A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City,
on the above date, having been called to order at 7:00 P. N. by Peter E.
Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:

READING OF MINUTES OF PREVIOUS I',1EETING.
The minutes of the regular meeting held on the 25th day of October,

unanimously.

The following cormunications, which were read to the Council, were
disposed of in the manner indicated, following the reference to each
hereinafter:
STATE RELIEF ADMINISTRATION, dated October 25th, 1939, stating that
said.Administration has deemed it necessary to fix June 30th, 1940, as
the expiration date for Project No. 1620, under way within the City of
El Segundo., ]Loved by Councilman Gerow, seconded by Councilman Hesser,
the following resolution be adopted:
=,SOrTED, that the communication from State Relief
Administration to the City Council of El Segundo, dated
October 25, 1939, with reference to the existing contract
for the assignment of relief workers to the City of El
Segundo, be received and placed on file in the office of
the City Clerk for the purposes of identification and
reference; and
BE IT FURTHER RESOLVED, that the City Council hereby
approves the suggestions made in the said communication and
does hereby fix and establish the 30th day of June, 1940,
as the termination date for the said contract.
The forgoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes; Councilmen None.

that the matter of reconditioning the sign at the corner of Imperial Highway,
and Inglewood- Redondo Road had been referred to its Committee, Messrs.
Lawler, Lee and Binder, with powerto act. Ordered filed.

RAILROAD COIZIISSION OF THE STATE OF CALIFORNIA, dated October 25th,
1939, being notice of hearing on rates for street lighting service, Cases
No. 4337 and 4463. Moved by Councilman Hesser, seconded by Councilman
Gerow, that said communication be ordered filed and City Clerk McCarthy,
Assistant City Engineer Chilson and City Attorney Woodworth be instructed
to attend the Railroad Commission hearing in the matter of Cases Nos.
4337 and 4463, in the Court Room of the Railroad Commission, State Building,
Los Angeles, California, at 10:00 A. M., November 2nd, 1939. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
ORAL C0131UNICATIONS.
Dr. Loren Sims, oner of the two- std.ry brick building on the West side
of Richmond Street, immediately North of the City Hall, discussed with the
Council the matter of purchasing the Northerly 3 feet of Lot 11, Block 21,
or acquire an easement over the same for light and air space, to enable him
to modernize said building and to convert the lower floor into apartments.
No decision was reached and the matter was referred to the City Attorney and
the City Engineer for further discussions with Dr. Sims, these officers to
report to the Council at its next meeting.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow reported that on Sunday last, he and Mayor Binder
visited the museum in Exposition Park, Los Angeles, for the purpose of
reviewing models which had been constructed by W. P. A. Arts Project, but
that the models they anticipated inspecting had been moved and they were
unable to locate the same.
Councilman Gerow further reported that he and the Mayor had toured
the City with the view of-determining at what locations, if any, street
lights should be installed and it is their.recommendation that installations
be made at Bayonne Street and Palm Avenue, Walnut Avenue between Eucalyptus
Drive and Sheldon Street, Sycamore Avenue between Eucalyptus Drive and
Sheldon Street, and ;Saple Avenue between Main Street and Virginia Street.
No action wqs taken ordering these installations, pending a further survey
by the Council.
Councilman Gerow reported that the high power lines recently
installed on East Maple Avenue and Eucalyptus Drive are causing radio
interference adjacent thereto. Following discussion, it was moved by
Councilman Gerow, seconded by Councilman Hesser, that the City Attorney
be requested to advise the Southern California Edison Company of inter-
ference with radio reception caused by the installation of its power lines
on'llaple Avenue easterly of Eucalyptus Drive and on Eucalyptus Drive
northerly of East Maple Avenue, and to request the Company's assistance
in correcting the condition. Carried.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
City Clerk McCarthy announced receipt of a form of easement for
sanitary sewer purposes over a portion of Lot 174, Block 123, E1 Segundo.
Loved by Councilman Hesser, seconded by Councilman Gerow, the following
resolution be adopted:
RESOLVED, that that certain Grant of Easement for
sewer trunk line purposes, made by Alan A. McCray and Ruth
W. McCray, Henry C. Hanna and Margaret B. Hanna, Raphael
P. Cooney, Mollie H. Armstrong and Erbin D. Armstrong,
J. W. Teipner and Evelyn A. `I'eipner, dated the 21st day
of June, 1939, granting to the City of E1 Segundo a perpetual
easement and /or right of way, for the construction, re-

construction, inspection, maintenance, operation and
repair of a sanitary sewer or sewers, in, over, upon,
across and along the Northerly 72 feet of Lot 174, Block
123, as shown upon E1 Segundo Sheet No. 8, recorded in
Book 22, pages 106 and 107 of Maps, records of Los Angeles
County, California, on file in the office of the County
Recorder of said County., be and the same is hereby accepted
on behalf of the City of El Segundo; and
. BE IT FURTHER RESOLVE'D,'that the City Clerk of the City
of E1 Segundo be and he is hereby directed to cause the
said instrument to be filed for record in the office of
the County Recorder of Los Angeles County, California.
The foregoing resolution was adopted by the following vote:

City Clerk McCarthy reported that J.-W. Pinkerton, lessee of a
dwelling house on the West side of Duley Road adjacent to its northerly
terminus within the City of El Segundo,had requested that said roadway
be repaired so as to be made passable in wet weather. The Street Superin-
tendent reported having inspected said roadway, in company with Councilman
Hesser and he estimates it will cost approximately $150.00 to put said
highway in passable condition; whereupon it was moved by Councilman Gerow,
seconded b�' Councilman Hesser, that the Street•Superintendent be and in is
hereby authorized and directed to make such repairs as are necessary in
Duley Road at a cost of not to exceed $150.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser,-Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.

The Street Superintendent reported that Mrs. Engle, residing at No.
930 Eucalyptus Drive, had requested him to make certain street repairs in
Eucalyptus Drive adjacent to her property; that he had inspected the same
and felt that the matter was one for the Council's decision; whereupon, by
general consent the matter was referred to the Public Works Committee of
the.Council for investigation and report.
City Attorney Woodworth reported that.he has been unsuccessful'in
his attempts to interview Mrs. tiaxine McSweeney relative to the acquisition
by the City of a parcel of real property owned by her, which the"City
desires in connection with the widening and improvement of West Grand
Avenue and that he would make further attempts so to do during the coming
week.
UNFINISHED BUSINESS.
In view of the fact that the City now has acquired ail easements and
rights of way necessary in the construction of trunk line sanitary sewers
along portions of Holly Street, westerly of Sepulveda Boulevard,'the City
Engineer recommended that the Council authorize the execution of Works
Progress Administration Project Proposal contemplating the prosecution of
said work by Works Progress Administration, whereupon it was moved by
Councilman Selby, seconded by Councilman Hesser, that the following resolution
be adopted:
RESOLVED, that•the City.of El Segundo, California,
make application to the Works Progress Administration for
that certain project.within the City of E1 Segundo designated
upon Application No. 1101 -4185 for Sanitary Sewer Construction
within said City; and
BE IT FURTHER RESOLVED, that R. T. Hutchins, City
Engineer, be and he ,is hereby designated as the Sponsor's
Agent for said project; and
BE IT FURTHER RESOLVED, that said Sponsor's Agent
and the City.Treasurer as Fiscal Officer of said City be
and they are hereby authorized and instructed to execute
the said Application and forward the same to said Work
Progress Administration; and
BE IT FURT:R RESOLVED, that the City Council hereby
reserves, sets aside and allocates to meet the obligations'
imposed upon said City under said Apn�ication the sum of
$15,844.00 out of the General Fund of said City, and which
shall be used for the purposes contemplated in said applica-
tion.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Due to the absence of Councilman Love on vacation, the Mayor
appointed Councilman Gerow member pro tem of the Finance Committee of
the Council.

Proved by Councilman Hesser, seconded by Councilman Selby, that the
following resoluticn be adopted:
v6'fE.'ERFAS, the City of E1 Segundo recently found it
necessary to make extensive repairs to its fire engine;
and
WHEREAS, during the interval in which said engine
was undergoing repairs, the City of Los Angeles, through
action of the Fire Chief and the Board of Fire Commi-ssi'oners
of said City, in a spirit of cooperation, extended the
use of substitute apparatus to the City of El Segundo; and
Vr'=.FAS, this Council feels that the cooperation above
referred to evidences a fine spirit of neighborliness as
between sister cities, and the kindness should be publicly
acknowledged;
NOR', THER._,FORE, BE IT RESOLVED, that the City Council
of the City of E1 Segundo does hereby express of record
the appreciation of said City for the assistance thus given
by the City of Los Angeles and does hereby commend the Chief
of the Fire Department and the Board of Fire Commissioners
of said City for the courtesies shown and for the protection
afforded by reason of their generous act.
