cor- nunications be referred to the Building Inspector for his investigation and
re-)ort as to whether such abandonments are in conformance with the terms and
Drovisicns of the ?oermits issued for the drilling; of said wells and ordinances
of the City of El Se--undo respecting oil well abandoment. Carried.
LOBS & LOEB, Attorneys,•dated January 16th., 1939, advising that they
had noti_"ied the Beloil Corporation of the Council's action of January 11th,
1939, res- ,ectinr � rauman 'allce I o. 1 'Nell and had made demand upon said
Corporation to complete the abandonment of said well immediately; also
BELCIL COR_�0R'LT ?OI ?, LTD., dated January 17th, 1939, advising that the
abandonment of Gr urran= ',apace '. ell No. 1 had been completed that date to the
satisfaction of the Building Inspector of the City of Bl Segundo.
The Building Inspector, who was present at this meeting, confirmed the
statement and reported that all concrete has been removed from the premises
and the ground restored as nearly as possible to the same condition it was
in prior to the drilling of said Grauman-i"rallace Well No. 1; whereupon it
was moved by Councilman- Hesser, seconded by Councilman Selby, that the
following resolution be adopted:
T'FIFIP.EAS, this Council has heretofore received from Pacif is
Indemnity Company a communication dated December 19th, 19383,
which is now on file in the -office of the City Clerk, heretofore
referred to and by this reference incorporated herein, notifying
said Citv of the cancellation of its bond given in connection
with the permit issued for the Grauman- Nallaee Well No. 1 of the
El Segundo Oil Corporation, in the City of E1 Segundo, California,
suci cancellation to become effective thirty days after the date
of such notice;
AND, ',HEP.EAS, this Council, after receipt of such communication,
caused an investigation to be made vaith reference to the status of
the abandonment of said well;
AND, i'd=K S, this Council is presently advised that since
the receipt of said co=..unication the said well- has been
abandoned to the satisfaction of the Building; Inspector of-the
Cit;;r of El Segundo and in accordance with the requirements of the
Mining Bureau of the State of California and the ordinances of
aid City of E1 Segundo;
NOi:, 7L UEPEFORE, Br IT RESOLVED, that the bond of said El
Segundo Oil Corporation, with Pacific Indemnity Company as Surety,
be and it is hereby exonerated as to any and all liability
accruing thereon subsequent•to this date, to -wit: January 18th,
1939;
A.TTD, BE IT FURTIFER RESOLVED, that the City Clerk be and he
is hereby authorized and instructed to forward a certified copy
of this resolution to said El Segundo Oil Corporation and a like
cop;r thereof to said Pacific Indemnity Company.
The foregoing -resolution was adopted by the following vote:

.R=BLIC PETROLEUIT COMPANY, dated January 16th, 1939, advising that
its El Segundo No. 2 Well had been abandoned June 9th, 1938. By general
consent and on order of the Mayor, the communication was referred to the
Building Inspector with instruction to investigate and determine whether
or not such abandonment is in conformity with ordinances of the City of
E1 Segundo respecting such matters and the terms of the permit issued for
the drilling, operation and maintenance of said oil well, and to report his
findings to this Council.
LOS ANGELES COTI -71Y DIVISION, League of California Municipalities,
dated January 10th, 1939, announcing its 82nd regular monthly meeting to
be held in Montebello, January 19th, 1939, at 6:30 P. 11. None of the
Council expressing a desire to attend said meeting, the communication was
ordered filed.
CASS & JOHAhSII:G, General Agents, dated January 12th, 1939, requesting
a release of liability under oil derrick bond on :behalf of Pacific Western
Oil Compan, in favor of the City of E1 Segundo, ti�aritten'in the Standard Accident
Insurance Company.
It appearing that the bond referred to covers Goodwin ;'Jell No. 1,
wiich to date has not been abandoned to the satisfaction of the Building
Inspector of the Cite of E1 Segundo, the matter was re- referred to the Building
Inspector to report to the Council when said abandonment has been satisfactorily
completed.

FIDELITY & DEPOSIT COLIPUN OF L4ARYL�IdD, dated January 11th, 1939,
requesting that it be relieved of liability under its Bonds Nos. 4258002
and 4258003, with Royalty Service Corporation, Ltd. as principal and
covering the drilling and operating of Royalty Service Corporation, Ltd.
wells known as El Segundo No. 1 and El Segundo No. 2 within the City of El
Segundo.
It appearing that Royalty Service Corporation, Ltd. had assigned its
interest in said wells to Sunray Oil Company and that such assignment had
been consented to by the City Council of the City of El Segundo, it was
iaoved by Councilman Gerow, seconded by Councilman Selby, the following
resolution be adopted:
�r7�EaS, Royalty Service Corporation, Ltd. has duly
assigned, with the consent of this Council, those two certain
oil well permits heretofore issued for those two certain oil
wells .,jithin the City of El Segundo known and designated at
the time of issuance thereof as "Royalty Service Corporation_, Ltd. -
El Segundo No. 1" and "Royalty Service Corporation, Ltd. -El Segundo
No. 211 wells;
AND, 1EER.EAS, the assignee of said permits, to -wit: Sunray
Oil Company, has accepted said permits and agreed to the terms
and provisions thereof in writing and has posted two certain bonds
with Fidelity and Deposit Company of Maryland as Surety on each
of said 'ponds covering said wells as so assigned respectively;

original permittee, Royalty Service Corporation, Ltd. with Fidelity
and Deposit Company of Maryland as Surety covering the said wells
designated as "Royalty Service Corporation, Ltd. -El Segundo No. 111
and "Royalty Service Corporation, I�td. -El Segundo No. S" be and
their are hereby exonerated as to any liability accruing thereon
subsequent to the date upon ti-rhich such new bonds were substituted
and accepted by this Council, to -wit: January 11, 1939;

hereby authorized and instructed to forward a certified copy of

Craig 3roberg addressed the Council, requesting permission t6 suspend
a banner across Ric;assond Street from the Converse Building to the Safeway
Stores Building, for the purpose of advertising a High School play.
1.11oved by Councilman Hesser, seconded by Councilman Gerow, that the
Student Body of El Segundo High School be granted permission to suspend an
advertising banner across Richmond Street adjacent to its intersection with

Grand Avenue; provided said banner is anchored and suspended under the direction
of and to the satisfaction of the Street Superintendent of the City of E1 Segundo.

Tree City Attorney reported that the hearing in the matter of the street
light rate reduction action instituted by the City of El Segundo, et al, came
on as per schedule January 12th, 1939; that he was unable to attend the hearing
that day but that his associate, Mr. Lester Luce, attended for a portion of the
hearing; that after the presentation of testimony by Southern California
E'dison Corinany the hearing was continued to January 27th, 1939 and by a
subse:luent order of the Cu.mission was further continued until 10:00 A. 11.9
February 3rd, 1939,
The Superintendent of the i;ater Deprrt7 .,lent advised the Council that a

'l -nt of '6he City of El Se,�,u do; ?. *hereupon it was r,.oved by Councilman Gerow,
seconded bT Councilman esser, that.the followinS resolution be adopted:
RESOLVED that a copy of the Notice Inviting Bids for
hydrated lime for the City of E1 SeL-undo for its needs in that
re ~ard for the remainder of the calendar year 1939 after date
of contract, presented to this Council at this meeting, be
placed on file in the office of the City Clerk for identification
and reference;
BE IT F 1 R RESOLTv_D, that the City Clerk be and
he is hereby authorized and instructed to cause the said Notice
Inviting; Eids to be published in time, form and manner as
required by law.

The City Attorney reported that he had transmitted to J.7. Faull"Mer,
Attorney for Ethel V. Ainsworth and ;';alter C. Ainsworth, Sr., ver his request,
signed complaint in the Quiet Title Action respecting 'bract No. 10058,
The City Clerk called attention to the letter of Union Oil Company
.dated December 21st, 1938; heretofore filed with this Council, in which said
Com-_oany remuested that it be, released of any obliSations in connection with
. its we', Is Idos. 2 and 3 drilled in the City of El Ser-rundo under permits granted
.by this Council; that while the Council had consented to the assignment of
. Union ''jell No. 2 to Lane-; Company, no verification of the abandonment of
.Union Oil Company ;'ell No. 3, has been filed with this Council.
It was thereupon moved by Councilman Gerow, seconded by Councilman
ijesser, that the Building Inspector of the City of El Segundo be and he is
hereby directed to investigate the matter of the abandonment of Union Oil
Company '•cell i.o. 3 and to file his report *iri th this Council respecting the same.

The treet Superintendent reported that he had inspected certain

gave the specifications and.explained the operation of said mixers and after
an examination of the same, it was moved by Coumcilman Gerow, seconded by

be authorized at a cost of dot to exceed :335.00. Carried by the following vote:

The Street Superintendent reported that on Rosecrans Avenue, between
Highland Avenue and Inglewood - Redondo Road, there are eight trees which he
considers in a dangerous condition; with respect to five the hazard may be
removed by cutting off over - hanging trunks, three should be grubbed out entirely
and others should be trimmed. It was thereupon moved by Councilman Selby,
seconded by Councilman Gerow, that the Street Superintendent be and he is
hereby authorized and directed to remove and trim such trees on the North
side of Rosecrans Avenue and between Highland Avenue and Inglewood- Redondo
Road as in Ais opinion require removal or trimming. Carried by the following
vote:
Ayes: Councilmen Gerow, Messer, Selby and Kayor Binder.

Absent: Councilman Love.
The Street Superintendent reported that he has been afforded an
opportunity to buy dry screenings from the City of Los Angeles Hyperion
server screening plant at a price of $2.00 per ton, provided the City will pick
up and haul the material. He stated also that he felt the Street Department
could transport the sane at a cost of y $2.00 per ton.. It was thereupon moved
by Councilman Gerow, seconded by Councilman Selby, that the Street Superin-
tendent be and he is hereby authorized to purchase 50 tons of fertilizer at
a price of "92.00 per ton and to arrange for its transportation from its
present location_ in drying fields to the City of E1 Segundo. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

. The Superintendent of the :7ater.Departuant reported that the flushing_
of water mains of the City of El Segundo is approximately 950 complete, all
mains having been flushed except those in the East acreage.
