An adjourned regular meeting of the City Council of the City of E1
Segundo. California, was held in the Council Chamber of the City Hall
of said City on the above date, having been called to order at 4:15
P. M. by Peter E. Binder, Mayor.

Moved by Councilman Selby, seconded by Councilman Gerow, the demands be
allowed and warrants ordered drawn on and paid out of the respective funds
covering the same. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Mayor Binder, seconded by Councilman Hesser, the following
resolution be adopted:
WHEREAS, .it appears from report obtained by the City of
E1 Segundo from Realty Tax and Service Company, dated November
15th, 1939, that-there- are approximately 238 parcels of real
property located within the City of El Segundo, which have been
deeded to the State of California for delinquent Los Angeles .
County and E1 Segundo City taxes, and for the non- payment of
certain installments of special assessments levied by the City
of E1 Segundo for certain public improvements, such delinquencies
being in excess of $30,000.00 at said date;
AND, WHEREAS, by reason of such dedication to the State of
California, the said real properties are no longer on the tax
rolls of the County and yield no revenue to the County of Los
Angeles or to the City of E1 Segundo, and do not beat their
proportionate share of the cost of government;
AND, WHEREAS, the City of E1 Segundo has an additional
interest in certain of said real properties, in that it has
advanced to bond holders certain sums of money representing
installments of principal and interest due upon certain bonds
issued to represent the cost of certain public improvements made
benefiting certain of said properties, which the owners thereof
should have paid with the taxes which are now delinquent;
AND, WHEREAS, it is the desire of the City Council of
the City of E1 Segundo to protect the City's rights with respect
to moneys advanced in connection with said special assessments
effecting said certain parcels.of real property and-to restore
.all of.said properties to current tax rolls and to cause each
of said parcels of real property to bear its rightful share
of governmental expenses;
AND, WHEREAS, the laws of the State of California provide
methods whereby these objects may be accomplished;
NOW, THEREFORE, BE IT RESOLVED, that effective this date
and until the further order of this Council, Bernard Lawler be
and he is hereby appointed Special Legal Counsel of the City of

his discretion dictate's, in acbordance with provisions of law
of the State of California respecting such matters, to acquire
title for the City of El Segundo to all real property within
said City, deeded to the State of California in the Year.1934
or in prior years, by reason of delinquency in the payment of
taxes or special assessments 1'evied against said real property
and not heretofore redeemed;
AND, BE IT FURTHER RrS(7LVED, that as compensation for
his services rendered in connection with his employment herein -
before referred to said Bernard Lawler, until the further order
of this Council, shall'receive the sum of $150.00 per month, and
in addition thereto, a'reasonable allowance for stationery, steno-
graphic and other incidental expenses in connection with the-work
for which he is hereby•employed, provided his demand for such
additional expenses•shall first be audited and approved by this
Council.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Hesser, seconded-by Councilman Gerow, the meeting
adjourn. Carried.
