A regular meeting of -the City Council of the City of El Segundo,
California, was held at 7:00 P. M. on the above date, in the Council
C -amber of the City Hall of said City, having been called to order by
Peter E. Binder, Tviayor.

"Received November 22, 193911, advising that a ineeting of the Board of
Directors of said Division will be held at Huntington Park, Monday,
December 4th, 1939, at 2 P. 1,11. Ordered filed.
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated
November 22nd, 1939, advising that no meeting of said Division will be
held during the month of December, 1939. Ordered filed.
EL SEGU DO RECREATION C0 :,1,ISSIGN, dated November 27th, 1939, bearing
the subject "Bi- e ekly Public Dances ", advising that it is sponsoring bi- weekly
public dances in the City Hall, to which an admittance fee is charged, that
it has fixed�25.00 as the limit of expense in connection with each dance,
that the admittance fee charged therefor is inadequate to meet the expenses
of each dance and requesting the City to make up the deficit, and recommending
that its representative, responsible for funds collected, be bonded.

RESOLVED, that the communication from the City of El
Segundo Recreation Commission, dated November 27th, 19391
titled, "Bi- I.-Veekly Public Dances ", relating to the holding of
recreational dances in the City'of El Segunda,aa.a part of
the recreational program of said City under the sponsorhhip
of said Commission be placed' on file in the office of the City
Clerk for the purposes of identification and reference;
A17D, BE IT FURTHER RESOLVED, that the City Council, on
behalf of said City, hereb-, approves the plans and arrangements
therein set forth for the conducting of said recreational
activities upon the basis as indicated in said communication;
AND, BE IT FURTHER RESOLVED, that the City Clerk be
and he is hereby authorized and instructed to procure any
and all supplies which may be necessary in order to so conduct
said activity;
AND, BE IT FURTTE= RESOLVED, that A. Dale Hoskin,
Recreational Director of El Segundo, California, be and he is
hereby designated to supervise such activity, to attend to any
and all details in connection with the conduct thereof, subject
to the general supervision and control of.said Recreation Com-
mission; that he shall receive no compensation for his services
as such Director and that he shall furnish a bond in the penal
sum of :$500.00 for the faithful discharge of his duties as
Recreational Director, such bond to be approved by the City
Attorney as to form and by the City Council as to sufficiency;
that his duties shall include the receipt of and accounting
for all monies which may be collected as a result of such activity,
all such monies to be paid into the City Treasury of the City
of El Segundo.

SPECIAL ORDER OF 3USINESS.
The hour of 7:15 o'clock P. M. at this meeting having heretofore been
fixer, as the time for considering the bids received November 22nd, 1939, for
furnishing the City of El Segundo a modern two-way police radio communication
system, as advertised for, the Mlayor announced that fact and that the hour of
7:15 P. 1�% had arrived, whereupon it was moved by Councilman Selby, seconded
by Councilman Love, that all bids received November 22nd, 1939, for furnishing
the City of El Segundo a modern two -Tway radio communication system as advertised
for, which said bids were taken under advisement until this hour this date,
be taken under further advisement until the hour of 7:15 o'cloc% P. M.

REPORTS OF OFFICERS A � SPECIAL C01XVITTEES.
City Engineer Hutchins reported having received notification from the

Los Angeles offices of Works Progress Administration that it had approved
the City of E1 Segundo's plans and specifications for the construction of
a trunk line sewer in the East acreage and that said plans will be for-
warded to their Washington D. C. offices for further approval.
Chief of Police Hutchins requested additional time within which to
report upon his investigation respecting the operation of marble games
in neighboring cities and by general consent his request was granted.
City Engineer Hutchins reported that pursuant to the Council's
instruction he had ascertained the names of five airplane schools and
that he had written them respecting `Heir courses but has received no
resconses to date.
The City Attorney reported that *pursuant to instructions of the
ICUncil given at the previous meeting, he had caused an escfow to be
opened in the Southwest Escrow Corporation, wherein the City of E1
Segundo w9s to acquire from the owners thereof the real property within
said City described as follows: Lot 43, Tract 2667; that he had been
informed by the Escrow Co4any today that they were ready to close upon
t "ne acceptance of the deed to said property by the City. lie thereupon
presented the deed from the owners of said property to the Council for
suc`_. acceptance.
It was thereupon moved by Councilman Selby, and seconded by Councilman
Love, that the following resolution be adopted:
RESOLVED, that that certain Grant Deed from Victor
D. i,icCarthy and Stella F. TvicCarthy, his wife, dated the
24th day of November, 1939, conveying to the City of E1
Segundo the following described real property in the City
of E1 Segundo, County of Los Angeles, State of California,
to-wit:
Lot Forty -three (43)'of Tract number Two
Thousand Six Hundred Sixty -seven (2667),
as per map recorded in Book 27, Page 78 of
Flaps, in the office of the County Recorder
of said County,
for public purposes, be and the same is hereby accepted
and on behalf of the City of El Segundo;
?AND, BE IT FURTIHER RESC:.=, that the City Clerk
and he is hereby authorized and instructed to cause the
deed to be placed of record in the office of the County
Recorder of Los Angeles County, California.

The City Attorney at this time reported that he had attendee an
infcrral conference, which had been called at the offices of the Railroad
Conff-Assion in the State Building in the City of Los Angeles, and which
had to do with the rates for electrical service being charged by Southern
California Edison Company.
He stated that there were a large number of persons present at
s,--id eeting,.at :'rhich CorLmissioner,Kakefieid presided. The meeting was

info. al and the Railroad Commission Engineering staff indicated that
certain studies which they had made of the domestic, industrial and
commercial rates of the said utility were, in many instances, subject to
revision in their opinion. A pamphlet was distributed, indicating the
current thoughts of the Commission's engineers in the matter and it was
announced that the Commission proposed to hold other conferences at
various points in the area served by the Edison Company.

The City Attorney reported that pursuant to the Councils request
given at its last meeting, he had indicated to Commissioner Wakefield
the feeling of the City of El Segundo that the LS -1 rate hearing matter
should not be confused with those relating to LS -2 and LS -3, and that
the Council was somewhat disappointed to feel that after the presentation
which had been made in the LS -1 case, that a decision had not been made
o:i that case as contemplated. The Commissioner advised Mr. Woodworth
that his remarks would be noted and that they should be renewed at the
continued hearing of December 7th, 1939.
The City Attorney reported having•had -a conference with Chief of
Police Hutchins respecting an amendment to the traffic ordinance of the
City of El Segundo, pursuant to which he prepared an amending ordinance
which he read to the Council. Thereafter Councilman Love introduced
Ordinance No. 225, entitled:

In connection with the request of California Oil and Gas Association,
filed +Lth this Council at its last meeting, that the Council give con-
sideration to a reduction in the oil well license fee imposed upon
oil wells within the City of El Segundo, Messrs. Larson of said
Association and Mr. Lauer of Wilshire Oil Company, addressed the
Council, following which Councilman Love introduced Ordinance No. 226, -
entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
Alv =v`DING ORDINANCE NO. 211 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE DRILLING, MAINTrNANCE AND CONSTRUCTION
OF OIL AND GAS WELLS TI ]--N; PROVIDING PENALTIES
FOR THE VIOLATION CF' THE PROVISIONS THEREOF; AND
REPEALING ALL ORDINANCES AND.PARTS OF ORDINANCES IN
CONFLICT THERE'v'7ITH.11, BY AM19MING SECTION 3 THEREOF,
which was read.
In connection with a sale of the Northerly 3 feet of the City
Hall property to Dr. Loren Sims, an adjoining property owner, or the
granting to him of an easement over the said property, the City Clerk
reported that Dr. Sims,is willing to compensate the City of El Segundo
in the sum of '250.00 for a deed to the property or an easement there -
over; whereupon the City Attorney agreed to confer with officials of
the Division of Housing of the State of California with reference to
the matter and to. present to the Council for its further consideration
such documents as may be indicated' in the premises.
In the matter of changing the limits of a portion of Fire Zone
No. 1 as requested by Mr. Anderson at the last meeting of this Council,
-it was decided to lay the matter over one additional week for further
consideration.

NEMI'vT BUSIN_ SS.
The Council's attention having been drawn to the fact that its con -
trsct with Oro Grande Lime and Stone Company, for furnishing the City of
E1 Segundo hydrated lime for use at its water treatment plant, will
ex -pire at midnight December 31st, 1939, and it appearing that quantities
of hydrated lime'will be required for the operation of the treatment plant
during the calendar year 1940, the Council determined that it would be
desirable to advertise for bids for furnishing the said material during
said calendar year 1940.
The Superintendent of the Water Department thereupon presented and
read to the Council a form of notice to bidders, containing specifications
of the City's requirements, after which it was moved by Councilman Selby,
seconded by Councilman Love, that the City Clerk be and he is hereby
authorized and directed to advertise for bids, in form, time and manner
required by law, for furnishing the City of E1 Segundo hydrated lime
during the calendar year 1940, such advertisement to, be titled "Notice to
Bidders on Hydrated Lime ", and to be published in the form presented and
read to the Council this date by the Superintendent of the Water Department.
Carried by the following vote:

rebuilt motor be installed in Dump Truck No. 1 and other necessary
mechanical -repairs made upon said truck, at a total cast of riot,to

Moved by Councilman Hesser, seconded by Councilman Selby, that the
following 'resolution be adopted:
WHEREAS, at the last regular meeting of this Council,
the City Clerk of the City of El Segundo was authorized
and directed to publish a notice inviting bids on one new
1940 model black 2 -door sedan type automobile for use in the
Police Department of the.City of El Segundo;
AND, 1lTr7 =EAS, since such instruction was given, the
Council has reconsidered its action and desires to obtain bids
on a four -door sedan type automobile as well as upon a two -door
sedan type automobile;
NOW, THEREFORE, BE IT RESOLVED, that the City Clerk is
hereby authorized and instructed to change his Notice to Bidders
accordingly, so that when bids are received for furnishing the
City of El Segundo an automobile for police use, such bids
shall cover both two -door and four -door sedan type automobiles.
The foreoing resolution was adopted by the following vote:

authorized purchased, said fertilizers to be purchased from Henry Barbettini
and 0. G. Self respectively. Carried by the following vote:
