A regular meeting of the City Council of the City of E1- Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall-of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Layor Binder.
Councilmen Absent: None.
Other Officers Present:
Clyde 11oodworth - City Attorney.
R. T. Hutchins - City Engineer.
Victor D. McCarthy - City Clerk.

The minutes of the regular meeting held on the 22nd day of March,
1939 were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby,.the minutes be approved
as read. Carried.

The following communications, which were read to the Council,
were disposed of as indicated following the reference to each hereinafter:
Applications for employment received from JOHN SHAF]R, and KEI,INETH
vT. BRI✓R.LY. Ordered filed.
SOUTH=E i. CALIFOP=A TELEPHONE COEPANY, dated March 23rd, 1939,
requesting permission to place one pole in the South side of Imperial
Highway, 322 feet East of Loma Vista Street. Said request having had
the approval of the Street Superintendent, it was moved by Councilman Love,
seconded by Councilman Gerow, that Southern California Telephone Company
be and it is hereby granted permission to place one pole in the South side
of Imperial Highway, 322 feet East of Loma Vista Street, provided such
work is prosecuted and completed in good and workmanlike manner and to the
satisfaction of the Street Superintendent of the City of El Segundo. Carried.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated March 25th, 19399 its
Legislative Bulletin No. 5, 1939 series, relating to present status in the
State Legislature of certain pending Assembly and Senate bills which effect
municipalities. Following the reading thereof, said communication was
ordered filed and the City Clerk was, by general consent, directed to address
a communication to the State Senator and the Assemblyman representing this
district, advising these legislators of the Council's opposition to the passage
of Senate Bill No. 12.

ALBERT UNIX, a claim for damages as a result of an automobile
accident alleged to have occurred on the 11th day of January, 1939, on
Santa Fe Avenue in Vernon, California, the approximate causeof which was
the operation of a motor vehicle ovrned by the City of El Segundo. Moved
by Councilman liesser, seconded by Councilman Selby, that the matter be
referred to the City's insurance carrier for disposition. Carried.

The City Engineer reported that a 11r. E. % Merwin of the Bureau of
Engineering of the City of Los Angeles had informed him that it is the
intention of said City to straighten the curve on the Coast Boulevard and
that plans and details therefor are in process of preparation.
The City Attorney reported that there had been submitted to him by the
Superintendent of the slater Department a letter addressed to said Department'
under date of March 28th, 19399 by Fergus L. Fairbanks, Attorney at Law,
Fillmore, California, indicating -;hat he had been appointed Trustee for the
benefit of the creditors of Howard Oil Company to succeed K. L. Kellogg,
w1 o had resigned as such Trustee, which communication requested the City to
sign a "Consent to Change of Trustee for Benefit of Creditors ".; that in his
opinion it is proper for the City to.sign such Consent and deliver the same
to T,Ir. Fairbanks.
It was thereupon moved by Councilman Selby, seconded by Councilman
Hesser that the Iayor of the City of E1 Segundo be and he is hereby authorized
and directed, on behalf of said City, to sign that certain "Consent to Change
of Trustee for Benefit of Creditors ", with reference to the matter of the
oi.:rard Oil Company, a Nevada Corporation, copy of which is on file in the
office of the City Clerk of the City of El Segundo, and the City Clerk is hereby
authorized and directed to attest the same and to cause such signed copy to
be transmitted to said Fergus L. Fairbanks, Attorney at Law, Fillmore,
California. Carried.
UNFINISTrIED BUSINESS.
In the matter of.the application of Union Oil Company of California
for permission to install a Neon 1176" sign and necessary standard in a
portion of the parkway of Sepulveda Boulevard, so *therly of Imperial Highway,
which said application was presented to this Council at its last regular
meeting and taken under advisement until this date, the City Clerk reported
that a representative of said Union Oil Company had informed him orally
that it is impracticable to erect said standard and sign on private property,
and requested that the Council take action on the application as originally
presented; also that no representative of said Company finds it convenient
to attend this meeting with reference to the matter but arrangements will be
made _°or a company representative to attend the next regular meeting of the
Council if the matter is not finally disposed of at this meeting. Thereupon
by general consent the matter was taken under further advisement until the
next regular meeting of the Council.
In connection with providing radio transmitting and receiving
apparatus for the Police Department of the City of El Segundo, the Chief of
Police reported that the manufacturer recommended to him by the Radio Peace
Officers Association will submit a quotation thereon before the next regular
meeting of the Council.

Moved by Councilman'Love, seconded by Councilman Selby, that Police
Officer Victor L. TIcCarthy be and he is hereby granted his customary annual
tvo weeks vacation beginning April 4th, 1939. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Zosent: Councilmen None.
The City Engineer presented for approval of the Council a plan for
erecting a table around the wading pool at the Grand Avenue Park, the table
being designed to seat approximately 60 persons. No action taken.
Lioved by Councilman Gerow, seconded by Councilman Love, that the
Superintendent of the Water Department be and he is hereby authorized and
directed to purchase and cause to be erected one steel sand box for use
in connection with the Water Department developkent and distribution system
of the City of El Segundo, the total cost thereof not to exceed $200.00,
including California State Sales Tax. Carried by the following vote:

Absent: Councilmen None.
Moved by Councilman Hesser, seconded by Councilman Love, that the
purchase of 100 Decalcomania transfers of the seal of the City of E1 Segundo
for use on the motor vehicle equipment and other municipal property of the
City of El Segundo be and the same is hereby authorized at a cost of not
to exceed $38.00, plus California State Sales Tax. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder,
Noes: Councilmen None,
Absent: Councilmen None.
The City :Engine.er presented for examination by the Council.a tenative
plan of a trunk line sewer system for installation in that portion of the
City of El Segundo not now severed and lying westerly of Sepulveda Boulevard.
Followino examination of the same, the City Engineer was instructed to
proceed with the completion of final-plans and specifications therefor and
the preparation of a project proposal for presentation to Works Progress
Admini strat ion.

moved by Councilman Gerow, seconded by Councilman Hesser, the meeting adjourn.
