A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Selby and Mayor Binder. Councilmen Absent: Love. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the.regular meeting held on the 28th day of February, 194C, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 4th day of March, 1940, were read, without error or omission being noted. It was thereuron moved by Councilman Gerow, seconded by Councilman Selby, the minutes be annroved as read. Carried. WRITTEN C013TUNIC ATIONS. The following communications, which were read, were disposed of in the manner indicated following the reference to each hereinafter: EL SEGUNDO UNIT NO. 38, AMERICAN LEGION AUXILIARY, thanking the Council for the use of the City Hall Auditorium, February 16th, 1940, for conducting the Mothers' Educational Center. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated March 2nd, 1940, over the signature of Marcus S. Johnson, Mayor, Ventura, President of the Mayors' and Councilmen's Department of said LeaPue, urging attendance at the Councilmen's conference to be held in Fresno, California, March 28th and 29th, 1940. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated February 29th, 1940, its Public Utilities Bulletin No. 8. Ordered filed. L. H. STE11.ART, dated March 5th, 1940, submitting a report in con- nection with Decision No. 32834 of the Railroad Commission of the State of California, with reference to Case No. 4337, in the matter of street lighting rates and charges. By general consent the report was referred to the City Engineer for examination and report as to the practicability of altering this City's street lighting set -up to effect savings in street lighting costs. RAILROAD COT18'ISSION OF THE STATE OF CALIFORNIA, dated February 28th, 1940, transmitting therewith a copy of said Commission's Decision No. 43834, establishing a comple.te.new schedule of street lighting,ra,tes.for Southern California Edison Company, Ltd., which new rates effect the City of El Segundc, its decision having, been rendered pursuant to hearings had in Railroad Commission Cases Nos. 4337 and 4463. Ordered filed. IMPERIAL HIGH`�1'AY ASSOCIATION, dated February 26th, 1940, urging the widening of Imperial Hightaay to a width of 100 feet from Sepulveda H i P: Boulevard in E1 Segundo to Vermont Avenue in Los Angeles, stating that the City of Inglewood, the City of Los Angeles and the County of Los Angeles, other political subdivisions through which said Highway runs, have been sent similar request. On motion of Councilman Selby, seconded by Councilman Gerow, which carried unanimously, the communication of Imperial Highway Association dated February '26th, 1940, was ordered received and filed in the office of the City Clerk; the City Engineer was instructed to confer with the Highway Engineers of the several political subdivisions mentioned in said letter, with reference to the widening -of Imperial Highway, from Sepulveda Boulevard to Vermont Avenue, and also to confer with Santa Fe Land Improvement Company, for the purpose of ascertaining whether or not said Company will dedicate to the City of El Segundo for street widening purposes, a portion of its land adjacent to the present southerly boundary of said Imperial Highway, between Sepulveda Boulevard and Inglewood- Redondo Road. EDWARD G. =, , Assistant to the United States Attorney General, dated February 24th, 1940; J. E. HOOVER, Director, Federal Bureau of Investigation, dated February 27th, 19401 and R. B. HOOD, Special Agent in Charge, Federal Bureau of Investigation, Los Angeles, California, dated February 29th, 1940; each acknowledging receipt of a copy of a copy of a certain resolution adopted by the City Council of the City of E1 Segundo, commending the Federal Bureau of Investigation, for conducting a school of instruction for police officers at Inglewood, California, and thanking the Council for recognizing the efferts of the Federal Bureau of Investigation to cooperate.with local police departments. Ordered filed. State Employees Retirement System, dated March lst, 1940, transmitting therewith, in quadruplicate, a form of contract to be entered into between the City of E1 Segundo and the consulting actuary of said Retirement System, together with other forms which are to be completed and forwarded to the System, for the purpose of making a survey to determine the contribution required of the City of E1 Segundo and its employees, should the City elect to avail itself of the benefits of the State Employees Retirement System. The form of contract was examined by the City Attorney and approved by him as to form, whereupon it was moved by Councilman Selby, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED, that a copy of the Agreement for actuarial services, between the City of E1 Segundo and Coates and Herfurth, Consulting Actuaries, dated the 7th day of March, 1940, and which was furnished and presented to this Council by the State Employees' Retirement System, be placed on file in the office of the City Clerk for the purposes -of identi- fication and reference; AND, BE IT FURTHER RESOLVED, that the said Agreement be and the same is hereby approved•by this Council and that the Mayor of said City be and he i s hereby authorized and instructed to execute the said Agreement on behalf of said City and in its name and the City Clerk to attest the same and affix the official seal of said City thereto, and to•cauae three copies of said Agreement, thus executed, to be delivered to said Actuaries and to said State Employees' Retirement System upon receipt of a like executed copy thereof, signed by the other parties thereto, for the files of said City; AND, BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to prepare and furnish, as required, any and all further data and informa- tion which may be needed or requested by such actuaries in making the actuarial survey and report contemplated under the provisions of said Agreement. P > 545f The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. ORAL COMMUNICATIONS. Mr. W. R. Hickman addressed the Council, stating that his services under State Relief Administration had been.terminated February 27th, 1940, by reason of S. R. A.'s case load reduction, but that he received no knowledge of having been removed from S. R. A. rolls until after he had completed two additional days of service.with the City of El Segundo, to -wit: February 28th and February 29th, and he inquired whether or not he might be compensated for this work and the earnings applied against his water bill. Following discussion, it was moved by Councilman Gerow, seconded by Councilman Hesser, that the matter of W. R. Hick man's having worked for the City of El Segundo February 28th and 29th, 1940, without receiving due credit therefor, be referred to the City Clerk and the City Engineer of the City of E1 Segundo for audit, with the understanding that if these officials find that said W. R. Hickman should be compensated by the City of El Segundo, on account of having worked for said City on the dates mentioned, that he be paid out of the-City Clerk's petty cash fund if necessary and a proper receipt taken for such compensation as may be paid, provided that the compensation paid, if any, shall not be in excess of the rate of 70g� per hour for each hour actually worked by said W. R. Hickman. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Mr. A. T. Comstock and Mr. Guy Piersall, each addressed the Council relative to employment by the City of E1 Segundo and by general consent it was agreed that each of said applicants should be assigned one day of work per week for a period of one month. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Chief of Police reported that radio car No. 1 of the City of El Segundo had been damaged March 2nd, 1940, as a result of a car driven by Charles J. Alexander having backed into the side of same; that Mr. Alexander acknowledged responsibility for the accident and agreed to pay for the repairs which have been made at a cost of $15.00. The Chief of Police was instructed to send Mr. Alexander a bill for the cost of said repairs and if the same is not paid in due time, to refer the matter to the legal department of the City of El Segundo. The City Engineer reported to the Council that he had received a letter from the State Relief Administration; dated March 2nd, 1940, advising of the cancellation, effective,March 31st, 1940,.of the "Agreement for Assignment of Relief Workers" on-Project No. 1620, providing for laborers, brick layers, painters, etc. on City property within the City of E1 Segundo. By general consent the communication was ordered filed. The City Engineer reported receipt of a letter from Herbert C. Legg, Administrator, Work Projects Administration, dated March 1st, 1940, urging the City of E1 Segundo to plan a comprehensive program of public improvements which-will employ persons in El Segundo eligible for employment by the Work Projects Administration, and advising also that p_-. 546 not less than 25% of the total cost of all non- Federal sponsored projects undertaken subsequent to January lst, 1940, shall be borne by the sponsor. By' general consent the matter was referred to the City Engineer for investigation and report. The City Attorney reported having conferred with Mr. George F. Schroeder, Chief Custodian of the agriculture land lying northerly of the City of El Segundo, who stated he was more or less familiar with the nuisance created periodically by dust from said land blowing over portions of the City of El Segundo; that numerous people must be consulted with respect to a remedy and that he would arrange for a future conference on the ground so that members of the Council might discuss the matter with his principals, who would, he was sure, cooperate to the fullest reasonable extent to correct the existing cause of complaint. Moved by Councilman Hesser, seconded by Councilman Gerow, that six trash receptacles, for use at advantageous locations in portions of the rublic streets in the business district of the City of E1 Segundo, be purchased at a cost of not to exceed $52.50, plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Moved. by Mayot Binder, seconded'-by Councilman Selby, that a sum not to exceed 125.00 be and the same'is hereby appropriated for the-construction, at the west end of E1 Segundo Boulevard, of a barrier or warning device indicating that said street is not a through street. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. No further business appearing to be transacted at this meeting, it was moved by Council-man Selby, seconded by Councilman Gerow, the meeting adjourn. Carried.
