A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said City,
on the above date, having been called to order at 7:00 P. M. by Peter E.
Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.

READING OF 14INUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 24th day of April,
1940, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby, the minutes be approved as
read. Carried.
VdRITTEN CObIIv1UNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following the reference to each
hereinafter:
GIRL SCOUTS, an invitation to the Council to attend its first
formal award cememony, Friday, Iviay 10th, from,7:00 P. M. to 8:30 P. M.
The invitation was presented by one of a group of approximately tn'enty
Girl Scouts who attended the Council meeting. Moved by Councilman Gerow,
seconded by Councilman Hesser, that all members of the Council attend said
Girl Scout award ceremony on the date and between the hours mentioned.
Carried.
.LOGAN R. COTTON, Accountant and Auditor, dated May 1st, 1940,
a^.vising that the County of Los Angeles has in its possession approximately
X3300.00, which has been paid to it by property owners who have been paying
delinquent taxes on the ten -year plan; that said sum will not be paid to
the City until it makes demand therefor upon the County and that in order
to make proper demand it is necessary to have a complete break down analysis
of these ten payment accounts.
After a discussion of the subject, it was moved by Councilman Gerow,
seconder', by Councilman Hesser, that Logan R. Cotton be and he is hereby
employed b� the City of El Segundo to make a complete break down analysis
of the delinquent tax indebtedness a =-ainst approximately 110 parcels of
real property within the City of El Segundo, the delinquent taxes on which
are beinL paid under the ten payment plan and to furnish the City of El
Seguhdo, at His earliest convenience, four copies of sucli break down analysis,
the total cost thereof not to'exceed 0200.00. Carried by the following
vote:
Ayes: Councilmen Gerona, Hesser, Love, Selby and Mayor Binder.

SPECIAL ORDER OF BUSINESS.
The hour of 7:15 P. M. at this meeting having heretofore been fixed as the
time, Place and date for receiving bids for furnishing the City of E1 Segundo
approximately 850 feet of 6" cast iron pipe as advertised for, the Mayor
announced the arrival of the hour of 7:14 o'clock P. M. and stated that any
person or Persons present desiring to file bids, should do so immediately.
The hour of 7:15 P-171. having arrived and all bids being in, the mayor
declared the time for receiving bids for furnishing the City of El Segundo certain
cast iron pine as advertised for, closed.
The Clerk announced that four bids had been received.
It was thereupon moved by Councilman Hesser, seconded by Councilman Selby,
that the opening, examination and declaration of all bids received this date
fcr furnishing the City of El Segundc with certain cast iron mine as advertised
ror, be deferred until a later hour at this meeting. Carried.

L:itting_ therewith, in triplicate, a complete analysis of all delinquent tax
deede9 Properties within the City of E1 Segundo. Ordered filed.
DAVID A. PHILLIPS, dated April 25th, 1940, being an application for
emmloyment by the City of El Segundo. Ordered filed.
PLANNING CONGRESS OF LOS ANGELES COUNTY, undated, stamped "Received
April 25th, 1940 ", announcing that this newly formed organization is a
successor to the Association of City Planners of Los Angeles County, which
was organized by the Regional Planning Co.-mission in 1925, and urging
membership in said Congress by the City of E1 Segundo. Ordered filed.
At this point, the hour being 7:80 o'clock P. M., it was moved by
Councilman Hesser, seconded by Councilman Selby *, that the Council procedd to
open, examine and publicly declare all bids received this date for furnishing
the City of El Segundo certain cast iron pipe as advertised for. Carried.
The Council thereupon proceeded to open, examine and publicly declare
all bids received this date for furnishing the City of El Segundo with certain
cast iron pipe as advertised for, which said bids were found by said Council
to be as follows, submitted on regular forms provided therefor, to -wit:

ORAL COI�SMTICATIONS.
Special City Attorney Bernard Lawler advised the Council with respect
to the progress he has made in connection with foreclosure suits effecting
parcels of real property within the City of El Segundo, which are delinquent
in the matter of the payment of special assessments levied for public imrrove-
ments and with reference to his further handling of the matter.
REPORTS OF S'IAivDING COH1T_TTTEES.
Councilman Gerow of the Public Works Committee reported that he and
Street Sunerir.tendent Gunn '..ad inspected the work of moT,^7ing 1- ,reeds throughout
the City and had discovered five or six acres which should be mowed and
some spots which should be cleaned up by hand, although the same did not
appear on the man delineating the parcels which should be mowed and cleaned
this gear. There being no objection to this work being done, it was ordered
done ov Reneral consent.
REPORTS OF OFFICERS Ad,D SPECIAL COTY1ITTEES.
_t this point the City Engineer reported having computed the bids
received this date for furnishing the City of E1 Segundo certain cast iron
ripe as advertised for, and finding that the United States Pipe and
Foundry Company is the lowest bidder. It was thereupon moved by Councilman
Love, seconded by Councilman Gerow, that Resolution No. 497, entitled:

The City Clerk reported that at the time of the death of George
i,icLauchlin, a former employee of the City of E1 Segundo, there was due
and owing to him for services rendered the City of El Segundo the sum of
$44.75; that his widow has filed an affidavit stating that Mr. licLauchlin
left no estate requiring probate, and requesting that the sum due Mr.
I= cLauchlin at the time of his death be now paid to her. The Clerk
stated further that the affidavit and request for payment are in form
substantially the same as similar requests heretofore filed with this
Council by other persons and approved by the City Attorney; whereupon it
was moved by Councilman Hesser, seconded by- Councilman Gerow., that the
following resolution be adopted:
RESOLVED, that the prayer of Elizabeth McLauchlin,
set forth in her affidavit of IMay lst, 1940, filed with
this Council this date, be and the same is hereby granted,
and that the City Clerk and City Treasurer of the City
of E1 Segundo be and they are hereby authorized and in-
structed to cancel City of El Segundo Warrants Nos. 36457
and 36625, payable to George McLauchlin in the sums of
$30.75 and $14.00 respectively; and the Mayor, City Clerk
and city Treasurer of said City, be and they are hereby
authorized and instructed to make, execute and deliver
?unicipai ,'arrant, d -awn on the General Fund, payable to
Elizabeth YcLauchlin, in amount of Y44.75, in full and
complete satisfaction of the claim of George McLauchlin
against the said City for all services rendered the said
City.
The foregoing resolution was adopted by the following vote:

Street Superintendent Gunn reported that it had come to his notice
only this evening that a retaining wall constructed this date in connection
with the erection of a new dwelling house encroaches upon public property. 116
stated.further that the work was apparently done without any permit having
been issued therefor. He further stated that there were possibly two other
encroachments which had been made prior to his taking office.
Discussion was then had with reference to the matter and during such
discussion, the City Attorney advised of numerous instances where encroachments
upon public property had given difficulty in other cities. He stated that in
'his opinion the encroachment of private structures on public property should
'not be encouraged as it could only lead to future misinderstandincs.
After further consideration, by general consent, the Street Superin-
tendent was instructed to cause the encr69chMPnt referred to in his remarks
to be removed from public property.
The City Engineer reported receipt of a communication from Herbert
Lapham, Lane agent of Santa Fe Land Improvement Company, to the effect that
a certain twenty foot setback line reservation contained in grants heretofore
made by said Company to Sperry Gyroscope Company and Interstate Engineering
Corporation have expired; that he has conferred with representatives of each
of the latter named companies, who have informed him that they will require
more time and information before advising the City of El Segundo as to their
wi-11inpness to dedicate to the City of El Segundo for bublic street purposes
t?,lenty feet of their properties adjacent Imperial Highway on the South
between Se -oulveda Boulevard and Inglewood- Redondo Road.
Park Superintendent Charles McIlwaine reported to the Council
respectins his attendance with Councilman Gerow at the meeting of Park
Administrators held recently at California Institute of Technology at
Pasadena an] respecting information received in connection with the propagation
"of plant life. He also called attention to the Western Shade Tree Con-
ference to be held in Los Angeles, 11ay 23rd, 24th and 25th, one of the
sessions of which he desired to' attend, together with Park employee J. G.
Schoeninp.
UNFINISHED BUSINESS.
Discussion was had'relative to the improvement of Sycamore Avenue
between Loma Vista Street and H'illcrest Street as heretofore petitioned for
and the ,Mayor ordered the matter tabled 'until a later date, following with the
suggestion that the Street Superintendent be directed to make a survey and
ascertain which streets are 'in a conditibn similar to that portion of Sycamore
Avenue mentioned, which might be included in a W. P. A. street improvement
project. The latter suggestion, being concurred in by the Council, was
made an order.
The proposed improvement of Grand Avenue from the Westerly City
Limits to Sepulveda Boulevard was discussed at considerable length, after which
it was moved by Mayor Binder, seconded by Councilman Hesser, that the City
Engineer be and. he is hereby'authorized and directed to prepare plans and
specifications for the widening and improvement of Grand Avenue from Concord
..Street to . the ?'desterly City Limits and.:to present the same to t* its Council at
his early conven..ience fnr its further ection. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Yayor Binder.
Noes: Councilmen None.
Absent: Councilmen_ None.
Iv_oved by Councilman Geror, seconded by Councilman Hesser, that the
Street Superintendent be and he is hereby authorized and directed to apply a

leveling course to the roadway of a portion of Grand Avenue easterly of
Eucalyptus Drive for such distances as the work may be carried on, at a
cost of not to exceed $450.00. Carried by the following vote:

NE'l BUSINESS.
The City Clerk recommended to the Council that it adopt for use in
the City of El Segundo a new form of license patented by Charles R. Hadley
Company, which permits of the preparation with one writing of numerous
copies of every license issued, which, in the opinion of the City Clerk, will
minimize the work of writing and recording licenses and at the same time
provide a proper and better record.
Yoved by Councilman Love, seconded by Councilman Hesser, that the
City Attorney be and he is hereby instructed to prepare and present to the
Council for its further consideration, an amendment to the business license
ordinance, which would have for its purpose the authorizing of the use of a
new form of license issuance and record, which the City Clerk explained to
the Council, and also to eliminate the necessity of the Mayor of the City
signing the respective licenses issued. Carried.

Officer William Allee be granted his customary annual two weeks vacation
be�-inr.ing May 10th, 1940. Carried by the following vote:

The Chief of Police reported receipt of a communication from the
State High,vay Patrol, dated April 29th, 1940, requesting his assistance in a
traffic check to be made in the near future, in which check said Highway
--atrol desired the cooperation of the cities of Redondo Beach, b= anhattan Beach,
Hermosa Beach and El Segundo. The Chief of Police explained to the Council
the extent to which he felt the City might cooperate, whereupon it was moved
by Councilman Love, seconded by Councilman Hesser, the following resolution
be adopted:

cooperative timing check of traffic will be made with the
cities of Redondo Beach, Hermosa Beach, Manhattan Beach and
El Segundo participatino, together with the officers of the
State Hi ;h,^ray Patrol,in the near future, at some point
located within said three cities;
AND, 1.=REAS, this Council feels that such periodic
checks are conducive of good results and promote Dublic
and individual safety;

of Police of the City of El Segundo is hereby authorized
and instructed to cooperate, on. behalf of the City of
E1 Segundo, in such cooperative.traffic check, by furnishing
such vehicles and man power from the police force of the
City of E1 Segundo as may be reasonably delegated for
such purpose.
The foregoing resolution was adopted by the following vote:
