Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall.of said City oji the..above date, having been called to order at 7:00 P. Y. by Peter -E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and layor Binder. Councilmen Absent: None. Other Officers Present: R. T. Hutchins - City Engineer. Bernard Lawler - Special City Attorney. . Charles McIlwaine - Parks Superintendent. C1yde.Woodworth- --City Attorney. Victor D. McCarthy -.City Clerk. READING OF MINUTES OF PREVIOUS MEETING. ' The minutes of the regular meeting held on the 26th day of March, 1941, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. WRITTgN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following the reference to each hereinafter: CALIFORNIA ASSOCIATION OF- -PARK-AMU3 ISTRATORS, dated March 25th, 1941, giving notice of its regular meeting April 11th, 1941, at South Pasadena and San Marino. Moved by Councilman Hesser, seconded by Councilman Gerow, that Park Superintendent McIlwaine be authorized to attend the meeting of California Association of Park Administrators at South Pasadena and San Marino, April 11th, 1941, and to file his demand for his actual and necessary expenses in connection therewith, such demand to be audited and approved in the usual manner before payment. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman None. H. L. SYRAM, County Tax Collector, dated March 17th, 1941, giving notice of the sale at public auction, April 11th, 1941, of two parcels of land within the City of E1 Segundo, heretofore sold to the State for delinquent taxes, such parcels being particularly described in the list attached to said communication. Ordered filed. MUNICIPAL RESEARCH COMPANY, dated March 25th, 1941, submitting a plan to return to the active tax rolls parcels of real property within the City of E1 Segundo, which have been deeded to the State for unpaid taxes. By general consent the communication was referred to Special City Attorney Lawler for consideration and report. LOS ANGELES'COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated March 25th, 1941, edvising that a special committee of said Division has made recommendations to the Board of Supervisors of Los Angeles County, with reference to the allocation to the 45 cities of Los Angeles County for the Year 1941 -42 of gasoline taxes and motor vehicle license fees, which may be received by the County, transmitting therewith a list showing the amount to be allocated each City and requesting the City Council adopt a resolution endorsing such plan and forward a copy of such resolution to the Board of Supervisors._ Moved by Councilman Hesser, seeonded.by Councilman Love, that the communication from Los Angeles County Division, League of California Cities, dated March 25th, 1941, with reference-'to a program adopted.by.a.,special committee of -said League for the distribution of gasoline taxes_anci motor vehicle _license revenue to the . 45 cities of Los Angeles County,..by the Board.of Supervisors of said County, be received and placed on file in*the office of the City Clerk; and'be it resolved that the following resolution be adopted: WHEREAS, the 45-cities of Los .Angeles County, representing 85% of the population-and 57% of the primary highway aileage of the County are sorely in need of additional funds for street construction and maintenance purposes; and WHEREAS, there.has been no increase in the amount allocated as "Aid to Cities" by the County Board of Supervisors for the past several years, while the income to the County from gasoline taxes and motor vehicle license fees has increased about. #1,000,000.00 in two years and the annual payment for unemployment relief bonds has been reduced -over $800,000.00 in two years, thereby making a net increase of approximately $1,800,000.00 for expenditure on roads and streets; and. WHEREAS, the Board of Directors of the Los Angeles County Division, League of California Cities, has approved and submitted to the County Board of Supervisors a gasoline -tax and motor vehicle license fee distribution proposal, which takes all of these factors into consideration on a fair and equitable basis; - NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo, California, concurs in the action taken by the Board of Directors of the Los Angeles County Division.-League of California Cities, and urges the County Board of Supervisors to allocate -to -the -City -of -E2 Segundo-the-vmount - of -45;' ",W -ia the 1941 -42 budget of the Special Road Improvement Fund and the County Good Roads Fund in accordance with the proposal of the Los Angeles County Division, League of balifornia Cities.. TINGLEY, dated April 2nd, 1941, making application for a permit and license.to conduct an archery. and air rifle range near.the corner of Sepulveda Boulevard and Imperial Highway., within the City of El Segundo. -Following consideration and discussion, by members of the Council and Mr. Tingley, who was present in the Council C hamber,.it.was moved by Councilman Selby, seconded by Councilman Gerow, that B. Q, Tingley be and he is hereby granted pemission to operate and maintain an archery and air rifle range at a location on the East side of Sepulveda Boulevard,-south of . Imperial Highway,: within the City of E1 Segundo, provided said business is conducted in a manner satisfactory to the Chief of Police of the City of E1 Segundo and in conformity with ordinances of the City of E1 Segundo, which may in any manner govern the conduct of said business; provided further, the business shall be conducted with due regard to the peace, health and safety of the public; that the license fee, as prescribed by'the - business license ordinance of the Cit� of El Segundo be paid when due; provided further, that it is understood by the r . seethat this pe=rt is temporary:and.revodable and may be revoked at any by.the City Council of,the City*of E1 Segundo, without cause, without notice and without'liability; provided further that this permit shall ipso facto terminate unless the licensee named herein shall pay the requisite license fee and procure his license within sixty.days from date hereof. BOARD OF SUPERVISORS, COUNTY OF LOS AWE=, dated March 27th, 1941, trans- mitting a copy of a resolution adopted by said Board, March 25th, 1941, declaring P-..'9347'1 portions of Inglewood - Redondo Road within the City of E1 Segundo, a part of the County system of highways and requesting consent of the City of E1 Segundo for the improvement of the area by said County. Moved by Councilman Gerow, seconded by Councilian Selby,..the following resolution be adopted: WHEREAS, the Board of Supervisors -of the_County'-of Los' Angeles, did, on the 25th day of March, 1941, adopted a resolu- tion in words and figures as follows, to -wit: "WHEREAS, by reason of its location and travel thereon, the hereinafter named street in the City of El Segundo, County of Los Angeles, dtate' of California, should be a part of the system of county highways in said county; and WHEREAS, it is the purpose of the Board of Super- visors of said County to improve said street, provided the consent of the governing body of said City shall first be given; NOW, THEREFORE, BE IT RESOLVED by the Board of Super- visors of the County of Los Angeles, State of California, that the following named street between the limits thereof indicated in the table below, and being within the City of E1 Segundo, is hereby declared to be a part of the_ County System of Highways in said County, as provided in Secs. 1700 to 1702 inclusive, Chapter 29.-Statutes of 1935; and BE IT FURTHER RESOLVED by said Board that said street be improved by said.County.in the manner set.forth in the table below., provided-the , consent of the governing-body of said City shall first e given. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Street Superintendent Chilson, through the City Clerk, reported that he had been furnished a "number of workmen through S. R. A. and that these men are being used advantageously in cleaning weeds from parkings and in a general clean -up program. He requested also that Monroe Painter, an employee in his Department, be granted his vacation beginning'April'7th, 1941. Moved by Councilman Gerow, seconded by Councilman Love, that Monroe Painter be and he is hereby granted his customary annual two weeks vacation, beginning April 7th, 1941. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The City Engineer reported having delivered to Santa Fe:Land Improvement Company, Interstate Engineering and Aircraft Company and Sperry Gyroscope Company, forms of easements for use by these concerns in granting to the City of E1 Segundo rights of way for the widening of Imperial Highway, but that no response has been received from any of said Companies to date. City Attorney Woodworth reported that a conference will be held in his office at 9 o'clock Tuesday, April 8th,'with representatives of Douglas Aircraft Corporation, for the purpose of discussing matters now pending between said Company and the City of E1 Segundo and he invit6d any members of the City Council, City Engineer, Street Superintendent and City Clerk.to be present if they desire. The City Attorney reported having prepared forms of resolutions for the naming of Sepulveda:Boulevara and portions .of'WalnutJAvenue.within the City of E1 Segundo, also ordinances establishing set back lines on certain streets within said City, which he delivered to the'City Clerk for presentation at the proper time. Charles Mcllwaine, Park Superintendent, reported the need for purchasing materials with which to make up spray for.the destruction of plant pests; whereupon it was moved by Councilman Hesser, seconded by Councilman Love, that Park Superintendent McIlwaine be authorized to purchase ingredients necessary to compound plant spray,at a cost'not to exceed $8.00, plus California State Sales Tax. Carried W the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. UNFINISHED BUSINESS. The City Clerk at this time presented Ordinance No. 242, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, PRESCRIBING RULES AND REGULATIONS GOVERNING THE PLATTING AND SUBDIVIDING OF LANDS AND THE FILING AND APPROVAL OF SUBDIVISION MAPS WITHIN SAID CITY, and read the number and title of the same to the Councilq Discussion was then P - 936 had with reference to the said Ordinance and the Council members having read the same and being faiiliar with its provisions, it was moved by Councilman Love seconded by Councilman Hesser , , that the further reading of said Ordinance No. 242 b8 and the same is hereby, waived. It was thereupon moved by Councilman Gerow, seconded by Councilman Selby,. that Ordinance No. 242, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, PRESCRIBING RULES AND REGULATIONS GOVERNING THE PLATTING AND SUBDIVIDING OF LANDS AND THE FILING AND APPROVAL OF SUBDIVISION NABS WITRIN SAID CITY, which was introduced at a regular meeting of this Council held March 26th, 1941, be adopted. Absent: Councilmen None. - - In the matter of repairs to Water Well No. 6 of the Water Department of the City of E1 Segundo, referred to under new business at the last regular meeting of this Council, the'City Engineer'presented an analysis bf pumping needs of the City of E1 Segundo, consiating'of three pages, numbered 1 to 3 inclusive, dated March 26th, 1941, together'with a letter dated'March 31st, 1941, entitled: "Supplement to Analysis of Pumping Needs Submitted March 26th, 1941 ", which contained his recommendations as to the work which should be done at this time. Following consideration of the matter, it was moved by Councilman Selby, seconded by Councilman teaser, that the following resolution be adopted: RESOLVED, that that certain report entitled: "Analysis of Pumping Needs of the City of E1 Segundo, California, Water Department, March 26th, 1941", and that certain su�pplem' to analysis of pumping needs submitted March'26th, 1941, dated, March 31st, 1941, presented to this Council this date by R. T. Hutchins, City Engineer, be.received and placed on file in.the Office of the Oity Clerk for the purposes'of identification and reference; AND,. Councilman Love introduced Ordinance No. 245, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE ESTABLISHMENT OF CERTAIN SET BACK LINES ON CERTAIN PORTIONS OF PAIN AVENUE WITHIN THE SAID which was read. Councilman Selby introduced Ordinance No. 246, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE ESTABLISHMENT OF CERTAIN SET BACK LINES ON CERTAIN PORTIONS OF WALNUT AVENUE WITHIN THE SAID CITY, which was read. The Four - Square Gospel Church requested permission to use the Grand Avenue Perk and public address system of the City of E1 Segundo on Easter Sunday, beginning at the hour of 5:00 A. M. for the purpose of holding a Sunrise Service. Moved by Councilman Hesser, seconded by Councilman Gerow, that E1 Segundo Four - Square Church be and it is hereby granted permission to use the Grand Avenue Park and the Public Address Sytem of the City of E1 Segundo-, Sunday, April 13th, between the hours of 5:00 and 7:30 A. M.; provided said organization shall arrange for the transportation from the City Hall to the Park and return of the City's public address system and shall arrange for its connection for use at said Park and its safe guarding while in said organization's possession. Mrs. Frances Macdonald requested permission to use the City Hall Auditorium, Friday, April 4th, 1941, for the purpose of conducting a young people's dancing class therein on said date under the sponsorship of E1 Segundo Woman's Club. Following consideration, it was moved by Mayor Binder, seconded by Councilman Love, that El Segundo Woman's Club, pursuant to the application of Mrs. Frances Macdonald, made orally through the City Clerk, be and it is hereby granted permission to use the City Hall Auditorium on the evening of April 4th, 1941, for the purpose of conducting a dance or dancing class, sdch permission being subject to previously adopted regulations respecting the use of said Auditorium. Moved by Councilman Hesser, seconded by Councilman Gerow, that the purchase of approximately 100# of Pluminum paste,for.making paint to paint the steel water tanks of the Water Department of the City of El Segundo, be and the same is hereby atthorized and directed, at a cost of not to exceed $75.00, plus California State Sales Tax. P - 94d Moved by Councilman Hesser, seconded by Councilman Gerow, that the Water Department of the City'of El Segdndobe and it is hereby authorized and directed to furnish all of the labor and materials necessary and to install a sprinkler system'ii the parkway along the West aide of Water Department property within the City of -E1 Segundo on Lomita Street, between*Grand Avenue and Holly Avenue, at a cost of not to exceed $165.00, the same to be a charge against the Water Works Fund of the Water Department of the °said City..
