A regular meeting of the City xouncil of the City of E1 Segundo, California,
was held in.the Council - Chamber of the City Hall of said City on the above date,_
at the hour of 7:00 o'clock P. M., having been called to order by peter E. Binder,
Mayor.
ROLL CALL.

READING OF MINUTES OF PREVIOUS MEETING. 1
Councilman Selby directed attention.to the minutes of April 2nd, 19419
in connection with the authorizing of repairs to pumping equipment as indicated
in the communications from R. T. Hutchins, City Engineer, of March 26th and March
31st, 1941, in that regard, and stated that the ¢raft of the minutes as submitted
did not contain urgency provisions as indicated by the Council at the time_its
action, as shown in such minutes, was.taken.
The City Clerk thereupon announced that the_ `urgency clause would be
inserted in the resolution, as it had merely been overlooked in the draft submitted.
It was thereupon -moved by Councilman Love, seconded by Councilman Selby,
that the minutes of the regular meeting held on the 2nd day of April, 1941,
as so corrected, be approved. Carried.
WRITTEN COMMUNICATIONS.
The following*eommunications, which were read to the Council, were
disposed of in the manner indicated, following the reference to each hereinafter:
PLANNING CONGRESS OF LOS ANGELES COUNTY ,`datod' March 28th, 1941, advising
of its meeting to be held April.12th,`1941' in the City of Sierra Madre, and
inviting representation thereat from the City of 191 Segundo. Ordered filed.
'STATE RELIEF ADMINISTRATION, over the signature of David V. Gill, County
Supervisor of Operations, by Gordon Z. Hackett, dated" April 7th, 1941, addressed
to Victor D. McCarthy, City Clerk, explaining that State Relief Administration
workers are not available from the E1 Segundo area,,therefore must be furnished
from the Los Angeles District, hbnee 'such workers should be allowed transportation
expense inasmuch as said State Relief Administration does not refer clients to
projects where transportation costs exceed 140 per day.
After discussion, it yras moved by Councilman Hesser, seconded by
Councilman Selby; the following resolution'be adopted:
RESOLVED, that the communication froid David V..Gill,�County Supervisor
of Operations,-'by Gordon Z. Hackett, to Victor D. McCarthy,�City Clerk, dated April
7th, 1941, relating to allowance of certain cliarges for transpor'ta'tion in connection
with the furnishing of State Relief Administration workers to the Cityf "of •El
Segundo, be placed on file in the` -office of the 0 ity Clerk;

AND, BE IT FURTHER RESOLVED, that in view of the facts as indicated in
said communication and as known to this Council, that the Street Superintendent,
as part of the consideration for the furnishing by the State Relief Administra-
tion to the City of E1 Segundo of relief workers under existing contract of
said City with said Administration, be and he is hereby authorized and directed
to furnish to the respective Relief Administration workers furnished to said
City under said contract, a gasoline.allowance,in ' ac ' cordande with the facts as
indicated in said letter from said Gordon Z. Hackett., so, as to permit the
continuance of the furnishing by said Administtlstion to said City of such
Relief Administration Workers.
The foregoing resolution was adopted by the following vote:

CASA DEL REY HOTEL, Santa Cruz, California, relative to the Bolding of
the 13th Annual Spring Conferenee'of the California Sewage. Works Association
at Santa Cruz, April 19th to 22nd 1941. Ordered filed.
LEAGUE OF CALIFORNIA CITIES, its Legislative Bulletin No.-3, dated
April 3rd, 1941, explaining the present status of certain bills now pending
before the State Legislature. The contents of the communication were discussed,
following which it was moved bjr Councilman Selby, seconded by Councilman Love,
that the'City Clerk of the-City of E1 Segundo be and he is here7�y authorized
and directed to immediately communicate with Assemblyman.lack B. Tenney,
and Senator Robert W. Ssnny,.rapresenting this a3�ea*in_ the respective Houses
of the State Legislature, advising said Legislators that the City Council of
the City of E1 Segundo favors and recommends the adoption'of A.B,.'1058,
S. B. 684 and S. B. 841, and requesting said Legislators to advocate their
adoption by the State Legislature, Carried.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City.Clerk reported that on Tuesday,.April 8th,.1941, a conference
between City Attorney Woodworth,-City Engineer Hutchins,,and himself, representing
the City, and Mr. Smith, representing the Legal Department of Douglas Aircraft
Corporation, was.held.in Mr._Woodworth's office in Inglewood, relative to the
matter of .satisfying the`City of'E1 Segundo with reference to water mains .
existing�in that part of .the said City adjacent to.Douglas Aircraft.Corporation's
E1 Segundo factory, with particular reference to a certain water main which
crosses the property of said Company; that Mr. Woodworth explained to Mr. Smith
the complete history of the.matter.of nerving water to that Brea, and explained
also the City's desires with respeet to the water main 'in question.
At the conclusion of the conference Mr. Smith stated that he was '
without authority to obligate his Company,.but that he would immediately report
to his superiors and advise.the.City of.E1 Segundo when any decision has been
reached by them.
The City Clerk presented for the. Coungil'a- `consideration, a Parks.
Department Vacation Schedule, as prepared and submitted by Mr. Charles McIlwaine,
Parks Superintendent.
After the same had been read to.tb C ouncil,; it ways moved by Councilman
Hesser, seconded_ .by Councilman. Selby., that .the Parks, Department Vacat %on Schedule,
as prepared and presented to this Council'.by:.Charles Mellwaine, Parks Department
Superintendent, be received and placed on file in the office of the City Clerk
for identification and reference; that the schedule therein set forth be adopted

as the 1941 Vacation Schedule.for employees of the Parks Department, entitled to
vacations during-the Calendar Year 1941; it being provided, however., that the
right be reserved in the Superintendent of said-Parks-Department to alter.or vary
this schedule'in his'discretion, so.as to best serve the interests-and requirements
of said Department and of the City'of El-Segundo,. Carried by the following vote:

The City Clerk reported that Mr. Britt L. Bowker had delivered to him for
acceptance by the City of E1 Segundo, a Grant Deed, executed by Angie B. Farnsworth,
dated Tanuary'24th, 1941, conveying to said -City title to Lots 40 and 41, Block
421, E1 Segundo Sheet No. 3.
It appearing that the parcels of land referred .to are parcels which Mr.
Bowker had previously been instructed to purchase for the City of E1 Segundo, it
was moved by Councilman Selby, seconded by'Councilman Love, that the following
resolution be adopted:
RESOLVED, that that certain Grant Deed, dated January
24th, 1941, executed by Angie B: Farnsworth, granting.to the
City of E1 Segundo Lots 40 and 41, in Block 42, E1 Segundo
Sheet No. 3, in the City of El Segundo, County of Los Angeles,
State of California, as per map recorded in Book 20, Page 22:•
of Maps, records of Los Angeles County, California, on file
in the office of the County Recorder of said County, and the
property conveyed thereby, be and the same are hereby accepted
on behalf of'the City of El Segundo;
AND, BE IT FURTHER RESOLVED, that the City Clerk.of'.the
City of E1 Segundo is hereby directed to cause said deed to be
recorded in the office of the County Recorder of Los Angeles
County, California.

The City Engineer and the Street Superintendent filed a report dated
April 9th, 1941, recommending the acceptance by the City-Council of the work
performed by Oswald Bros., contractor, under their contract with,-the City of
E1 Segundo, dated December 31st, 1940, for the improvement of Grand Avenue,
between a point easterly of Eucalyptus Drive.and Sepulveda Boulevard, which
report sets forth also the estimated amount of money due said contractors at .
this time. Moved by Councilman Love, seconded by Councilman Selby, that the
following resolution be adoptedi
RESOLVED, that that certain communication *r report

Special City Attorney Bernard Lawler reported receipt of a communication
from the Board of Supervisors of Los Angeles County, dated April 2nd, 1941,
stated that upon the recommendation of the Delinquent Tax Lands Committee, the
Board of Supervisors, on April 1st, 1941, adopted an order denying this City's
application for the purchase of certain tax deeded lands, but going on record
as being willing to entertain an offer from the City to purchase -the properties
on a two -year option basis after elimination of 19 parcels raferred to in the
Delinquent Tax Lands Committee's report, copy of which is attached to said
before mentioned communication, at. prices based on the-County's established
formula, with a minimum price of $15.OQ for any parcel. . He recommended that
an option agreement be entened into with the County -of Los Angeles and the
Council concurring, he was directed.to prepare a form of resolution for presentation
to this Council at its,next meeting.

NOW, THEREFORE, BE IT RESOLVED, that as a fire
prrnnti*etn and protective measure, the Street Superin-
tendent of the City of B1 Segundo be and he is hereby
authorized and directed to cause all -weeds and rank growth
to be cut from vacant lots throughout the -City, where, in
his discretion, such weeds or growth are or may create a
fire hazard.

Street Superintendent Chilson advised the Council of the necessity -for
purchasing thirty gallons of traffic lacquer for striping and restriping
certain of the thoroughfares within the -City of E1 Segundo, the cost of which
paint would approximate $60900. Discussion relative to the matter followed
and by general consent purchase of said paint was authorized.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
following resolution be adopted:
WHEREAS, under the provisions of Ordinance No. 10 of the
City of El Segundo, the Street Superintendent'of the City of
E1 Segundo is empowered to grant permits to applicants who
may desire to make excavations in-the public streets or to
propel motor vehicles or other vehicles over or across cement
curbs and sidewalks at points-where sidewalks or curbs were not
originally constructed for crossings of this character;
.AND, WHEREAS, Frank H. Chilson,. Street Superintendent of the
City of E1 Segundo has discussed with this Council the matter of
deposits which should be collected from licensees in event of
the issuance or any such peraite;
AND, WHEREAS, this Council believes that the'schedul'e'of rates
for determining the amounts of deposits as discussed -with this
Council this date is reasonable -and fair;
NOW, THEREFORE, ' BE IT RESOLVED.-that such sehedular be and the same
is hereby adopted.-as follows, to -wit:
