1940 APR 17 CC MINP =592 El Segundo, California. April 17th, 1940. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 P. M. on the above date in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Selby and mayor Binder. Councilmen Absent: Hesser and Love. Other Officers Present: Lester 0. Luce - Representing City Attorney Clyde Woodworth. R. T. Hutchins - City Engineer. Victor D. h:cCarthy - City Clerk. R FADING OF IeiI.TUTES OF PREVIOUS 17—EETING. The minutes of the regular meeting held on the 10th day of April, 1940, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Selby, the minutes be approved as read. Carried. .Tone . OTRITTEN COIVIITNICATIONS. ORAL COIaITJNICATIONS. .Bernard Lawler, Special City Attorney of the City of El Segundo, addrPSSed the Council, stating that in the course of his employment he had prepared complaints and other legal documents required to be prepared in connection with delinquent special assessment foreclosure suits heretofore ordered instituted by the Council; that in further connection therewith it is necessary for the City Council to adopt a resolution authorizing him to file the actions in the Superior Court on behalf of the City of E1 Segundo and to prosecute the same and he thereupon delivered to the City Clerk for adoption by the Council at the proper time during this r_eeting, a form of resolution prepared by himself which will 8ccomnlish the desired ends. At this point Councilman Hesser appearpl at the meeting and took his seat �t the Council table, the hour being 7:08 o'clock P. M. REPORTS OF STANDINIG COT�12SITTEES. Councilman Gerow, on behalf of Life Retirement Plan, requested permission to use the City Hall Auditorium on the evening of April 29th, 1940. It anpearing that the meeting referred to is an open, public meeting, it was moved by Councilman Selby, seconded by Councilman Hesser, that Life Retirement Plan be granted the use of the City Hall Auditorium on Monday evening, April 29th, 194C, no charge to be made for such use. Carried. REPORTS OF OFFICERS AND SPECIAL COMIJI=I S. The City Engineer reported receipt of a communication from Mr. George Fielloge of the Imperial Highway Association, in which the vrriter suggested that, in connection with the widening and'improvement of Imperial Highway between Se,nuiveda F?oulPvard end Inclet=� I- Redondo Road, the City of E1 SeEur_do - _proceed to aceuire title to the Northerly 20 feet 'of that property abutting Imperial Highway on the South. After some discussion of the subject, ti:e Cite Engineer, by general consent, was authorized to confer with Santa Fe Land Improvement Company and other property owners who might be effected by anv such proceeding, to ascertain_ their attitude with respect thereto. - The City. Clerk, Victor D. McCarthy, announced that on April 15th, 1940, he had appointed Neva M. Elsey as Deputy City Clerk and he requested the Council's approval of said appointment. Yowed by Councilman Hesser, seconded. by Councilman Selby, that the appoint- ment on April 15th, 1940, by Victor D. McCarthy, City Clerk of Neva M. Elsey as his Deputy, be and the same is hereby ratified, approved and confirmed, and that her hours of employment and compensation as such Deputy City Clerk be in conformity with..Resolution No. 475 of the City of E1 Segundo, and resolutions amdndatory thereof or supplementary thereto, fixing the hours of employment and rates of pay of municipal officers and employees. The City Engineer presented a map designated M- 400415, which has delineated thereon in green and orange coloring certain parcels of real property directly served by.W. P. A. constructed trunk line and lateral sewers along Sepulveda Boulevard and,Holly Avenue within the City of E1 Segundo, which said map shows also the number of feet of frontage served, the material cost to the City of E1 Segundo and the cost per front foot of frontage served of such materials. The matter of charging the pronerty owners, whose properties are shown colored on said map, for making connections to the sewer was then discussed at length, at the conclusion of which discussion it was moved by Councilman Hesser, seconded by Councilman Selby, that Idap No. M- 400415 be referred to the City Attorney of the City of E1 Segundo, to enable him to prepare an appropriate resolution, fixing and determining the method by which the City of E1 Segundo shall charge property owners for sewer connections to the trunk line and lateral sewers along Sepulveda Boulevard now being constructed by :Mork Projects Administration. Moved by Councilman Selby,'•seconded by douncilman Gerow, that Resolution No. 495, entitled: A RESOLUTION OF HE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORIZING THE INSTITU- TION OF FORECLOa RE ACTIONS UNDER RESOLUTION OF I14TE NTION N`MvIBERS 61, .63, 791 85, 109, 118, 134, 144, and 210 (Improvement Bond Act of 1915), P .594 which was read, be adopted. The matter of the improvement of Grand Avenue easterly from Lomita Street to California Street was discussed and by general consent action thereon was deferred until the next regular meeting of the Council. It appearing that the municipal warehouse needs reroofing, by general consent the City Engineer was instructed to obtain quotations for furnishing materials and performing the work and to advise the Council at a future date with respect thereto. The City Clerk drew the Council's attention to the expiration of the City's lease of the, baseball grounds located on E1 Segundo High School property and upori'motion of Councilman Selby, seconded by Councilman Hesser, which was adopted by the unanimous vote of the Council, he was instructed to direct a communication to the Board of Trustees of E1 Segundo Unified Scl-lool district r- questing a renevial of said lease. No further business appearing to be transacted at this meeting, it was moved by Councilman Selby, seconded by Councilman Gerow, the meeting adjourn. Carried.
