A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by Peter•E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. Other Officers Present: Clyde Woodworth - City Attorney. Bernard Lawler - Special City Attorney. Frank C hilson - Street Superintendent. R. T. Hutchins - City Engineer. Victor D.•McCarthy - City Clerk.'" READING OF MINUTES OF-PREVIOUS MEETING. The minutes of -the regular meeting held on the 23rd day of April, 1941, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- after: = LEAGUE OF CALIFORNIA CITIES, its Legislative Bulletin No. 6, dated April 24th, 1941, respecting the present status of certain bills pending before the State Legislature. Following-the reading and discussion thereof, it was moved by Councilman Selby, seconded by Councilman Hesser, that the following resolution be adopted: WHEREAS, there is now pending before the Legislature of the State of California, a certain bill known as Assembly Bill 2164, which, if enacted into law, will simplify and facilitate the procedure for the demolition of structures unfit for human occupancy; AND, WHEREAS, this Council believes that the adoption of such legislation will be advantageous to many cities by affording a uniform and expeditious means of abating certain types of nuisances; NOW, THEREFORE, BE IT RESOLVED, that--this Council approves the adoption of the said proposed legislation and does hereby direct the City "C lerk of the City of E1 Segundo to address communications to the Honorable Robert W. Kenny, Senator, and the Honorable Jack B. Tenney, Assemblyman, representing this District in the State Legislature, requesting these legislators to support these bills when the same are presented to their respective houses for vote. P 962 SOUTHERN CALIFORNIA GAS COMPANY, dated April 24th, 1941, being an application for a permit to install 129 feet of 2" steel high pressure gas main in a portion of Oak Avenue and in a portion of Hillerest Street, all as shown upon that certain sketch No. 30677 -S, which accompanied said application. The application having had the approval of the Street Superintendent of the City of El Segundo, it was moved by Councilman Selby, seconded by Councilman Love, that Resolution No. 5619 entitled: A RESOLUTION OF ME CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY TO INSTALL CERTAIN PIPE LINES IN CERTAIN PORTIONS OF OAK AVENUE AND HILLCREST:STREET, WITHIN SAID CITY, which was read, be adopted. SOUTHERN CALIFORNIA GAS COMPANY, dated April 23rd, 1941, being an application for a permit to install 151 feet of 2" steel high pressure gas main,in a portion of Penn Street northerly of Palm Avenue, as more particularly shown and described on that certain sketch numbered 30678 -S, which accompanied said application. This request having had the approval of the Street Superintendent of the City of E1 Segundo, it was moved by Councilman.Love, seconded by Councilman Selby, that Resolution No. 562, entitled: A,RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO., CALIFORNIA, GRANTING A TEMPORARY REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY TO INSTALL A CERTAIN PIPE LINE IN A CERTAIN PORTION OF PIM ATE= WITHIN SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser,.Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. GLADYS AINSWORTH, RACHEL HAILEY, NELLE SHELDON, KAY SIEBKEN, each dated April 25th, 1491, and . VALERIE DARLEY, dated April 29th, 1941, each making application for employment as- departmental clerk -in the Water and Engineering Departments of the City of E1 Segundo, where a vacancy will occur.due to the resignation of the present - clerk; Frances Lloyd. Moved by Councilman Gerow, seconded by.Councilman Selby, that said applications be received and placed -on file in the office of the City Clerk and taken under advisement until the next meeting of this Council. Carried. ORAL COMMUNICATIONS. A. J. Homey, representing the Rifle Club of NflrthAmeriean Aviation, requested permission to construct a pistol and rifle range adjacent to the pistol range of the Police Department of the City of E1 Segundo. The P '963- gentleman was informed that the City of E1 Segundo does not own any property upon which such a rifle range might be constructed, therefore is unable to grant the permission requested, However, by general consent, the matter was referred to the Police Department of the City of E1 Segundo, with the view of that Department working out a schedule which might permit Mr. Homey's group to occasionally use the pistol range of the baid Police Department. REPORTS OF STANDING COMMITTEES. Councilman Hesser of the Public Safety Oommittee, reported that with Captain Cummings of the Police Department, he had checked traffic at the intersection of Mariposa Avenue and Virginia Street, and had discussed the traffic situation which prevails at this intersection with other-members of the Police Department, as a result of which he recommended the installation of traffic stops at Mariposa Avenue at the East and West sides of Virginia Street, also that curbs on Virginia Street be painted red a distance of 10 to 15 feet North of the Mariposa Avenue property lines. He recommended also the installation of traffic stops on Maple Avenue, at the East and West sides of Sheldon Street. These recommendations were discussed by the Council, after which it was moved by Councilman Hesser, seconded by Councilman Gerow, that the Chief of Police of the City of E1 Segundo.be and he is hereby authorized and instructed to cause traffid stop signs to be installed on Mariposa Avenue at the East and West sides of Virginia Street and in Maple Avenue at the Fast and West sides of Sheldon Street; also to cause the curb on Virginia Street North of Mariposa Avenue,-to be painted fed for a 'distance of 10 to 15 feet northerly of the North property line of Mariposa Avenue, all at a cost-of-not to exceed $50.00. Carried by the following vote: Ayes: Councilmen Gerow-, Hesder,'Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Attorney reported•'receipt. of a communication from Sperry Gyroscope Company with reference to a certain clause which that Company desires inserted in a deed which may be given the City of E1 Segundo, conveying to said City a certain portion of said Company's property within the City of E1 Segundo for.publie street purposes. The City Attorney explained in detail what has transpired heretofore in this connection between the City Engineer and said Company and between his office and said Company and stated that he felt the present request of Sperry Gyroscope Company might be modified in such manner as to be acceptable both to the City of El Segundo and said Company, whereupon, by general consent, the City Attorney was instructed to further confer with said Sperry Gyroscope Company in an endeavor to adjust the point at issue-to the satisfaction of both parties. The City Attorney reported nothing further bas been heard from Douglas Aircraft Corporation.respecting the matter of water lines in said'Companyto property in Section 7 within the City of E1 Segundo,'the taking over of which has been under consideration for sometime by the City. . The City Attorney reported having conferred with the law firm of O'Melveny and Myers with relation to the sale of $10,000.00 par value sewer bonds of the City-of-El Segundo and that as a result he has prepared and' will present under the proper order of busiaess a "Notice of Sale of Bonds" for approval by the Council -and subsequent publication, In the matter of the written request of C. L, Broadwater, Secretary, E1 Segundo High School, received by this Council Apri; 23rd, 1941 and referred to Councilman Love for attention, that some arrangement be made P -964 whereby a group of El Segundo boys may use the High School baseball grounds Saturday mornings, said Councilman reported that he had discussed the matter with the grounds keeper_and with the gentlemen sponsoring the training of said boys, and that it is- agreed.that the grounds may be used on Saturdays up until 11:00 A. M., the balance of the day being required by the grounds keeper to prepare.the-grounds for Sunday use. None. None. UNFINISHED BUSINESS. PAYING BILLS. NEW BUSINESS. Moved by Councilman Selby,.seconded by Councilman Love, that the purchase of twelve m Model T Aluminum Hats for the use of the.Fire Department of the City of El Segundo be and the same is hereby authorized and directed, at a cost of not to exceed $36.85. Moved by Councilman Selby,-seconded b_ Councilman love, that effective at 12:01 A. M.,-May lst, 1941,-Police-Officer-Frank Berkline•be designated a Police Officer of the Fifth Class and that from and after mid, date he also be designated a regular employee of the City of E1 Segundo and be compensated for all services - rendered the City of El Segundo as such Police Officer of the Fifth Class in accordance With the resolution or. resolutions of the City Council of the City of E1 Segundo, establishing the hours of employment and rates of compensation for officers and employees of said City. Hutchins,-Superintendent pf the,Water•Department,- reported receipt .of informal bids-for-painting the steel water-tank of the City of El Segundo, and he recommended an award of the contract for the painting_of said: tank to Parker Engineering Company of Los Angeles. Thereafter. it was moved by Councilman Love, seconded by- Councilman Selby, the following resolution be adopted: RESOLVED,, that that certain informal proposal of PARKER ENGINEERING COMPANY, for the painting of the ex- terior of the 100,000 gallon -steel water tank of the Water Department of the City of El Segundo, dated April 10th, 19419 submitted to the Superintendent of said Water Department and presented this council this date, be received and filed in the office of the City Clerk.for the purposes of identification and reference; that said proposal be accepted on- behalf of the City of E1 Segundo and that the Superintendent of said Water.-Department - be authorized to cause the *ork described in.said proposal to be performed by said Parker hngineeivIbmpany,'all as contemplated in said proposal and at the price named therein, to wit: $211.60.. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder, Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Gerow, seconded by Councilman Love, that the Water Department of the City of E1 Segundo be and it is hereby authorized to purchase 30# of aluminum paint powder at a cost of 650 per pound, plus California State Sales Tax, this purchase to be in addition to one of the same material heretofore authorized by this Council. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Love, seconded by Councilman Gerow, the following resolution be adopted: -- - -- - - -- -- WHEREAS, it has come to the attention of this Council that by reason of attendance at services held at the Christian Science Church on Standard Street, between Mariposa Avenue and Pine Avenue and of attendance at functions held in the Woman's Club building at the Southwest corner of Mariposa Avenue and Standard Street, the parking of automobiles ofttimes presents a traffic problem; AND, WHEREAS, this Council believes that this problem may be satisfactorily solved by angular parking of vehicles on the West side of Standard Street, between Mariposa Avenue and Pine Avenue; NOW, THEREFORE, BE IT RESOLVED, that the Street Superintendent of the City of E1 Segundo be and he is hereby authorized and directed to cause angular parking stripes to be painted on the West side of Standard Street, between Mariposa Avenue and Pine Avenue. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. At this time the Mayor presented to the Council an outline of his plans for the organization and functioning of a local defense council heretofore authorized by an ordinance of the City of E1 Segundo, which said plan was examined and discussed by members of the Council. Thereafter it was moved by Councilman Gerow, seconded by Councilman Love, that the local defense council organization plans, as presented to this Council this date by Mayor Binder, be and the same are hereby approved and said plans, together with the Mayors recommendations for committee setup and functions be referred to the City Attorney, for the preparation and presentation to this Council, for further consideration, of such resolution or proceedings as to said City Attorney seem desirable and necessary to effectuate the creation of a local defense council as contemplated by Ordinancag Nos. 240 and 241 of the City of E1 Segundo. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The'matter of authorizing the publication of a notice calling for bids for the sale by the City of E1 Segundo of $10,00000 par value of sewer bonds of the said City came up for discussion and it appearing that there need be no immediate haste in the matter, action thereon was deferred until a later date.
