A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 31st day of July, 1940,
were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by Councilman Hesser, the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in,the manner indicated, following reference to each hereinafter:
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated August
6th, 1940, being notice of the 109th regular meeting of said Body, to be held
at Torrance, California, Thursday, August 15th, 19400 Moved by Mayor Binder,
seconded by Councilman Selby, that all members of the City Council, the City
Engineer, City Clerk and the City Attorney be and they are hereby authorized
to attend the regular monthly meeting of Los Angeles County Division, League
of California Cities, to be held at Torrance, California, August 15th, 19409
and to file their demands for their actual and necessary expenses in connection
therewith, which demands shall be audited and approved in the usual manner
before payment. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

JAMES RAYMOND ROSS, dated August 5th, 1940, being application for
employment by the City of E1 Segundo. Ordered filed.
E. L. BRANDON, dated August 2nd, 1940, being an application for a permit
to maintain a house trailer in the rear of 221 Richmond Street, E1 Segundo,
California. Moved by Councilman Hesser, seconded by Councilman Selby,
the following resolution be adopted: '
' .. RESOLVED, that E. L. Brandon, pursuant'to the provisions
of Ordinance No. 223 of the City of E1 Segundo, be and he is
hereby granted a permit to maintain a trailer camp car in the
rear of 221 Richmond Street, in the City of E1 Segundo, upon
the following conditions, to -wit:

1. This permit shall be for a period of not to
exceed 90 days from August 7th, 1940.
2. This permit is revocable at the pleasure of
the Council, without cause, without notice and without
liability.
3. That running water and toilet facilities,
satisfactory to the Health Department of the City of El
Segundo, shall be available at all times for the use of
the occupants of said trailer camp car.
4. That the premises adjacent to said trailer
camp car shall at all times be kept in a neat, clean and
sanitary condition and to the satisfaction of the Health
Department of the City of E1 Segundo.
5. That in all other respects said trailer camp
car shall be maintained.in accordance with all of the
provisions of Ordinance No. 223 of the City of El Segundo
applicable thereto;
AND, BE IT FURTHER RESOLVED, that the City Clerk
shall transmit a copy of this resolution, together with
a copy of Ordinance No. 223 of the City of El Segundo, to
the permittee, E. t. Brandon.
The foregoing resolution was adopted by the following vote:

LEAGUE OF CALIFORNIA CITIES, its Report No. 27 of August., 1940,
entitled: "Suggested Form of Ordinance Prohibiting Trespassing and Loitering
for the Protection of Industries Vital to National Defence ". By general
consent the report was referred to the City Attorney for return to the
file of the City-Clerk after the same has served the Attorney's purpose.
LEAGUE OF CALIFORNIA CITIES, dated July 30th, 1940, being notifica-
tion of its 42nd Annual Conference, to be held at San Diego, California,
September 16th to 19th, 19409 By general consent the communication was
ordered filed and those officials desiring to attend said Conference were
directed to notify the ,City Clerk, so that adequate.reservations might be
made.
CITY OF LOS ANGELES CITY CLERK, dated August 5th, 1940, being copy
of a report of the Public Works Committee of said City,. adopted by the
City Council of said City, August 5th, 1940, with reference to the widening
and improvement of Imperial Highway, from Sepulveda Boulevard to Vermont
Avenue, and recommending that the City of E1 Segundo establish a building
line on the South side of Imperial Highway, between Sepulveda Boulevard
and Inglewood- Redondo Road, on the basis.of the proposed 100 foot width of
said Imperial Highway.
Moved by Councilman Hesser, seconded by Councilman Selby, that the
communication be ordered received and filed and the City Clerk directed to
forward to the City of Los Angeles a copy of that certain ordinance heretofore
adopted by this City, establishing a building or set back line on the South
side of Imperial Highway, between Sepulveda Boulevard and Inglewood- Redondo
Road. Carried.
BRITT.L. BOWKEER, dated August 7th, 1940, transmitting therewith
Certificate of Title No. 1701839.of Title Guarantee and Trust Company,
covering Lots 37 and 38,.Block 42, deeds to which were recently accepted by
the'City of El Segundo.

for approval, he reported that the same were found to be in order, whereupon
it was moved by Councilman Gerow, seconded by Councilman Hesser, that Policies
of Title Insurance Nos. 1701839 and 1217202 of the Title Guarantee and Trust
Company, presented to this Council this date, covering the parcels of real
property referred to in said policies respectively, be and the-same are hereby
accepted and ordered placed on file in the office of the City Clerk. Carried

BRITT L. BOWKER, dated August 7th, 1940, advising that the purchase of
all lots he was instructed to purchase for the City has been completed with the
exception of two lots, which he will be unable to procure for some weeks by
reason of the fact that they are in an estate which has not been probated to
date. Ordered filed.
. Councilman Gerow suggested that the City Clerk direct a letter to Mr.
Bowker, thanking him for the prompt and efficient manner in which he handled
the purchase of certain real properties for the City of E1 Segundo and by
general consent the transmittal of such.a letter was directed.
PLANNING CONGRESS OF LOS ANGELES COUNTY, undated, announcing its
August meeting to be held at Redondo Beach, August 10th, 1940. Ordered filed.
STATE OF CALIFORNIA, DEPARTMENT OF PUBLIC WORKS,.DIVISION OF HIGHWAYS,
dated July 31st, 1940, transmitting a tabulation showing the apportionment of
the July, 1940 quarterly payment of the 1/4 gas tax allocation, under Section
194 of the Streets and Highways Code for expenditure on Streets of Major
Importance, the amount apportioned to the City of El Segundo appearing to be
$804.56. Ordered filed.
STATE OF CALIFORNIA, DEPARTMENT OF PUBLIC WORKS, DIVISION OF HIGHWAYS,
dated August 1st, 1940, transmitting therewith a tabulation of the estimated -

SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o'clock P. M. at this meeting having heretofore
been fixed as the time and place for filing bids for furnishing the City
of El Segundo with certain fire apparatus and equipment, the Mayor announced
the arrival of the hour of 7:14 o'clock P. M. and requested that any person
or persons present in the Council Chamber, who desired to file bids, do
so immediately.
The hour of 7:15 o'clock P. M. having arrived and all bids being in,
the Mayor announced the time for receiving bids for furnishing the City
of E1 Segundo certain fire apparatus and equipment as advertised for, closed.
The City Clerk announced five bids had been received, whereupon it
was moved by Councilman Hesser, seconded by Councilman Gerow, that all
bids received this date for furnishing the City of E1 Segundo certain fire
apparatus and equipment as advertised for, be opened, examined and publicly
declared. Carried.
The Council thereupon proceeded to and did open, examine and publicly
declare all of the bids received this date for furnishing the City of El
Segundo certain fire apparatus and equipment as advertised for, which said
bids were found by said Council to be as follows, to -wit:

peak of'the theoretical brake horse power curve of 204 BHP, but
due to its 700 lb. ft. peak of torque will deliver more actual
Dower than the 12 cylinder motors offered in competitive fire
engines and will out -pull, out - climb, and out -pump them. The
motor we are offering is used in the New York City, Chicago, and
many other of the largest fire departments in the Country. New

members of your board against any competitive product.
We :.ish to point out the fact that the Ball Scott engine we
propose to furnish develops a brake horsepower in excess of
240 horsepower, but far more important than that, this engine
develops 740 ft. lbs. of torque at 1200 rpm, which guarantees
performance for fire service far in excess of any engine built
in the world. Your attention is directed to the fact that this
engine will deliver the gallonage desired under your specifica-
tions at a far less'kpm than any other engine of its horsepower,
and the fact that it is a 6 cylinder engine insures you of the
very maximum of life and of the very minimum of up -keep. The

assuring you that.this apparatus will never become obsolete and
also that the parts can always be purchased at minimum prices
from legitimate automotive parts houses and factory warehouses.
In view of the fact that the Kenworth Motor Truck,Corp. and the
Hall Scott Motor Car Company have thousands of units in operation
in this.territory, the very finest mechanical service is available
to your department. Factcry trained men call periodically to
thoroughly inspect the apparatus and see that it is operating in

ORAL COMMUNICATIONS.
Mr. Herbert Stribling, owner of a motor court on East Walnut Avenue,
westerly of Sepulveda Boulevard, addressed the Council, requesting the
installation of a street light at Walnut Avenue and Sepulveda Boulevard.
Following discussion, the City Engineer was directed to prepare a map,
delineating thereon several street intersections throughout the City, which
at present are not lighted at night, and at which street lights might be
desirable and to submit the same to this!Council for its consideration, and
Mr. Stribling was advised that his request would be taken under advisement.

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COZTITTEES.
The City Attorney reported that he had heard nothing further from Mr.
Smith, attorney for Douglas Aircraft Corporation, since his last report to
the Council, with reference to-the proposed abandonment of Douglas Avenue.
The City Attorney reported that contract and bond forms with reference
to the proposed widening and improvement of Grand Avenue, from Concord
Street to the Westerly City Limits, had been prepared by him and delivered
to Oswald Brothers, the successful bidders for the work, and that the same
should be returned in due course for the signatures of the proper officials
of the City of E1 Segundo.
UNFINISHED BUSII�7ESS.
The City Engineer advised having received prices on signs with

Pending negotiations for a permit-to erect such signs, and information
from E. R. Willits as to the size of the letters proposed to be used in
his sign, the matter was taken under advisement.
In the matter of the proposed easement for road purposes across the
right of way of-Pacific Electric Railway Company in Grand Avenue, westerly
of and adjacent to Eucalyptus Drive, the City engineer was directed to confer
with the engineer of Pacific Electric Railway Company in an effort to obtain
his consent to the Company's approval of a crossing'at said location in
accordance with Plan No. 1-as-shown upon that certain map or plat prepared
by the City Engineer•of the City of E1 Segundo and designated No. M'400520A,
instead of the crossing designated as Plan No. 2, shown on Map M 400520B,
• as heretofore recommended by the Engineer of said Pacific Electric Railway
Company.
In the matter of the proposed improvement of Grand Avenue, between
Main Street and Sepulveda Boulevard, the City Engineer was instructed to
prepare a project statement for submission to the Division of Highways of

the State of California, for the approval by that Body of the use of 140
gas tax funds to defray the costs and expenses of such proposed work.
In the matter of the construction of a fence around the reservoir at
the Municipal water works site it was moved_by Councilman Gerow, seconded
by Councilman Hesser, that the City Engineer be and he is hereby authorized
to cause a fence to be erected, enclosing certain portions of the Water
Works property, at a cost of not to exceed $500.00. Carried by the
following vote:

Moved by Councilman Selby, seconded by Councilman Gerow, that Ordinance
No. 232, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE DISTRIBUTION OF HAND BILLS,
which was introduced and read at a regular meeting of this Council held on
the 31st day of July, 1940, and reread at this meeting be adopted. Carried
by the following vote:

In the matter of improving the seating arrangement for the officer
stations in the City Hall Auditorium, it was moved by Councilman Selby,
seconded by Councilman Hesser, that the City Clerk be and he is hereby
authorized and directed to purchase 12 leather upholstered chranium steel
chairs, at a cost of not to exceed $146.00, plus California State Sales
Tax. Carried by the following vote:

By general consent the Street Superintendent was authorized and
directed to resurface the portion of the shoulder of Sepulveda Boulevard,
