A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber o'f the City Hall of said City,
on the above date, .having been called'to order at 7:00 P. 1.. by Peter
E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser and Mayor Binder.
Councilmen Absent: Love and Selby.

=E kDING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the lst day of November,
1939 were read. No errors or omissions appearing,_ the minutes were
approved as read upon motion of Councilman Gerow, seconded by Councilman
Hesser, which carried unanimously.
17RITTEN CO12LUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each
herein =fter:
SOUTHWEST CITIES FLCCD CONTROL ASSOCIATION, dated November 6th,
19391 advising that a comprehensive flood control report, dealing with
the drainage of Nigger Slough, which report has been adopted by the
Board of Supervisors of Los Angeles County, will be mailed to the City,
together with a form of resolution approving said plan,'which resolution
this Council is asked to adopt to place the entire matter in line for
approval of the Army engineers in an attempt to secure Federal financial
aid for the construction and completion of the project. The communication
was ordered filed and action with reference to the matter withheld pending
receipt of the report and form of resolution referred to.
SOUTH77EST CITIES FLOOD CONTROL ASSOCIATION, undated, being a
post card notification of the holding of a meeting of said Body at Lennox,
California, November 10th, 1939. Moved by Councilman Hesser, seconded by
Councilman Gerow, that Mayor Binder and City Engineer Hutchins be authorized
to attend the meeting of the Southwest Cities Flood Control Association,
November 10th, 1939, at Lennox, California, and to file their demands for
their actual and necessary expenses in connection therewith. Carried by
the following vote:
Ayes: Councilmen Gerow, Hesser and Mayor Binder.

LOS ANGELES COUNTY DIVISION OF TIE LEAGUE OF CALIFORNIA CITIES,
undated, stamned "Received November 8th, 1939 ", announcing its 101st
regular meeting, November 16th, 1939, at Long Beach, California. Moved
by Councilman Hesser, seconded by Councilman Gerow, that all members of
the City Council, the City Engineer and the City Clerk be and they are
hereby authorized to attend a regular meeting of the Los Angeles County

Division of the League of California Cities, at Long Beach, California,
November 16th, 1939, and to file their demands for their actual and
necessary expenses in connection therewith. Carried by the following vote:

HAROLD M. KING, dated November 2nd, 1939, being application for

BROTHERHOOD OF RAILROAD TRAIMEN, dated November 4th, 1939, trans-
mitting thereT,:ith a resolution adopted by said Body respecting an applica -.
tion of Pacific Electric. Railway Company filed with the Railroad Commission
of the State of California, requesting permisgion to make certain changes
in its service, including abandonment of certain rail lines. Ordered filed.
MRS. E. S. DONALDSON, dated November 8th, 1939, Chairman, Girl Scout
Committee, requesting assistance in the matter of making certain improve-
ments in the heating of the Girl Scout building. By general consent, the
communication was ordered filed and the matter referred to the City Engineer
for investigation and report to the Council.
ORAL COM11UNIC?.TIONS.
Mr. Edward Elsen addressed the Council requesting that if possible
he be given more hours of employment by the City of E1 Segundo. He was
informed by the Mayor that his request would be taken under advisement by
the Council.
REPORTS OF STANDING C0110,IITTEES.
Councilman Gerow directed attention to an item appearing in a
recent issue of 7-1 Segundo Herald respecting excessive automobile sPeed
on Main Street. ..He added that the newspaper article has been sub-
stantiated by personal observation and that motorists indulge in excessive
speeds on other streets as well. He recommended the use of a certain
type of warning sign, which developed a discussion, terminating in an
instruction to the Chief of Police to cause estimates of the construction
and /or installation of certain types of signs be made and presented to
this Council at its next meeting for further consideration.
Councilman Hesser of the Public Works Committee reported having
investigated the request of Mrs. L. R. Engle that certain street repairs
be made in front of her premises at 930 Eucal-,.ptus Drive; that he believes
the chief cause for the request is that the edge of the highway closest
her premises has been eroded by heavy rains and that in his opinion the
matter of repair is a simple one which he had directed the Street Superin-
tendent to make.
REPORTS OF OFFICERS AND SPECIAL COMvIITTEES.
The City Engineer reported that Dr. Loren Sims had submitted to
him a copy of his plan for the reconstruction of the ground floor of that
certain two story brick building immediately north of City Hall property
and that to make the .improvement in compliance with the State Housing
Act it is necessary that he have a 3 -foot side yard; that is, own the
property or have right of use'over three feet sjouth of said *building.
_fter further.discussion, the matter T,ras again.taken under advisement to
enable the Building Inspector to obtain a further interpretation of the
Housing Act from State Housing Officials and to enable the full Council
to mare a decision in toe matter.
The City Attorney reported having attended a hearing before the
Railroad Commission this date in the matter of the application of Pacific
Electric Railway Company to make certain changes in its service, rates,
schedules, etc.; that representatives of Playa del Rey district had
strenuously objected to being ignored in the matter of service through
the routing of all busses through El Segundo; that a compromise proposal
was suggested by the Railroad Commission's engineers, calling for the
routing of certain of the busses heretofore intended to operate through
El Segundo, along Vista Del Mar and through Del Rey instead; that the hearing
had adjourned until 10:00 A. M., November 9th, 1939. By general consent the
City Attorney was directed to appear at the November 9th session for the
purpose of protecting the interests of the City of E1 Segundo.
Reporting with reference to radio interference in the vicinity of the
power lines of Southern California Edison Company recently installed in
East maple Avenue and Eucalyptus Drive, which matter had been referred to
him at the last regular meeting of the Council, the City Attorney advised
having conferred with Mr. C. N. Elgan of Southern California Edison Company
at Inglewood and of having learned that the radio interference complained
of could not have been from the power lines inasmuch as no power had been
conducted throuC.h these lines since installation; that the Edison Company
suggested the interference doubtless originated in a radio station nearby
and that its engineers would investigate and endeavor to advise and assist
in correcting the situation.
The City r'.ttorney reported 'having attended a hearing before the
Railroad Commission, November 2nd, 1939, in the matter of the City of E1
Segundc and others vs. Southern California Edison Company, Ltd., with
reference to reduction in overhead street lighting costs; that it appears
when the matter is finally adjudicated a reduction in street lighting rates
will be ordered, but that the amount thereof is not definite. The hearing
was continued to December 7th to enable cities not now parties to the action
to be notified thereof, so that they may appear and be heard if they desire
so to do.
The City Attorney reported. his inability to have a personal dis-
cussion with Mrs. 1axine McSvkeeny relative to her lot, which is involved
in the proposed widening and improvement of Grand Avenue within the City
of El Segundo, but that he feels that he will have had such interview
and have a definite answer for the Council by the date of its next
regular meeting.
The City Clerk reported that several years ago it appeared to be
desirable to identify certain items in the General Fund of the City of E1
Segundo and that therefore there was opened in the books of the City a
fund termed "General Fund - Receipts from Taxes" and another "General Fund -
Receipts other than Taxes "; that there appears to be no necessity at this
time for this segregation, that the bookkeeping will be simplified by a
consolidation of the accounts and he requested the Council to authorize
such consolidation.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Hesser, that that certain income account on the books of the City Clerk
and the City Treasurer of the City. of E1 Segundo, designated as "General
Fund 1 -A", into which are charged receipts from revenues other than taxes,
be and the same is hereby ordered discontinued from and after this date,
and the City Clerk and the City Treasurer are hereby directed to transfer
from said Fund into the General Fund proper all monies now in said
General Fund 1 -A, aggregating the sum of $69,679.97, and said officers are
hereby directed to make the required entries in their respective books of
record. Carried by the following vote:

Moved by Councilman Hesser, seconded by Councilman Gerow, the following
resolution be adopted:
RESOLVED, that a copy of the "Notice Inviting Bids
on a Modern Two -Way Police Radio Communication System
for the City of El Segundo, California ", presented to
this Council at this meeting, be filed in the office of
the City Clerk for the purposes of identification and
reference;
AND, BE IT FURIHEmR RESOLVED that the specifications
of the equipment referred to in said notice be and the same
are hereby approved by this Council;
AND, DE'IT I'URTHER RESOLVED that bids be received
pursuant to said notice upon the equipment therein referred
to, and that the City Clerk be and he is hereby authorized
and instructed to cause said notice inviting bids to be
published in time, form and manner as required by law, the
bids to be received up to the hour of 7:15 o'clock P. h:.
on Wednesday, the 22nd day of November, 1939.
