'A regular meeting of the' G,ity (Council of _the. City df E1- 'Segundo, California,
was held in the Council Chamber of the City Hall - of said City on the above
date, having been called to order at 7:00 P._M. by Peter E. Binder, Mayor.
ROLL CALL,
Councilmen Present: Gerow, Love, Selby and Mayor Binder.
Councilmen Absent: Hesser.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 15th day,of May, 1940,
were read. No errors or omissions appearing, �t was moved.by Councilman
Love, seconded by Councilman Selby, the minutes be approved as.read. Carried.
Councilman Hesser appearid at the meeting at this time, the hour being
7:08 P. M. and'he immediately took his seat at the Council table.
WRITTEN COMMUNICATIONS.
The following communications, *Rich were read to the Council, were
disposed of in the manner - indicated following,the reference to each herein-
after:
HERBERT C. LEGG, Administrator, Works Project Administration, dated
May 16th, 1940, advising -of a luncheon to be served at the newly constructed
United States Naval,and Marine Corps Reserve Armory..in Chavez Ravine,
Los Angeles, June 11th,19,40, and - inviting- the.Council and its friends to
be present on the occasion. Councilman:Gerow "and City Erigineer Hutchins
signified a willingness to attend as'representatives of'the City of E1
Segundo.
RUTH K. JONES dated May 17th, 1940, advising that E1 Segundo Four
Square Church is planning a- ground breaking service f6r d Siinday School
annex toits church building'in E1 Segundo, which service will be held on
Sunday, June 2nd, 1940-'and inviting as many City offidials as may be able
to attend to join in the parade which will precede the event. 'Councilmen
Gerow and Hessera yor Binder agreed to attend, Councilmen Love and Selby
being unable to do so. '
H. D. BRIMLEY, dated May.20th, 1940, advising that the Church of Jesus
Christ of Latter Day Saints will discontinue Sunday use of the City Hall
Auditorium and adjoining.rooms and requesting'that any unearned prepaid
rent be allowed to apply -on the charge for the special use which said
organization will make of the City Ball Auditorium, May 29th, 1940. By
general consent the communication was ordered.filed.and the Clerk instructed
to adjust the rent in.the manner requested by said organization.
JACK B. TENNEY, Assemblyman,' dated May 18th, 19400 acknowledging
receipt of the City Clerk's letter of May 10th, 1940, and a copy of a
resolution adopted by the City Council of the City of E1 Segundo, May 8th,
1940, urging the adoption of legislation intended to facilitate the
restoration to tax rolls of tax delinquent property, and stating that
he will support said proposed legislation. Ordered filed.

Division of Highways. - By general consent the notices were referred to
the Street Superihtend`ent.
LOGAN R. COTTON,, Accountant .and Auditor,, dated May 22nd, 1940,
transmitting an .analysis he had made of properties .effected by the ten -
year payment taa'plan and outlining progediite for the recovery by the
City of gl'Segundo of certain monies paid to the Tax Collector of Los
Angeles County pursuant to the rules which permit of installment -
payments of delinquent taxes.
'Moved by Councilman Love, seconded -by Councilman Hesser, that the
following resolution be adopted:
RESOLVED, that the communication from Logan.R. Cotton,
Accountant, dated May 22nd,,1940, be'placed on file in
the office of the City.;Cle�rk, together with. a copy ,of the
"Analysis of Partial Payment Accounts- .Effect.ing.Properties
in Foreclosure Actions" referred to.in and accompanying the
same, for the purposes of 'identification and reference;_
AND, BE IT.FURTHER RESOLVED, that the City Clerk be
and he is hereby authorized and instructed to forward a copy
of said communication, together.with a copy of said "Analysis
_of Partial Payment Accounts Effecting Properties;in Fore-
closure Actions" to the .,proper. officials -of .Los Angeles
County, together with a regiiest on the part of the 'Gity '
of El Segundo that the said, County. apportion _- to. the . credit

At this point the:City Clerk- read,a lettisr.:written.to the,Oouneil by
the Health Department of Los Angeles County, containing its recommendation
with reference to the oporatiop,of•a poultry establishment on:Sepulveda
Boulevard, within the City of El Segundo.. ::.Thereafter, by general consent,
the communication was ordered placed on.tile and the-City Clerk instructed
to send a copy thereof to the applicant for the permit to operate a
poultry slaughter house at 639 No. Sepulveda Boulevard and also to
communicate with the owner of the property to see whether or not it is
his intention- -to rent the property for ouch purpose.,
The City Clerk-advised the Council -that the gas water heater in
the City Hall. is worn out and needs replacement, whereupon it wan moved -
by-Councilman Selby, seconded by-- Councilman, Loge,: that - .the "City Clerk -.
be instructed to cause -a gas water heater to be installed in-the City.
Hall at a cost of not to exceed $50.00. Carried by the following vote:

City Attorney Woodworth reported 'having made a.trip,to Sacramento
in the interests of legislation effecting tax deeded..lands; that while
there he conferred- with Assemblymen Tenney, Dills.and.Lyon, who were
unanimously in favor of legislation of - thie_type. - - He conferred also
with Attorney Carpenter of the League of California-C-ities and Attorneys
Mike Telefson, Bal.gennedy and William Neal, representing California
cities,. who likewise favor this type of-legislation.. Upon his return
further conferences were held -in Los Angeles with other -City. Attorneys,
with the result that the bill has-been changed from :its.original - form
and is now known as Assembly Bill No. 140.; stated -that the
probability of its passage is� favorable:
UNFINISHED BUSINESS.
At this point consideration was given to adoption of.Specifications
SWG-1 -1940 for:the improvement of Grand.Avenue westerly,from Concord
Street. During -the discussion a recommendation was made.that - the
existing roadway-be iresurfaced. All Councilmem concurring, ,it. was
moved_hy Councilman-Love, seconded by-Councilman Selby -.that the,Cdty
Engineer of the City of E1 Segundo be and he -is hereby.'instructed to
present" to this Council corrected plans and specifications for the
improvement-of Grand Avenue from Concord Street to the Westerly 'City
Limits, such corrected'plans and specifications to -include •the resurfacing
of said highway between said points..- Carried.

advertise for bids for the purehase•of a new motorcycle for the City of E1
Segundo, which said notice - shall; Include a request for axe allowance for the
used motorcycle of.- &eid. City, ,;Lbh will :be disposed. of. Carried by the

The Chief of Police announced receipt of a communication from the State
Highway Patrol, asking for-cooperation-In connection with &.-traffic check to
be made May 25th, 19409 and stated that he would ".like to again.cooperate with
said Highway Patrol and-requested the Council's approval,-,W-hereupon it was
moved by Councilman Selby, seconded by Councilman Hesser ,that - the following
resolution be adopted:

has been requested to :permit officers of his Depn2taent_•to
participate- wIth.-the State Highway-Patrol in-a motor- vehicle _.

AND, WHEREAS, the Police Department of the City of $1
Segundo, with the consent of the City Council of said City,
has heretofore cooperated -with the State Highway Patrol of the
State of California in making traffic checks sponsored by said
Highway Patrol;
AND, WHEREAS, this Council 'believes that these-periodfa -
c4ecks are of exceeding value. to the motoring public. -Ja thatT
they promote caution- ;mnd. compliance with State laws regulating_
the operation of motor vehicles and. therefore. are of beliefit
to -the public generally;
NOW, THEREFORE-1 BE IT RESOLVED, that the- Chief : of �Pblice:..-

instructed to again noaperate, on behalf of the .0it3c of-El ,
Segundo, in that certain . traffic .check to be :held, May .25th,
1940, under the sponsorship of the State Highway Patrol of the
State of California, by. furnidhing such vehicles and man power
from the Police Department of the City of El Segundo as may
-reasonably be , delegated -for that purpose

The Chief of Police.reported_that. the -_acoustical qualities.of the
.broadcasting room of El Segundo Police.Department are such that the voices
.of certain of the officerg do not transmit well,•and that other Police
•Departments have overcome the -same difficulty by treating the ceilings of the
-broadcasting room with Celotex. He stated that, -the macessary quantity-of
-this material for installation•on the ceiling of the room in the -City Hall
-used for broadcasting purposes would cost $10.04, plus California State Sales
Tax, whereupon it was moved by Councilman Hesaer, seconded by Councilman
Selby, that the Chief of Police of the City of E1 Segundo be and he is hereby
authorized and directed to cause the ceiling in the broadcasting room of
the El Segundo Police Department to be covered with Celotex, at a total
cost of not to exceed $25.00. Carried by the following vote:

straining equipment for the use of the Police Department of the City of El

It appearing that Mr. George $enf o-, ;a resident of _the City of El
Segundo and a member of the First Aid Team-of the.Standard Oil Company
Refinery, has volunteered to instruct members of E1 Segundo Police Department
and others infirst aid.;methods, and it appearing that the City Hall
Auditorium is the only place available for the conduct of such instruction,
and it appearing also that the knowledge of first.aid methods by the Police
Department of the City of. -$1 Segundo will.be valuable to the general public,
it was moved by Councilman Love, ,seconded by Councilman Hesser, that Mr.
George Renfro be and he is hereby granted permission.to.use;the.City Hall
Auditorium, without charge, each'Monday evening, beginning June 3rd, 1940,
and for a period of eight weeks thereafter, for the purpose of conducting
classes of instruction in first aid. Carried by the following vote:
