained by you as part payment of the bonds in case our
bid is successful, otherwise we would appreciate its
prompt return.
It is our understanding that the approving legal
opinion of Messrs. O'Melveny & Myers will be furnished
the successful bidder without charge.
This bid is made for immediate acceptance."
Said bid was accompanied by Certified Check No. 52136, drawn on First
National Office, Security -First National Bank of Los Angeles, payable to
City Treasurer of the City of El Segundo in the sum of $450.00.
Bid of CALIFORNIA BANK, as follows, to -wit:

"For the $15,000 CITY OF EL SEGUNDO SE7.',1ER BONDS, as
described in your notice of sale as adopted'July 23, 1941,
which notice of sale is hereby made a part of this bid, said
bonds to be in coupon form and in the denomination of $1,000.
each, and payable $5,000 each July 2, 1946, to July 2, 19480
both inclusive, interest payable semi - annually, January 2nd
and July 2nd each year, we bid you the principal amount, namely
$15,000.00, together with a premium of $49.00 plus accrued
.interest to date of delivery, for all bonds at a coupon rate
of 1 1/4% per annum.
This.bid is made subject to our obtaining the approving
legal opinion of Messrs. O'Melveny and Myers.
We enclose our check in the amount of $450.00, to be
applied against the purchase of the bonds in the event we are
the successful bidder, otherwise to be promptly returned to the
undersigned."
Said bid was accompanied by Cashier's Check No. 09215, drawn on Bead Office,
California Bank, payable tc Treasurer of the City of El Segundo, in the sum
of $450.00.
Following consideration of said bids, it was moved by Councilman Selby,
seconded by Councilman Hesser, that Resolution No. 577, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, ACCEPTING THE BID OF
CALIFORNIA BANK FOR CERTAIN CITY OF EL SEGUNDO
SE10,7ER BONDS, ELECTION 1925, 'AND FIXING THE
INTEREST RATE THEREON,
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby- and Mayor Binder.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police announced the appointment of Willard Elton Worden
as a Special Police Officer and requested approval of said appointment. Moved
by Councilman Hesser, seconded by Councilman Selby, that the appointment by the
Chief of.Police of the City _of E1 Segundo of Willard Elton Worden as a Special
Pol-ice Officer of said City be and the same is hereby ratified, approved and,
conifirmed. Carried.. -
Street Superintendent Chilson announced that during his vacation he
had•renue,sted R. T. Hutchins to assume supervision of the 51' Building
Department; A. R. Gunn to assume supervision of the Street Department and Earl
Morgan to assume supervision of the Sewer Department.
Moved by Councilman Gerow, seconded by- Councilman Love, that the designa-
tion by Frank H. Chilson of R. T. Hutchins, A. R. Gunn and Earl Morgan as
supervisors respectively of the Building, Street and Sewer Departments of the -
City of E1 Segundo,'.during the absence of said Frank H. Chilson from the City of
El-Segundo while on vacation, be and the same is hereby ratified and approved.

UNFINISHED BUSINESS.
The City Clerk read the title of Ordinance No. 248, which was introduced
at a regular meeting of this Council held August 6th, 1941,•and announced that
the same was now ready for adoption. It was thereupon moved by Councilman Love,
seconded by Councilman Gerow, that the further reading -of Ordinance No. 248
be waived. Carried-by the following vote:

It was thereupon moved by Councilman Gerow, seconded by Councilman Selby,

Councilman Gerow introduced Ordinance No. 249, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED
BY TAXATION UPCN THE TAXABLE PROPERTY THEREIN AS A
REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS (IN-
CLUDING THE EL SEGUNDO PUBLIC LIBRARY) AND PAY THE
BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT
FISCAL YEAR, 1941 -1942,
which was read,
Moved by Councilman Selby, seconded by Councilman Love, the following
resolution be adopted:
WHEREAS, this Council is mindful of the growing scarcity
of materials needed.in connection with the construction of
essential municipal improvements;
AND, WHEREAS, under existing regulations the procuring
of priority orders is required in connection with the obtaining
of such material;
AND. WHEREAS., the necessity of obtaining such orders in
connection with certain of the materials to be furnished for
the following improvements within said City, to -wit: (a) For
the construction and completion of sewer trunk line and
appurtenances in portions of Center Street, Imperial Highway,
Mariposa Avenue and Maryland Street; -and (b) For the
installation of ,6" F -nd 8" cast iron water pipes, fittings and
appurtenances in certain portions of Walnut Avenue, Cedar
Street, Acacia Avenue and Imperial Highway, all as shown on Plan
No. W- 410701 and in accordance with Specifications of the City
of El Segundo, California, No.. A -1941 and D -1941, is apparent;
NOW, THEREFORE, BE IT RESOLVED, that the following officers
of the City of E'1 Segundo, to -wit: The Mayor City Clerk, Street
Superintendents Water Superintendent-and City -4mgineer, and each
of them be and they are hereby authorized, either collectively
or separately, as the occasion may require, to prepare, execute,
deliver and prosecute any and all such priority orders or claims
or requests for priority orders for materials needed in the
construction of said improvements as may be necessary or
advisable in order that the said improvements and each of them"
may proceed without delay, as, in the opinion of this Council,
both of said improvements are necessary and essential in order
to preserve and protect the public peace, health, safety and
general welfare of.said City and the inhabitants and public
thereof.
.The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow,.Hesser, Love, Selby and Mayor Binder.

was moved by Councilman Selby, seconded by Councilman Gerow, the meeting
