1939 SEP 27 CC MINP. �-,407 = :; El Segundo, California. September 27th, 1939. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Love, Selby and Mayor Binder. Councilmen Absent: Hesser. Other Officers Present: Lester 0. Luce - Representing City Attorney Clyde Woodworth. R. T. Hutchins - City Engineer. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 13th day of September, 1939, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 15th day of September, 1939, were read, without error or omission appearing, and were approved as read, upon motion of Councilman Selby, seconded by Councilman Love, which carried. The minutes of the K2 regular meeting held on the 20th day of September, 1939, were read. No errors or omissions appearing, the minutes were approved as read upon motion of Councilman Selby, seconded by Councilman Love, which carried. The minutes of the adjourned regular meeting held on the 25th day of September, 1939, were read, without error or omission being noted, and were approved as read upon motion of Councilman Selby, seconded by Councilman Love, which-carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following the reference.to each hereinafter: RICHFIELD OIL CORPORATION, dated September 21st, 1939, requesting water service at its service station in course of erection at the North- west corner of Sepulveda Boulevard and Imperial Highway, within the City of Los Angeles. The subject matter of said communication was given consideration by the Council, which Body was .addressed by a representative of said Company, following-which it was moved-by Councilman Gerow, seconded by ,. Councilmat Selby,,the following resolution,be adopted: WHEREAS, the Richfield Oil Corporation has filed a request for permission to make written application for a connection to the water system of the City of E1 Segundo and for the furnishing of water to said Richfield Oil Corporation at a location outside of the City of E1 Segundo; and r � 3 WHEREAS, the 'Hater Superintendent has requested a recommendation from the City Council of the City of E1 Segundo as to whether said application should or should not be granted; and WHEREAS, the City Council of the City of E1 Segundo is of the opinion that said Richfield Oil Corporation should be permitted to file its request for water service .upon certain terms and conditions as hereinafter set forth; NOW, THEREFORE, the City Council of the City of E1 Segundo does hereby resolve, determine and declare as follows: 1. That said Richfield Oil Corporation be permitted to file its written application for water service to be furnished by the City of El Segundo at the Northwest corner of Sepulveda Boulevard and Imperial Highway within the City of Los Angeles, and the Water Superintendent is hereby instructed to accept said written application provided all costs to be incurred by the City of El Segundo in connection with the installation of said service shall first be paid by said applicant; and, provided further, that the rendering of any service to said applicant by the _City of E1 Segundo may be revoked at any time by the said City for any cause whatso- ever in the opinion of the City Council of the City of El Segundo or of the Water Superintendent of said City, without notice to said Richfield Oil Corporation; and, provided further, thpt said applicant observes all rules and regulations of the City of E1 Segundo and of the Water Department of said City in connection with the rendering of service of water to the consumers of water in the City of E1 Segundo. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. SUflUEL S. JACKSON, dated September 25th, 1939, applying for employment by the City of E1 Segundo. Ordered filed. WILLIAM E. OXLEY, dated September 23rd, 1939, application for employment by the City of E1 Segundo. Ordered.filed. CLYDE WOODWORTH, dated September 15th, 1939, requesting permission to take his customary annual vacation beginning September 25th, 1939. Moved by Councilman Selby, seconded by Councilman Love, that City Attorney Clyde ,Uoodworth be and he is hereby granted his annual two weeks vacation beginning September 25th, 1939; that during such vacation his associate, Lester 0. Luce, shall act in his stead and represent the City of E1 Segundo in all matters of a legal nature developing during that time and that during said vacation period there shall be paid to said Lester 0. Luce, as compensation in full for all ordinary services he may render the said City during said time and for attendance at regular Council meetings, the sum of $10.00 per.week, which shall be paid upon the presentation of a demand therefor after the same has been audited and allowed in the usual manner. MAGEE, Corresponding Secretary, El Segundo Woman's Club, thanking the Council for painting angle parking stripes on a portion of Standard Street, adjacent to said organization's club house. Ordered filed. DEPARTIC'NT Or MOTOR VE3ICLES, State of California, dated September 21st, 1939, acknowledging receipt of the City Clerk's letter of July 14th, 1939, P 14, '4p9. with which he transmitted copy of a resolution adopted by the City Council of the City of El Segundo July 12th, with reference to the discontinuance of operator examination service at E1 Segundo, advising that such service had been discontinued by reason of a curtailed budget and that the Department will be pleased to re- establish the service whenever funds may become available. Ordered filed. SPECIAL ORDER OF BUSINESS. The.hour of.7:15 o'clock P. M. at this meeting having heretofore been fixed as the hour and date for receiving bids for furnishing the City of El Segundo the following equipment, to -wit: 1 New 1940 - 1-L Ton Motor Truck Chassis; Alternate 1 New 1939 - lw Ton Motor Truck Chassis, and the hour of 7:14 o'clock P. M. having arrived, the Mayor announced that fact and requested any person or persons present.in the Council Chamber who desired.to file their bids to do so immediately. The hour of 7:15 o'clock P. M. having arrived, and all bids being in, the Mayor declared the time for receiving bids for furnishing the City of El Segundo with a certain motor truck chassis, as advertised for, closed. The City Clerk announced that two bids had been received. It was thereupon moved by Councilman Selby, seconded by Councilman Love, that the Council proceed to open, examine and publicly declare all of the bids received this date for furnishing the City of E1 Segundo with a certain 12 Ton Motor Truck Chassis. Carried. The Council thereupon proceeded to and did open, examine and publicly declare all of the bids received this date for furnishing the City of E1 Segundo with One 1Q Ton Motor Truck Chassis, which said bids were found by.said Council to be as follows, to -wit: Bid of E1 Segundo Motors, as follows: "One new 1939 or 1940 Chevrolet 12 Ton Motor Truck Chassis, 133 inch wheelbase, with closed cab, dual wheels, spare tire and tube and front end bumper, 6:00 x 20 - 6 ply tires front and rear.. F. 0. B. E1 Segundo, California - - - - - - $779.05 OPTIONAL EQUIPMENT 32 x.6 - 8 ply tires - Change over, including spare tire and tube $86.45 32 x 6 - 10 ply tires - Change over including spare tire and tube 152.15 If the above is to be purchased on a time basis, one - third (1/3) of the total purchase price will be required as a down payment and the balance can be extended over a pes.iod for as.-long as eighteen (18) months-at an. interest rate of one -half of one percent (.005),per. month. If the contract is on a twelve month basis, $47.20 will be added to the unpaid balance for insurance; on an eighteen month basis, 868.51. The foregoing bid was accompanied by Cashier's Check No.. 333687, in amount of $100.00, drawn on El Segundo Branch Security First National Bank of Los Angeles. Bid of Ira E. Escobar, as follows: One New 1940 Model, 85 H.P. Engine, Ford 11 Ton Truck Chassis, 134 inch wheelbase., conventional closed bab, front bumper, spare tire and tube and wheel, equipped with 600 x 20 tires and tubes on all seven wheels. The Ford Motor-Co. at Long Beach, California, are starting this week to build the 1940 model cars and trucks on a small production basis and have promised me that if we are the successful bidder we can expect delivery on the above unit approximately in ten production days from date of order." The foregoing bid was accompanied by Cashier's Check No. 333686, in amount of $75.00, drawn on E1 Segundo Branch Security -First National Bank of Los Angeles. Fallowing the declaration of said bids, it was moved by Councilman Love, seconded by Councilman Gerow, that Resolution No. 481, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO IRA ESCOBAR Thy CONTRACT FOR FURNISHING TO SAID CITY ONE CERTAIN TRUCK CHASSIS, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. REPORTS OF STANDING COMMITTEES. Councilman Selby of the Public Works Committee, reported that during the prior week he had authorized the purchase of automobile and motorcycle tires for use on vehicles of the Police Department of the City of E1 Segundo, whereupon it was moved by Councilman Love, seconded by Councilman Gerow, that the action of Councilman Selby in authorizing the purchase of four automobile and two motorcycles tires for use on vehicles of the Police Department of the City of.El Segundo at a cost of not to exceed $75.00, plus California State Sales Tax, and the purchase of .said tires be and the same is hereby confirmed, ratified and approved. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selb; and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. REPORTS OF OFFICERS AND SPECIAL COMMITTEES.. City Engineer Hutchins reported that pursuant to previous instruction of the Council, he had investigated the matter of installing red reflectors opposite the termini of certain streets and alleys which intersect the alley South of El Segundo High School athletic field between Arena Street and the alley westerly of Eucalyptus Drive, and that the estimated cost of such installations is $10.00, plus California State Sales Tax. It was thereupon moved by Councilman Love, seconded by Councilman Selby, that the installation of red reflectors along the north line of the alley - north of Mariposa Avenue between Arena Street and the alley westerly of Eucalyptus Drive, at such locations as such reflectors appear to the City Engineer of the City of E1 Segundo to be necessary, be and the same is hereby authorized and directed at a cost of not to exceed $10.00, plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. The City Engineer reported also that "No Through Street" signs have been erected in Walnut Avenue and Palm Avenue, as heretofore directed by this Council; also in Mariposa Avenue and Pine Avenue. City Engineer Hutchins reported that Southwest Cities Flood Control Association met in the City Hall of the City of E1 Segundo, September 22nd, 1939, at which time said Association approved a flood control plan prepared by Mr. Hedger, Chief Engineer of the County F loon Control District, and that it is expected said plan as approved will be presented to the Board of Supervisors of Los Angeles County, October 3rd, 1939, for its approval. City Engineer Hutchins reported receipt of a communication from Mr. George W. Jones,'Road Commissioner of the County of Los Angeles, dated September 14th, 1939, respecting the sum of money allocated by the County of Los Angeles as aid toward the improving of dedicated public streets and highways of general County interest in the City of E1 Segundo; that later he conferred with a representative of said Road Commissioner, and while it appears that $9071.64 is the total amount of the present allocation to the City of El Segundo, approximately $6300.00 only is available at this time. The City .Engineer reported having conferred with representatives of the Federal Arts*Project, respecting the construction of a model .of the water treatment plant of the City of E1 Segundo; that the cost of preparing the model is being estimated and will be furnished the City shortly; that should the City decide to cause the model to be built, the City will be called upon to pay 251�Z of the cost. The City Engineer reported that the State Relief Administration P 412 will have its first crew of men in El Segundo, Monday, October 2nd, to begin the work projects heretofore approved for the said City. Street Superintendent Gunn, through the City Clerk, presented estimates of the cost of improving Walnut Avenue between California Street and Center Street, with prepared oil road mix and with rock and oil. It was thought desirable to establish the grade of said street prior to ordering any improvement work done therein, whereupon it was moved by Councilman Selby, seconded by Councilman Love, that the City Engineer of the City of El Segundo be and he is hereby authorized and directed to cause a survey to be made for the purpose of establishing a grade on Walnut Avenue between California Street and Center Street and to submit his report thereon to this Council for approval. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. The Street Superintendent requested permission to install a piece of sheet steel over the floor of the body of the flat rack truck in use in his Department in order to facilitate the unloading of rock therefrom while the truck is used in patching operations. Councilman Hesser of the Public Works Committee being absent from the meeting, it was moved by Councilman Gerow, seconded by Councilman Love, that action respecting the installation of a steel floor in the body of the flat rack truck in use by the Street Department of the City of E1 Segundo be taken under consideration for the period of one week. Carried. The City Attorney's Department reported that pursuant to previous instruction of this Council, he had made an investigation respecting the value of certain real properties to be acquired by the City of E1 Segundo in event the work of widening and improving Grand Avenue, from Concord Street to the westerly City Limits, is undertaken in accordance with plans prepared therefor and heretofore approved by this Council; that notwithstanding. numerous attempts to do so, he has as yet been unable to contact the owner of Lot 1, Block 46; that he has personally conferred with the owners of Lot 43, Tract 2667 and that the result of his inter- view is contained in his letter which he has filed with the City Clerk and which he then read to the Council. It was suggested by Councilman Gerow that no action be taken until information respecting the prices asked for all parcels of land involved are submitted to the Council, The suggestion met with the unanimous approval of the Council, hence no action was taken at this time. UNFINISI-MD BUSINESS. Chief of Police Hutchins revived the subject of purchasing a new ammunition reloading machine for the Police Department, stating that Councilman Selby of the Public Safety Committee had viewed the'old machine and is familiar with its condition. Councilman Selby thereupon stated that the machine now in use is badly in need of repairs and that in his opinion it would be more practicable to purchase a new machine and trade in the old, upon which an allowance of $20.00 will be made. It was thereupon moved by C,ourcilman Gerow, seconded by Councilman Love, that the purchase of a new ammunition reloading machine for the Police Department be authorized at the price of $63.75, plus California State Sales Tax, less an allowance of $20.00 on the machine now owned by the City of E1 Segundo, which shall be traded in as a part of the purchase price of the new machine, making the net cost to the City $43.75, plus California State Sales Tax, f.o.b. Los Angeles. Carried by the following vote: Ayes: Councilmen Gerow, Love, Noes: Councilmen None. Absent: Councilman Hesser. Selby and Mayor Binder. P`413 In the matter of the .employment of some agency to effect.collection of delinquent special assessments and to restore tax delinquent properties to the taxroll, Councilman Selby, who has been giving special consideration to the subject, requested one week's additional time for final report. City Engineer Hutchins reported that Douglas Aircraft Company had made inquiry as to when the City contemplates the actual physical widening of Northrop Street. By general consent the Public Works Committee of the Council was instructed to view the location and make its recommendation to the.Council at its next regular meeting. At this point, C. W. Lewis addressed the Council relative to his disapproval of certain street improvements heretofore made within the City of E1 Segundo. Councilman Gerow stated that while attending the League of California Municipalities Convention in Oakland recently, he noted that much was said relative to recreation facilities and other means of diversion furnished the youth of our cities; but in no instance was mention made of facilities having been provided for the entertainment of adult,or elderly folk. He expressed the belief that the City of El Segundo is unique in this respect and that an article respecting the facilities provided by the City of El Segundo for the entertainment of elderly men of this City, through the Old Timers' Club, if published in Western City, together with a picture of the Old Timers' Club and a group of its members, might prove an inspiration to other cities to provide leisure time diversions for their adult citizens. The Council concurring, the City Clerk was instructed to prepare an article for publication in Western City and the City Engineer was requested to tkke the necessary pictures to be furnished the same periodical for use in connection with such article as may be written and published. No-further business appearing to be transacted at this meeting, it•was moved by Councilman Gerow, seconded by Councilman Love, the meeting adjourn. Carried.
