A regular meeting of the City Council of the City of El Segundo, California, was held in the Council..Chamber of the City Hall of said City on the above date, having been called to order at 7:00 o'clock P. hi. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present; Gero;Ar, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. Other Officers Present: lrs. Edna Leland - Re-presenting City Attorney Clyde Woodworth. R. T. Hutchins - City Engineer. A. R. Gunn - Street Superintendent. Victor D. McCarthy - City'Clerk. READING OF MINUTES OF PREVIOUS ,MEETING. The minutes of the regular meeting held on the 25th day of September, 1940, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, the minutes be approved as read. Carried. WRITTEN COM!,,UNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: HONORABLE LE-LAND M, FORD, Congressman, 16th District of California, dated September 26th, 1940, responding to the City Clerk's letter of September 18th, 1940, and transmitting copy of a letter written by Aubrey Williams, Administrator, Federal Security Agency, National Youth Administration, under date of September 21st, 1940, giving assurance that the E1 Segundo Library Building Construction Project is the type of project which N. Y. A. desires; that under the terms of the National Youth Administration Appropriation Act the life of this agency is extended to June 30th, 1941; that the Administration anticipates no shortage of labor in the State of California due to youth being otherwise engaged on the National Defense program and that it is felt every effort will be made to see that the building is completed within this fiscal year. After discussing the matter, it was moved by Councilman Hesser, seconded by Councilman Love, the following resolution be adopted: 1 EREAS, May 29th, 1940, the City of El Segundo filed with the Federal Security Agency National Youth Administration, Work Project Application No. A- 1 ;1 -11 and Project No. 710 -03 -590, for a project described as "Construction of a Public Library for the City of E1 Segundo. Building to be constructed of steel and concrete, approximately 82 feet by 42 feet with a mezzanine floor. Technical supervision to be furnished by Cosponsor and all labor performed by N. Y. A. youth ". Said building to be located at the Northeast Corner of' Richmond Street and Mariposa Avenue, El Segundo, C- ;lifornia; and - %HEREAS, under date of September 16th, 1940, Robert Wayne Burns, Administrator, Naticnal Youth Administration for California, addressed a co=.unication to the City of E1 Segundo, advising that said Work Project No. 710 -03 -590, had been approved for the amount indicated in the City's application; and P_;_0740 J WHEREAS, this Council believes that the construction of a library building for the City cf E1 Segundo at this time in accordance with plans and specifications heretofore pre- pared therefor will prove an advantageous and economical undertaking; NOW, T'rI=ORE, BE IT RESOLVED, that this Council does hereby authorize and direct the immediate commencement of the work contemplated under National Youth Administration Work- "Project No. 710 -03 -590, in accordance ". -A h the statements set forth in said application and plans and snecifications therefor prepared by John C. Austin, an architect of Los Angeles, California; that there be allocated from the General Fund of the City of E1 Segundo to defray the City of El Segundo's cosponsor proportion of the total cost of said Project, the sum of $26,647.00; that authorization be and the same is hereby given for the immediate expenditure of not to exceed $300.00 plus California State Sales Tax for small tools and equipment necessary to start said construction work; that said City Council does hereby express its preference for the employment by National Youth Administration of Mr. A. J. Sullivan of El Segundo as Superintendent of said Work; and that the City Clerk is hereby authorized and directed to convey the facts set forth in this resolution to the Los Angeles offices of said National Youth Administration. The foregoing resolution rras adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. HERBERT CROWDER, dated October lst, 1940, being an application for employment by the City of El Segundo. Ordered filed. ORAL COMtMYNICATIONS. Mr. Roy Eden, who was present in the Council Chamber, explained that he was in attendance for the purpose of listening to discussions which may take place with reference to the adoption of an ordinance regulating the operation and maintenance of Rest Homes within the City of E1 Segundo. He was advised by the Mayor that the matter would be discussed later in the meeting. Mr. A. Soeuto also addressed the Council, stating that he will take a vacation beginning next Friday. REPORTS OF STA MING COM14ITTEES. Councilman Love reported that in company with City Engineer Hutchins he had made another inspection of East Grand Avenue in connection with the proposed improvement of said thoroughfare and that he somewhat favored the City Engineer's recommendation that approximately 700 feet of curb be con- structed in the South side of Grand Avenue, between Lomita and Center Streets. The Council discussed the matter at some length, the discussion concluding in an agreement, by general consent, that said curb be not con - structed and that plans for the improvement of said thoroughfare be completed as originally contemplated. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police reported that the directional signs ordered for erection at the intersection of Vista Del i ,,ar and Coast Boulevard have been installed. P 141' The Chief of Police reported also that he had written the Supervising Examiner of the Division of Motor Vehicles of the State of California with reference to re- establishing in E1 Segundo an operators.' license examination headquarters; that no reply to his communication has. been received, but that he has been informed from other sources that it is the. intention of the Department to re- establish such service here next week. The Council, by general consent, gave permission for the use of the Council Chamber, as formerly, for such purpose. The City Engineer reported receipt of copy of a letter written by Mr. Conway of the A. T. & S. F. Railroad Company to Mr. Springer of the Douglas Aircraft Gorporation, El Segundo Division, which stated that if it is the intention to procure an easement for public street purposes over and across the right of way of the Atchison, Topeka & Santa Fe Railway Company, so as to extend Douglas Avenue to Inglewood- Redondo Road, that the City Engineer submit to said Railway Company a man showing the location and description of the proposed easement so that it might have approval before formal application is made with the Railroad Commission for its consent to the grantirlg-of such an easement. The City Engineer reported that he had submitted said map tQ said Railway Company as requested. The City Clerk reported that Mr. Smith, President of Interstate Engineering and Aircraft Corporation, located at El Segundo, had requested that the Mayor confer with him with reference to the acquisition by the City of_E1 Segundo of a municipal airport and the Mayor indicated that he would confer with Mr. Smith. UNFINISHED BUSINESS. The Building Inspector discussed the matter of adoption of the 1940 Uniform Building Code, which matter has heretofore been brought to the Council's attention, stating that he had compared the 1940 Code with the 1937 Code and that in his opinion the changes are not sufficiently important to make the adoption of the 1940 Code necessary at this time. Thereupon, by general consent, the Council indicated it would continue tq use the 1937 Code and not adopt the 1940 Code. The City Engineer reported having received quotations ranging from $66.00 to $90.00 for reroofing the residence and.garage at the Municipal Sewer Plant No. 1, whereupon it was moved by Councilman Gerow, seconded by Councilman Hesser, that the City Engineer be authorized and instructed to cause the roof of the municipal dwelling house and garage, situated at 616 West Imperial Highway, to be reroofed at a cost of not to exceed $66.00. Carried by the fallowing vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. PAYING PILLS. Councilman Selby introduced Ordinance No. 236, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE ESTABLISF11ENT A1N_D OPERATION OF REST HOI;:ES, BOARDING HOXES, HCSPIZ41S, SANITARIMIS• OR S :vITORIUJY3 IN SAID CITY, AND FIXING A PENALTY FOR THE VIOLATION THEREOF, which was read. The City Engineer stated that in his opinion the improvement of Douglas Avenue-as relocated will be desired as soon as the deed covering the land necessary is delivered to, the City and it therefore would seem desirable to proceed immediately with the plans and specifications for the improvement of said street. After discussion, by general consent, the City Engineer was instructed to proceed with the preparation of plans and specifications for the improvement of Douglas Avenue as the same will be relocated following the official abandonment of Douglas Avenue as the same is presently located; also to continue to completion with the preparation of plans for servers in the northeast acreage of the City of E1 Segundo. Councilman Selby expressed the belief that some method for warning and protecting vehicular traffic should be devised to take care of the condition now existing on 'nest Grand Avenue at the Westerly City Limits where the roadway of said Grand Avenue within the City of E1 Segundo is wider than the roadway tArithin the City of Los Angeles, as it appears that in approaching the widened portion of the roadway, automobiles have driven into the sand as they leave the narrower portion. Thereupon it was moved by Councilman Gerow, seconded by Councilman Love, that the Street Superintendent be authorized and directed to construct a safe and suitable guard fence on the South side of Grand Avenue at the Westerly City Limits at the point where the wider paving of Grand Avenue within the City of L'1 Segundo connects with the narrower.paving within the City of,Los Angeles, and the City Clerk be authorized and directed to address a communication to Honorable Harold- Harby., Councilman of the City .of Los Angeles, representing the 11th Councilmanic District of said City, which-joins the City of El Segundo, ad4i8ing that official that the City of El Segundo has completed the widening of Grand Avenue within the City of E1 Segundo and requesting that he use his best efforts to correct the dangerous condition in that portion of the.Coast.Boulevard, or Grand Avenue, as the same is commonly known, westerly of the City of E1 Segundo. Carried. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Hesser, the meeting adjourn. Carried.
