A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City, at 7:00 P. M. on the above date, having been called to order by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. Other Officers Present: Clyde Woodworth - City Attorney. R. T. Hutchins - City* Engineer. A. R. Gann - Street Superintendent. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PR 7IOUS I�=IINGS. The minutes of the adjourned regular meeting held on the 15th day of April, 1940, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, the minutes be approved as read. Carried. The minutes of the regular meeting held on the 17th day of April, 1940, were read, without error or omission being noted, and were approved as read upon motion of Councilman Selby, seconded by Councilman Love, which carried unanimously. ORAL C01�711UNICATIONS. -None. P = X98 None. REPORTS OF STA.NDINC CO1,,MITTEES. REPORTS OF OFFICERS AND SPECIAL COI &ITTE'ES. The City Engineer reported having conferred with Messrs. Lapham and Clotfelter of the Santa Fe Land Improvement Company with respect to that Company deeding the Northerly 20 feet of its property along the South side of Imperial Highway between Sepulveda Boulevard and Inglewood- Redondo Road to the City of El Segundo for public street purposes, and of having been advised that the matter would be taken under consideration and an ans--rer given at a later date. The City Engineer reported having prepared estimates for the improvement of Grand Avenue, between Lomita Street and Sepulveda Boulevard, in contemplation of three different types of improvement and that the estimates of the cost of each are $3400.00, $4907.00 and $4343.00 resnectivel;y-. Following discussion, it was decided that the Council as a whole would make a personal inspection of that portion of the .i ,iiwa,r proposed to be improved and make its decision with respect to the t-,7e of improvement after said inspection. Victor Neschke addressed the Council with reference to the dedication of the public alley over a portion of Lots 5 and 6, Block 92, El Segundo Sheet No. 4, an,,' the making of the improvements referred to in the resolution of the Cite Council adopted at its meeting of January 31st, 1940, with reference to such matters, and which is now of record on Pages P -515 and P -516 of the official records of the City Council of the City of El Segundo. He stated that he had the necessary deed to the alley to present to the Council for its acceptance and had also deposited the sum of $230.00 referred to in the resolution, but that with reference to the construction of the curbs and sidewalks the owners found that they cannot proceed with such construction at this time as no change could be made in the premises covered by their committments with the Federal Housing Administration pending final action thereon. After discussion, it being the wish of the Council to assist the property owners in their dilemma, it was felt that instead of being actually required at this time to construct the curbs and sidewalks, that such owners be permitted to make'a deposit sufficient to guarantee such construction on or before August 1st, 1940, in which case the City Clerk would be able to write a letter to the Security -First National Bank of Los Angeles, Inglewood Branch, or to the Federal Housing authorities, stating that the provisions of the resolution of the City Council had been complied with. It was thereupon moved by Councilman Hesser, seconded by Councilman Gerow, the fallowing resolution be adopted: ;'J�= AREAS, there has been presented to this Council a blue print sketch entitled: "Re -Sub. of Lots 5 and 6, E1 Segundo Sheet 4, M., B. 20, Pg. 24 "; AND, `'THEREAS, the owners -.of the real property designated 'on said blue print sketch as the "Alley" have offered to dedicate said alley for public alley purposes at the location and of a width and extent as indicated upon said blue print sketch and before so doing having requested that this Council indicate its proposed action with reference to the matters hereinafter referred to; N0,`7, THEREFORE, BE IT RESOLVED by the City Council of the Cite; of El Segundo, California, as follows: P1 a 1. That the said blue print sketch be placed on file in the office of the City Clerk for the purposes of identification and reference. 2. That if and when the owners of the lands necessary to dedicate said public alley shown upon said blue print sketch, have executed and delivered to said City the. necessary grant or grants of easements so to do; shall have constructed a cement curb and cement sidewalk in compliance with specifica- tions of said City relating, to such curbs and sidewalks, along the northerly side of Palm Avenue shown upon said blue print sketch, at locations and in a manner satisfactory to the City Engineer and Street Superintendent of said City; or shall have deposited the sum of•$300.00 with the City Clerk of said City for the purpose of guaranteeing and insuring the construction of such curbs and sidewalks within the time hereinafter stated, and in default of their so doing, to thereby authorize and enable said City to cause said work to be done and paid for out of such deposit; and shall have further deposited with the Street Superintendent of said City for immediate delivery and payment to said City the sum of $230.00 as a contribution toward the costs and.exoenses of the improvement hereinafter referred to, that the said Council, on behalf of said City, will authorize the City Engineer and Street Superintendent of said City to cause said public alley and the portion of said Palm Avenue shown upon said blue print sketch, to be improved by grading the same and by constructing thereon an oil mix pavement, substantially-the same as that now existing�on I.aryland Street bet;- ^een Grand Avenue and Holly Avenue within said City. 3. That the offer of said City as hereinabove set forth shall lapse and become void unless the said necessary grants of easement are furnished; said curb and sidewalk are constructed and said deposit is made on or before the lst day of August, 1940. . 4. That the City Clerk is hereby authorized and instructed to forward a certified copy of-this resolution to E. G. Lammiman, one of the owners of said property for his information and use in the premises,' AND, BE FT FURTHER RESOLVED, in view of the adoption of this resolution, that the resolution of this Council adopted at its meeting of January 31st, 1940, -with reference to the above subjects be and the same is hereby rescinded and repealed. On roll call, the foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Selby, seconded by Councilman Gerow, the following resolution be adopted: RESOLVED, that that certain Public Alley Deed, from Doris Marie Patton, a married woman, and Elwood G. Lammiman and Maude V. Lammiman, his wife, dated the 23rd day of April, 1940, conveying to the City of E1 Segundo the following described real property in the City of E.1-Segundo, County of .Los Angeles, State -of Cal- ifornia, to -wit: Beginning at a point on the westerly line of Lot 5, Block 92, as shown upon El Segundo Sheet Number 4, recorded in Book 20, Page 24 of llaps, Records of Los Angeles County and on file in the office of the County Recorder of P _600 said County, said point being 132.50 feet northerly from the southwesterly corner of said lot; thence easterly along a line equi- distant from and parallel to the northerly line of Palm Avenue to its intersection with the easterly line of Lot 6, Block 92, recorded and on file as aforesaid; thence northerly along the easterly line of Lot 6, a distance of 20 feet to a point; thence westerly along a line equidistant from and parallel to the northerly line of Palm Avenue to its intersection with the westerly line of Lot 5, Block 92, recorded and on file as aforesaid; thence southerly along the westerly line of said Lot 5, Block 92, to the point of beginning, for public alley purposes, be and the same is hereby accepted by and on behalf of the City of El Segundo; AND, BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to cause the said deed to be recorded in the office of the County Recorder of Los Angeles County, California. The :,ayor stated that two acacia trees had been removed from the -iar,cinrr ir_ the North end of Virginia Street, where ?t was planned to plant carob trees in their stead. However, one of the property owners in the vicinity had requested that magnolia trees be used to replace those removed and after discussion, it was decided, by general consent, that the planting of magnolia trees instead of carob trees in this particular location would be satisfactory. The Chief of Police advised the Council that the pistol team of E1 Segundo Division of Douglas Aircraft will have a steak dinner in Grenc? Avenue Park on_ Thursday, April 25th, at 6:30 P. 1�,. and that the Council and other City officials were invited thereto. No further business appearing to be transacted at this meeting, it was moved by Councilman ?-lesser, seconded by.Councilman Love, the meeting adjourn. Carried.
