July 3rd, 1940.
A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called'to order at 7:00 P. M. by Peter B. Binder, Mayor.
ROLL CALL.
Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T. Hutchins - City Engineer.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 26th day of June, 1940,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Love, the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
B. J. DYKES and J. P. THOMPSON, being applications for employment by
the City of E1 Segundo. Ordered filed.
EL.SEGUNDO POST NO. 38, AMERICAN- LEGION,.dated June 25th, 19409 _
thanking the Council -for its cooperation in the Memorial Day program conducted
by said Post. Ordered filed.
STATE EMPLOYEES' RETIRFMENT SYSTEM, dated June 29th, 1940, being the
Actuaries report on the investigation into the employment experience of the
City'-of E1 Segundo for use in connection with the Council's consideration of
participation by said City in the State Employees' Retirement System. The
communication was referred to Councilman Selby.

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Bernard Lawler, Special City Attorney, advised the Council that there
are 26 summons and complaints to be served on property owners in connection
with the special assessment foreclosure action heretofore instituted by the
City; that he has located a' process server who will serve the complaints within
the County for $2.00 per service and those outside the County-at actual cost;
whereupon it was moved by Councilman Hesser, seconded by Councilman Love, that
the'following resolution be adopted:
RESOLVED, that Bernard Lawler, Special City Attorney in
charge of-foreclosure proceedings respecting . delinquent special
assessments heretofore instituted by this City, be and he is
hereby authorized to arrange for the service of summons and
complaints in said action now pending, on the basis of $2.00
per service where the summons and complaints are served upon
defendants within Los Angeles County and at actual cost where
service is made outside of Los Angeles County,.-and if,.in. his
judgment, it is necessary at any time to obtain-title reports
to determine proper defendants to be served in such action or

$4.00 per parcel.

The City Attorney reported that, as directed by the Council, he

Moved by Councilman Selby, seconded by Councilman Love, that Resolution
No. 502, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, PROVIDING FOR THE APPOINTMENT
OF CERTAIN STANDING COMMITTEES OF SAID COUNCIL, AND
REPEALING RESOLUTION NO.'1 OF THE BOARD OF TRUSTEES
OF SAID CITY,
which was read, be adopted.
Carried by the following vote:

Moved by Councilman Love, seconded by Councilman Selby, the following
resolution.be adopted:
RESOLVED, that that certain Grant Deed, from Madeline
Marino, a Widow, dated the 27th day of June, 1940, conveying
to the City of E1 Segundo the following described real
property in the City of E1 Segundo, County of Los Angeles,
State of California, to -wit:
Lot Forty -two (42) in Block Forty -two (42)
E1 Segundo Sheet No. 3, as per map recorded
in Book 20, Pages 22 and -23, in the office of
the County Recorder of said County,
for public purposes, be and the same is hereby accepted by
and on behalf of the City of-El Segundo; and
BE IT FURTHER RESOLVED, that the City Clerk be and he
is hereby authorized and instructed to cause the said deed
to be recorded in the office of.the County Recorder of Los
Angeles County, California.
The foregoing-resolution was adopted by the following vote:

A form of Notice to Bidders on Street Work in connection with the
widening and improvement of Grand Avenue, between Concord Street and the
Westerly City Limits, as prepared by the City Attorney, was presented to
the Council at this time, whereupon it.was moved by Councilman Selby, seconded
by Councilman Hesser, that a copy of "Notice to Bidders on Street Work" in
connection.with the widening and improvement of Grand Avenue, between Concord
Street and the Westerly City Limits, as shown on Plans Nos. M- 390910 -AA and
M- 390910 -BB and Specifications No. SWG-1 -1940, be placed on file in the
office of the City Clerk for identification and reference; and the City Clerk
be and he is hereby authorized and directed to cause a copy of said Notice
to be published in El Segundo Herald in time, form and manner required by
law and a notation thereof to be published in Southwest Builder and Con-
tractor. Carried by the following vote:

Moved by Councilman Hesser, seconded by Councilman Selby, that City
Judge, Don C. Fugitt, be and he is hereby granted his customary annual two
weeks v9cation beginning July 25th, 19400 it being understood that said
officer will arrange for a substitute Judge to handle his Court during his
absence.-such substitute Judge to be compensated by the City in the manner
heretofore provided for. Carried by the following vote:

Noes: Councilmen.None.

Moved by Councilman Selby, seconded by Councilman Love, that the sum
of $50.00 be transferred from the General Fund to the Recreation Fund of the
City of El Segundo and that the City Clerk and the City Treasurer are hereby
directed to make appropriate entries respecting such transfer in their respective
books of record. Carried by the following vote:

Moved by Councilman Selby, seconded by Councilman Love, that the sum
of $2029.13 be transferred from the General Fund.to the Water Works Bond
Interest and Redemption Fund and that the City Clerk and the City Treasurer
are hereby authorized and directed to-properly record such transfer in their
respective books of record. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
At this point the Mayor, pursuant to the provisions of Resolution No.
502, announced the appointment.of committees as follows:

Following the announcement of these appointments, it was moved by
Councilman Selby, seconded by Councilman Love, that the Committee appointments
as announced by Mayor Binder this date, be and the same are hereby ratified
and approved. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
Moved by Mayor Binder, seconded by Councilman Selby, that the Chief of
El Segundo Fire Department be and he is hereby authorized and empowered to
employ extra help to guard against fire-July 3rd and 4th, 1940, the hours of
such extra employment, however, not to.exceed the equivalent of four 8 hour
one man shifts. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
employment of.a police officer for one extra eight -hour shift each on July
4th and 5th, 19409 be and the same is hereby authorized and directed. - Carried
by the following vote:

Noes: Councilmen None.
Absent: Councilman Gerow.
No- further business appearing to be transacted at this meeting, it was
moved by Councilman Selby,-,seconded by Councilman Love, the meeting adjourn.
