A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said
City on the above date, having been called to order at 7:00 P. M. by
Peter E. Binder, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 4th day of September,
1940, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by-Councilman Selby, the minutes be approved as read. Carried.
WRITTEN COPjJMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
MR. & MRS. HERBERT STRIBLING, dated September 6, 1940, expressing
appreciation for the installation of a street light at Walnut Avenue and
SeAulveda Boulevard. Ordered filed.

SPECIAL ORDER,OF BUSINESS.
The hour of 7:15 o'clock -P. M. at this meeting having heretofore been
fixed as the time and place for receiving bids for furnishing the City of
E1 Segundo certain fire apparatus and equipment, the Mayor announced the
arrival of the hour of 7:14 o'clock P. M. and requested that any person or
- persons present in the Council Chamber desiring to file bids for furnishing
said apparatus or equipment, do so immediately.
The hour of 7:15 o'clock P. M. having arrived and all bids being in,
the Kaycr declared the time for receiving bids'for furnishing the City of
El.Segundo certain fire apparatus and equipment as advertised for, closed
The City Clerk thereupon announced that four bids had-been received. _
It was then moved by Councilman Love, seconded by Councilman Hesser, that
the Council proceed to open, examine and publicly declare all bids received
this date for furnishing the City of El Segundo certain fire apparatus and
equipment as advertised for.
The Council thereupon proceeded to open, examine and publicly declare
all of said bids *which said bids were found by said Council to be as follows,

Accompanying said proposals was a letter dated September 10th, 1940,
supplementing the foregoing and in confirmation thereof, which letter
contains explanatory matter.
Also accompanying said proposals was a Bidder's Bond in the penal sum
of X1750.00 with American Surety Company of New York as Surety,.and
Seagrave Corporation as Principal, together with specifications and
descriptive matter pertaining to the apparatus proposed to be furnished.
Following the opening, examination and declaration of said bids, it
was moved by Councilman Gerow, seconded by Councilman Selby, that all
bids received this date for furnishing the_City of E1 Segundo certain
fire apparatus and equipment as advertised for, be taken under advisement
until the hour of 7:15 o'clock P. M.,•Wednesday, September 25th, 1940.
Carried.
ORAL COMMUNICATIONS.
Mrs. Herbert Stribling addressed the Council relative to connecting
the Airport Motel, operated by herself and her husband, at 1814.East Walnut
Avenue, to -the public sewer in Sepulveda Boulevard, and inquired if the
City would pay any portion-of the cost of the lateral sewer line which would
be required in such case or if applicant would have to pay the entire cost.
Also in event applicant paid entire cost, if any portion thereof could be
refunded in the future in event other users connect with said lateral line.
Mrs. Stribling added that through a guest at her Motel she has learned that
a large number of dwelling-houses soon will be constructed in the unimproved
area north of her Motel, between Walnut Avenue and Imperial Highway, and
that these houses will require sewage•facilities. Following discussion
participated in by members of the Council, the City Engineer and the City
Attorney, it was determined by general consent that the City Engineer should
confer with the person contemplating the erection of the dwelling houses
referred to and ascertain if he will co- operate and participate in the cost
of the construction of the lateral line required to provide seiner service to
said Motel,and to report to this Council the result of such conference.
REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
City Engineer Hutchins reported receipt of a communication from the
City-Engineer of the City of Los Angeles, dated September 5th, 1940, bearing
the title 1163- Signs.Erection of signs at intersection of Vista del Mar and
Coast Blvd." which letter states that the location at which the City of El
Segundo proposes to erect directional signs, at the intersection of Vista
del Mar and Coast Boulevard, within the City of Los Angeles, meets with the
approval of said City Engineer and it is now in order for the City to proceed
with the erection. The City Engineer advised further that on the basis of
the approval of the City Engineer of the City of Los Angeles, he has author-
ized the Automobile Club of Southern California to proceed with the install-
ation. By general coz3sent the communication was ordered filed in the office
of the City Clerk and the action of the Engineer in authorizing the install -
ation of the signs was ratified and approved.
The Chief of Police reported that the Automobile Club of Southern
California has been given an order to install certain Boulevard Stop signs
at certain street intersections within the City of E1 Segundo as heretofore
authorized by this Council.
City Attorney Woodworth advised having had a conference with Mr.
Belford of the Division of Highways of the State of California with reference
to a possible encroachment upon the state highway at the southeast corner of
Sepulveda Boulevard and Imperial Highway by the erection of an advertising
sign, and that Mr. Belford felt thatif the matter were referred to the
City Attorney for further.handling, the problem might be worked out satis-
factorily to all parties concerned. It was thereupon moved by Councilman
Selby, seconded by Councilman Love, that the matter of the erection by
Standard Oil'Company of- California, of an advertising sign at the south-
east corner of Sepulveda Boulevard and Imperial Highway, be referred to
City Attorney Woodworth for further handling. Carried.

Chief of Police Hutchins announced the appointments of John A. Barber
and James B. Simpson as Special Police Officers of the City of E1 Segundo,
and requested the.Council's approval of such appointments. Moved by
Councilman Hesser, seconded by Councilman Love, that the appointments by'
the Chief of Police of the City of E1-Segundo of John A.•Barber'and Jam=s
B. Simpson as special police officers of the City of E1 Segundo, be and
the same are hereby approved. Carried.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
transfer of $2500.00 from the General Fund of the City of E1 Segundo, to
El Segundo Public Library Fund be and the same is hereby ordered, and the
City Clerk and the City Treasurer of the City of E1 Segundo are hereby
directed to make appropriate entries in their respective books of record
respecting said transfer. Carried by the following vote:

MENTAL MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF 140
GAS TAX ALLOCATED FOR STREETS OF MAJOR IMPORTANCE,
which was read, be adopted. The foregoing resolution was carried by the

At this point the matter of an ordinance regulating the maintenance
of Rest Homes within the City of E1 Segundo was discussed and the regul-
ations with reference thereto adopted by other political subdivisions were
examined, resulting in an instruction, by general consent, to the City Attorney
to prepare an ordinance regulating the operation and maintenance of Rest Homes,
for presentation to this Council at a later date for its further consideration.
Moved by Councilman Hesser, seconded by Councilman Selby, that the purchase
of four tires for use on a patrol car of E1 Segundo Police Department, be and
the same is hereby authorized at a cost of not to exceed $60.00, plus California
State Sales Tax. Carried by the following vote:

Moved by Councilman Gerow, seconded by Councilman Love, that the painting
of a white center line stripe on West Grand Avenue; the painting of a white
pedestrian lane at Grand Avenue and Concord Street and the purchase of a ped-
estrian crossing sign, be and the same are hereby authorized and directed.

Moved by Councilman Selby, seconded by Councilman Love, that the City
Engineer of the City of El Segundo be and he is hereby authorized to employ
an instrument man (engineer) or draftsman at the earliest date a person with
qualifications satisfactory to said Engineer- may be found, such person so
employed shall be employed and compensated in accordance with current resol-
ution of this Council respecting the hours of employment and rates of compen-
sation to be paid municipal officers and employees. Carried by the following

Moved by Councilman Selby, seconded by Oouncilman Hesser, that Clyde
vroodworth, City Attorney of the City of El Segundo, be authorized to take
his customary annual two weeks' vacation at such time as, in his judgment,
the business of his office will justify. Carried by the following vote:

Moved by Councilman Selby, seconded by Councilman Love, that all
members of the City Council, the City Engineer and the City Clerk be
authorized to attend the convention of the League of California Cities
to be held at San Diego, California, September 16th to 19th, incl.,
1940, and to file their demands for their actual and necessary
expenses in connection with such attendance, to be audited and
approved in the usual way before payment. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.

The Mayor announced receipt of a booklet setting forth the master
plan for shoreline development as prepared by the Los Angeles County
Planning Commission, and that a public meeting for the discussion of
said plan will be held in Los Angeles September 18th, 1940, at which
meeting he felt the Engineering Department of the City of E1 Segundo
should be represented. It was thereupon moved by Councilman Selby,
seconded by Councilman Hesser, that any member of the City Council
desiring so to do, be authorized, and the City Engineer of the City
of El Segundo or his representative, be authorized and directed to
attend the public hearing respecting the master plan for shoreline
development prepared by Los Angeles County Planning Commission, to be
held in Los Angeles September 18th, 1940, and to file their demands for
their actual and necessary expenses in connection therewith, such demands
to be audited and approved in the customary manner prior to payment.

Moved by Mayor Binder, seconded by Councilman Hesser, that all wading
pools of the City of El Segundo which have been open to public use during
the current summer months, be now closed until the further order of this
Council. Carried.
Moved by Councilman Selby, seconded by Councilman Love, that the
Street Superintendent of the City of E1 Segundo be and he is hereby author-
ized and directed to improve that portion of east Palm Avenue between the
easterly line of Lot 6, Block 92, and the westerly line of the Fisher
Subdivision, all within the City of El Segundo, by constructing therein
an improvement similar to that now being constructed in said east Palm
Avenue between Sheldon Street and the easterly line of Lot 6, Block 92.
Carried by the following vote:
