A regular meeting of the City Council of.the City of El Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 23rd day of February, 1939,
were read. No errors or omissions appearing, it was moved by Councilmanr Love,
seconded by Councilman Selby, the minutes be approved as read. garried.
,1RITTE T COISIT NICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each hereinafter:
MR. and MRS. A. E. MENARD and others, a petition dated February 21st,
1939, requesting the privilege of using the City Hall each Saturday between
2 :00 and 4:00 P. M. for the purpose of conducting bible study.
Councilman Gerow appeared at this point during the discussion of the
petition next above referred to, the hour being 7:05 P. M. and he immediately
took his seat at the Council table.
Following discussion of the request, it appearing that the use prayed for
will not interfere with other uses to which the City Hall Auditorium is put,
it was moved by Councilman Gerow, seconded by Councilman Love, that until the
further order of this Council, Mr. and Mrs. A. E. Menard and associates be
granted permission to rent the City Hall Auditorium on Saturdays, between 2:00
and 4:00 P. M. in accordance with rules and rental rates heretofore established
by this Council, such rental rate in this instance being the sum of $15.00 per
month, it being understood, however, that the use of the City Hall by the
permittees herein named shall be at all times subject to the prior right of the
public to use said building. Carried.
THE =11-0 C01TANY, dated February 25th, 1939, in response to the City
Clerk's letter addressed to said Company under date of February 24th, 1939,
advising that its Termo -Elsie No. 2 Well has been abandoned and the land
surrounding same restored to its original condition and inviting reinspection
of the premises. By general consent the matter was referred to the Building
Inspector for a further report as to satisfactory abandonment of said well.
FIDELITY AND DEPOSIT COMPANY OF MARYLAND, dated February 21st, 1939,
to the effect that thirty days after receipt of said notice, it would cancel
its Bond No. 4257848, effective January 5th, 1938, in the penal sum of
$25,000.00, covering the drilling-'operations of Wilshire Oil Company, Inc.
and that four specific bonds of $5,000.00 each would replace the one cancelled.
By general consent the communication was referred to the City Attorney
for opinion and report and other action was held in abeyance.
L. H. STE:IART, dated February 23rd, 1939, transmitting therewith a copy
of the brief he had submitted to the Railroad Commission of the State of
California, in that certain case entitled: "CRC Case No. 4337, City of El Segundo,
et al vs. Southern California Edison Company ", in which case he represents the

cities in a petition to reduce overhead street lighting rates.

The Mayor informed the Council that he had learned d child's life
was endangered recently•in'a water'filled oil derrick cellar, which had been
used in connection with 'the drilling of that certain oil well known as 111.1ary
No. 1 " and he recommended that the Howard Oil Company, which drilled said
well and the owner or owners of the property upon which this dangeroug condition
exists, be notified thereof and requested to immediately abate the hufsance.
It was thereupon moved bar Councilman Love, seconded by Councilman
Hesser, that the following resolution be adopted: '
RESOLVED, that the City Clerk be and he is hereby
authorized and instructed to address a communication to `the'
permittee of that certai2i_ oil well within the City of El
Segundo, designated and irnown as "Mary No. 1" and.to the
owner or owners -of *the real property upon which said well
was located, calling their attention to the fact that the
cement concrete 'derrick foundations and derrick cellar
have not been removed from the property; that said derrick
-cellar is ftall of water; that in its present condition it
constitutes a nuisance which is attractive to minors and
which under stimeF conditions might be dangerous to other
persons as well, and requesting the said permittee and /or
the owners of the land to' abate the same immediately.
The foregoing resolution was adopted'by a unanimous Vote of the Council members.

was moved by Councilman Gerow, seconded by Councilman Love, the meeting
adjourn. Carried.
