February 28th, 1940.
A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said City
on the above date, having been called to order at the hour of 7:00 P. M.
b7r the Mayor, Peter E. Binder.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T.-Hutchins - City Engineer.
A. R. Gunn - Street Superintendent.
Victor D. McGarthy - City Clerk.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 21st day of February,
1940, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Hesser, the minutes be approved
as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each
hereinafter:
MRS. A.•KRAMER, dated at Rochester, New York, February 22nd, 1940,
reading: "Hurrah::: for the City Council of E1 Segundo, Calif. for
establishing the Old Timers Club ". Ordered filed.
CALIFORNIA SAFETY COUNCIL, dated February 15th, 1940, being a
combination letter and questionnaire, stating that the.Council is gathering
data of accident records of California Cities for the Calendar Year 1939
as contrasted with those of the previous year, reminding of the trophy
awarded the City with the most conspicuous traffic accident reduction each
year, and requesting the questionnaire be returned promptly. By general
consent the communication and the matter of response thereto were referred
to the Chief of Police.
Accompanying said communication was Safety Bulletin No. 1 -D of
said California Safety Council, which was ordered placed on file in the
office of the City Clerk.
STATE EMPLOYEES RETIREMENT SYSTEM, -dated February 21st, 1940,
advising that the estimated cost of investigating and determining the
approximate contribution required of the City of El Segundo in event it
desires to avail itself of the privilege of participating in the State
Employees Retirement System is $268.75.
Moved by Cotincil'man Selby,'seconded by Councilman Gerow, that the
City of E1 Segundo proceed with the investigation as to the approximate
contribution to the State Employees Retirement System which would be required
of the City of El Segundo in event of its participation in the State
Employees Retirement System and that the City Clerk of the City of El
Segundo be and he is hereby authorized and directed to request said State
Employees Retirement System to proceed with such investigation at a cost

approximating $268.75. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

ROBERT FENDER, dated February 27th, 1940; and
IRA KOSTER, dated February 28th, 1940, each being an.application for
employemtn by the City of El Segundo. Ordered filed.
ORAL COY11UNICATIONS.
Mr. Ira Koester addressed the Council relative to obtaining employ-
ment by the City of El Segundo pursuant to his written application here-
tofore filed with the Council and was advised by the Mayor that there are
no positions available at the present time, but that his application will
be filed for future reference.
Mr. T. Arthur Smith addressed the Council requesting that Richmond
Street, between El Segundo Boulevard and Grand Avenue, be planed so as
to remove the existing uneven surface of said Street. The Mayor
responded that the Council now has this matter under advisement and that
it is felt such treatment will be given the Street in the near future.

REPORTS OF STANDING COMMITTEES.
SPECIAL ORDER OF BUSINESS.
The matter of the consideration of bids received February 21st,
1940, for furnishing the City of El Segundo certain cast iron manhole
frames and covers and certain vitrified clay sewer pipe having heretofore
been fixed for the hour of 7:15 o'clock P. M. at this meeting and said
hour having arrived, the Mayor announced that the Council would now
proceed with the consideration of said bids.
The City Engineer then presented to the Council a summary of all
of the bids received February 21st, 1940, for furnishing the City of El
Segundo with cast iron manhole frames. and covers and certain vitrified
clay sewer pipe, which summary contained his recommendation as to award
of contract and which said summary was read.
Following discussion, it was moved by Councilman Gerow, seconded
by Councilman Selby, that Resolution No. 489, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AWARDING TO ALHAMBRA
FOUNDRY CO. LTD. THE CONTRACT FOR FURNISHING
SAID CITY WITH CERTAIN CAST IRON MANHOLE FRAMES
AND COVERS,
which was read, be adopted., Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Loye.
Thereafter it was moved by Councilman Selby, seconded by Councilman _
Gerow, that Resolution No. 490, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AWARDING TO PACIFIC CLAY
PRODUCTS, THE CONTRACT FOR FURNISHING SAID CITY
WITH CERTAIN VITRIFIED CLAY SEV,7ER PIPE,

which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Mayor Binder, who, at the last regular meeting of this Council, had been
delegated to arrange with a 1.1r. Call, Superintendent of Construction on a
N.Y.A. project at Inglewood, to meet the City Council at E1 Segundo sometime
at his convenience to discuss the matter of the erection of a new municipal
building in and for the City of El Segundo, stated that Mr. Call preferred
to come on some afternoon when he might bring with him a representative from
the main office of N. Y. A. and he requested that a date for such meeting be
fixed.
ThereuAon, by general consent, the hour of 3:00 P. M., Monday, March
4th, 1940, in the Council Chamber of the City Hall, was fixed as the time,
date and place for said meeting and the City Clerk was requested to convey
this information by telephone to Mr. Call.
The City Clerk reported receipt from the Committee of Los Angeles
County Division League of California Cities, appointed to consider business
licenses, of which Committee Peter E. Binder, Mayor of the City of E1
Segundo, is a member, of a schedule of business license fees and business
classifications of cities throughout Los Angeles County, which report is on
file in his office and available for the use of any person desiring to
examine the same.
The City Attorney reported that the Mayor and the City Clerk of the
City of E1 Segundo had signed all of the documents required to be signed
in connection with.the City's acquisition of Lot 8, Block 108, E1 Segundo,
which had been sold to the State for taxes and that he had filed the necessary
documents -with the Board of Supervisors of Los Angeles County.
The Chief of Police announced the appointment of Thomas.Etic Springer as
a special police officer of the City of El Segundo and requested the
Councils approval of the same. Moved by Councilman Selby, seconded by
Councilman Hesser, that the appointment by the Chief of Police of the City
of E1 Segundo of Eric 0; Springer as a special police officer of said City
be and the same is hereby confirmed, ratified and approved. Carried.
The City Attorney announced that pursuant to previous instruction,
he had prepared the Notice of Sale of Apartment House Building, which he
then read to the Council. Some changes having been suggested therein,
the same was returned to the City Attorney for amendment.
The City Attorney reported having prepared the Notice to Bidders
on Drainage Excavating, which is ready for publication at the Council's
pleasure and which he delivered to the City Clerk for use at the proper time.
The City Attorney also delivered to the City Clerk the form of
resolution prepared by him calling a General Municipal Election within the
City of El Segundo, April 9th, 1940, which is ready for the Council's
adoption at the proper time.

NEW BUSINESS.
The City Engineer submitted for the Council's consideration Drainage
Specifications entitled: "Specifications No. WPA -S -1 -1940 of the City of
El Segundo, California ", which were read, after which it was moved by
Councilman Selby, seconded by Councilman Gerow, that the following resolution
be adopted:
RESOLVED, that a copy of those certain specifications
entitled:
"SPECIFICATIONS NO. WPA -S -1 -1940 OF THE
CITY OF EL SEGUNDO, CALIFORNIA.
SPECIFICATIONS OF VIOR IIANSHIP REQUIRED. FOR
THE EXCAVATION OF A SEINER TRENCH FOR THE CITY
OF EL SEGUNDO, IN THE CITY OF EL SEGUNDO,
LOS ANGELES COUNTY, CALIFORNIA."
presented to this Council at this meeting,.be placed on file
in the-effice of the City Clerk for the purposes of identifi-
cation and reference;
AND BE IT FURTHER RESOLVED that said Specifications No.
WPA -S -1 -1940 of the City of E1 Segundo, California, be and
the same are hereby approved by this Council.
The foregoing resolution was adopted by the following vote:

Moved by Councilman Selby, seconded by Councilman Hesser, that the City
Clerk be and he is hereby authorized and directed to advertise, in form,
time and manner provided by law, for bids for the excavation of sewer
drainage for the City of El Segundo, in accordance with Specifications No.
WPA -S -1 -1940, heretofore adopted by this Council. Carried.
Moved by Councilman Hesser, seconded by Councilman Selby, that the
purchase of 40 pieces of 2 x 2 - 6 OP for the use of the Park Department
be and the same is..hereby authorized and directed. Carried by the following
vote:

Moved by Councilman Hesser, seconded•by Councilman Selby, the following
resolution be adopted:
RESOLVED, that in addition to the sum heretofore set up
in the budget for the Recreation Commission of the City of E1
Segundo, there shall be allocated from the General Fund of said
City for the use of said Commission a sum not to exceed $150.00,
which may be drawn upon as necessary for the proper costs and
expenses of operating and maintaining recreational activities
by said Recreation Department during the balance of the current
fiscal year;
AND BE IT FURTHER RESOLVED, that the City Clerk and the
City Treasurer of the City of El Segundo each make appropriate
entry of the transfer of $150.00 from the General Fund to the
Recreation Fund of said City in the respective books of account
of said officers.

No. 491, entitled:

THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE
HELD IN SAID CITY ON TUESDAY, THE 9TH DAY OF APRIL,
1940, FOR THE ELECTION OF CERTAIN MUNICIPAL OFFICERS
OF SAID CITY, AND-FOR THE PURPOSE OF SUBMITTING TO.
THE QUALIFIED ELECTORS OF SAID CITY TWO CERTAIN
QUESTIONS, PROPOSITIONS OR.-MEASURES THEREIN REFERRED

Moved by Councilman Gerow, seconded by Councilman Hesser, that necessary
-repairs and renovations be.made in that certain dwelling house owned by the
•City of El Segundo at 803 East Grand Avenue, in said City, such repairs to
.be made under the supervision.of aml the Building Inspector of the City of
.El Segundo, the cost of such repairs not to exceed the sum of $451.00.
.Carried by the following vote;

Moved by Councilman Hesser, seconded by Councilman Gerow, that a rebuilt
.Model A motor be installed in.that certain municipal vehicle designated as
.Truck No. 16, the cost of such installation not to exceed the sum of $74.50.
