A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall pf said
City on the above date, having been called to order at 7 :00 P. M. by
Peter E. Binder, Mayor,

READING OF MINUTES OF PREVIOUS MEETING.
The minutes pf the regular meeting held on the 3rd day of April, 1940,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, the minutes be approved as read. Carried.
17RITTEN COM1JUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each hereinafter:
MRS. ?IMNRY H. HEASTON, dated April 10th, 1940, expressing appreciation
of the services of E1 Segundo Police Department which checks the premises of
local residents who may be 'temporarily absent from the City, and expressing
the belief that the local Police Department is a finer one than can be found
anywhere. ,
EL SEGUNDO WOM42113 CLUB, Garden Section, dated March 28th, 1940, thanking
the Mayor and Council for the gift of certain plants which were used in the
Womants Club Garden Exchange. Ordered filed.
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, announcing its
105th regular meeting at Montebello, Thursday, April 18th, 1940. It was moved
by Councilman Selby, seconded by Councilman Love, that all members of the City
Council, the City Engineer, and the City Clerk, be and they are hereby author-
ized and directed to attend the meeting of the Los Angeles County Division of
-the League of California Cities at Montebello on Thursday, April 18th, 1940,
and each is further authorized to file his demand against the City for his
actual and necessary expenses in connection with attending said meeting, such
demand to be audited and approved in the usual manner. Carried by the follow-
ing vote:

application for a permit to install a gas main 4�L portion of El Segundo
Doulevard and in portions of Sepulveda Boulevard adjacent to said E1 Segundo
Boulevard, -all as delineated upon said Company's Blueprint No. 25703 -S which
accompanied said application. Moved by Mayor Binder, seconded by Councilman
Selby, that the folloti,.ring resolution be adopted:
RESOLVED, that the application of Southern California
Gas Company, dated April 2nd, 1940, for permission to install
a 2" gas main in portions of El.Segundo Boulevard and Sepulveda
Boulevard, as shoim on Blueprint No. 25703 -S accompanying said
communication be received and placed,on file in the Office of
the City Clerk;

ANDi BE IT FURS RESOLVED, that permission to so install said
line be and the same is hereby granted upon the following terms and
conditions, to -wit:
1. This permit is temporary only and may be
revoked at any time by the City Council of the
City of El Segundo, without no-cice, without cause
and without liability and must be accepted by the
permittee accordingly. .
2. In the even-o this permit is revoked, said permittee,
at its own expense, shall cause any facilities installed
hereunder to be immediately removed from said streets
and shall restore the streets and the surface thereof
to the same condition, as nearly as the same can be
done, in which the same existed immediately prior to
the making of any.excavation or the doing of any work
hereunder.
3. That any work hereunder, excavations, trenches
or earth piles or other obstructions shall be properly
and adequately protected by barriers, lights and /or
other protective means or devices so as to prevent
injury to persons or property in the vicinity.
4. That the permittee, by accepting this permit
or doing any work thereunderf shall thereby automatically
agree to indemnify the City of E1 Segundo and each and
all of its officers, agents, servants and employees from
and against any and all damages and liabilities or claims
of or for damages or liabilities which may arise out of
the doing of any work under this permit, or as the
result of any act or omission on the part of said permittee,
its officersf agents, servants or employees or persons
under contract with it.
5. That all work must be prosecuted to the satis-
faction of the Street Superintendent of said City and
all materials must likevrise be of character, dimension•
and material satisfactory to said Street Superintendent
and must be located and installed in accordance with the
instructions of such Street Superintendent.
61 Before commencing any work under this permit, the
permittee shall give to the Street Superintendent
sufficient and adequate notice of the time when such
work is to commence, so as to permit said Street Superin-
tendent to be present or to have some person delegated by
him in attendance thereat, for the purpose of inspecting
the same and giving instructions with reference thereto.
Such direction and instruction by said Street Superinten-
dent or on his behalf shall not be deemed in any sense as
making the permittee the agent of the City or of any
officer thereof, nor shall such direction or control be
construed in any manner whatsoever to be such as to
constitute said permittee or any agent, servant or employee
of said permittee an employee of said City within the
meaning of the 1,11orkmen's Compensation Insurance and Safety
Act of the State of California,.
?. The City Clerk shall not prepare or deliver to the
permittee named herein the - permit herein authorized until
he has been advised by the City Engineer of.the.City of El
Segundo that the construction contemplated by the application
hereinbefore referred to will not interfere with sub - structures
existing at or in the vicinity of the location specified in
said application.
The foregoing resolution was adopted by the following vote:

ORAL COMCiUNICATIONS.
Mr. Frank Snow, Editor and Publisher'of El Segundo Herald, advised the
Council that Mr. Rector, Manager of the new Lennox Theater, had requested him
to extend to the City Council and the official'family of the City of El Segundo
an invitation to be his guests on.the opening night of said theater, Friday
April 12th, 1940.
Mr. Clarence Dinwiddie made oral application for appointment as a member
of El Segundo Fire Department and was directed by the Mayor to file a written
application.
Mr. Clarence Dinwiddie asked the Council if he might take one week of
his 1940 vacation beginning May 13th, 1940, whereupon it was moved by Councilman
Love, seconded by Councilman Selby, that Clarence Dinwiddie be and he is hereby
granted permission to take one week of his customary annual two weeks' vacation
beginning May -13th, 1940. Carried by the following voto:
Ayes: Councilmen Gerow, Love, Selby and'Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Hesser.
A. Soeuto addressed the Council relative to salary increases for certain
employees which he believed to be in order.
Mr. Lindley Allen, representative of South Centinela District Boy Scouts
of America, explained to the Council a project contemplating the setting aside
of a portion of Alondra Park, south of Lawndale, as a year - around scout camp,
and the erection thereon of a small building for equipment storage purposes,
as well as the installation of utilities and sanitary facilities, and he
requested the Council to adopt a resolution petitioning the Board of Super-
visors of Los Angeles County to act favorably upon a request which now is or
soon may be presented to said Board, to furnish said items. After discussing
the matter at length, it was moved by Councilman Gerow, seconded by Councilman
Love, that the following resolution be adopted:
IT- U]REAS, the City Council of the City of El' Segundo. is
presently advised that request has been made of the Board of
Supervisors of Los Angeles County on behalf of the South
Centinela District of the Boy Scou4ts of America for permission
to use a suitable portion of that certain public park within
said County designated and known as Alondra Park for the purpose
of conducting therein district meetings and encampment of Boy
Scouts and for the construction in such portion of said Park
of a suitable storage structure and the installation of the
necessary public utilities such as electricity, water, and
sanitation facilities; and
VAS, this Council is mindful of the splendid service
of a civic nature and of the patriotic, beneficial and helpful
influence of the Boy Scouts of Americas in building up and
properly inspiring the youth of our nation; and
JHERE S, this Council feels that the request as made is
reasonable and will serve a well'defined purpose for the
public w5lfare;
NOW THEREFORE., BE IT RESOLVED, .by the City Council of the
City of El Segundo, California, that said Council hereby
respectfully recommends•to said Honorable Board of Supervisors
that it most favorably considers said application now pending
before said Board, and that said South Centinela District of
the Boy Scouts of America be permitted to occupy a suitable
portion of said Alondra Park for the purpose mentioned in the
application and hereinabove referred to, and that the necessary
and proper facilities be provided for the adequate use thereof
for such purposes as this Council feels that it is in the public
interest.

Mr. Guy Piersall addressed the Council relative to additional employment
by the City of El Segundo and was advised by the Mayor that his request would
receive consideration.
REPORTS OF STANDING COL1MITi�+ S.
Councilman Gerow reported that on Sunday April 7th he and Mayor Binder
had journeyed to San Bernardino to inspect an adobe building recently erected
by the City of San Bernardino for the purpose of gathering ideas and inform-
ation for use in connection with adobe building construction contemplated by
the City of El Segundo. He and the Mayor then discussed with the Council
features of adobe construction which they had observed and in the course of
such discussion Messrs. Tohn A. L'aal and Page Tulloch, representing the
National Youth Administration, the federal governmental agency which may
construct an adobe library building for the City of El Segundo, entered the
Council Chamber and participated in the discussion. They stated that N.Y.A.
is prepared to undertake the work whenever the satisfactory plans and spec-
ifications for a library building have been prepared and accepted, and that
in addition to the labor which N.Y.A. will furnish, an allowance of
approximately $2000.00 will be made for materials, machinery or supervision
required to prosecute the work. No action respecting the matter was taken,
pending further investigations of adobe construction which will be trade by
members of the Council in the very near future.
REPbRTS'OF OFFICERS AND SPECIAL COMUITTEES.
The City Clerk reported that Mr. H. Waters of 229 W. Queen Street,
Inglewood, representing an association of churches of Latter Day Saints had
requested permission to`use the Baseball Grounds Monday evenings, so that a
Soft Ball League which is being organized might have grounds on which to play,
and play out its schedule. Mr. 'Waters further stated that a team representing
the Latter Day Saints church of E1 Segundo would be represented in said league
and would play one game each Monday night. It appearing from discussion that
night soft ball is one of the activities on the program of E1 Segundo Recreation
Commission, the City Clerk was directed to advise Mr. Waters to confer and make
necessary arrangements with Mr. Dale Hoskin, Recreational Director, representing
E1 Segundo Recreation Commission.
The Chief of Police advised the Council that he had received from the
Automobile Club of Southern California a letter stating that its representative
had conferred with Mrs. Feddersen on east Grand Avenue and had explained to her
that any signs which might be erected on Grand Avenue in the vicinity of her
premises would not slow down or control the speed of motor vehicles using east
Grand Avenue in said vicinity but that when Grand Avenue is improved easterly
from Maryland Street, said thoroughfare will be double striped and it is felt
that this treatment of the problem will enable Mrs. Feddersen to make use of
the driveway into her premises in safety.
The City Attorney reported having prepared, as heretofore directed by
this Council, an'ordinance altering a certain residential_ district in the
City of El Segundo as established.-by Ordinance No. 155 of,said City, which
Ordinance he then delivered to the City Clerk for presentation to'the Council
at its pleasure.
Street Superintendent Gunn reported that the planing of Richmond Street
between El Segundo Boulevard and Grand Avenue, and Grand Avenue easterly of
Eucalyptus Drive is now completed.

City Engineer Hutchins reported having made an estimate of the cost
of furnishing of all the labor, materials, equipment and safety devices
needed in the construction of a crossing over the Santa Fe Right of Way
at-Douglas Avenue within the City of El Segundo, and of having conferred with
Mr. Kinney, an engineer of A.T. and S.F. Railway Company regarding the.matter.
Mr• Kinney indicated that his Company will grant the necessary easement for
crossing purposes and will not oppose the Cityts application to the Railroad
Commission for a permit to construct such crossing, whereupon it was moved by
Council-man Love, seconded by Councilman Gerowg that the City Engineer of the
City of El Segundo be and he is hereby authorized and directed to prepare
plans and specifications for the construction-of a street crossing over the
Right of ;'Tay and tracks of A. T. and S. F. Railway Company, easterly of the
present terminus of Douglas Avenue, within the City of E1 Segundo, and to
present the same to this Council for approval. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and Mayor Binder.

Absent: Councilman Hesser,
The City Engineer reported that his estimate of the cost of improving
Sycamore Avenue between Loma Vista Street and Hillcrest Street, as petitioned
by property oimers•in the vicinity, is $590.40; that if it is the Councilts
pleasure to improve said street as petitioned for, the property owners'
contribution would be $196.80 and the Cityts contribution $393.60. After
discussion, the City Clerk, by general consent, was instructed to convey this
information to the petitioners and advise them that when the stun of $196.80
for the improvement of said street has been deposited with said City Clerk,
the Council then will be disposed -to order the improvement.
Councilman Gerow reported on the attendance of Mayor Binder and himself
at the Girl Scout reception Friday April 5th and commented upon the pleasant
evening spent and of his observation of the accomplishments of the Girl Scouts
and recomiended that a letter of appreciation and commendation be addressed to
them, whereupon, by general consent, the City Clerk was directed to prepare and
transmit such a message.

•a Police.Officer of-the 7th class who has been in the employ of the City in
-excess of one year, be designated a regular employee of,the_City of El Segundo,
-to-wit:---Police-Officer of the 5th class, and j1ae shall be compensated for all
services rendered the City of E1 Segundo as such Police Officer in accordance
•with the provisions of that certain resolution of the City Council of the City
-of E1 Segundo fixing and establishing the hours of employment and the rates of
,pay for employees of said City. ,

The Chief of Police at this time reported to the Council that, subject
to its approval, he had appointed Mr. Frank Berkline as a Police Officer of
the 7th class, and that he expected to shortly put said person to work as
such officer. Discussion was had by the Council, after which it was moved
by Councilman Gerow, seconded by Councilman Love, that the action of the
Chief of Police in appointing Mr. Berkline as a Police Officer of the 7th
class of the City of El Segundo be approved by this Council, and that said
Mr. Berkline be and he is hereby so employed, to commence his service upon
a date to be designated by the Chief of Police, and notice of which date of
commencement of services shall be given by said Chief of Police, in writing,
to the City Clerk when said service begins. The term of employment of said
appointee shall be during the pleasure of the Chief of Police and of this
Council and the compensation shall conform with the provisions of that
certain resolution of the City Council of the City of E1 Segundo fixing and
establishing the hours of employment and the rates of pay for employees of
said.City. Carried by the following vote:

It was moved by Councilman Love, seconded by Councilman Selby that Mr.
W. Al. Callahan be and he is hereby appointed an employee of El Segundo Fire
Department, to assume the duties of his office immediately, and to serve in
such capacity during the pleasure of the Fire Chief and the City Council.
Said appointee shall perform such services for said El Segundo Fire Depart-
ment as are required of members of said Department under the direction of
the chief thereof and shall be compensated in the manner provided by
resolution of the'City Council establishing the hours of employment and
rates of pay of employees of the City of El Segundo. Carried by the
following vote:
