A regular meeting of the City Council of the City of El Segundo, California,
was held in the Council Chamber of the City Hall of said City, on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Love, Selby and Mayor Binder.
Councilmen Absent: Gerow and Hesser.
Other Officers Present:

READING OF MINUTES OF PREVIOUS Iv=- TING.
The minutes of the regular meeting held on the 20th day of March, 1940,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
VELMA HART, Corresponding Secretary, Girl Scouts, dated March 27th,
1940, inviting the City Council and official family to a Girl Scout social,
April.5th, 1940, 7:00 P. M. to 8:30 P..M. Ordered filed.
FLOYD E. WESTON, dated March 26th, 1940, being an application for
employment by the City of E1 Segundo. Ordered filed.
46TIH ASSD -BLY DISTRICT COORDINATING COMMITTEE, thanking the Council
for permitting an Aircraft Union sound truck to broadcast in E1 Segundo.
Ordered filed.
L. W. DESSERT and 8 others, requesting the Council to improve and
pave Sycamore Avenue between Loma Vista and Hillcrest Streets. Moved by
Councilman Selby, seconded by Councilman Love that the petition be received
and filed in the office of the City Clerk and the matter of the improvement
of Sycamore Avenue, as requested, be referred to the Public Works Committee
of the City Council. Carried.

Federal Work Projects Administration,
issuance of a proclamation designating
as "This Work Pays Your Community"
After discussion, it was moved by Councilman Selby, seconded by Councilman
Love, the following resolution be adopted:

Commissioner of 'Work irojects has proclaimed the week of.
Mav 20th to 25th as "THIS WORK PAYS YOUR COLSIUNITY" Week;
and
Z=Re,.AS, the purpose of Colonel Harrington's proclama-
tion is to acauaint the people of this community with the
work being carried on in this community by the Professional
and Service Division of the Work Projects Administration; and
WHEREAS, the Professional and Service Division of
the Work Projects Administration has for some years and
still is carrying on various projects in this community
under the direction of local sponsors;
THEREFORE, We proclaim the week of May 20th to 25th,
19400 as "THIS WORK PAYS YOUR C011MUNITY" Week, and urge
the citizens of the community to avail themselves of this
opportunity to visit Professional and Service projects of
the Work Projects Administration and participate in the
program during the week.
The foregoing resolution was adopted by the following vote:

SPECIAL, ORDER OF BUSINESS.
The hour of 7:15 o'clock P. M_ at this meeting having heretofore been
fixed as the time and place for receiving bids on welded steel ripe, the Mayor
announced the hour of 7:14 o'clock P. M. and asked if any person or persons
present desired to file bids for welded steel pipe as advertised for.
The hour of 7:15 o'clock P. M. having arrived and all bids being in,
the Mayor declared the time for receiving bids for furnishing the City of E1
Segundo with welded steel pipe closed.
The City Clerk announced that three bids had been received.
It was thereupon moved by Councilman Selby, seconded by Councilman
Love, that the Council proceed to open, examine and publicly declare all bids
received pursuant to published notice therefor, for furnishing the City of
El Segundo certain welded steel pipe. Carried.
The Council then proceeded to and did-open, examine and publicly
declare all bids received for furnishing the City of E1 Segundo certain welded
steel pipe as advertised for, which said bids were found by said Council to
be as follows, to -wit:

Upon the examination and consideration of said bids, it was moved by
Councilman Love, seconded by Councilman Selby, that Resolution No. 493, entitled:

REPORTS OF STANDING COM14ITTEES.
Councilman Love announced that the baseball season will begin shortly,
both soft and hard ball types and that the baseball grounds, back stop, etc.
need repair.
Following a discussion of the matter, it was moved by Mayor Binder,
seconded by Councilman Selby, that the Street Superintendent of the City of E1
Segundo be and he is hereby authorized and directed to grade and level the
baseball diamond, to remove weeds from the outfield, to repair the wire back stop
and the screens where necessary, to install new pitcher's plate and to raise the
home plate about 111, all at a total cost of not to exceed $50.00. Carried by
the following vote:
Ayes: Councilmen Lov6, Selby and Mayor Binder.
Noes: Councilmen None.

REPORTS OF OFFICERS AND SPECIAL COMYTITTEES.
City Engineer Hutchins reported that he and Mayor Binder had attended a _
meeting of the Southwest Cities Flood Control Association at Gardena, March
22nd, 1940, as directed by the Council and that it is the concensus that it
will not be possible to obtain Federal or County aid in connection with flood
control in this district.
The City Clerk reported that in connection with Mr. Lawler's prosecution
of delinauent street assessment foreclosures, it becomes necessary for him to
obtain additional data from the County Tax Collector's records. After discussion,
it was moved by Councilman Love, seconded by Councilman Selby, that the following
resolution be adopted:
RESOLVED, that Logan R. Cotton be and he is hereby employed
by the City of E1 Segundo, for the purpose of obtaining and furn-
ishing such data in connection with delinquent parcels of real
property within the City of E1 Segundo as may be required by
Special City Attorney, Bernard Lawler, in order to enable said Special
City Attorney to proceed with the action which the City Council
has heretofore authorized and instructed said Special City Attorney
to take;
AND, BE IT FURTiiER RESOLVED, that there shall be paid to said
Logan R. Cotton for his services so to be rendered in said matter,
the sum of $1.50 per paresl upon which he is requested by said
Special City Attorney to render an analysis, said amount to be
payable upon proper demands therefdr as and when the various reports
requested have been delivered to said Special City Attorney.
Upon roll call the foregoing resolution was adopted by the following vote:

'The Pfiayor reported receipt of a communication from Southwest District
Highl�,ays Association, announcing its regular monthly meeting to be held at
Palos Verdes Golf Club, Thursday, March 28th at 6:30 P. M. He stated that
he would be unable to attend said meeting and the other Councilmen present
likewise indicated their inability to attend. It was thereupon moved by
Councilman Selby, seconded by Councilman Love, that City Engineer Hutchins
and City Clerk McCarthy be and they are hereby authorized and directed to
attend the meeting of the Southwest District Highways Association at Palos
Verdes Golf Club, Thursdays March 28th, 1940, as representatives of the City
of El Segundo and to file their demand for their actual and necessary expenses
in connection with attendance at such meeting, such demand to be audited and
approved in the customary manner. Carried by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
The City Engineer reported that a paper survey of the installation of
lateral sewers in certain portions of the City of El Segundo as was formerly
discussed, indicates a unit cost of 40V to 50� per foot, which doubtless would be
changed if an actual field survey is made. Thereupon, by general consent, the
City Engineer was instructed to proceed with a field survey and to report
thereon after its completion.
City Engineer Hutchins reported that Mr. Tom Bray had offered to mow
vacant lots within the City for the same price formerly bid for such work;
whereupon it was moved by Councilman Selby, seconded by Councilman Love, that
Tom Bray be employed to mow the vacant lots throughout the City of El Segundo,
which are designated on a certain map prepared by the City Engineer as lots to
De moved, and to be compensated therefor-at the rate of..$2.50 per acre. In
addition to mowing said lots, the said contractor'shall rake same and place
the cuttings in piles convenient for removal by the'City. 'All of'said work shall
be prosecuted under the supervision of and to the satisfaction of the Street
Superintendent of the City of El Segundo. Carried by the following vote:

Street Superintendent Guns} reported that Mr.-O. H.- Barger had requested
the placing of an oii mix improvement in -front of his premises -from the
existing edge of the pavement adjacent to his property to the property line,
the total cost of which would approximate x$32.00. It appearing that the
City has had other requests for work of this character and that in other
instances the City has refused to do such work beyond the curb line, by general
consent the Street Superintendent was instructed to so advise Mr. Barber and
to cause the street in front of the premises referred to. to be improved from
the edFe.of existing pavement to the curb line only.
PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records, were read:

demands be allowed and warrants ordered drawn on and paid out of the respective
funds covering the same. Carried by the following vote:

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Love, that the Street
Superintendent be and he is hereby authorized and directed to grade Pepper Street
where indicated, northerly of Walnut Avenue and to oil the same after grading
for the purpose of allaying dust, the total cost thereof not to exceed $200.00.
Carried by the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Hesser.
Moved by Councilman Love, seconded by Councilman Selby, that C. L.
MCIlwaine, Park Superintendent, be and he is hereby authorized and directed
to permit the City of El Segundb motor vehicle, under his jurisdiction, to
leave the City limits of the City of El Segundo, for the purpose of collecting
fertilizer, which will be made available to the City, without cost, at a
location adjacent to Rosecrans Avenue and Inglewood - Redondo Road. Carried by
the following vote:
Ayes: Councilmen Love, Selby and Mayor Binder.
Noes: Councilmen None.
