Love, that the City Engineer of the City of E1 Segundo be directed to procure competitive bids for re- roofing the City's d.°relling house located at 616 S':'est Imperial High - way. The Chief of Police reported that .he ha • conferred with Mr. McGhee of Douglas Aircraft Corporation, El Segundo Division, with further reference to the construction_ of a pistol range or. property of Douglas Aircraft Cor- p=aticn, within the City of E1 Segundo, but had heard nothing iLirther from him. 11e reported having conferred also with representatives of 'V.P.A., and was informed that this agency continues to accept projects of this nature and is ailling to over_ a project for the construction of a pistol range for the City* of El Segundo. No other action vras taken at this time. The City .Engineer reported having conferred with the gentleman rep- resenting certain interests which the Council had been informed contemplated the erection of a large number of dwelling houses westerly of Sepulveda Boulevard, between imperil niE_huay and ";alnut Avenue, within the City of El Se..undo, with reference to said organization's contributing toward the cost of the construction of a sewer line in a portion of Ualnut Avenue, adjacent to Sepulveda Boulevard, so that other property ot•Tners in the vicinity might be given sewer service, as well as the property hereinbefore referred to. As a result of the conference it appears that there is nothing definite ,:-ith respect to the early construction of the houses referred to, and that if the Airport Motel and other properties adjacent to Sepulveda Boulevard End "ialnut Avenue desire sewer services at this time, it is apparent they will receive no co- operation from the owners of the property lying northerly of 1alnut Avenue. City Engineer Hutchins reported having attended a meeting last week which was the first meeting held,as required by law,to consider the master plate for shoreline development in Los Angeles County, as prepared by Los Angeles County Planning Commission; that at said meeting plans prepared as aforesaid were presented; that there was no objection thereto; that a second meeting, as required by lava, will be held in the future, and that the City of El Segundo will receive notice thereof.. UIMNISHED BUSI1,ESS, The City Engineer presented to the Council an estimate for the purpose of making progress payment No. 1 of the amount due Oswald Brothers under their contract with the City of E1 Segundo for the improvement of West Grand Avenue between Concord Street and.the westerly city limits, which - indicates the amount due said firm at this time if the Council is ready to accept the work performed by said contractors. Street Superintendent Gunn, who was present at the meeting, was questioned by Mayor pro tem Hesser with reference to said work and he stated that the work is satisfactory to him and he is willing to accept the smae. It was thereupon moved by Councilman Gerou, seconded by Councilmen Selby, ti:at the following resolution be adopted: RESOLVED, that the work or improvement of Grand Avenue between Concord Street and the westerly city limits, as recently completed by Oswald Brothers under contract with the City of El Segundo, said contract being dated August 7th, 1940, be and the •saxae is hereby accepted on behalf of-said City; and $E I^ FtJR TIftR :MSOLV-ED, that a progress payment of $4222.49, being the amount due said at at this time in accordance with an estimate prepared by the City Engineer of the City of E1 Segundo, be made and the City Clerk be authorized to prepare a warra_at in said sum to be signed by the 1.1ayor and which shall be paid by the City Treasurer when presented in proper foie. Id. at this meeting having heretofore been fixed as the date and hour for further considering bids heretofore received by this Council for furnishing the City of El Segundo certain fire apparatus and equipment as advertised for, the Mayor pro tern announced that fact and stated that said hour had arrived and that the Council at this time would proceed with a further consideration of said bids so received. Fire Chief McConnell, who was present at said meeting, was asked if he had any recommendation to make and he thereupon informed the Council that after making due investigation, he would recommend thatAhe bid of United Fire Engine Corporation, the firm which presented the lowest bid, be accepted. It was thereupon moved by Councilman Selby, seconded by Council- man Gerow, that Resolution No. 514, entitled: A RESOLUTION OF THE CITY COUNCIL OF TIC CITY OF EL SEGUNDO, CALIFORNIA, ZIARDING TO UNITED FIRE EI \IGIPC CORPORATION THE CO1TfP,'1CT FOR FURNISF.ING SAID CITY WITH CERTAIN FIRE APPARATUS AND LQJTIP- PT" NT , vrhich was read, be adopted. The Chief of Police reported having had correspondence with several agencies with respect to the installation of traffic control signals at Imperial Highway and Sepulveda Boulevard, and that it is apparent there- from that such signals will not be installed until a better showing of the necessity therefor is made. Bernard Lawler, Special City Attorney, addressed the Council with reference to the necessity for taking certain official action with respect to the acquisition by the City of E1 Segundo of certain tax delinquent property, to -wit: Lot 1, Block 39, El Segundo, which it is the Cityts desire to acquire for public street purposes. Moved by Councilman Selby, seconded by Councilman Love, that the City Engineer of -che City of E1 Segundo be and he is hereby authorized and dir- ected to cause a white center line stripe to be painted on Imperial Highway between Liain Street and Inglewood- Redondo Road, in event he can procure the co- operation of the City of Los Angeles in that connection, by having them provide the necessary labor and machine therefor, in which event he is authorized and directed to purchase the necessary paint at a cost of not to exceed X81.00, plus California State Sales Tax. Carson, the purported owner of Lot 36, Block 42, ­1 Segundo, has offered to sell said lot to the City of El Segundo at a price which this Council deems satisfactory; and this Council feels that- it is' desirable._te - $ Yip.. •. purchase said lot, which lies between certain othet lots o�Tned by the City - in said Block; NO', ", T_ =FORE, BE IT =1 OL7ED, that the City Clerk of the City of El Segundo be and he is hereby authorized and directed to open an escrow with any reputable escrow agency for cons,,ulmating the purchase of Lot 36, Block 42, El Segundo, a a cost to the City of not to exceed $175.00, plus an escrow fee of not to exceed 010.00, provided the City may acquire title free and clear of encumbrances except conditions, restrictions, reservations, rights, and rights -of -way of record and coir!mon to other property in said block, and to current and P '738 and delinquent unpaid taxes and assessments, if any, and provided, further, that said City shall be furnished a Title Insurance Policy in amount of not less than $175.00 by some reputable title insurance company of Los Angeles County, California. Cotton, Accountant and .uditor, be and he is hereby awarded the work of auditing the books _� accounts of the City of �l Segundo, for the fiscal year ending June 30th, 1911, at the price named in his bid therefor, to -wit: 1';460.00, it being understood that said audit shall be made on a quarterly basis, for the quarters ending Septei,iuer 30th, 1940, December 31st, 1940, Yarch 31st, 1941 and June 30th, 1941.
