A regular meeting of the City Council of the City of El Segundo, California,.
was held in the Council Chamber of the City Hall of said City, on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Selby and 1.1ayor Binder.
Councilmen Absent: Hesser and Love.

READING OF ,aIINUTES OF PREVIOUS 1 =TING.
The minutes of the regular meeting held on the 8th day of November,
1939, were read. No errors or omissions avpearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, the minutes be approved as
rear?. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
RAIiLROAD C0011ISSION OF T.1-7 STATE OF CALIFORNIA, dated November 13th,
1939, bearing the subject "Study of Results of Operation of Southern Cal-
ifornia Edison Co..Ltd. ", inviting representatives from all cities and
counties served by Southern California Edison Company, Ltd. to attend a
conference to be held at the Commission's offices, State Building, Los
Angeles,ISonday, November 27th, 1939, at 9:30 A. M., to present any matters
bearing on.electric rates or service in the community which the cities
desire to have considered during.the progress of the study. Ordered filed.
At this point the City Attorney reported respecting his attendance
November 2nd, 1939, at a hearing before the Railroad Commission in the matter
of an application by the City of El Segundo and other cities for a street
light rate reduction effecting overhead street lighting.
. .After hearing the report of the City Attorney and discussing the matter
of Application No. 4337 involving Schedule LS -1, which had been filed by the
City of E1 Segundo and other cities, and also discussing Application No.
4467, which had been instituted on the Commission's own motion, it was moved
by Councilman Selby, seconded by Councilman Gerow, the following resolution
be adopted:
RESOLVED, that the City Attorney be and he is hereby
authorized and instructed to attend the informal conference
to be held 'in the Railroad Coranission offices in the State
Building in Los Angeles,-.November 27th, 1939, and a1So the
continued hearing to be held before the Commission on the
7th day of December, 1939, in the matter of the investigation
of street lighting rates of Southern California Edison
Company, Ltd. applications now pending before said Commission
and to state the general position of the City of El Segundo
at this time as being substantially as follows:

1. Said City requests that immediate consideration
be given to Application No. 4337, involving Schedule LS -1
rates, as this case has been pending for a long time and the
Council feels is entitled to immediate and separate consider-
ation and decision.
2. That said City, so far as the enlarged case is con-
cerned, involving Schedules LS -2 and LS -3, feels that further
expenditure of public funds an its part is not justified, in
view of the recommendation of the Commission's engineering
staff as reflected in exhibits filed in said Application 4667
proce - dings, and that, therefore, said City rests in so far
as such enlarged hearing is concerned; provided, however, that
said City most strenuously protests the apparent increase in
street lightinE service - costs, which will be the indicated
result in the overall general charge against said City for
street lighting service in event the recommendations contem-
plated by the exhibits are carried into effect.
The foregoing resolution was adopted by the following vote:

L]EP.LE E. MILLER, dated November 13th, 19399 being application for
employment by the City of El Segundo. Ordered filed.

Mr. Roy I:iller addressed the Council, seeking employment. He was
advised by the Mayor that his case would be given consideration and that
he would be advised by the City Engineer of the Council's decision.
REPORTS OF STANDING C0181ITTEES.
Councilmen Gerow of the Public Iflorks Committee reported that he,
Councilman Hesser and Layor Binder had investigated and determined that
street lights are required in certain locations throughout the City, a list
of which he presented to the Council.
Following discussion, it was moved by Councilman Selby, seconded
by Councilman G2row, that 600 lumen goose -neck type street lights be
installed at approximately the following locations:
Imperial Highway, bet-,Aeen Loma Vista Street.and Virginia Street,
Imperial Highway, between Virginia Street and Main Street,
Acacia-Ave., bet^:!een Hillcrest Street and Loma Vista Street,
Acacia Avenue at Loma Vista Street,
Sycamore Ave., between Eucalyptus Drive and Sheldon Street,
'Maple Avenue at Loma Vista Street,
Mlaple Avenue at Bayonne Street,
;vlaple Ave., bet;�reen Virginia Street and Main Street,
Oak Avenue, between Hillcrest Street and Loma Vista Street,
Oak Avenue at Loma Vista Street,
Oak Avenue, between iv:ain Street and Eucalyptus Drive,
and that existing. 600 lumen goose -neck type street lights at.Cypress Street
and Walnut Avenue and at Sheldon Street and Walnut Avenue, be changed to
center suspension lights; that the Public-- Works Committee shall inform
the City Clerk of the exact locations at which said street lights shall
be installed, and that said City Clerk shall thereupon request Southern
California Edison Company, Ltd. to install said street lights as an addition
to the current contract for street lighting services between the City of
El Segundo and said Southern California Edison Company, Ltd. Carried by
the following„ vote:

Noes: Councilmen None.
Absent: Councilmen Hesser and Love.
Mayor Binder reported that the Park Department was in need of certain
materials for tree stakes and wind breaks, whereupon it was moved by Councilman
Selby, seconded by Councilman Gerow, that the purchase of 50 pieces of
2" x 2" x 51 Ro. Oregon Pine and 80 pieces of 2" x 2" x 8' R. Oregon Pine,
be authorized and directed, at a cost of not to exceed X20.00, plus California
State Sales,Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Hesser and Love.
REPORTS OF OFFICES A:,� SPECIAL COT31ITTEES.
Assistant City Engineer Chilson reported progress in the matter of
the drilling of Treater gel! ..o. 7, which had reached a depth of 310 feet
this date.
Assistant City Engineer Chilson reported that Larry Shuler had
quoted.a price of $1.00 each for lettering certain traffic warning signs,
the erection of which was discussed at a recent meeting of the Council.
Assistant City Engineer Chilson reported that Building Inspector
R. T. Hutchins had discussed with a Mr. Billings of the State Housing
Commission the matter of converting the mercantile occupancy of the two
story brick building northerly of the City Hall into apartments; that
it is the opinion of Mr. Billings that the only way the conversion of the
building might be made legally would be for the City to sell three feet
of its lot north of the City Hall to the owner of the property upon which
the building stands, or to grant 'rim`a perpetual and irrevocable easement.
By general consent the matter was laid on the table for one week.
Assistant City Engineer Chilson reported that the storm drain
job running from.11ariposa Avenue and Standard•Stfeet to Main Street and
Palm Avenue across High School property is approximately 70I. complete.
Y.ayor Binder reported that he and City Engineer Hutchins had
attended a meeting of the Southwest Cities Flood Control Association at
Lennox, Friday, November 10th; that the project vrhich that Association has
been studying, to -wit: Nigger Slough - Laguna Dominguez flood control,has
,now reached the stage where financial assistance is required in order to
.prosecute the work and that to this end a meeting will be held in the
chambers of the Board of Supervisors of Los Angeles County, November 16th,
1939, at 10:00 A. M. .By general consent City Engineer Hutchins and
.Councilman Gerow were authorized to attend said meeting.
The City Clerk called attention to the fact that the sum of
,$40,00 had been appropriated October 11th, 1939, as per minute record at
,Page P -442, minutes of the proceedings of this Council, to repair the
,public address apparatus of the City of El Segundo, and that after said
appropriation had been made, it was found desirable to enlarge upon the
repair work, making the total cost thereof $46.41. It was thereupon-moved
-by Councilman Selby, seconded by Councilman Gerow, that the appropriation
,for repairing the public address apparatus of the City of El Segundo
heretofore authorized by this Council, be increased from-$40.00 to $46.41,
and that the. repairs made to said apparatus at said latter cost be and
the same are hereby ratified and approved. Carried by the following vote:
Ayes: Councilmen Gerow, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen :lesser and Love.
The City Clerk called attention to the fact that there would.

be no use for the lights at the High Scheol ball park during the winter
months and inquired whether or not the lighting service should be dis-
continued. Moved by Councilman Gerow, seconded by Councilman Selby, that
the City Clerk be and he is hereby authorized and directed to request
Southern California Edison Company* to discontinue light meter service
at the High School ball park. Carried.
The City Clerk called attention to the fact of the death on October
13th, 1939, of i,:r. Dan' B. 'Yiartin, who, for the last twenty years, has
been in the business of selling election and other supplies to the cities
of Southern California. L`_r. Martin having been well known to the members
of the Council and other officials of this City, it was moved by Councilman
Gerow, seconded by ?Mayor Binder, that the City Clerk be directed to address
a letter of condolence to the family of 11r. Martin. Carried.
The City Attorney reported with reference to the proceedings had
before the Railroad Commission on the 8th and 9th days of November, 1939,
in the matter of the inquiry into Pacific Electric rate service and
charges, etc. After discussion, it was'moved by Councilman Selby,
seconded by Councilman Gerow, that the City Attorney be and he is hereby
authorized and instructed to attend the continued hearing of the Pacific
Electric rates and service matter now pending before the Railroad Commission,
December 7th, 1939, or any further continuance thereof. Carried.
The City Attorney reported having conferred with i.:rs. Maxine
c37u,eeny respecting her sale to the City of all or a part of Lot 1, Block
46, to be used by the City in connection with the proposed widening and
improvement of Grand Avenue westerly of Concord Street; that Mrs. McSweeny
fixes a price of $1000.00 for the sale of the entire property, or $500.00
for the sale of a portion of the southerly half'of said lot, subject to
the approval of the Court as to the sale of her minor daughter's interest
in the property. No action taken.
