A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 P. M. by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Love, Selby and Mayor Binder. Councilmen Absent: Gerow and Hesser. Other Officers Present: C. K. McConnell - Fire Chief. R. T. Hutchins - City Engineer. Lester 0. Luce - Representing City Attorney Clyde Woodworth. Victor D. McCarthy - City Clerk. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 27th day of September, 1939, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, the minutes be approved as read. Carried. WRITTEN CCMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: ALFRED J. TRACY, dated September 29th, 1939, being an application for employment by the City of E1 Segundo. Ordered filed. Councilman Gerow appeared at the meeting at this time, the hour being 7 :04 P. M. and he immediately took his seat at the Council table. WORKS PROGRESS ADMINISTRATION, dated September 28th, 1939, addressed to R. T. Hutchins, City Engineer, advising of the estimated amount of the City's contribution toward the cost of constructing a model of E1 Segundo water treatment plant by the Federal Arts Project W. P. A., and transmitting therewith, for execution by the City, a form of authority for the work to proceed, together with a form of transmittal which should accompany the City's contribution when made, also a form of request for loan. Following consideration, it was decided, by general consent, to postpone action with respect to the matter. SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P. M. at this meeting having heretofore been fixed as the hour and date for receiving bids for drilling, casing and completing a Water Well for the City of El Segundo to be known as "Water 'ell No. 7 ", and the hour of 7:14 o'clock P. M. having arrived, the Mayor announced that-fact-and requested any person or persons present in the Council Chamber who desired'to file their bids to do so immediately. The hour of 7:15 o'clock P. M. having arrived and all bids being in, the Mayor declared the time for receiving bids for drilling, casing and completing a water well for the City of El Segundo, as advertised for, closed. The City Clerk announced that one bid had been received. •r P ; JL5 1_ It was thereupon moved by Councilman Love, seconded by Councilman Selby, that the Council proceed to open, examine and publicly declare the bid received this date for drilling, casing and completing a water well for the City of E1 Segundo to be known as "Water Well No. 7 ". Carried. The Council thereupon proceeded to and did open, examine and publicly declare the bid received this date for drilling, casing and completing a water well for the City of El Segundo, which said bid was'found'by said Council to be as follows, to -wit: Bid of Roscoe Moss Company, as follows: "Reference is made to your notice inviting bids, and to your specifications No. WW -3 -1939, covering the drilling of a water well adjacent to your treatment plant. We will furnish a:xt complete drilling machinery with com- petent men to operate same, together with 1 16" x 12" x 1" shoe, 12' 16" No. 10 gauge 3 ply starter, 8' 16" No. 10 gauge 2 ply starter, 330' 16" No. 10 gauge double well casing, oil and red lead for painting of'casing, drill, paint, case, perforate, and sandpump well in a good and workmanlike manner, and in compliance with specifications to the depth of 350 feet, for $2,162.00. For such portion of well as may be drilled, cased, perforated, and sandpumped to greater or less depth than 350 feet to the maximum of 500 feet, add or deduct $5.90 per lineal foot. We will furnish turbine pump with capacity of 1,000 gallons per minute, set bow ;s 250 feet below the surface, extend section near bottom of well, and with suitable motor and switchboard, (electrical energy to be furnished by yourselves), and operate this equipment developing and testing your well for a period of 48 hours for $350.00. For such period of time as you may desire the -pump'to be operated in excess of 48 hours the charge for labor and equipment will be $2.50 per hour. We would expect to, commence work within'5 days after execution of contract, and complete within approximately 20 days thereafter. Our California Contractors License number is #624. As you are aware this Company drilled the last two wells for your City, which we understand are satisfactory. In addition we have drilled a number of wells for the Standard Oil Company, the City of Manhattan, and the California Water Service Company at Redondo. We continue to enjoy the business of these buyers. We are attaching hereto our bid check in amount of $260.00, being more than 10% of the amount of our total bid." Said bid was accompanied by Certified Check No. 43602, dated October 4th, 1939, in the sum of $260.00, drawn payable to the order of the City of El Segundo and upon the Farmers & Merchants National Bank of Los Angeles. Moved by Councilman Gerow, seconded,by Councilman Love, that Resolution No. 482, entitled:, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO ROSCOE MOSS COMPANY THE CONTRACT FOR CONSTRUCTING AND COMPLETING :MATER WELL NO. 7 IN AND FOR SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selb; and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. ORAL C018:UNICATIONS. Mr. C. W. Lewis addressed the Council relative to a matter in which he is interested. Mr. Tom Bray addressed the.Council relative to his employment by the City and was advised his case would be given consideration. None. REPORTS OF STANDING COMMITTEES. REPOETS OF OFFICERS AND SPECIAL COLIVIITTEES. The City Engineer .reported that S. R. A. had sent three lf":borers and a truck driver to E1 Segundo to initiate the several project-s which the City of E1 Segundo had sponsored for execution by S. R. A., and that the work had begun Tuesday, October 3rd. The City Engineer reported that Mr..Chas. L. McIlwaine, Park Superintendent, is on his vacation and had designated Mr. Fred L. Gregory as Acting Superintendent during his absence. The City Engineer reported that pictures of the Old Timers' Club had been taken and that prints would be delivered to the-City Clerk shortly for use in connection with an article to appear in Western City respecting said Club. The City Attorney's office reported having conferred with Mrs. Maxine MucSweeny respecting the value of the parcel of land owned by her, which the City contemplates purchasing in event of the widening of a portion of West Grand Avenue as has been suggested; that Mrs. McSweeny has not made a definite decision as to the minimum price she will accept, but hopes to be able to do so during the coming week after discussing the matter with friends in E1 Segundo. At this point the Mayor suggested the advisability of addressing a letter to all of the property owners on West Grand Avenue effected by the proposed widening of said Grand Avenue, advising them of what the Council has in mind and inviting their criticisms, if any they have thereon. The Council concurred in the Mayor's opinion, and by general consent directed the preparation by the City Engineer-of a map of the proposed improvement to accompany the City Clerk's letters when transmitted. UNFINISHED BUSINESS. Councilman Selby requested additional time to make his recommendation with respect to the employment of some person, firm or corporation to effect the collection of taxes and special assessment delinquencies and to restore property sold to the State to current tax rolls, it being his belief that through further investigation he may discover a method less costly than those heretofore proposed; or an entirely different method which may prove more efficacious. The City Engineer presented for the Council's scrutiny, Plan and Profile No. M- 391004, for the improvement of Walnut Avenue, Center Street to California Street. It appearing therefrom that a location must be found upon which to waste earth which must be removed from'said street, and it appearing also that owners of property adjacent to said proposed improvement will consent to said earth being wasted on their property, action with respect to the approval of the Plan and Profile was withheld, pending actual redeipt of written p er' 4i7' i consents from said property owners, which the City Engineer was instructed to endeavor to obtain. In the matter of equipping the body of the Street Department flat trunk with'an all steel floor, which was 'discussed at the last regular meeting of this Council, it was moved by Councilman Ge row, seconded by Souncilman- Love; that a steel floor be installed 'in the body of the Street Departmenrt flat truck, at a cost of not to exceed• $50.00,' plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. 'Absent: Councilman Hesser.' Councilman Gerow reported that he and Mayor Binder and City Engineer Hutchins had viewed the area in the vicinity of Northrop and Douglas Streets, ;vhicfi streets Douglas Aircraft Corporation requests the City of E1 Segundo to improve by installing suitable drainage facilities and constructing a- 35 foot road or runway. It appearing that sufficient data respecting the matter has not been assembled, the City Engineer was directed to continue to work on the matter. ' PAYING BILLS. Building Inspector Hutchins reported that he had found it necessary to re- employ A. J. Sullivan, October 2nd, 1939, as Assistant Building Inspector- P. "419 Second Class; whereupon it was moved by Councilman Selby, seconded by Councilman Love, that the employment by the Building Inspector of the City of-El Segundo of A. J. Sullivan as Assistant Building Inspector - Second Class, effective October 2nd, 1939, and to continue during the pleasure of said Building Inspector and this Council, be and the same is hereby ratified and approved. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. The City Engineer advised the Council that he was experiencing just a little difficulty in locating earth which might be used in filling in behind sidewalks and curbs at certain locations within the City of E1 Segundo and inquired whether or not the Council would consent to the removal of earth from a spur track fill made upon municipal property adjacent to the municipal warehouse a number of years ago. It appearing that the Council has no plans for the use of said fill at said municipal site, the City Engineer, by general consent, was given permission to remove such of said earth bank as he reouires in the work under his.dixection. Moved by Councilman Selby, seconded by Councilman Love, that Captain J. A. Cummings of El Segundo Police Department, be and he is hereby authorized and directed to attend the annual convention of the Peace Officers Association of the State of California, to be held at Santa Cruz, California, October 19th to 21st, Inclusive, 1939, that said official be allowed, as and for his expenses in connection therewith, a sum equal to the round trip railroad fare, plus the cost of a Pullman sleeper in each direction, and in addition thereto an allowance of not to exceed $5.00 per day for lodging, meals, and other expenses incidental to said trip, for not to exceed five days. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. Moved by Councilman Selby, seconded by Councilman Love, that Minta Curtzwiler, City Treasurer, be and she is hereby granted her customary annual twil weeks vacation, beginning October 9th, 1939. Moved-by Councilman Selby, seconded by Councilman Love, that Logan R. Cotton be and he is hereby engaged to audit the books and records of the City. of E1 Segundo for the fiscal year 1939 -1940, upon the terms and conditions set forth in his letter of August 29th, 1939, addressed to this Council and now on file in the office of the City Clerk.
